How Many Government Workers Does It Take to Change a Light Bulb?

Will the Dems' health care Christmas Present to America be an improvement or detriment to our health care system?


While many ordinary Americans wondered last week what Santa Claus was going to leave for them under the Christmas tree, many American mayors were wondering how much money President-elect Barack Obama and a Democratic Congress will take from taxpayers to hand over to them.

"We're not intending to spend money lightly," Obama said at a Dec. 19 press conference.

No, he intends to spend it heavily. On CBS's "Face the Nation" on Sunday, Obama adviser David Axelrod said, "We've talked about a package from $675 billion to $775 billion."

Congressional Democrats reportedly would like to boost that to $850 billion. In 1972, according to the Office of Management and Budget, President Nixon approved an entire federal budget that was only $857 billion (in inflation-adjusted fiscal-year 2000 dollars).

How would Obama spend all this money? Serving liberal ideology and interests.

Lawrence Summers, who will head Obama's National Economic Council, explained Obama's strategy in an op-ed piece in Sunday's Washington Post.

"Investments in an array of areas -- including energy, education, infrastructure and health care -- offer the potential of extraordinarily high social returns while allowing our country to address some longstanding national challenges and put our economy on a solid footing for years to come," wrote Summers.

A smart mayor looking for a Summers-inspired federal Santa to hand him a big pot of tax dollars might try to work up the perfectly Obama-correct stimulus project -- one that hits energy, education, infrastructure and health care all at once, like, say, building something for a health-care education facility that helps save the planet by reducing America's carbon footprint.

As it happens, the U.S. Conference of Mayors published a 1,557-page report on Dec. 19, listing 15,221 "local infrastructure projects" that the mayors of 641 cities say they have "ready to go" as soon as Obama and Congress can send them the cash.

I took a look at the document to see if any city had struck upon the perfectly Obama-correct "stimulus" proposal. I did not find one -- although I cannot say I carefully studied all 15,221 proposals (a chore I will leave to the famous due diligence of Congress).

Edwardsville, Ala., came close, however.

Page 1,355 of the report says Edwardsville would like $37 million to build an "electric solar enhanced scenic railroad line for support of local vineyards and tourism" that "duals as transport for district schools."

All that's missing is the health-care element. Perhaps Edwardsville could build a rail-side detox center between the vineyards and the schools?

Another interesting thing about the mayors' report is that it includes a remarkable number of projects aimed at creating jobs through changing lightbulbs. In city after city, mayors have been literally asking themselves: How many government workers does it take to change a lightbulb?

They also have been asking: How much can we charge taxpayers to hire government workers to change lightbulbs?

A few examples:

On page 222 of the report, the city of North Miami, Fla., proposes to "establish a 'change a light bulb' program for all income-eligible households and change out all incandescent bulbs to compact fluorescent bulbs to reduce energy consumption citywide."

This will create two jobs, says North Miami, and cost taxpayers $2,000,000 -- or $1,000,000 per newly hired 'change-a-light-bulb' program worker.

Sunnyvale, Calif., has an even bolder proposal. Page 983 says Sunnyvale would like federal money to "replace high-pressure sodium street lights with LEDs." This, Sunnyvale says, will cost $8,378,750 -- and create one job.

Sunnyvale would be more efficient in another project it is proposing. The city, says the report, could "install photovotaic systems at city facilities" for a mere $3,094,000. That would create another job.

Midwesterners appeared to be more frugal than their colleagues on the coasts. On page 272, Des Moines, Iowa, says it can "retrofit parking garages with LED lighting and motion sensors." This would create five jobs for $1,000,000, or just $200,000 per job.

And Calumet City, Ill, does even better. On page 292, it says it can achieve "LED bulb replacement at traffic signals" for $326,000, creating five jobs in the process -- a relative bargain at $62,500 per job.

One would like to think that before the typical member of Congress votes on the Obama stimulus plan, his or her mind would be illuminated by the fact that most of the dollars spent creating government jobs from Calumet City to Sunnyvale must first be taken from the pockets of workers performing chores that people paid for of their own free will.

Does this actually make sense to anyone?

Except for the left whining about (yet voting FOR) the war in the ME, we've heard little else from the left but bitterly complaining about ALL THE MONEY PRES. BUSH IS SPENDING!!!

