It was a common political move when Chicago's city council voted recently to impose a $10 an hour minimum wage on big-box retailers. There is nothing that politicians like better than handing out benefits to be paid for by someone else.

What was uncommon was the reaction. Chicago's Mayor Richard M. Daley denounced the bill as "redlining," since it would have the net effect of keeping much-needed stores and jobs out of black neighborhoods. Both Chicago newspapers also denounced the bill.

The crowning touch came when Andrew Young, former civil rights leader and former mayor of Atlanta, went to Chicago to criticize local black leaders who supported this bill.

While the $10 an hour minimum wage was politics as usual, the unusual backlash against it provides at least a glimmer of hope that more people are beginning to consider the economic consequences of such feel-good legislation.

A survey has shown that 85 percent of the economists in Canada and 90 percent of the economists in the United States say that minimum wage laws reduce employment. But you don't need a Ph.D. in economics to know that jacking up prices leads fewer people to buy. Those people include employers, who hire less labor when labor is made artificially more expensive.

It happens in France, it happens in South Africa, it happens in New Zealand. How surprised should we be when it happens in Chicago?

The economic consequence of political largess -- whether in the form of minimum wage laws or medical or other benefits mandated to be paid for by employers -- is to make labor artificially more expensive.

Countries with generous employee benefits mandated by law -- Germany and France, for example -- have chronically higher unemployment rates than unemployment rates in the United States, where jobs are created at a far higher rate than in Europe.

There is no free lunch. Higher labor costs mean fewer jobs.

Since all workers do not have the same skill or experience, minimum wage laws have more impact on some than on others. Young, inexperienced and unskilled workers are especially likely to find it harder to get a job when wage rates have been set higher than the value of their productivity.

In France, where the national unemployment rate is 10 percent, the unemployment rate among workers less than 26 years old is 23 percent. Among young people from the Muslim minority, the unemployment rate is even higher.

In the United States, the group hardest hit by minimum wage laws are black male teenagers. Those who refuse to admit that the minimum wage is the reason for high unemployment rates among young blacks blame racism, lack of education and whatever else occurs to them.

The hard facts say otherwise. Back in the 1940s, there was no less racism than today and black teenagers had no more education than today, but their unemployment rate was a fraction of what it is now -- and was no different from that of white teenagers.

What was different back then? Although there was a minimum wage law on the books, the inflation of that era had raised wage rates well above the specified minimum, which had remained unchanged for years.

For all practical purposes, there was no minimum wage law. Only after the minimum wage began to be raised, beginning in 1950, and escalating repeatedly in the years thereafter, did black teenage unemployment skyrocket.

Most studies show unemployment resulting from minimum wages. But a few studies that reach different conclusions are hailed as having "refuted" the "myth" that minimum wages cause unemployment.

Some of these latter studies involve surveying employers before and after a minimum wage increase. But you can only survey employers who are still in business. By surveying people who played Russian roulette and are still around, you could "refute" the "myth" that Russian roulette is dangerous.

Minimum wage laws play Russian roulette with people who need jobs and the work experience that will enable them to rise to higher pay levels. There is now a glimmer of hope that more people are beginning to understand this, despite political demagoguery.

You can Cut and Paste this article and not change a word, and use it again and again, year after year.

But it still won't change some liberals' minds. Ever.

I know. I've seen all this data before. It's still the same, but the politicians still go for the "feel good" legislation. They've made up their minds, and aren't about to be confused by facts.

I remember when some economists made some claims that "refuted" the minimum wage-unemployment connection during the Clinton administration. What I used to say then was that Clinton looked high and low, beat the bushes and looked under every rock until he finally found the only two economists in the country who didn't believe minimum wage increased unemployment.

Sigh.

Great as usual.
One of the many things I like about Dr. Sowell, is his historical perspective. He doesn't view "now" as occuring in a vacuum. Even if it's just a blurb: "The hard facts say otherwise. Back in the 1940s, there was no less racism than today and black teenagers had no more education than today, but their unemployment rate was a fraction of what it is now -- and was no different from that of white teenagers."

