Lessons from Britain and Canada Could Save the GOP

Much has been written lately regarding how the Republican Party might re-form itself into a winning operation. Of course, this debate has been around for a long time, but our recent losses have reignited the debate. This time, however (perhaps having learned from liberals that “progressive” sounds better) -- the moderates have re-branded themselves as “modernizers”, “reformers”, or “pragmatists”. And to give their revolution some historical credibility, they have given themselves a new hero: British Conservative Party Leader David Cameron.

In their minds, Cameron is the crusading moderate who wrested control of the Conservative Party from…well…conservatives -- dragged it kicking and screaming into the 21st Century -- and now stands ready to become Prime Minister in the 2009 Election. They are right on two counts: the first being that Cameron is a moderate and the second being that he is a political genius.

Indeed, there is much we can learn from Mr. Cameron, and even as a staunch conservative I think that elements of his template could be the keys to future Republican victories. However, the idea that he would be on board with their reverse-RINO-hunt is complete and utter rubbish -- and it shows great ignorance of how Cameron has revitalized British conservatism. If we really want to implement the Cameron model, we must first understand the details of what he did…and what he did differs starkly with the ideas currently being floated by angry moderates hungry for conservative blood.

Cameron has repositioned his party closer to the center of the political spectrum. However, moderation in itself has not always worked for him. In fact, one of his biggest plans to seize the middle-ground blew up in his face. After his election as party leader, Cameron almost immediately adopted environmentalism as his key issue and launched a new party slogan: “Go Green, Vote Blue” (Blue being the color symbolic of the party). That slogan is long gone today (it’s one of the few pieces of the Cameron experiment not to have succeeded).  Now, to be sure, environmentalism is still a big part of the party’s appeal. Actually, the party has always been seen as strong on that front considering the left-wing Labour Party’s association with not-so-green labor interests such as coal miners. However, it is still safe to say that the “Go Green” marketing gimmick flopped.

Most of the program did, however, succeed. If you go to the party’s website or watch their ads you will see a much more hopeful message than you did a few years ago. Gone is the old logo, a rather intimidating hand grasping a torch. It has been replaced by a very happy-looking tree. Everything about the new message is hopeful, sunny, and forward looking -- and the focus is now on “quality of life” issues like family, healthcare and education.   Granted, the old “taxes and national security” message is still there, but it comes packaged as part of a larger message that the Conservative Party cares about people. Cameron also makes a point of being modern and tech-savvy, as illustrated by his “WebCameron” video blogs. These are all fantastic moves, and the Republican Party should move quickly to implement them (of course, technology is philosophically neutral). By the way, the people who are broadening this discussion here in America are conservative governors like Sarah Palin and Bobby Jindal. They are the real “American Camerons” in my mind. 

Another big part of the Cameron approach was to solidify and reassure all wings of his party, including the “traditionalist” right wing. In fact, one of the first moves was to give plum positions in his “Shadow Cabinet” (essentially the cabinet in-waiting) to the two right wingers he defeated to win the party leadership. Runner-up David Davis was given the hugely powerful post of Shadow Home Secretary, while third place candidate Liam Fox became Shadow Secretary of State for Defense. Furthermore, two of Cameron’s predecessors as party leader scored influential positions as well, with William Hague (leader from 1997-2001) becoming Shadow Foreign Secretary and Iain Duncan Smith (leader from 2001-2003)  heading up the party’s new Social Justice Policy Group. All of these people became genuine players on the Cameron team, and Cameron has benefited from this inclusive approach. Far from jettisoning the right wing or the traditional leaders, Cameron has made a point of including them in his revolution.

Another thing that David Cameron would never consider is taking social issues off the table. In fact, he is largely responsible for putting them back on the table as a way of making his party look more compassionate than the left wing alternatives. Now, the Brits don’t deal with the same social issues we do – abortion is considered a non-issue -- and the main issue is keeping marriages and families from breaking apart rather than debating gay marriage. However, Cameron has revolutionized the social debate by hijacking the left wing term “social justice” and lumping the protection of marriage and the family in with other “social justice” issues such as healthcare and education. Of course, that wasn’t really a Cameron idea. It was the brainchild of the more “traditionalist” former party leader Iain Duncan Smith, who founded the “Centre for Social Justice”.

