Obama's Defense Budget Mystery

Was the Copenhagen Global Warming Summit Walk-Out a Win for the U.S.?


There has been some confusing reporting in the past few days regarding President Barack Obama's plans for the Defense Department budget. Officially, the Office of Management and Budget is claiming that it will increase the budget by 8 percent. But because most of the Iraq and Afghanistan war costs have been funded through supplemental appropriations rather than the regular department budget, total military funding remains a mystery. Mark me down as suspicious. I have been told by sources at the Pentagon that they have been told not to expect full funding of all existing programs. And there is evidence that Obama has been planning to force cuts on our military for some time.

According to The Boston Globe on Nov. 10, 2008, the need for budget cuts at the Pentagon (prepared last year by a Defense Department advisory committee that proposed possible program cuts on the assumption that the DOD would not be appropriated enough money to cover all current defense programs and weapon systems) was the enthusiastic subject of an Obama transition group study back in October:

"'Business as usual is no longer an option,' according to one of the internal briefings prepared in late October for the presidential transition, copies of which were provided to the Globe. 'The current and future fiscal environments facing the department demand bold action.'"

However, Obama gave no hint of these plans (if he has them) during the campaign. At the time, I preserved the Obama-Biden campaign Web site pages on defense policies just in case the day would come when Obama started to cut the defense budget. Here (in part, but it goes on for pages like this) is what Obama's Web site promised during the campaign:

"A Military Under Strain: Currently, our soldiers, seamen, airmen and Marines are deployed around the globe, working valiantly to defend our nation. Yet, these heroes are under-resourced and asked to do too much by a policy that has too often taken their sacrifice for granted. Due to their incredible courage and ingenuity, they persevere, but at incredible cost to themselves and their families.

"Recruitment and Retention Problems: A country of 300 million strong should not struggle to find enough qualified citizens to serve. Recruiting and retention problems have been swept under the rug by an administration that does not understand the value of service to our nation.

"A System Not Serving our Troops as Well as They Serve Us: As the shameful events at Walter Reed Army Medical Center and the recent reports on growing numbers of homeless and unemployed veterans show, we simply are not taking proper care of our wounded warriors and veterans.

"Fully Equip Our Troops for the Missions They Face: Barack Obama and Joe Biden believe we must get vitally needed equipment to our soldiers, sailors, airmen and Marines before lives are lost. We cannot repeat such failures as the delays in deployment of armored vehicles, body armor and Unmanned Aerial Vehicles that save lives on the frontlines.

"--Build Defense Capabilities for the 21st Century

"--Restore the Readiness of the National Guard and Reserves

That makes it sound as if he was planning to increase spending dramatically. We shall see.

But even his decision to keep former President George W. Bush's defense secretary, Robert Gates, could be judged shrewdly if he plans cuts. A Republican holdover is in the weakest possible political position to defend his department's budget. If Obama had selected his own powerful Democratic Party politician for defense secretary (as he did with Hillary Clinton at the State Department), that person would fight to defend his or her budget. You can bet Hillary will bring all her power to bear on increasing the State Department budget. But as a Republican, Defense Secretary Gates has no stick to fight possible defense budget cuts.

Even Obama's decision on which Republican political appointees Gates could keep was revealing. He let Gates keep about two-thirds of his appointees -- mostly in the war-fighting parts of the Pentagon budget. But Obama insisted on his own appointees (which he, of course, had every right to do) for those slots that managed family support and other social services (as opposed to war fighting). Now, those are also vital -- taking care of the health, housing and education of our troops and their families.

But it is revelatory that politically Obama wants to manage DOD social services closely. However, in the war-fighting and weapons-systems part of the Defense Department, he will leave Bush appointees in charge. They will not be able to defend their vital budgets politically, and Obama can hold them responsible for gutting their own programs, should he try to do so.

Of course, at a time when he is proposing trillions of dollars of deficit spending -- and at a time when our military needs at least $100 billion just to replace war materiel (such as trucks, other vehicles, munitions, communications equipment, etc.) that has been used up in Iraq and Afghanistan and not yet replaced -- he is not allocating any of the trillion-dollar "stimulus" deficit to pay for such assembly line-starting and militarily necessary new spending. That might be taken as a hint of his long-term plans for defense needs.

