Activists from labor unions chant slogans during a rally in front of the Executive Yuan Council of Labor Affairs in Taipei December 23, 2008. The labor unions are demanding that firms stop laying off workers and putting them on forced unpaid leave. In November Taiwan's jobless rate hit its highest level in five years.