Of course, they conveniently leave out the part that Pres. Bush couldn't spend one thin dime without Congress' approval... Hmmmm?

But obviously, Marxist Bozo Obama's spending plan, by comparison, will make Pres. Bush look like the biggest tight-wad, penny pinching president in history.



And just a little aside, what about dealing with and disposing of these "energy efficient" light bulbs when they do burn out... or break?

I too have often wondered how in the world every ounce of blame can be placed on Bush by the democrats. I guess even those in congress forget how our government works.

Bush can't even use his own personal credit card for a purchase, let alone spend taxpayer dollars without the express permission from both houses of congress.

I would love to hear a liberal explanation for this!

LEDs
They use less electricity than light bulbs. The cities will save money on their electric bills.

Stealing food from my children
Obama certainly isn't the first...merely the latest in a long line of politicians who have robbed us at gunpoint to buy votes with their ill-gotten gains.

Bush gave us "no child left behind," "medicare prescription drug coverage," the war in Iraq/Afghanistan etc. Worst of all, Bush gave us that abortion of totalitarianism favored by the straussian vampires at AEI/Claremont/etc (USA PATRIOT I & II).

Obama will be NO DIFFERENT. Now that the marxists are taking over, we'll have an ever more bloated bureaucracy, mountains of newly minted worthless fiat money, runaway inflation, oppression, misery and worse.

How much misery will it take for the citizens to wake up and realize that the United States are in need of change that doesn't come from Washington, but marches ON Washington (and nukes it).

Dim bulbs
Great!

So, now we can all look for our wallets in the dim light these useless lightbulbs put out. (Referring to the actual lightbulbs rather than the new Administration, but if the shoe fits...).

Light bulbs and tire pressure
This is what America voted for? His brilliant idea to save the economy revolves around changing light bulbs in Federal buildings and people keeping their tire pressure up.
I bet the light bulb changers will have to be a part of union so they can keep getting paid once all those light bulbs have been changed.
I can not believe this inexperienced no nothing was voted into office with such stupid ideas, it really says a lot about the general IQ's of a majority of American's.

That darn left
About year four of the current administration, I kept wondering when it was going to quit blaming Clinton for all of their incompetence. Everything was Clinton's fault and GWB was the savior. Now that that farce has finally been laid to rest, the right complains when the blame is laid where it should be.


Fortifying existing systems
Will lead to increased abdication of personal responsibilty and government dependence, as it has in various areas for the past 40 years.

Many of our gov't subsidized systems, including mental health, social service, corrections, and education operate from a bank of incorrect assumed and therefore institutionalized assumed truths. To suggest that we need to "invest" more in what has resulted in increased dependence and social problems is nothing short of national suicide.

If anyone would like clear, unequivocal examples from my 25 year social work career, I'll gladly provide.

I see it and i should believe it but i still can't believe it. If these useless pork projects are truly a major part of Obama's and cohorts plans to solve our problems, i must let go of any last hope that Obama will not be a disaster. We are in debt. Trying to spend the way out of debt is so dammed stupid i can't get my mind into the same space as these people who are going to try it. In a way i asked for it. I didn't vote for McCain because i didn't think he could solve anything. I didn't think Obama could either, and i do want the grief to hit with a left winger in the WH. But i still can't fathom that he will cast to the wind this kind of money. By contrast, the money spent in Iraq is the epitome of good investment. There is a Democrat in the WH folks. BOHICA.

If the cities are going to save money doing this then why don't they do it on their own dime. Why should I pay for changing light bulbs in NY or San Francisco or Seattle?

BHL - Who has been in charge of Congress for the last two years? In the last two years the deficit Bush and the Republicans put up in 6 years has been matched by the Democrats in only 2.

Changing A Light Bulb
It takes one to hold the bulb and one hundred union Democrats to turn the house. All making $78 an hour.

Fairbanks, Alaska switching on own dime
They're just getting started, but have switched out a few mercury vapor street lights for LED. It's a pilot project this winter with more planned next year. I have yet to drive by the pilot project area to see how it's going, but it's better than the alternative suggested this fall, which was no street lights at all.

