The War Bush Is Losing Is Not in the Middle East

George W. Bush unwittingly highlighted one of the greatest failures of his presidency last week in an interview with the Dallas Morning News, and then did it again Tuesday when he met with Mexican President Felipe Calderon.

The United States, Bush rightly told the Morning News, shares responsibility with Mexico for the incredible level of violence in that country.

"There's another key reason to be very close to Mexico, and that is to jointly fight the narco-traffickers," said Bush. "And I say jointly fight them because we have as much responsibility as Mexico does. If there wasn't as much drug use in America, there would be less need for narco-traffickers to use Mexico as a transit point."

Bush might as well have gone on to say: If the president of the United States had done his job and controlled the border from the U.S. side, smugglers would not be fighting today to control it from the Mexican side. Nor would they be running drugs into American cities and thus killing American kids and destroying American communities.

What Bush did go on to tell the paper was this: "The violence is awful. President Calderon knows it's awful. He knows he has got a war on his hands against people who use violence to achieve their objectives."

This is the war Bush leaves office losing. Not the two on the other side of the world -- the one right here.

Just how bad is security on the U.S.-Mexico border as Bush's eight years as commander in chief draw to a close? Documents recently published by Bush's State and Justice departments provide some perspective.

Last year, Penny Starr of CNSNews.com reported that State had quietly issued a "Travel Alert" for Americans contemplating a visit to Mexico. The alert was updated in October, and according the State Department Website, the information in it was current as of Tuesday.

"Some recent Mexican army and police confrontations with drug cartels have taken on the characteristics of small-unit combat, with cartels employing automatic weapons and, on occasion, grenades," says the alert. "Firefights have taken place in many towns and cities across Mexico, but particularly in northern Mexico, including Tijuana, Chihuahua City and Ciudad Juarez."

State warns that Americans traveling near the U.S. border in Mexico might have difficulty distinguishing between the criminals, the police and the military.

"U.S. citizens are urged to be alert to safety and security concerns when visiting the border region," says the alert. "Criminals are armed with a wide array of sophisticated weapons. In some cases, assailants have worn full or partial police or military uniforms and have used vehicles that resemble police vehicles."

In December, Justice published the National Drug Threat Assessment for 2009. It says Mexican drug trafficking organizations (DTOs) threaten not only the U.S. border, but also the interior of our country.

"Mexican DTOs represent the greatest organized crime threat to the United States," says the threat assessment. "The influence of Mexican DTOs over domestic drug trafficking is unrivaled. In fact, intelligence estimates indicate a vast majority of the cocaine available in U.S. drug markets is smuggled by Mexican DTOs across the U.S.-Mexico border. Mexican DTOs control drug distribution in most U.S. cities, and they are gaining strength in markets that they do not yet control."

Because Bush did not secure our border, no corner of America is now secure against these Mexico-based crime syndicates. "Law enforcement reporting indicates that Mexican DTOs maintain drug distribution networks or supply drugs to distributors in at least 230 U.S. cities," says Justice.

This brings us back to Bush's meeting Tuesday with Calderon. In the public part of this meeting, Bush did not directly say that the United States should enforce its border and stop illegal drugs and drug smugglers from entering our country and finding their way into our schoolyards, parks and parking lots.

But he did say Americans should consume fewer drugs from Mexico and send fewer guns south. "The less drugs we use, the less pressure there will be in Mexico," he said. "We have got responsibilities to help prevent guns from going from the United States to Mexico."

Bush blamed Americans first.

Where the blame truly lies is with him. America was surely capable in the last eight years of securing her southern border. We did not lack the manpower or the engineering capability to do it. We did not lack a popular consensus that it should be done. What we lacked was a president who wanted to do it.