Observation though may not be valid but appears to be logical is comparing not just black vs white unemployment and standard of living but Democrat vs Republican controlled districts. Noting nationwide unemployment was around 5% when Katrina hit and yet we heard unemployment in New Orleans was in the high 20s. Fly over country, I bet the average income and standard of living more accurately represents the mean. Here in Colorado, the Liberal havens have far more elite rich in their midst and the cost of housing is astronmicalhe, relatively speaking. Looking at the east and west coast, even away from the shores the cost of living is far higher. There is a greater seperation of the poor and rich in this areas. I bet the middle class is closer to the poor in Democrat controlled districts then Republican controlled. One can look to state vs state, but it would better to look at district vs district within a given state. I bet there will be a clear picture that there is no middle class with the Democrats. Just the rich and those attracted by handouts.

What amazes me are the jobs covered by
the minimum wage law. Darn near everything.

And what isn't covered is now done by aliens.

That's two big strikes against the American teenager TRYING to hustle some honest money.

Economics 101
Thank-you, Mr. Sowell, for distilling economics down to simple common sense so that even I, who never had a single lesson or course in the subject, can understand. The popularity of minimum wage laws shows how little most understand about economics.

I do remember how hard it was to find any work during the summer of '72 before I entered your current university as a freshman. I would go to downtown Sacramento at 4:30 AM, hoping to find work as a day laborer, because chores like fruit picking were paid as piece work, exempt from the minimum wage. I'd be away from home for over 12 hours counting the bus ride to and back from Winters, and be lucky to come home with 10 bucks in my pocket after hustling as fast as I could all day under the hot sun. Good learning experience? I suppose, but why would a different job closer to home have taught me less? And as you say, why would anyone have wanted to pay an inexperienced temporary worker minimum wage?

Another way to put it
A friend of mine summed up the minimum wage this way: If the minimum wage is $10/hr, that means that anyone who is incapable of producing $10 worth of goods every hour is not allowed to have a job.

Optimist Conservative - you're in luck
Dr. Sowell has written extensively. I'm sure he hasn't exhausted his knowledge yet but do an Amazon search for Thomas Sowell and you will find more books than you can read in a while. He has written on several subjects and every book is as brilliant as his articles here. He should be required reading in every college and university in the country. I've heard him speak also. Brilliant and entertaining.

This article is just another spot on analysis of a current situation. Unfortunately, UncaAlby is probably right. The libs need power and control and they don't feel they can have that in a free market so they may stumble upon this truth but they'll pick themselves up and walk on. What is really sad is the number of supposed conservatives who have fallen prey to thinking a minimum wage is a good thing. I don't know about you but I don't want elected officials to be politically expedient. I want statesmen who stick to their principles. You find one, you let us all know, OK?

We hate success
The intention really isn't "lets help poor people" any more than this is the intention of the terrorists who blow up schools, water treatment plants, shops and restaurants. The intention is to get Wal-Mart et al.

In both cases, if the stated objective were the real objective, the attacks would be focused on slumlords, drug gangs, lax sentencing laws and illegitimate births -- those things that cause the most damage to poor people.

The real problem with both kinds of terrorists is that someone else is creating a successful answer to the problems of the poor, and every time that happens, the terrorists become more irrelevant. So perhaps the real campaign ought to be to convince the poor that they ought to fight back against the terrorists (the Liberal Democrats) who are making their lives more difficult and miserable. Don't preach to this choir, Dr. Sowell. Go out and preach to the ones who need to hear your words.

A Real World Example
I am a consultant who does work for a school district. During the summer, we hire high school students at minimum wage. This year, we had 3 full-time workers and 1 part-time worker. Our state raised the minimum wage for next year. As a result, we will only be able to afford 2 full-time and 1 part-time worker (our payroll budget is fixed.) As a result, one student will lose out on a job.

Must Counter Reich
I would like for you to specifically answer Robert Reich, who regularly appears on Kudlow and Company. He cites Oregon and other minimum wage increases that were followed by employment increases. My theory would be that employment would have gone up even more had the minimum wage not been increased.