As for switching to CFLs in homes, my husband the electrician warns that indiscriminate use will result in house fires because CFL burn too hot for recessed fixtures.

We use them here at home and are quite pleased with the light they provide as well as the drop in electrical use we noted, plus not having to change them but about every five years (nice for that hall light that requires a ladder to access). The bulbs in our kitchen are actually too bright -- 40 watt CFLs supposedly put out 100 watts equivalent light, but it's more like 150 and is actually too bright for our kitchen. I'm switching out for 23 watts this weekend (equiv 60 watts). Another upside is that we can actually turn lights on in the summer without making the house too hot (Alaskan houses rarely have air-conditioning and we do have summer).

So, while it is a great idea that would save money under normal circumstances, $1 million a worker seems like a high price. Maybe they're remodeling the home while they change the light bulb. Yeah, that must be it.

Job Loss
How many jobs will be lost at the electric utilities when these efficient light bulbs cause a decrease in electricity usage?

Look For Columns Like These
No president in history spent like Bush. Look for conservatives to pretend that high spending is unique to Democrats. They'll try to pretend that the Republican controlled Congress and Presidency acted responsibly. That's my prediction for 2009.

It is my Opinion that TownHall is starting to act like PRAVDA.

They censor conservative voices, and allow any tripe except a few curse words, in order to seem fair.

This is what I'm talking about. Some people are so caught up in the "us vs them" game that they can't realize that both sides are in the process of destroying the country.

Everyone knows
that no number of government workers could ever change a light bulb. The environmental impact studies alone would take thousands of them years to complete. Then, which politicians friends would getthe contraact? And who would get the kickbacks? That would take years to sort out. And by then, if the hazmat certified light bulb removal union wasn't on strike, the hazmat certified lightbulb installers union would be. By then, the environmental impact study would be out of date and would have to be re-done. But they wouldn't be able to work in the dark....

I wonder what kind of (supposed) carbon foot print hypocrite bimbo Pelosi is creating with her Boeing 757-200 commercial intercontinental airliner @ $22,000/hr. while we have record high unemployment for the past 32 YEARS???

Free exchange of goods and services ... you are so retro. It is best to let a small group of very smart people determine what types of cars we should drive, lightbulbs we should use, size of homes we should live in, etc.

After all, they are the best, the brightest, the "ones".

High pressure sodium vapor street lights are twice as efficient as the LED bulbs they will be replacing them with. Abject idiocy! Can they think?

You're incorrect about HP sodium being more efficient than LED, let alone twice. They are less EXPENSIVE to purchase, yes, but they are much less inefficient. My husband, the electrician, gets the trade publications, so was able to check our city's claims. LED fixtures will pay for themselves in energy efficiency in about five years and the claim, as yet unproven in an sub-arctic environment, is that the LEDs will last at least twice as long as the HP sodium will.

It's just like CFLs. They cost more initially, but they save so much energy and last so long, that the extra initial cost is worth it.

Again, I don't think the feds need to pay for this. Municipalities can do this on their own, and will, because it saves them so much money.

Sodium vapor use about 60 percent more energy on start up and 80 percent more energy in operation than LED, according to the trade publications my husband showed me. LED's downside is initial expense and, possibly less life expectancy than advertised since they haven't been around that long. Also, our municipality is concerned if they will be bright enough to deter crime, which is the primary reason for street lights. Therefore, they are conducting a pilot project to see what people thing, lighting an area near our local sports venue which receives a lot of night time use.

Is the Wikipedia article wrong? Is every single source on the internet that you can find wrong when they say high pressure sodium vapor lights operate at an efficiency of 150 lm/w, low pressure sodium vapor at 200lm/w and LED's between 80-120 lm/w depending on which one. The LED street lights I've seen run about 80lm/w. Even if they make one that goes up to 150, it would be ridiculously expensive for that new technology(right now an LED 100 watt replacement costs $100 compared to 50 cents for incandescent or $2 for a flourescent). The other problem is that the LED bulbs typically aren't 'replacements'. They say they are more efficient because they just pulled your 100w light bulb that was making 1260 lumens and gave you a 10w LED bulb that makes 200 lumens. That doesn't cut it when the light is there for safety reasons.
