Political offensive could leave us defenseless

With only weeks to go before the midterm congressional elections, partisans on both sides of the aisle are focusing on a repulsive congressional sex scandal. The now infamous Foley affair is on the front pages of every newspaper and internet site and remains the talk of the 24-hour cable news cycle. If you believe most professional pundits, the Foley scandal has now sealed the GOP’s fate this fall and will lead to Democratic control of at least one (if not both) chambers of Congress.

If that happens, many serious issues that deserve attention are likely to be ignored. One such issue is missile defense.

North Korea again made news this week when it announced its intention to conduct a nuclear weapons test. That provocative action again reminds us of the importance of developing a comprehensive national missile defense program, one that’s capable of neutralizing any potential future North Korean missile attack on U.S. soil. But to ensure that our missile defenses are reliable, lawmakers have to fund the program.

If Democrats regain control of Congress, that is unlikely to happen.

Simply thumbing through the pages of the Congressional Record can tell us all we need to know about how important Democrats think missile defense is. Consider the following history of Democratic amendment strategies on each sequential Defense Authorization Act in the U.S. Senate:

• In the 98th Congress 83 percent of Congressional Democrats supported a motion to significantly weaken the Strategic Defense Initiative (SDI).

• During the next congress (99th) Senate Democrats offered another SDI-killing amendment which would have stripped funding from the program. Again, 83 percent of their colleagues concurred.

• The 100th Congress saw a different strategy. Democrats offered an amendment to transfer $700 million from SDI to NASA for space shuttle costs.

• In the 101st Congress Senate Democrats went after SDI with an amendment that would strip it of $594 million in funding.

• Democrats grew emboldened in the 102nd Congress, offering an amendment to strip SDI by $1 billion.

• SDI was renamed in the 103rd Congress. Democrats offered an amendment to strip the Ballistic Missile Defense Organization of $400 million in funding.

• In the 104th Congress Democratic Sen. Byron Dorgan offered an amendment to cut $300 million needed to develop and deploy a multi-site national missile defense system that would guard against limited ballistic missile attacks by 2003. The amendment also would have prevented the deployment of an initial system scheduled to be in place by 1999.

• Democrats went big in the 105th, looking to defund missile defense by $3.3 billion.

• Democrats adopted a more creative approach in the 106th Congress. Sen. Dick Durbin offered an amendment that would essentially subject missile defense programs to near-endless testing before funding could flow to the program. • Sen. Carl Levin offered an amendment in the 108th to cut $515 million from missile defense.

• Finally, in the 109th Congress Sens. Jack Reed and Carl Levin sought to strike $50 million intended for the purchase of additional interceptor missiles.

This is a track record that should concern anyone. The votes listed above are only part of the record, there are many, many more congressional votes taken over the last two decades in which Democrats have followed the same pattern. Additionally, there’s the Clinton administration’s record -- it repeatedly bottled up attempts to beef up the nation’s missile defense system.

Indeed, were it not for the Clinton administration, America’s missile defense system today would be much stronger.

The Heritage Foundation’s Baker Spring explains in a recent policy paper that, “On February 12, 1991, the Director of the Strategic Defense Initiative Organization, Ambassador Henry F. Cooper, and the Assistant Secretary of Defense for International Security Policy, Stephen J. Hadley (now National Security Advisor to President Bush), provided a briefing to the press and public on the Global Protection Against Limited Strikes (GPALS) missile defense plan.” Spring adds, “The plan was based on the analysis of the trends in the development and deployment of ballistic missiles throughout the world at that time. In hindsight the basis of the plan is justified by North Korea’s ballistic missile capabilities today.”

Spring goes on to note that at least a portion of the system would be operational today had Clinton not abandoned the program.

So while North Korea continues to plot, the D.C. fever swamps are infested with vile scandals. Meanwhile, too many are ignoring issues like the future of missile defense. We ignore those issues at our peril.

Connecting the dots
The Democrats faux outrage over the folly of one man who has resigned in disgrace demonstrates yet again that they have no plan regarding American national security. Wresting the debate away from critical issues affecting our country, the Democrats confirm the observation that they are a party of irrelevance.

