How Big Can Government Get?

Will the Dems' health care Christmas Present to America be an improvement or detriment to our health care system?


Much attention has been paid in recent months to the mortgage crisis and the difficulty many Americans face because they bought or built a home they cannot afford.

But Americans must soon face a greater crisis: We have a built a government we cannot afford.

Three studies published this year put some perspective on just how big our government has grown, and how much bigger it could grow in the near future.

Every year, the Tax Foundation puts out a report on Tax Freedom Day, the day Americans stop working for the government and start working for themselves. The foundation has a simple formula for figuring when this occurs: It determines what percentage of the total national income is consumed by local, state and federal government in taxes. It then calculates how many days equal the same percentage of a 365-day year.

In 2008, government will tax away 30.8 percent of the national income. An equal percentage of the year is 113 days. That means Americans were compelled to work from Jan. 1 to April 23 of this year just to pay taxes.

That is more than six times as long as Americans worked a century ago to pay taxes.

In 1909, according to the Tax Foundation, total taxes absorbed 4.9 percent of national income. That meant Americans only had to work until Jan. 19 to cover the combined levies of government. They worked almost all year for themselves.

By 1940, on the eve of World War II, government had more than tripled. That year taxes equaled 17 percent of national income. Tax Freedom Day came on March 7.

By 1945, when World War II ended, government was taking 24.2 percent of national income. Tax Freedom Day did not come until March 30.

This trend of government taxing away an ever-larger share of the national income did not stop after the war. The postwar era saw some ups and downs in the trend, but the long-range trajectory was up.

Government, the Tax Foundation notes, is now the most expensive thing in our lives. "Americans will work longer to pay for government (113 days) than they will for food, clothing and housing combined," says the Tax-Freedom-Day report. "In fact, Americans will work longer to afford federal taxes alone (74 days) than they will to afford housing."

Federal government is a heavily mortgaged McMansion burdening us all.

In fact, because it is based only on tax revenue and does not include deficit spending or the cost of regulation, the Tax Freedom Day calculation does not even reflect the entire cost of government.

This month, Americans for Tax Reform released its own report on the "Cost of Government Day" that attempts to do so.

By ATR's calculation, Americans will need to work 21 days this year to cover the costs of complying with local and state regulation, 42 days to cover the costs of federal regulation, 50 days to cover the cost of local and state spending, and 84 days to cover the cost of federal spending.

That puts "Cost of Government Day" on July 16, more than halfway through the year.

How much deeper into the year can Tax Freedom Day and Cost of Government Day go? How big can government get?

In a report submitted to the Senate in January, the Government Accountability Office estimated that given the promises the government has made in the form of Social Security, Medicare and other entitlement benefits, the annual budget deficit could reach about 20 percent of Gross Domestic Product by 2040.

The national debt (the collective mortgage we have taken out on government) stood at $9 trillion at the beginning of this fiscal year. But GAO says we already face a shortfall of $53 trillion between what the government has promised in entitlement benefits and what the current tax structure is likely to take in.

"Imagine we decided to put aside and invest today enough to cover these promises tomorrow," then-Comptroller General David Walker told the Senate in January. "It would take approximately $455,000 per American household -- or $175,000 for every man, woman and child in the United States."

We are taking out an unsustainable mortgage to build a middle-class welfare state. If we don't stop construction soon, the balloon payments will bankrupt our kids.

We got to this point thanks to Republican and Democratic greed. Until our congress and president address the issues of our nation rather than the special interests of themselves and others, never vote for an incumbent.

govt always seeks to expand its size..
We should all be thankful for the fiscal discipline of both Congress and this Whitehouse.

Otherwise, we'd be in deep do-do.

The Executive submits budgets to Congress to fund functions of government, anything from foodstamp program to Department of Defense.

And I know some only want to blame that bad ol' Congress, and it should come in for blame.

But this President should also be blamed.

His administration sets the priorities, submits budget requests to Congress.

In terms of one year, the amount of time Americans must devote soley to pay for local, state and federal government has steadily increased, and that increase has continued to occur during the past eight years.

It now is July 16.


Pondering the Consequence
What happens when gov't makes that one promise it can't keep? They take on nat'l health care but can't pay the bills... can't raise taxes enough to cover Social Security payments.

It/They can only take so much and then there is nothing left to take.

Then a miracle happens? Is that it? Or do payments end or get cut. Sorry about that heart operation - can't pay the doctors right now, and private insurance is illegal (or driven out of business.) Gee, thanks, I understand?

But all the talking in the world will not change our government until a leader is elected who has a very sharp knife and the support of the people. Ron Paul was just such a leader but the MSM, conservative pundits and the Grand Old Party shunned him because they recognized his desire to reduce the size and scope of government. What a pity we have been so poorly served.

The budget
The President submits the budget, the Congress rubber stamps it.

The GOP ran the entire government from Jan 2001 to Nov of 2006. During that time, spending went through the roof and the size of the government mushroomed.

You can't blame the Dems for this one.

When is the last time a Republican actually reduced spending and the size of the government?

I am 41 and it has not happened in my lifetime. What a load of BS.

Clinton and Gore shrunk the size and cost of our gonernment.