How many wars must President Bush fight
OK, some people believe the war in Afghanistan and Iraq isn't as important as securing the borders. Those two wars don't matter when it comes to keeping drugs or illegals out of this country. Let's be clear about this war thats more important then the war in Afghanistan and Iraq. Is it against the drugs coming into this country or is it against the illegals. Or are we throwing the illegals in to give this war on drugs more creditability. Dumping on President Bush when it's the end of his Presidency is really hitting below the belt. Everyone held their breathe after we were attacked on 9/11 to see if other attacks were coming. Now that it seems the terrorist has gotten the message, it's OK to throw in the towel on President Bush. Thats one bandwagon I will never get on.

battles of Iraq and Afghanistan and the war on our border are connected. If the drug cartels can smuggle drugs in this country and run the criminal enterprise in our cities, then ya think they might also help our enemies to infiltrate? Pres. Bush was on Hannity this week and he said his first concern was keeping Americans safe, well that rings hollow when
he refused to enforce our border laws. And put two good men in jail for doing their job and has yet to pardon them, two men who are treated worse than the GITMO thugs. I voted for him twice but he lost me with his inane love for
Mexico and chose NOT to protect Americans along our borders and now elsewhere. It's not bashing him, it's just the fact he wouldn't do

keeping the lid on the terrorist attacks and taking it to them but come on, the intel experts have been saying it's not IF but WHEN

rocket scientist to understand that if you are fighting a war, you don't leave your back door open for invasion, either covert or overt.

Questions again--
After the tragedy of 9-11 why didn't peso george issue an executive order to completely and permanently secure all US ports and borders, locate and deport all illegal aliens, fine and imprison all enablers, locate all and deport all those who had overstayed their visas, post troops on the border, build a secure fence, no excuses etc. This was doable and the fact sanctuary cities would be also eliminated would have cut down greatly on the corruption that now exists. Those who disagree, send us a large money order to cover our rising taxes that are caused by these illegals and their whiners. No more bilingual education .. This is a pretty good article and the borders are still not secure. Makes one or more wonder how many mid eastern terrorists have come in as a result???????

It is absolutely incredible that our political leaders have not jumped on this. The wishes of the American people are very clear.

Bush was a DISASTER in this area.

Well don't worry in seven days..
All the concerns about securing the borders will be gone. They will be permanently put on the back burner.

We need to get more illegal immigrants so ACORN can sign them up for voter registration. Get with the program.

Why parrot what we already know?
I commend President Bush for admitting that he could have done better in regard to dealing with the issue of borders and immigration. It takes a man of good character to openly assess and admit problems.

As we look at President Bush's record, he defintiely has had the interests of this country in mind, and he was willing to do the unpopular in order to do what he believed was right.

Lest we forget, our government consists not only of the executive branch; we must also factor in the legislative branch, and, increasingly the judicial, in regard to policies and programs. Can we truly point only to President Bush? Should not Mr. Reid and Mrs. Pelosi be echoing President Bush's comments, as they are surely as much - if not more - to blame?

Having said all of that, I am not sure why, in the twilight of President Bush's second term, Mr. Jeffrey would even want to bring this issue up, especially after Mr. Bush has already gone on record as saying essentially the same thing just 2 days ago in his last official press conference.

He sure did blame us, and did not push for a strong border. This is a simple fact.

Oversimpflification!
Mr. Jeffrey sidesteps many others responsible for the border mess to reach his it's Bush's fault finale.

Congress would be a place to start,not sidestep.Many in Congress have a willingness to sing KUMBIYAH with illegals, while ignoring the border issue. They see a voting bloc, not problems.

Gov. Napolitano of Arizona has been inept in dealing with her states border mess and she will be our new head of Homeland Security!Ugh!

Do you not realize that, at this point, you look as foolish as the Clinton defenders who bought the "meaning of is" nonsense?

Bush has openly lamented his failure to pass amnesty as perhaps the biggest regret of his clunker of an administration. This guy is obsessive with his love for Mexico and I'm sick of people like you imputing noble motives to him. The need to control the border is obvious to the majority of us and if this guy really has noble motives, then he is truly idiotic.

Really? I thought the blame was on us--an insatiable market for illegal drugs. Clearly, we don't have any problem with folks taking them, be they criminals, movie stars or our kids. The penalties are a joke and "education" efforts are as often about being careful as about the illegality of the act. How about the next time a high-profile movie star or athlete is caught using coke or X, instead of six weeks in some Palm Desert rehab center, we give them six months in Chino (prison) and charge them the cost of their keep.

