LAPD watchdog: Racial profiling probes were flawed

A police watchdog says he found problems in a third of the internal investigations of Los Angeles police officers accused of racial profiling and other kinds of bias.

Police Commission Inspector General Andre Birotte said Tuesday that investigators did not interview witnesses, failed to ask important questions or made other mistakes in six of the 20 cases examined.

Birotte's report says some supervisors made decisions not to discipline officers that were based on incomplete probes or not supported by the investigations.

Internal affairs officials acknowledged mistakes were made but said the errors did not affect the outcome of the investigations.

The LAPD changed how it investigates claims of bias last spring.
