THE SUGGESTION: Spain should consider making rich people pay for their universal health coverage, the country's economy minister said Monday, in another reflection of a government scraping for new sources of revenue.

THE DETAILS: Economy Minister Luis de Guindos said in a radio interview that Spain should consider making people who earn more than (EURO)100,000 ($130,000) a year pay for state-administered health care that is financed with taxpayer money. The average salary is about (EURO)20,000 a year.

THE REACTION: The ruling party quickly disavowed him, saying the official was only expressing a personal opinion.