As long as drugs are treated as recreation, we will recreate, and supplies will meet demand. No one ever got rich selling something nobody wanted. Trying to interrupt the supply is a losing battle, especially of something as portable as drugs. We have got to address the demand side. Why are we so willing to blame the government for our lack of self-discipline?

Our border problem will be solved
when the SPP becomes effective in 2010. This also is thanks to the genius of GWB. What a guy our president has been!

Why are American's using drugs? That is the whole problem. Every child that dies in this drug war in Mexico and the United States is the absolute fault of drug users. I hope they know how much blood is on their hands.

Someday, before I die, I hope to read a book that exposes how this country was cursed with such a disasterous ruling class at such a critical time in our history. I just want to know, for Christ's sakes! It's killing me.

How was it that at the very time America was under assault by so many enemies, domestic and foreign, we found ourselves being led by invertebrate eunuchs, died up old hags in men's suits, corrupt, perverted and sick. Gaud damnit, I want to know!

Whatever it is, I hope the GOP somehow rids itself of these despicable cowards and finds some true warriors that somehow rescue this nation from ruination.

Future GOP officeholders should first be certified as having killed a democrat in single combat. They should have to produce an internal organ of their vanquished foe.

Bush Successes and Failures
Bush, like every other president had successes and failures. Even my favorite president, Ronald Reagan, botched the amnesty issue. What I object to is Bush's stubborn adherence to this mistaken "compassionate conservatism" ideology as it applies to illegals. He refuses to admit his complete failure which will affect this country and its future - perhaps to the point of destroying our very existence.

The issue isn't just rule of law, which the president as head of the executive branch is charged with enforcing (ha ha ha), it's erosion of confidence in elections, the bankrupting of our country to pay for services, the refusal of these people to assimilate. I frankly ran out of patience with their so-called plight when I witnessed all the Mexican flags at demonstrations in 2007. Clearly we have absolutely no enforcement of immigration laws in this country. I foresee violence in the years to come because Bush failed to secure the border. And the violence won't be from illegal drug traffikers - it will be from Americans pushed into the corner fighting for their very survival.

Oh, and a final word about demand for drugs. Mr. Bush - do you realize these people entice children into drug use on schoolyards, playgrounds and in neighborhoods? It's not as if they are concerned about the word "no" or have ethical standards! They first make addicts of our children and now you blame us? Get a clue Dumbya.

The Rub
The issue isn't what we did overseas, the issue is that we didn't take the same action here. you can support one action, but the the lack of action on the other does not indicate that it should be ignored.

From the beginning of his administration, Bush has never wanted to put a meaningful effort into controlling the Southern Border. And there has been no administrative proposal that could be construed to do this to date.

It is perhaps the central contradiction of this administration. One can not claim that we are fighting a war on terror, suggest that the terrorists may strike again, and then ignore the fact that we have done virtually nothing to prevent them from accessing the US if they choose to do so. And this is the issue.
This blind spot has always undermined Bush's attempt to rally public support for his WOT.

We have left the door wide open for the terrorists. We know it - and we do nothing about it.

So, is the war on terror real? Or does it exist only as a means to manipulate public opinion by a ruling class that doesn't, in reality, fear it very much or take it very seriously?

There's the rub.

illegals freeloading on US Tax payers
I believe illegals are a hole in the bucket draining resources and burdening the US tax payers. If the current laws were enforced illegals will migrate back home where ever that is. Health care cost are a fraud. If we did not have for care for illegals the price would become reasonable. I say get rid of freeloaders and government involvement but inforce existing laws.

Lost Cause
We've been fighting the war on drugs since 1872. Since then we've spent over a trillion dollars attempting to intercept the contraband and imprison offenders. At what point do we abandon a bad idea? We tried the same course with alcohol, but that only lasted a few years, relatively speaking. Now alcohol is a controlled substance and we have no more armed disputes between alcohol dealers. Yes, people still abuse alcohol, and it is every bit as deadly as any other drug, but it is for the most part no longer a black market commodity. Maybe it's time to rethink our approach on other drugs. The idea that closing the border is going to curb the flow of drugs is clearly misplaced; look at any prison or jail in the US, where drugs are supposedly prohibited, and you'll know how effective that approach is. The more supply is limited, the higher the payoff for the merchandise that does get through. Those who argue that we can eliminate demand by increasing penalties are oblivious to the fact that our prisons are over-capacity now with drug offenders, causing the penal system to release violent criminals early. There is not enough money or prison space to eliminate demand, just as there is not enough money and personnel to eliminate supply. The money and manpower would be better spent focusing solely on preventing illegals and terrorists from entering.