Skeptical about hope
There is a line from the movie “the Ten Commandments”. Whenever Yule Brenner (who plays pharaoh) wants to issue an imperial edict he says, “So let it be written, so let it be done”.

This is the picture we get of the liberal view of the universe. They need only speak a thing to make it so. (We used to call this a fools paradise). For example, if cars need more gas mileage efficiency, it is only necessary to make a law and declare it.

We can look at the example of the Soviet Union. Here we have seventy years of liberal control. You have to admire liberal resiliency. They never admit fault or failure. They always need just a little more money or control and then everything will work right. After having seventy years of total control and all the money, they still cannot admit their ideas are wrong.

won't work
I live in a rural area and own a small farm. I also work a fulltime job. As a result, I leave many "odd" jobs around the farm undone due to lack of time. Not far from me is a large community of welfare recipients. I have on occasion gone into their community and asked for the help of one or two of the big strapping young boys I see sitting and laying around. Their first question is "How much you payin'?" Now my thinking,which is old school and out-of-date, is that five bucks an hour is good pay for the lite task I need done. But these future democratic voters won't even lift a finger for five bucks an hour. Why? Because their mother-dear gets a check, they personally get a "crazy check", the young "ladies" of the community get a check for each child, their groceries are paid for, their medical/dental want's are all free, they live in tax-payer funded free housing, heated and cooled by tax-payer subsidized funds, they have free day-care for their illegitimate children provided by the feds through tax-payer funded programs, and being in a rural area, most of the men over thirty received the $50,000.00 lump-sum payment from the USDA for being "underprivalidged farmer's"-even though 99% of them never planted a seed in their life.
Minimum wage? How bout a "minimum amount of hard labor or yo' ass starves" law?

MrRight: I majored in Economics. I love Economics. My mom introduce me to Basic Economics by Thomas Sowell. I thought why do I need to read this. I did and forever thankful. I may understand Basic Economics, but Sowell clarifies my thoughts, reinforces what I believe and giving me more ammunition against the Liberals. Sowell IS AWSOME. Basic Economics should be required reading in High School. As far as finding true Conservatives to run for office. That is alot harder then it looks. RINOs have made alot of us Conservatives gun shy. Our system elects lawyers, lobbyist and people who are great speakers but short on integrety. My thoughts are where to find people that stick to their guns and have a proven track record of doing it. Also it would be necessary to find people that have some education in history, captialism, the Constitution, running a business and an understanding of our military. This makes me think of two fields to look at. Military officers and Judges. Judges have a knowledge of history and the Constitution. To be a true originalist, the Judge has to have the discipline not to interject his/her opinion over law, or the people. A military officer has an understanding of our military, history and hopefully how to get things done. Hopefully they have an education on the greatness of captialism. Biggest issues is their integrety which I feel as a long term judge or military officer you have to have. Then if you elect them, you know what your getting.

I like the statement about anyone who cannot produce $10 worth of goods per hour cannot (logically) be employed.

My experience indicates that you need to add approximately 30% (or $3.00 per hour) in benefits to the pay of a full time employee.

Thus, that person needs to generate even more goods per hour - more like his/her true cost of $13.

Now, we're getting expensive, are we not?

P.S. And let us not forget the "upward pressure" upon wages paid to current employees. If I am now making $10/hr and the new worker is going to get the minimum wage of $10/hr....wom't I be seeking more money than the new hire?

What we have stumbled on with $10.00 being too much is an acknowledgement that there is, in fact, a max minimum wage. The argument that some person can not live on the min wage is moot. What we have learned is that there is an equilibrium minimum wage that is, in reality, the "Socialist Wage." This is the wage that the government would set for all if Democrats have their way and gain power. This exists in Cuba, this fixed wage, regardless of what you do, and Cuba pays all the same. That is what has been demonstrated by rejecting the $10.00 wage; this is leveling the playing field.

