Venezuelan's foreign minister has read a letter to the U.N. General Assembly in which President Hugo Chavez harshly criticizes the world body of allowing injustice around the world and serving U.S. interests.

Foreign Minister Nicolas Maduro read the letter on Tuesday as his country made its annual address at opening of the new General Assembly.

Chavez, who is fighting an undisclosed type of cancer, did not travel to New York for the gathering of world leaders this year.

But in his letter, Chavez is calling on the world's countries to stop what he said is a "new imperialist war," launched by the U.S. after the Sept. 11, 2001 terror attacks.

He complains that the U.N. has done nothing to stop U.S. military action.