Southern border
One really has to wonder why Bush is and was so lax on enforcing the border. His failures as the governor of Texas in that effort was less evident but philosophically identical to his present philosophy. Perhaps if he were to retire on a ranch located directly on the border, he might understand the problem. He continues to suffer from a complete disconnect from the middle class.

There is almost no relationship between the the influx of illegal aliens and the smuggling of drugs from Mexico. Do you think drug dealers fill a backpack with $500,000 worth of cocaine and hike into Arizona? Drug smuggling is a very sophisticated operation using airplanes, high-speed motor boats, and, in one case, a miniature submarine. The border patrol has no way of dealing with this.

Living on the front line in AZ
The Bush, Kennedy, McCain, Calderon cabal that obstructed the building (and still obstructs the building of the fence) of the fence between the U.S. and Mexico is a patent example of blind stupidity. The statistics related to drug and people trafficking across the border are staggering in their cost to America. We have shoot outs on our freeways and neighborhoods over who owns the illegals. Schooling illegal Spanish-speaking kids in Az is bankrupting the state. Medical costs for illegals who get free care in emergency rooms is closing emergency rooms in AZ. Our prisons are 35% filled with illegal alien criminals. But we don't need no damn fence. We need more free stuff for illegals like free college, housing, food, ignore drivers licenses or car insurance, and the pride of John McCain = amnesty and free citizenship. Go to the head of the line. The fence is not politically correct for Neo-Cons and Democrats. Where is a conservative when you need one?

Losing or lost the war
Ask anyone like myself who lives near the border and we will give you another perspective and that is we have already lost the war. Spanish is already the language of necessity since English is no longer needed to conduct business in both the private and public sectors. English speaking people are no longer welcomed in whole Spanish speaking communities and even driving through east LA or South San Diego can cost you your life. La Raza (the race) is now one of the largest Spanish organizations in California which mission is to reclaim California for Mexico by any means and by God they are winning since every political candidate already knows that without the largest Mexican racist organization you won’t win any political seat here in California.

No, from where I’m standing I am already a second class citizen and if I don’t learn Spanish soon I just won’t be able to find work here in California or Arizona since just about every new job posting requires you to speak the language. By the way, try walking into the Immigration building and see if you can conduct business without speaking Spanish since the Mexicans are in charge of giving out green cards; non Mexicans need not apply or please step to the rear of the line.

They did not know Davila was carrying drugs until AFTER they shot him. They then covered up, lied, and obstructed justice and when you do that you go to jail. They were recommended to serve 20 years--lucky they only got 11 and 12. True, the firearm charge was probably a case of the prosecutor overcharging--which they almost always do to encourage pleas to the lesser counts. If they had told the truth from the start they would have faced probably no worse than suspension, if they had plead, they would have probably lost only their jobs and been placed on probation--but they decided to lie, they decided to cover up, they decided to obstruct justice. The only ones they have to blame for being in prison are themselves.

I don't know about you--but I rather not have law enforcement who lie and coverup out on the streets. What other criminals should Bush pardon?

Total tripe. I've been inside what was once called INS (now USICS) plenty of times and never spoke Spanish--which is good since outside of the few words I learn from Handy Manny I don't speak it. "Green Cards" which are really pink and are "given out" by USICS based on US immigration law. Spanish has been widely spoken on the border for a long long time. And if a business has a large Spanish-speaking population it only makes sense that they will want bilingual employees as to serve that market.

Actually plenty of drugs are in fact backpacked in by human mules. And they make the border more and more dangerous as the mules are often robbed by bandits and the bandits at times attack--rape, murder, rob--those who are just illegal aliens rather than mules and attacks on the USBP and the residents.


Neither party will do the right thing!
The first step to reclaiming the inheritance that the elites have STOLEN from us is to stop voting for these same individuals. Every time we vote the lesser of two evils, we get evil.