With this kind of thinking, it is a wonder what the democrats’ want to do to Social Security (SS). Once again this is a socialist program of wealth transfer, where all get the Socialist Wage. It is then clear to see why they do not want any person to be able to invest 4% or their SS payments. With people being free to invest the government control starts to loose its grip. If a free person is able to negotiate their own wage according to what the job is worth. The democrats loose their relevance, and power to control.

This exercise is but a glimpse for all to see the real agenda of power and control the democrats wish to employ. This is not about dems lack of understanding economics, at some level they understand. How to win this argument...
... with a lib. I posit "if the minimum wage is such a good idea, how about making it $50/hour, or $100./hour?"

Of course, as soon as they start telling you why that's unrealistic, you've won the argument, because they're making your case for you.

What???
Let's see. The "liberal" economist wants to regulate by law that there is a "least" amount per hour workers should be paid.

The flip side is, by way of taxation, they also would like to regulate the maximum amount of money that may be received.

And this, they would have us to believe, is their appeal to the "middle class".

What is often overlooked
Entry level minimum wages are generally wht kids looking for part time work get. If someone wants to demand that they be paid a "living wage" that only encourages them to quit school and keep working becasue it seems like they are making so much money. In other words they encourage high school drop out.
timf, you are so right on the money, libs have this vision of paradise and they are sure if everyone else will follow their commands it will happen. Any reality that creeps in is someone else's fault. Because my state of Wyoming is one targeted for predators on every corner, complaints by ranchers about livestock kills are mean and nasty, any other complaints including the 15,000 drop in the northern Yellowstone elk herd are dismissed as due to something else.

Andrew Young should head for Congress and whack the silliness out of them, along with Dr. Sowell and Mayor Daley. The Republican proposal to raise the minimum wage is supported by Democrats only because it will make it even harder for young blacks to get a job. That means more dependence on welfare and other programs the Democrats love to create to maintain their voting blocs. It also feeds the jobs created by professional race baiters like Al Sharpton and Jesse Jackson, who I expect support the Chicago measure.

Unintended Consequences

"Affordability - Robots are getting cheaper. Many cost less than $100,000, and small-payload robots, which can handle tasks like assembly and testing, cost as little as $10,000."

A 40 hr. week at $10 an hour, 30% tax burden, 4.3 weeks per year = $2,236 per month cost.

What can you get for $2,236 a month? A quick check on lease rates for robots shows that I can get a $100k value for a payment under $2,200 a month. And better yet, the payments end after 48 months. And to sweeten the deal, the robot will work 24 hours a day -- no vacations or holidays.

Workers are not ONLY competing with other workers -- there are a lot of market forces at work. Employers have choices.

One other thing -- if Chicago wants to increase wages for unskilled workers there are two obvious solutions. Increase demand for unskilled workers or lower the supply. The City, with its monopoly on education, is in a unique position -- they actually CAN lower the supply. I wonder why they didn't take that route.

Picking Nits
There is a slight flaw in the, "if someone cannot produce $10 per hour they cannot be employed", logic. As noted previously, an additional approximate 30% must also be tacked on for payroll taxes, benefits, and additional HR and payroll related expenses.

More realistically, if someone cannot produce (closer to) $15 per hour, they cannot be employed at $10 per hour. After all, employers are looking to make a profit on their labor expense, not break even.

Rush Limbaugh, long ago, intellectually trumped the liberals on the issue of minimum wage.


Republicans need to lead with Rush's logic. Rush speaks the truth when he says that Nancy Pelosi and her ilk will fold on this issue if the Republicans commit to a position that we'll "do you one better": employers and employees engaged in minimum wage will have two special advantages. First for the employer: you may treat minimum wage jobs as a straight expense, NO WITHHOLDINGS. Second, for the employee, the income will be self-reported and there will be NO WITHHOLDING TAXES. The economic benefit goes far beyond the nominal increase advanced by Libs because you can save the cost of reporting.

Now, Ms / Mr Liberal, where do you dare put the minimum wage?

The liberals don't really care about working people; they just want control over them. Since loss of tax reporting is loss of control. pUT THIS PROPOSITION TO THEM and watch them "flip-flop" on the issue if it is devoid of federal withholdings!