We have elected ourselves a true artist. But beware: "Ars est celare artem." (Translation: "True art conceals the means by which it is achieved.")

So what else is new?
As I read this, I am not surprised at all. BHO is as deceptive as any of the most dishonest politicians ever to be uncovered. Talented? - Sure. He scores higher on the scale of saying one thing while meaning another than "Slick Willie" during his "I did not have sexual relations with that woman" days.

How brilliant he is when using the political hold-overs to make the budget cuts for him and have in place, the ability to say: "See, here is more of the deception that the prior administration carried on for 8 years".

I don't want to continue to heap praise on BHO for the matter in which he operates.

Watch out America. BHO has just begun. Unfortunately, most of the public will not see what's coming until it has happened. I can only hope and pray for our great nation that was build upon individual freedom, rewards for individual effort, and limited interference from the government, all of which is in danger of either disappearing or shrinking dramatically.

The problem is that the media ran cover for Barry for about two years - not reporting who is really is and how little actual experience he has.

At his core, Barry is basically anti-American; he identifies with non-Americans, non-Westerners, he loves Africans, Moooslims and assorted third worlders and seeks to lift them up at the expense of the USA. But that's not a President's job.

As President, his first duty is the preserve and protect the United States; to advance the interests of the United States, not shill for others, especially moooslims as we are engaged in a 30-40 year struggle against militant Islam that goes back to the 1970s.

Barry - wimp with crap for brains. I still suspect he may be run out of office before his first term ends. The man is a quasi-socialist and as more and more Americans learn of his true nature, lookout Barry, no one will listen to his exalted words other than MSLSD.

Barney Frank sputtering & spitting for forty minutes at a press conference on C-Span yesterday. He makes no bones about it -- big cuts in military spending is his major solution to the financial crisis.

during Bozo's watch, any Defense cuts will become a super-issue. We spent money on WHAT?? (condoms, STDs, ACORN, etc) while we compromised the safety of Americans everywhere? It will not become an issue until a couple more highrise buildings are toppled, a couple thousand more Americans are dead. I'm looking forward to Barney Frank and other superstars of this administration as they try to explain that one away, as they undoubtedly attempt to pin their cuts on the "Bush years," as they explain "there is blame on both sides of the aisle." I'm tired of this dangerous game.

Thanks for keeping this issue fresh and in the minds of readers. In the fiasco of tax dodgers being assigned to Obama's team, our president has lost perspective on his real job-keeping America safe. I agree with 'ropati'. the day is coming when Obama will be forced to align his perspective with the truth-we live in a dangerous world and we need to protect ourselves. It is just sad to see another 'pleaser' in the office. Here we go again with our country being led by polls, not grit and courage.

Budget cut
How can anyone justify cutting the defense budget. It is obvious that it won't matter who has a job if we are not safe. Also it is my understanding that spending on defense creates a lot of jobs. Gee perhaps we could create jobs and help keep ourselves safe at the same time. Hundreds of millions of dollars for Hollywood produces, STD brochures, condoms, illegals, etc. but these nuts think we should cut the defense budget. Obama, Pelosi and Reid had better start facing the fact that there are terrorists, ones that have one goal to kill us. If anyone thinks that by talking to them they will stop they are crazy.

Military budget
You can be sure the Obama administration will gut the military, just as every administration since LBJ. The democrats despise the military establishment. It's a joke to think Obama will be any different than Carter or Clinton. JFK would be considered a Conservative now, he was a war hawk. In all the lofty comparisons I hear about Obama being likened to Lincoln and MLK, I never hear mentioned the fact that both were Republicans. Wallace and Bull Connor were Democrats, the party of Slavery.