It is about time true patriots reject the two major parties and disconnect the emotional ties that hold us to them! We will not change anything unless and until we get some courage to do what the elites do not expect, vote for Independent and Third Party candidates who are not tied to PACs, lobbyists, unions, corporations, and all the other thieves that are stealing our nation.

If we never change how we vote, how can we ever expect a different result? The fault is ours no matter how much we can say that we have been scammed. That's true, but no longer an excuse.

If you need to leave because of a repressive government, I doubt they'll keep you. Get a passport, then get a visa and then get a plane ticket. Once in your new country, get citizenship there (this will take some time--5 years maybe). Once you get that you can either go to the nearest consulate and renounce your US citizenship or my advice keep it like some old credit card you never use. Never know when it might come in handy. You don't need to do anything. Technically since you are still a US citizen you have to file and pay taxes (there is I think a 75,000 exemption for foreign earned income as a foreign resident), but if you have no plans to return to the US you can ignore this. You can travel on your new passport--but depending on the country it might be easier to use the US passport as some countries require visas from non-US passport holders when they don't require it of US passport holders.

If I want to say go to Germany, I'd need a visa if I was using a Taiwan passport, but not if I was using a US one. The exception to this is say China--Taiwan doesn't need a visa, US passport holders do and if you were going to places that the US isn't exactly popular--Iran say. You might want to use a non-US passport to go there.

Incoming President Obama met with Mexico's President Calderon January 12 and his message was simple and clear: Amnesty is coming!
This story appeared in the El Paso Times January 13: U.S. military report warns 'sudden collapse' of Mexico is possible - EL PASO - Mexico is one of two countries that "bear consideration for a rapid and sudden collapse," according to a report by the U.S. Joint Forces Command on worldwide security threats.
The command's "Joint Operating Environment (JOE 2008)" report, which contains projections of global threats and potential next wars, puts Pakistan on the same level as Mexico. "In terms of worse-case scenarios for the Joint Force and indeed the world, two large and important states bear consideration for a rapid and sudden collapse: Pakistan and Mexico.
"The Mexican possibility may seem less likely, but the government, its politicians, police and judicial infrastructure are all under sustained assault and press by criminal gangs and drug cartels .... that internal conflict turns out over the next several years will have a major impact on the stability of the Mexican state. Any descent by Mexico into chaos would demand an American response based on the serious implications for homeland security alone."

You can sign an executive order sure. You can also sign one that declares yourself spiderman too, but you still can't spin a web of any size or swing high over head by a thread.

Illegals are still covered by the US Constitution, still covered by due process, still have the rights to fight their deportation order. So, Bush signs such a order--the US now is deporting about 200,000 people a year (and many of these are NOT illegal aliens, but for fun we will pretend all 200,000 are) and let's pretend the border is so tight not a single person enters illegally or overstays (I know--only in a drug induced dream, but we are in fantasy land now), how long would it take to deport 20 million people? Only 100 years. Of course, we don't live in fantasy land--we live in reality world where 1 million-2 million people become illegal aliens each year, which means to remove all in a reasonable amount of time--say 30 years you'd have to deport 1-2 million a year just to keep the numbers stable and then deport another 650,000+. So 1.65 to 2.65 million--every year. How do you say the word impossible in Spanish?

as far as illegals, i live on the border and arrests and illegal entry is down 60% in the past year.

Less than 6 days to go
Bush's sense of country always was one of being detached and above it all. He seems pretty satisfied with his presidency and wishes America under Obama. He's a good example of what we can expect to get for a president when we elect someone who doesn't much care if he gets elected or not. He simply didn't have all that much invested in holding himself accountable for the things he did or didn't do as president. Hopefully we've learned a lesson from this experience, but I doubt it.

Third war even
You may be right about the war on drugs but there is another war Bush is losing. It is kind of a cold civil war. It kept going after the cold war with USSR ended. We have people in this country who claim loudly to be patriotic who are bent on destroying this country. They may, but I doubt it, believe they are going to improve our country by destroying it. I think we have lost to a totalitarian regime.

Drugs are the reason
I think the use of drugs in the U.S. is one of the main reasons no one in Washington wants to seal the borders. After all, if it was successful, how would they get the drugs in that they use?

