Highlights of Connecticut Gov. M. Jodi Rell's latest deficit-cutting plan, most of which requires legislative approval:

_ Trims state aid to cities and towns by 3 percent or $84 million.

_ Cuts culture and tourism grants by $1.2 million.

_ Delays plans to raise the maximum age of juvenile court jurisdiction until 2011, saving $10.8 million.

_ Reduces AIDS services by 25 percent or $1.3 million.

_ Postpones $10 million payment to Stem Cell Research Fund, designed to encourage the research in Connecticut.

_ Decreases the Citizens Election Fund for state political campaigns by $12 million.

_ Abandons plans to reduce the state sales tax rate from 6 percent to 5.5 percent.

_ Eliminates funding for certification of High Meadows, a treatment program in Hamden for boys with severe behavioral and emotional problems.

_ Trims funding for school-based health clinics by 25 percent or $2.6 million.

_ Lowers reimbursement to Medicaid health care providers by $14.4 million.