Cameron saw the genius of Duncan Smith’s idea, made it a major piece of the platform, and put Duncan Smith himself in charge of party policy on that front. So, again, Cameron didn’t throw the SoCons overboard – he incorporated them, revitalized them, and utilized them to his advantage. In fact, family issues seem to animate Cameron like few others. Watch his recent rant about a high-profile domestic violence case and British social services – I don’t think anyone can say with a straight face that this man doesn’t care about social issues.

On some issues, Cameron has even put forward some proposals that (for Britain) are extremely conservative. For instance, he has been extremely solid on reforming the UK’s bloated welfare state. Instead of swinging to the center and embracing these big government programs, Cameron is proposing a welfare-to-work program he says is “the biggest shake-up of the welfare state for 60 years.” One might point out that Margaret Thatcher took office only 29 years ago, so if Cameron can live up to his rhetoric, then he actually intends to go further than Thatcher in his crusade to get Brits off welfare.

The key thing to remember about David Cameron is that he dramatically changed the way his party approaches the issues. He shifted the focus onto new issues and made conservatives think of themselves as smiling, forward-looking change agents rather than brooding, tax-obsessed fear-mongers. Still, he didn’t change the basic values that the party holds dear. In a lot of ways he’s like Governor Tim Pawlenty of Minnesota. Both are seen as a little moderate because they try to be optimistic pragmatists rather than ideologues, but they also fit into the broad conservative mainstream in their respective nations.

… Then again, maybe we’re totally off base in looking to Britain as the best template. Canada probably compares much better to the United States, and their Conservative Party has also risen from the ashes in the last few years - and they did it with a rather drastic swing to the right. Traditionally, Canada had two major parties: The dominant Liberal Party and moderate Progressive Conservative (PC) Party. However, the PC Party imploded in the 1993 elections, as PC Prime Minister Kim Campbell lost 293 of the party’s 295 seats in Parliament. The defeat fractured the Canadian right and ushered in the 10 year reign of Liberal Prime Minister Jean Chretien, but it also laid the foundation for the rise of real conservatism in Canada.  As Campbell and the PC Party crashed and burned, the far more conservative Reform Party of Canada blew onto the national scene by taking 52 seats in Parliament (they previously had one).  Despite the fact that Reformers’ seats were concentrated in Western Canada and they never came close to forming a government, the demise of the PC Party enabled them to become the second largest party in parliament and the voice of the Canadian Right.

By the early 2003, Canada’s battered conservatives were ready to re-form into a competitive party, but the national situation had changed drastically since they were last in power. The moderate PC Party was now only the fifth largest party in Parliament, holding only 12 seats. On the other hand, the right-wing Canadian Alliance (the re-named Reform Party) was the second-largest. They held 66 seats and had established themselves as largest force on the right.

 The PCers had been holding out on a potential merger for several years, knowing that they would not be the dominant force in the new party, but in 2003, they finally gave in. Newly elected PC leader Peter MacKay was both more open and more conservative than his predecessor, and merged with the alliance to form the new Conservative Party of Canada. The right-wing had united into a cohesive national force again, and that force was headed by former Canadian Alliance leader Stephen Harper…who had been with the Reform Party since 1988 (before they ever won a seat in Parliament). So, the right had not only united, but it had also coalesced around a far more conservative message than Canada had seen in recent history. The revitalized party gained seats in the 2004 election, depriving the Liberals of a majority in Parliament for the first time since 1993, and then forced another election in 2006 - when they stormed to power and installed Harper as Prime Minister. I might also point out that the most moderate (or “Red Tory”) wing of the old PC Party largely abandoned the new Conservatives and defected to the Liberals. It didn’t hurt the Conservatives and didn’t even help the Liberals (who suffered their worst popular vote loss in history when Harper was re-elected this October).

