CARSON CITY, Nev. (AP) — Nevada Supreme Court justices peppered lawyers for the Republican and Democratic parties with questions over state election law and whether Secretary of State Ross Miller is entitled to deference in interpreting how an upcoming special election should be conducted.During oral arguments Tuesday justices gave no indication how they may rule.Miller and the Democratic Party appealed a lower court ruling that rejected Miller's call for an open ballot to fill Nevada's vacant U.S. House seat in a special election set for Sept. 13. They argue state election laws require a contest open to anyone who files for candidacy. The state Republican Party contends major party central committees should choose their nominee. The state GOP has since rallied around former Sen. Mark Amodei. Democrats endorsed state Treasurer Kate Marshall.