Cuts ARE Warranted
The defense budget is bloated. The generals and admirals all want the newest most expensive toys they can have - even if they are irrelevant to the wars being fought now (or even ten years from now). Examples: Navy: The fiasco called the DDX - a "destroyer" that is larger than a WWII heavy cruiser and costs a billion dollars. This is a ship that is supposed to go in harms way? Hell, the brass would be afraid to expose it to danger. Same goes for the $750 million "littoral combat" ship. Since when did glorified corvettes become as costly as carriers? Air Force: the F-35 fighter. Army: the Buck Rodgers-like individual combat suit system - for which nine-tenths of the technology hasn't even been invented yet. Yet the military still has not up-armoured all of the Humvees is Iraq and Pakistan, the Navy retires carriers with at least 15 years of useful life in them, and the Air Force still doesn't have enough air tankers for long distance force projection (at least the RAF has the correct nozzles on their aircraft). Yessir, there is a LOT of fat to be cut out of the budget.

Most conservatives are not surprised at any of the proposals B.Hussein has made so far. When he ran for change,we knew it would not mean 'change for the better'.

He wants to remake the country and all it's laws,into his dream ,including the constitution. It will not be swift. Just a little at a time,so many won't notice the changes.

It was the Republican-controlled Congress of the 1990's, six of Bubba's eight years had a Republican Speaker of the House, the last six and most important.

Those Clinton administration defense cuts were actually Republican-controlled Congress defense cuts. These defense cuts put this nation in grave danger and led to 911. This country was unprepared because of Republican defense cuts.

If you want America put in danger, then vote Republican.

If these odious and evidently godless Republicans are willing to lie about our national security can they be trusted about telling the truth regarding anything?

Obama was on tape and a youtube (which he had pulled) making a speech to some lib group in San Francisco, stating he would cut defense spending. He is already at odds with Gates, Obama does not want to modernize the nuclear arsenal, most of which was built in the late 70's and 80's, he was told they may not work or not work properly, he said he would slow the development of new combat weapon systems. He is a typical Dem, anti-defense he and the rest of his party will use the current situation to cut defense, but still load this crap bill with pork. Putin and Ahamadinijahd know he is a crumb-cake and will treat him as such.

I think you might want to take another look at BJ Clinton's budget submissions (what he wanted):

He uses 1989 as his baseline to measure against
Army divisions - cut from 18 to 10
Aircraft carriers - cut from 16 to 11
Navy warships - cut from 287 to 161
Air Force wings - cut from 25 to 13
military end strength - 2.130 million to 1.445 million

So you can try to spin it any way you want, but that's what's in the President's Budget from OMB.

Our military budget is a bit over $500 billion dollars. Yet almost 80% of the DoD budget goes to military pay, fuel, and regularly used consumables (beans & bullets). So a 10% cut in the military means either we downsize our military, across the board, or we keep the size of our military the same, but cut new ships/planes/weapon systems procurements, and major maintenance/repairs/overhauls of ships/planes, etc. in half.

20% of the DoD budget goes to new ships/planes and systems, and it goes to fixing/repairing existing ships, planes, etc. We regularly overhaul ships every 10 - 12 years, and aircraft carriers need major overhauls every 15 - 18 years. Money for this has always been very limited and is often the first budget item to be cut back. If we want a 300 ship Navy, we need to build 10 ships every year (based on an average life of 30 years), yet we tend to fund only 6 ships/year. (The most recent CV (carrier) retired was the USS Kitty Hawk; she was commissioned 49 years ago - certainly she didn't have another 15 years of life unless a MAJOR, expensive overhaul was done!)

The Anti-ballistic missile systems costs are a small fraction of the $100 billion that Ranger29 thinks they cost. And as to "effectiveness" - they have been extremely successful in a variety of tests, and a Navy SM-3 recently "shot down" a damaged satellite in low Earth orbit - breaking it up so that it would not be a danger when it re-entered the atmosphere.

The military budget should not be cut - it should be increased. Think of it as a major stimulus!

The majority of the Clinton cuts occurred during the first 2 years, when the Democrats controlled the House, Senate and the White House. I remember the major cuts in the Navy and Navy Reserves during that time. Officers were being encouraged (forced) to retire early (more than 15 years, but less than 20 years).