Regardless of where you stand on the issues, it is hard to see how the moderate strategy of purging conservatism and running to the center could work. Their supposed hero, David Cameron, succeeded primarily by rebranding and revitalizing traditional conservative ideals. Steven Harper’s path to victory is even more illustrative of how true conservatism can be made relevant in the 21st Century. If you think conservatives are in the wilderness here, think about what it must have been like to be stuck in an unelectable Third Party that could only compete in Western provinces! Of course, that didn’t stop Stephen Harper from merging the PC Party into his machine and becoming Canada’s most conservative Prime Minister in at least 50 years.

Both Britain and Canada’s Conservative Parties show that the road back to power might be a long one. However, they also show that there is a way back and that it does not involve abandoning our principles for the sake of winning.

An okay column ...
... but why are we always talking about Republican Party victories? Shouldn't we be talking about how to achieve more Conservative victories in the future?

These ideas are good and we should look at them closely. For now, we need to get back to the basics of Conservatism and start looking at who will stand up for Conservative voices. If those people turn out to be Bobby Jindal and Sarah Palin, then so be it.

It's time to end the circular firing squad and remember that we Conservatives are all on the same team.

Thank you for a great collum. Poeole who say we should, as a party, move to the center( the left ), should join the dems. I want the party to stand up for its ideas and principles. I love John McCane, but he did not espouse conservitive principles, and so he lost. We can not be dem lite.

By American standards both of these parties are pretty liberal. Both support government health care (claiming that they can manage it better) and both promise to fight to global warming.

Analysis
It's interesting to hear examples of what to and to not do from other sections of life. Just as business school relies heavily on case studies, we should too if we plan on rising above the leftist illuminati in power.

It's true the both Canada and Britains Conservatives are not quite as (small c) conservative as the mainstream of the GOP. And yes, they both say that they could handle nationalized healthcare better than the Liberals (namely because both countries already have long-established nationalized healthcare..though I would point out that Canada's conservatives also support private clinics and Cameron wants to at least inject some market forces into the Brit system)

However, that's not the point. The point is that, while the slates of issues might be different, neither of these parties succeeded by lurching to the center...they held to their values. Mainstream "conservative" or "right-wing" values may be defined slightly differently in different nations, but the point is that abandoning your core message (whatever that is) is not the best way back to power.

Actually, most PC's were conservative in name only, or as Lewis described them "Red Tories"; Reform's 1993 brochure accurately stated "Liberal, Tory, same old suppository".

Plus, PC's lost due to the treason of Campbell's preceder in office Brian Mulroney (1990 Meech Lake Accord), just as Liberals had imploded in 1984 due to treason ("birding" of Canada) by their ex-PM Pierre Trudeau. Basically, PC's had failed to represent the Canadian Right (and most PC MP's even their constituents) ever since 1984.

Lewis is correct in stating that the dropping away of "Red Torys" from Conservatives didn't hurt them--however, the fact that it took them that long to figure out that the "Red Tories" (such as their then-leader Joe "Who" Clark) were absolute deadwood did hurt them until 2003.

Especially considering the recent failure of just that strategy. McCain attempted to bring the right into the party with Palin but, it was way too little and way too late to help a die hard liberal convince us he was conservative.

Hello, it is me again, somebody pointed out the article about Canada to me. Indeed, Canada is mentioned so rarely in US press that whenever it is mentioned, it is big news.

Anyway, it is total misrepresentation of truth to say that Conservative party in Canada is far to the right of the old PC party, in terms of issues and policies; it is very close to the old PC party.

It was a true right wing party for a long time and it stayed in opposition. Harper brought it sharply to the center. First, he capitulated on abortion issue, he promised to leave it alone. Not only Canada does not have any restrictions on abortion, but each and every abortion is paid for by the government. Harper has not touched the abortion issue.

He also capitulated on same sex marriage (SSM) issue. He promised not to use Notwithstanding Clause to ban gay marriage. When he came to power, he made the most half hearted attempt to ban SSM and when it didn’t work, he gave up.

The old Reform and Alliance party had promised to hold American style referendums on each and every subject, from whether abortion should be legal to whether hamburgers should be legal. Harper got rid of that part of the platform. Any talk of referendums is long gone.

