States are mostly doing a poor job of fighting corruption, with New Jersey doing the best according to a study released on Monday. Only five states received a "B" grade for delivering accountability and transparency and eight got an "F", the investigation by the nonprofits Center for Public Integrity, Global Integrity and Public Radio International said. No state received an "A." As a prime example of how scandals can lead to reform, New Jersey topped the list with a "B+" despite a history of corruption that saw Governor Chris Christie bust more than 100 public officials while a U.S. attorney in the state.