And then later on, when the Republicans gained control of the House and Senate, Clinton used the bully pulpit and the veto pen to keep his cuts in place and limit any growth back in the military (yet there was some that was forced on Clinton ... much as Welfare Reform was forced on Clinton - who vetoed it twice before finally signing it, and then claiming the benefits for his own.)

Of course, perhaps you can show where Clinton pushed for more military ....not less. I will wait ....and wait ....and wait.

And maybe Obama won't be Carter/Clinton - Part 3, and maybe he will support a strong military and not cut and gut it. I am willing to see what he does. But if there is only minimal growth - it will be readily apparent that he doesn't believe in protecting this country.

Remember a few months ago when Russia invaded the Republic of Georgia? The Republicans blustered, blathered and bloviated about how Russia would surely pay for their crime against the Georgian people.

After it all, Bush gave the Republic of Georgia one billion of the American taxpayer's dollars.

"The two most recent rounds of Base Realignment and Closures (or BRAC) were completed in the fall of 1995 and the fall of 2005 and with the commission's recommendations became law in their respective Novembers of each year."

Clinton got us out of the Somali disaster started by Bush I. Clinton used the US military to stop the genocide in Bosnia.
17 died in the bombing of the USS Cole.

At most a few hundred died under Clinton while thousands of military personnel died under the inept George 'W' Bush.

More U.S. Marines died in a single bombing in Beirut, Lebanon under the pin-head Ronald Reagan (didn't allow sentries to have bullets in their rifles.) than died under Clinton.


Facts or Fiction
Bush 1 did get us in Somalia...to feed the people, Clinton came along and changed the troops role to police. Troops died and we left Somalia shamed. Clinton sent troops and planes to Bosnia. We lost troops and planes. No mass demonstrations on that one. Clinton did cut the military. His 8 year budget plans called for less and less each year. He and his fellow democrats forced the cuts each and every year. Clinton, Reno, and this new guy at Justice installed the wall that separated the CIA nad FBI froming sharing information. That's a fact. 9/11 hapened because of that. Look up the comission report. Our military was well equipped in Desert Storm under Bush 1 because we had years and years to build our military. The second Iraqi force didn't have the same tools because of Clinton and he cuts. Look up the true facts and not what you read from the DailyKos and Huffington Post.

What will Happen when America is too weak to come to the aid of an Ally in need?

Every time America has reduced our military might in the past and allowed our weapons to become obsolete, we have been attacked by an aggressor Nation.
Americans entered WW1 with few troops, armed with French and English weapons.
They fought and died bravely to buy time for American factories to develop and manufacture modern weapons.
Recruits were trained with wooden toy guns, trucks with signs on them, "TANK", stovepipe & orange crates for field pieces.
With properly trained troops armed with modern weapons our army was quickly victorious.

WW2 found us in the same condition again. Too few men fighting holding actions with antique weapons.
Again, they fought and died bravely to buy time for our factories to equip and produce modern weapons and men to be trained to use them.
Again as in WW1, the war turned in America's favor as soon as we had properly armed & trained troops.

Weapons of war are more deadly today and war moves much faster.
How many of America's sons, brothers, fathers & uncles can we afford to spend to buy time?
Should we repeat the same mistakes that caused us to be forced into past wars?
Or would it be wiser to remain strong to discourage attack?

Yep, Obama wants to put us right back where Clinton left us - virtually no defense!(What else could you expect from a draft-dodger?) We are going to be like sitting ducks to all those that "want to do us harm", to quote George 43. At least during the Bush Administration no one tried to harm us. At least our goverment kept us safe during those 8 years. Not so, or so it sounds like, is going to happen during the Obama administration. Also those Dem-wits - remember how many of them voted not to fund the military. (Shoot, they are too dumb to even pay their back taxes - duh.) What were those dem-wits thinking?? Lets just send our troops out to fight a war with just sticks and stones?
What if we had to go to war with China (God forbid!)and we had no military left to protect us? That could become a reality. Oh, the audacity of Obama and his crooked dem-wits!!