The reason he got support in liberal Ontario and Québec (and to some extent, British Columbia) was because he abandoned the right wing positions on social issues. Since he has been in power, he has not touched issues such as abortion, gay marriage, death penalty (we have none) etc. He moved sharply to the center, that is why conservatives got elected.

If he tries to dig up the dead and settled issues such as abortion, gay marriage, death penalty etc., that will be the quickest way to commit political suicide. Harper is not stupid; he will stay well away from social issues.

There are no conservatives in Canada
Up here in the Ontario part of Kanukistan we have Liberal, Very Liberal, and Uber-Liberal/Communist. I have lived here nearly 11 years and have never met what a conservative American would call "conservative" -- unless it was a fellow expat.

The government of Canada, as far as I can tell, exists for four reasons: (1) promise anything and everything to anybody and everybody, but make sure it's promised for at least five years in the future; (2) appoint all your friends, cronies, apparatchiks, hangers-on and myrmidion to cushy positions and give them huge budgets for which they never have to account; (3) line your pockets, and (4) get re-elected. Oh, and make sure you blame everything that ever went wrong since the Garden of Eden on the United States. (The current finance minister is afraid to say The United States, so he says "other countries." But we all know whom he means.)

If you think this country is a success at ANYTHING, you ought to come up here and live and work for a few years. Getting anything done in Canada is like trying to bail your boat with a fork.

Has anyone bothered to suggest to the GOP party genuises that maybe one thing they should do if they ever, ever get back in power is to simply not do stupid stuff? What the F is so G.D. difficult about that?

Stop sodomizing male interns in the halls of congress. Stop wasting our money on useless communist projects trying to win the praises of your enemies. They hate us, always will no matter what we do.

Stop sending our kids to wars you refuse to let them win. Get some good managers that can run agencies, fire a bunch of useless civil servants who are all communist moles. When you see hurricanes, fires, and enemy fire coming our way, get out there and at least look like you're trying to help.

For you male GOP candidates, stand erect, make bold declarative statements that don't begin with a humble apology. Say "Yes" and "No". Period. "Yes, I'm glad our soldiers killed lots of people over there. It's what they're there for." "No, I'm not sorry I offended the enemy". Just some examples.

reality vs. ideology
If you take gay marriage, universal health care, abortion, and that huge toy that is the US military away, what is left for conservatives?

If the model conservatives in these countries never even suggest eliminating univeral health care, that means that the 18,000 Americans who die each year for lack of it die pointlessly.

It looks like the conservatives in these countries deal with reality while those in the US dwell on ideology.

must NEVER abandon their principles. This is PRECISELY why the Republicans took such a beating in 2006 and 2008 - they abandoned conservative principles, which are WINNING principles every time they are articulated optimistically and put into practice!

Vote splitting is the only reason Canada has a Conservative PM for the moment.
There are two traditional leftwing parties (Liberals & NDP) and now the Greens have also begun splitting votes. Canada is a leftwing basket case. The Conservatives got thirty something percent and have a minority government because the Liberal candidate was an incredible dud.
The demographic catastrophe goes unchecked. There's gay marriage. Pot has been decriminalized. There's no death penalty. Olsen the serial killing child murderer has been making news for 20 years! There's abortion without rules. Dr. Morgantaler has received the Order of Canada, Canada's highest honor for his work as an abortionist. Organized crime and gangs are rampant. The drug trade is out of control! There is NO prison time. There is a human rights tribunal that is attacking freedom of (conservative)speech.

That's just for starters!!! American Conservatives please understand!!!!!!!!

Reed, you left out a few things which further prove your point that Canada is a left wing basket case. Creationism or Intelligent Design movement is practically nonexistent, contraception is readily available (even to teenagers), sex education (not abstinence based education) is readily available in schools, there is strict gun control etc.

Anyway, I did mention in my post a few weeks ago, as far as American Conservatives are concerned, Canada is regular Sodom and Gomorrah.

American style conservatism is practically non existent. Our conservative Prime Minister, Harper is more liberal, more left wing that Obama and we like it that way.

