Fifty years ago, Sen. Paul Douglas of Illinois appeared in the Senate chamber lugging a huge manuscript. He plopped it on the rostrum and -- wept. Yes, he actually cried. Tears ran down his face. When he recovered, he addressed his colleagues.

"That," he said, pointing to the mass of paper, "is the budget. I have spent the past three days studying it. I am a professional economist. I can tell you that there are only two people in the United States who know what is in this budget: the director of the budget, and I. And I weep because notwithstanding that I was a college professor, I am incapable of telling you what is in that budget."

And that was 50 years ago! Talk about mutatis mutandis : 1956 to 2006 -- the federal budget.

But let us attempt two things at this sitting. The first is to give in simple figures the case against President Bush. Here is the spending reduced to percentage comparisons, as done for USA Today by Richard Wolf this April. Wolf speaks of eight categories in which federal spending has risen, starting with "Pumping Up the Pentagon," "Leaving No Child Behind," and "Protecting the Homeland."

"This year," Wolf writes, "Congress trimmed $39 billion over five years from benefit programs. The White House wants to go further 'to prevent (Wolf is quoting Scott Milburn of the White House Office of Management and Budget) severe economic and fiscal consequences for our children and grandchildren.'"

Wolf then compares Bush with the previous seven presidents in terms of overall federal spending, spending on defense and spending on K-12 education. He gives the average annual change in spending for each administration in these three categories (all adjusted for inflation):

Overall Defense Education

Johnson 6 percent 5 percent 31 percent

Nixon-Ford 3 percent minus 6 percent 3 percent

Carter 4 percent 3 percent 1 percent

Reagan 3 percent 4 percent 0 percent

G.H.W. Bush 2 percent minus 4 percent 5 percent

WE DO KNOW WHO CONTROLS THE BUDGET

We know exactly who controls the budget. The Senate, House and, ultimately, the President. The top people in any department, like NASA, Dept. of the Interior, any of the armed forces, the CIA, FBI, non of them, have the final say on their budget. Each federal department has to put together their own numbers then submit them to the House and Senate. That is where the decisions are made and additions and cuts in that budget are decided there. This is where problems in the "good ole' boy" system of politics we have now starts.

Say I am the top man in the federal Department of Toilet Inspectors. I present a budget for the next fiscal year to the Senate that has a 15% increase over this years budget, even though I can get by with a 5% increase. If Sen. Kennedy is one of my old drinking buddies I have a much better chance of getting what I want than if I were friends with Sen. Smith, a freshman Senator from Hodunk, Iowa. Then the proposals are sent to the House where the members have been courted by their buddies in each of the departments and they have their own ideas on what the final budget should be. If my buddy in the House is Nancy P. Loosenut, a 30 year incumbent, then I might still be in the running for some of the pork. That is when the back stabbing, behind closed doors, double dealing political process kicks in. It's all about who knows who and who wants what. After the "differences" are ironed out between the House and Senate the final budget is sent to the President for his approval and signature.

This is a simplified way of saying what goes on during the budget process but it still gives you the idea. The only way to fix this asinine way of doing business is to push for term limits. If the "good ole boy" network were broken up and we had some new blood in the House and Senate maybe we would then see some fiscal responsibility and real federal reforms coming out of Washington. Until then, forget it, federal spending will never change.

You ably captured, in your opening sentence, my true and on-going quarrel with Buckley:

"I think that the true point has been missed by all."

The guy doesn't write clearly. He's soo busy being consciously intellectual that you can't make heads nor tails of what he's trying to say.