I just finished Dr. Sowell's book, "The Vision of the Anointed". It was so good I actually reread it as soon as I finished (something I’ve never done).

Dr. Sowell’s vision and ability to clearly dissect and explain the liberal mindset is amazing. I’m an avid conservative reader, but Dr. Sowell’s wisdom is beyond comparison and puts him on a level without peer.

Law hurts the people it's trying to help
Another great column!

Many formerly poor areas of Chicago have been wonderfully transformed into thriving business districts without government meddling. We have to understand the process takes years, decades, or maybe even a generation.

Lets say the big box stores go ahead and build a few store in the neighborhoods that deperately need the jobs and stores. The wage law will have another undesireable effect. I think most would agree that an employer wants to hire the most experienced and educated for a given wage. Chicago's inflated wage levels will attract more experienced and qualified applicants from a much wider geographical area, including many from the more affluent surrounding neighborhoods and suburbs. This puts the very people the City of Chicago was trying to help at a much greater hiring disadvantage.

Of course, the City Council in its infinite wisdom, will probably enact new legislation requiring employers to only hire applicants from certain areas thus bringing this whole fiasco one step closer to being declared unconstitutional.

I suppose the wage exceptions in Cuba and a future socialist America would be those who work in the higher levels of government who, of course, deserve a much higher wage as a reward for bringing this great level of "equality" to your life.

A family member was a
hard core Socialist back in the '50's and '60's. I remember him and his cronies always sitting around talking about 'this would be good for the workers' or 'that would be done by the workers'. The 'workers' were always somebody else. Never themselves. Just a passing thought. The Subversives (who even conservative columnists call 'Liberals') are always considering themselves the management and the rest of us as the workers. They can't seem to get it that the economy is based on the lowest wages. When the lowest wage earner is given a non-meritorious raise, the cost of the raise is passed UP the chain to the consumer which puts the lowest wage earner back to square one and the only one who makes out in raising a minimum wage is the IRS and state tax folks.

But what about the POLITICIANS?
Wolpat, let me pile on and say "well said" with:

If it is true that 90% economists believe that a minumum wage is destructive, then 10% of economists need to take a refresher course. After all, this stuff is not that hard to understand.

But what about the POLITICIANS who support these proposals? Most of them know they are doing damage to the economy and the people whom they say they want to help. They are knowingly destroying jobs in order to win votes. Furthermore, they are lying to the public about what they really believe.

But such vote-pandering, jobs destroying, public lying behaviour seems to be okay with most Democratic voters. I suppose they can still meet the Democrats' minimum standards for personal integrity.

Imagine if a politician made the proposal honestly:

"In an effort to guarantee a living wage for all workers, today I am proposing that only workers able to earn $10/hr will be allowed to work.

"Any greedy employer not able to eliminate jobs paying less than $10/hr will be compelled to pay their workers at $10/hr, or higher! This will raise the pay for all employees, assuming you only count people who keep their jobs.

"Those of you who, because of your public education, are only able to earn $5.15/hr because, sadly, that's all that you're worth, must be doubly sure to vote for the Democrats, because we're the party that's looking out for the little guy.

"For those of you who aren't working now, it's due to the failure of 'trickle-down economics' and the war in Iraq, but I can't explain it to you -- it's... complicated.

You're on the right side of this issue. Unfortunately, it's not just the Democrats who aren't. Many Republicans support the minimum wage as well. In response to a recent Democratic proposal for increasing the minimum wage, the Republicans responded with a similar, albeit smaller increase to the minimum wage. All because those who it will hurt the most don't understand its true effects and the politicians (Republicans and Democrats) care more about votes than they care about people.

Let's Not Forget...
That the Republicans have the ability (with a President in the White House and control of both houses of Congress) to do away with the minimum wage. Yet they don't.

It's not just wages
Least us not forget the cost of labor is not just wages. The marginal productivity of a wage earner must exceed all expenses of hiring workers including; Social Security; Medicare; unemployment and disability insurance; and all other mandated expenses. It’s much higher than $10.