American conservatism may be the last hope of Christian civilization for all I know to the contrary. However, American conservatism is not welcome in Canada. Yes sir, Sodom and Gomorrah, and proud of it.

Another example is New Zealand...
Quite right, yet you missed another example of this phenomenon--the Nov 8 election in New Zealand. There, another center-right party (The NZ National Party) won convincingly over a center-left one. This was done precisely by re-branding the party and ridding itself of the ideologues who had caused defeats in the previous 2 elections.

Liberal Domination
Liberals have dominated our schools and dumbed down our students, K-Grad level, for 40 years - a generation. Think of Ward Churchill, Ayers, Dohrn, the NEA, elementary, middle, high school and college teachers teaching politics and revised history rather than their subject matter, sex ed to Kindergarteners, and the practices of Islam.
Consequently we approached gradually in 2000, 2004 to 2006 and now 2008 a tipping point as dumbed down, Liberal-influenced students aged to a majority vote for Liberals and Obama.
We must expect more of the same unless this evil influence is overcome with mandatory education to counter the Liberal influence. The remedial ed courses need to include: reading with comprehension to recognize lies and propaganda, logical reasoning vs. emoting and false assumptions, real vs. revised history, civics emphasizing recognition of election fraud, the ethics of intolerance of the intolerant and common cause/unity over diversity and divisiveness, and competitive sports teaching fairness over pyrrhic victory.
We must do something. We can’t just sit here and hope for change like the Liberal ostriches -heads in the sand, butts high in the air, waiting for what comes next.

Abortion is a non-issue in the UK. Until it is reconciled within the GOP, it is a showstopper here in the USA.

Could Mr. Lewis's crack team find out what demographics GB and Canada's conservatives control? It may not be as severe a situation as ours, where we have left the young and the minorities out of the game, subjecting them to the left's cheap propaganda.

Those are good guidelines, Sir, but will not control the conservative underground. What emerges will surprise all of us.

The main goal: No more career congressmen. Revolving door will become a reality.

Fascinating. The American Right tends to hold a hands-off, libertarian sensibility, so naturally youth and minorities are left out, just as are the old and majorities. It is a come-if-your-are-interested thing, not a compulsory affirmative-action kind of thing. I think you point out why so many are open to the seriously cheap propaganda of the Left. The Left will always win in a bidding war for desirable outcomes because the Right has a sense of shame that inhibits them.

So some sort of outreach, affirmative-action for the Right might be in order.

Nothing more dangerous then speaking partial truth. One stroke you mention very limited government and then talk of socila programs. They are conflicting at best.

If your talking about how to sell your product. That is tricky. When you sell one notion and actually your talking another. The switch is weather you win or lose.

If one is talking welfare we believe in welfare is the selling pitch. Then one comes in an actually eliminates it(constitutional) or says one must work to recevie(limited government) may not sell at the next vote cycle.

That is true of every subject. That is salesmanship to talk about the things you agree on. McCain just said he was for stem cell research. He really meant adult stem cell. Salesmanship, but could come to haunt at next election.

Also remember that since Reagan. Much of the world seen his methods work. They have since proceeded moving from their social ideas to more conservative in economics. Yet, America decided to follow Europe to its days of welfare state that failed. Go figure.

First, why would any Conservative want to "take a lesson" from Britain and Canada, with their socialist-leaning governments? Second, if you need a model of how well going "Moderate" works in this country, look at John McCain. One could conclude that it didn't work so well for him. Indeed, there wasn't much enthusiasm in the campaign until he named the far more conservative Palin for the ticket. The simple fact is that when Republicans act like Democrats, people just vote for Democrats. And look what was elected: a Socialist who moved to the right in order to sound good enough to get elected. If that's what you wanted, congratulations. If you wanted capitalism, you lost.

What doesn't work--Fannie/Freddie/CRAs, gov't dificits, programs that destablize the banking system, work programs that depress wages, heavy unionization that restricts hiring and firing, high taxation that removes investment money from within the country to the gov't or overseas investment.

