#1 Iraq war was completely legal (if you knew anything about international law). Saddam Hussein had violated the ceasefire multiple times and we had every right to end it. Bernstein's claim is that it singles out Israel for criticism among middle eastern countries. I only went through the first few pages, but it seems pretty clear that his claim is nonsense. Before one gets to the criticism of Israel one already finds one of Morocco, Sudan, Libya, Saudi Arabia, and Iraq. One addressing the Palestinians follows immediately after. (and there are other papers dealing with every other part of the world as well, Zimbabwe, Russia, the US, etc.) The next couple of pages do not suggest this is an atypical pattern.

Bernstein's criticism is simply not grounded in reality.

Since Israel survives via the US taxpayer, they are not immune from scrutiny and condemnation.

The problem is that his criticisms of the group don't seem to be true. Human Rights Watch criticizes human rights abuses around the globe. The criticisms of Israel are met with a media flurry which creates the false impression that that is what HRW is focused on.

The idea that HRW should only focus on human rights abuses by bad guys rather misses what makes the group valuable. It is the fact that they will criticize abuses whoever makes them that gives them a kind of authority.

Bernstein's idea that they should only criticize bad states would make the group pretty worthless. That may be why the group became more important after he left.
