FILE - In this May 29, 2012 file photo, Washington Mayor Vincent Gray speaks at a news conference on Capitol Hill in Washington. Some District of Columbia leaders say they’re disappointed that President Barack Obama hasn’t been more of an advocate for local autonomy in his first term. Obama carried the district in 2008 with 92 percent of the vote, an unusually high percentage even in this overwhelmingly Democratic city. The president also hasn’t appeared in public with Mayor Vincent Gray since the mayor took office. The mayor’s 2010 campaign is the subject of a wide-ranging federal investigation. (AP Photo/J.