If Mexico wants to stop the guns from getting into their country, they could as easily seal the border as we want to do - and our politicians don't want to do. It is NOT our responsibility to seal the border to prevent guns from going south but leave the border open to bring in drugs and illegals. That is what I want to stop. The trouble is that Mexico does not want the border sealed nor do they want to pay the cost to do it.

Instead, they want the government here to simply make it illegal to buy or own guns. This, they think, will solve many of their problems. The fact that it denies the American citizen a freedom doesn't bother them in the least.

They found this out in England after they banned gun ownership. There are more guns in England now, according to their police reports, than there were prior to the ban. Unfortunately, the guns are in the hands of gangs who import them along with the drugs. And the guns now are military models they buy from Russia or China. Stopping civilian ownership here won't stop the guns in Mexico. It will just deprive us of protection and encourage the Mexican criminals to take over here as they have in Northern Mexico.

It is odd that, you bash the policies of this nation, but you say nothing negative about Mexico. Mexico is a VERY RICH country.And that is just where they keep their money, among the VERY RICH. The government is corrupt. The illegals that come here for work are pawns of that government!

I cannot imagine leaving my country, and being away from family and friends,just to make minimum wage in another country.That is insane!

It is also insane that the Mexican Govt. prints out maps, provides water, and even prints comic books with tips on how to cross the border without getting caught, and provides them FREE to their citizens.

And then to add that the drug wars are the fault of the drug users in THIS country is just nuts!

First, NumbersUSA is also against legal immigration.

Mexico is well off (51st ranked UNHDI and 11th by GDP and 54th by per capita GDP). But those that come to the US aren't. They come from the rural areas and the urban poor both of which have been basically destroyed by NAFTA. Before 1995, there were 1.5 million illegal Mexicans and the numbers crossing each year was a trickle, since 1995 8-10 million have crossed. Why? Why did the EZLN launch their uprising on the day NAFTA came into effect?

The reason they come to the US to work near min. wage is because is it lots more than you can make in rural Mexico and since NAFTA wages on the border have actually dropped.

Bush and Mexico
Mexico has long been near collapse. The money being sent home has been all that keeps the country as functional as it is (not very). I suspect that Bush was trying to keep Mexico going.

Aside from anything else, I think we would have a lot of trouble coming north if Mexico actually did fall apart into another Civil War.

The comment about guns "going south" disturbs me. Guns are not the problem, except that too few Mexicans can afford to pay the bribes for owning them or to get away with shooting anyone for any reason. The people with money, the drug gangs, can afford to bribe the police for both reasons, even if the person killed is a police officer.

Mexico needs to get rid of the gun laws. All they are doing is giving government officials another source of bribes and increasing the murder rate.

More guns, more gun deaths and less crime. It's all in who is getting killed.

1) Mexico is not a very rich country. It is not a poor country, it is a NIC. Like many NICs it has a maldistribution of income. This was also the cases of the classic NICs from the 1970s--the difference is their population wasn't sitting next to a fully developed, rich country like the US.

Look at the minimum wage in say Oaxaca and compare that to what you can make in the US. If say Yunan or Gansu was next to the US you wouldn't have people from Gansu and Yunan trying to get in? China like Mexico is a NIC--plenty of wealth--has the most billionaires on earth save the US but it has extreme poverty too. Poverty which NAFTA helped make far worse.

Mexico does draw maps and cartoons and the like. For one it doesn't want its citizens to die out in the desert and another it does like the fact these people who are in such terrible are outside the country and now can't vote and can't protest (there). And they send back tons of foreign currency--second only to oil--into the Mexican economy.

Is Mexican maldistribution of wealth and corruption to blame? Yes. But so are many other factors all of which aren't the Mexicans fault.

Some confusion here.
Some posters seem to be confusing our nation's Mexican illegal alien issue with the Mexican illegal drug issue.

There is a slight connection but very minute in the overall picture.

I can give President Bush a bit of a pass on the drug thing since that really is a situation of our own nation causing it.

But Bush must bear the blame for the estimated 5 to 8 million illegal aliens who have entered our nation since 2000. That is a true tragedy and makes a farce of the claim that Bush "kept our nation safe" since 9/11.