Lessons from where?
Western Civilization is in serious decline. When one uses GB and Canada in terms of conservative values, you know that the core principles are no longer in vogue and the reference that people are using is adrift. I don't intend to denigrate these great countries, Europe (except eastern)is in worse shape. 52% of those who voted this year had no problem with a candidate who espouses socialism and is a member of a party that no longer embraces traditional American Values. In fact, today's democrat party is hardly the party of my parents, it looks more like the Communist party. The republican party will have to decide whether it wants to shed the social and fiscal conservative principles that are representative of what America used to be and drift to the center, as they say or to remake themselves with a message that is coherent and firmly committed to the conservative movement. Hopefully they will not abandon America as the dems have. The dems may be in power, but in charge of what? What will they do to what was once America? Sounds like they may want to build a new United Socialist States of America. That will last about as long as the old USSR.

The REpubs have ben doing that at the Presidential level since REagan, and in the congress since 2004..i.e. imitate democrats, and as you can see it sure has been a success...anyone who enjoyed Bush's "compassionate consevatism" REALLY enjoys the bailouts and John McCain.

WINNING IS SIMPLE, REALLY
I have heard it said that compromise is necessary in order to get legislation passed. While that may be true of legislation, it should not be true of what a conservative party stands for and how it runs it's political life. To move uphill against the prevailing liberal winds takes rare courage and honest manliness. I have noticed a distinct lack of these two traits among republicans all my long life. We need to break with the past, and get manly men and strong women to fight for the right without girly compromise. Combine those characteristics with sharp intelligence, an unusually high degree of knowledge and wisdom, a winning, inspiring personality and you have conservative candidates who are not likely to be defeated by anybody. We must seek them out from everywhere, not just from the ranks of the political class.

GOP, learn to govern wisely.
Forget Bush, he is a liberal.
Just learn to govern wisely and conservatively.

Compassionate Conservatism
I totally 100% agree with you, Matt. We've seen the moderate approach before. In fact it has been used by tremendously successful and popular Republican President George W. Bush as well as his father. They called it "Compassionate Conservatism" and the problem with it is, Liberals weren't voting for them and it made their bases hate them. The two largest failures of the Bush Administration-No Child Left Behind and the Economy (in spite of nay-saying by the media, only 11% of voters said Iraq was a factor in their vote this year, versus 71% citing the economy and the most important factor) were both in areas where the W. abandoned conservative principles to try and cater to the moderates and liberals who were his enemies. No Child Left Behind was proposed to the President by Ted Kennedy-who, last time I checked was not known for being Republican, or even a moderate Democrat. The other failure, the Economy, was created when the President abandoned caution, tripled deficit spending, and passed the prescription drug benefit-the largest expansion of the Welfare State since LBJ. The Administration also caved to pressure from Senators Frank and Dodd (also not famous for being Republicans) and did not push for stronger regulation on mortgage lenders as his Conservative colleagues in Congress were recommending. As Ronald Reagan showed us, Conservatism can win-but it's kind of like Christianity-it only works if you're not ashamed to unabashedly defend your principles.

P.S. don't listen to the people in here saying that conservatives need to "modernize". If you've noticed, they're all from places like Michigan. I'm sure all those Union Dems in blue states like Michigan would LOVE it if conservatives would continue to abandon their principles and run candidates like John McCain-Mr. Maverick-who lost because he was not significantly different enough from his opponent and because he did not attack him on any of the issues he (McCain) had an advantage on, like...surprise: SOCIAL ISSUES LIKE ABORTION AND GAY MARRIAGE. When McCain picked Palin (a Social Conservative) as his running mate, he instantly increased his poll numbers and in fact took the lead for a solid month until the economy meltdown caused by Bush's 'Compasssionate Conservatism' (read: Liberalism).

Bring back to the Constitution
the Bill of Rights and the Rule of Law.

...reasons the Tories are doing well in Britain at the moment is due (1) to Tony Blairs ill advised support for the Iraq invasion which led to the less charismatic Brown having to take ovr leadership of the Labour Party (and so the country) and (2) the recession we are suffering which people are blaiming Brown for, rightly or wrongly. Cameron is anything but a political genius, he is an over privileged upper class twit of the highest order.
