Greenpeace protesters stick 'surveillance eyes' outside the government's Environment Bureau as a gesture to urge the authorities to cap carbon dioxide from power plants as a move against climate change in Hong Kong May 6, 2008. Greenpeace said the government is amending the 2008 Air Pollution Control Ordinance to control air pollutants from power plants from 2010 onwards, but carbon dioxide leading to climate change is not mentioned.