The new strategy
We once had a president who was famous for saying walk softly and carry a big stick. It always sounded like good advice.

We now have a group of libs who appear to believe that if you wimp out people will leave you alone. That just doesn't sound like good advice.

Defense
Well, knowing the Democrats all funding for defense will be put some place else so that we wind up with no military and then when we get bombed again the democrats will go up with the rest us. Do they think they are immune from being killed too? They have no sense, idiots.

Chapman
They don't need to gain control of either house to ignore the issues important to America. But your point is taken, keep them out. Now Tim- they could have used those funds stripped from defense to fund some ridiculus social welfare program or idiotic environmental program to run ranchers out of business, or kill a bunch of desert tortises that aren't endangered. Environmentalists killed more turtles than cattle did by the way.

Get off it with the "education, etal," stuff. In 1960 we spent $4 on defense for every dollar on entitlements. We now spend $2.5 on entitlements for every dollar on defense. Entitlements and other social programs have grown to the point where, arguably, we don't have the fiscal wherewithal to defend outselves anymore.

Oh, and by the by, we are spending nearly 75% more on education at the Federal level since GWB became Prez, so don't give me that old, "the Repubs are using Iraq to starve social programs."

Nothing matters to the Dems...
Some of these media and radio people are not getting it. The Dems have never claimed to be the "values" warriors that we are trying to argue with regard to previous behavior by others in the House/Senate/White House. They don't have to defend anything.

Republicans have stood on the soapbox of self-righteousness and now it's biting us in the a*s! If we want to move away from this issue and get back to the great aspects of what this election should be about, we need to stop this bloviating and morality garbage.

"Yes, Mr. Foley acted unethically with the Republican values that we uphold. It's unfortunate and we hope that his stepping down gives him an opportunity to work through his personal issues. We thank him for his previous years of service and wish him well and strength. We now need to focus once again on the election and the great record we have regarding the War on Terror, the Economy, Jobs, Immigration, and other important issues. Mr. Hastert is dealing with full disclosure in an investigation and we will keep you updated as we know more".

That's what we should have said from day one. Take the fire out of the flame. Uphold our values. Act with compassion. Focus on the future and what this election is REALLY about.

Every time a reporter asks a question about the issue they should be referred back to the same statement until they are so sick of hearing it they could recite it in their sleep.

I agree with you that the Democrats do not claim to adhere to any value system. This is exactly why they are unfit to lead.

Duck. You wrote that tax cuts mean less government revenue. You have again flouted your ignorance for all to see, and numbers don't lie. Tax cuts stimulate the economy, which means more productivity, which means more income to tax, which means higher tax revenue streams. It's plain and simple, and proven by history. The first big tax-cutter to follow this philosophy was that icon of the Dem party, JFK hissownself.

PLEASE get some education before posting your drivel, or if in fact you do know better then realize that there are people here who actually know the facts (as opposed to the droolers on KOS and MoveOn).

We can't be experimentally certain that tax cuts stimulate the economy, because they are never left in place long enough to find out for sure.

Personally, I think the primary economic stimulus has been deficit spending, which has been about equal to the annual increase in GDP.

The Reagan tax cuts increased revenue because they phased out an enormous number of deductions and extended the amortization period of capital.

One way that it is proven to raise revenue is that it effects the decisions of rich people to take income in the current year rather than to defer it hoping for lower taxes in the future.

I believe in the Laffer curve, but I don't think it's been conclusively proven within the U.S. Comparatively, though, like between the U.S. and Hong Kong, I think it's conclusively proven.

Also when "Landslide Lyndon" won by 80+ votes in Alice (Duvall County), the Republicans got an order for a recount on the following Monday. The ballot boxes were sealed in the courthouse but over the weekend THE FRICKIN' COURTHOUSE BURNED DOWN!!!!

certain is that if SDI is neglected and some single rogue nuclear tipped hits say LA or Frisco, a lot of survivors are going to be very angry with folks from Pelosi to Kimberly who were positively against SDI -- before they were for it, of course.