Do not forget value destruction
The lack of maturity and discipline in our government (which citizens encourage and tolerate) is truly disturbing.

Another thing to think about with government spending verses private spending is value creation. Economists consider private transactions as inherently value creating. People who voluntarily enter a transaction are getting greater value that what they are giving (otherwise they would not do the transaction). Economists also estimate that when something is stolen, at least 30% of the value is destroyed.

My theory is that government taxation and spending is a value destroyer. This is the second part of the theory that was skipped in the column because it is assumed… I think conservatives need to state this idea out loud and not assume people know this. In general, when money is taken away from people and spent by others, value is destroyed. I assume this value destruction is probably similar to the value destruction that occurs when theft happens. I do not know how much that destruction is, and would be interested to see a study.

The formula would be something like this:

Minus: value lost by involuntarily taking money away from the producer through taxation

Plus: the utility gained by the person who is given the money by government

Minus: the destruction of productive fabric of society by creating moral hazards, disincentives, market distortions, adverse selection effects, etc.

My explicit tax burden is about the same as my total consumption budget each year. I expend equal effort in paying my government to do things I do not want them doing… and my personal housing, transportation, food, entertainment, medical care, etc.

I wonder if the tax freedom day folks factored in the inflation tax. Thanks Dr. Paul for making Bernanke admit to this insidious, hidden tax.

12 responses so far. This, and the lack of enforcement of our immigration laws are the two single greatest issues we face. And, those of us who care are faced with the blank stares of a majority of the people and of the columnists who, being unable to suggest that their favorite party or candidate will do anything about this, prefer to say nothing at all. It's a train wreck - and we'll get there soon enough.

No, the GOP did not shun Paul because of his desire to shrink government. The GOP shunned Paul because his foreign policy ideas stink. This is a man who believed 9/11 was America's fault; he said so at one of last year's debates! We can appreciate some of his domestic policy ideas, but he had no ideas on how to achieve ultimate victory in the War on Terror, at least none that were reasonable.

The instant he sided with liberals on foreign policy is the instant he portrayed himself as a kook. And he was utterly outclassed by those he debated. He also has very little executive experience, the most would be running his own medical practice, which I would hardly compare to running a state or a city. I can admire the man on his adherence to principles, but not if some of those principles fly in the face of reality. I do like the guy; I think he's intelligent. But you have to face facts, Paul, himself, sunk his own campaign.

The GOP did shun Paul because he told the truth about Republicans as well as Democrats. They did everything possible to marginalize Paul because he is a threat to their power. And if you think todays GOP is interested in anything other than power your fooling yourself

You're also wrong about what Paul said in the debate.

You're the type the GOP just loves. They can make up things like "War on Terror" and you buy it.

"War on terror" is a ridiculous statement. And now we have law enforcement using the patriot act against American citizens. How convenient for them to call whomever they want to take down a terrorist. But you go right ahead and keep supporting the "War on Terror". Perhaps you support the "War on Drugs" too. Thats another fake war that is never intended to be won because it's a money machine for law enforcement period.

Anyone that's watched an episode of COPS can see that our law enforcement has been reduced (because they are not allowed to do real police work anymore)to grabbing the low hanging fruit. Poor folks down on thier luck, addicted to some drug, gets caught in a sting operation, their car conficasted, what little they had taken by law enforcement to make some more money to fight the war on drugs. Then they all pat themselves on the back for a good days work. Yea, these wars on...name your tactic, vice, or any other thing you don't like are real American. Just exactly what our founders envisioned, right?






I saw a significant shift in mentality
during the mid-ninties. Fewer people seemed to understand the role of American government and expressed more of a focus on entitlements and demand for accommodation: government dependency. I'm not saying it started then, but I noticed a dramatically different mentality in people receiving gov't services. No plans to utilize a "helping hand", rather plans to get as much as possible for as long as possible through a variety of means. An added feature now in my district is as many babies with as many partners as possible and the acquisition of pit bulls, and legions of illegals. That's only one aspect of gov't dependency, but its big and getting bigger. We're done as a a free republic. Our "leaders" will strip us all down to keep it going as long as possible- which is a grim but forthcoming prospect.

Big Government
When one is elected,his number one priority is to stay in power. He doesn't care about anything back home except whether it will get him re-elected.

No government program,once starts,ever stops. They just grow every fiscal year. If the rates stay the same,that in government means a cut. How crazy is that?

The best thing that could happen in government is term limits. That would stop many earmarks and other things that grow government.

That's what alot of people don't understand: when programs aren't INCREASED, its called a "cut". Also, when programs are "cut", they are simply reallocated. I have worked under the auspices of corrections, youth and family services (now the dept. of children and families), developmentally disabled, and now back to corrections. I tried explaining this to a man in a coffee shop , who exploded at me and called me a "lying w#ore"! He was a big Obama guy who was pontificating about "finally" getting some social programs "up and running", when I have been in the field for 25 years and have watched it all grow wildly unaccountable, expensive, and out of control! Its amazing how history starts in the minds of some, even to the point of telling someone who is a veteran worker what does and doesn't exist!

Your points about how Republicans have contributed to the growing size of government are well taken.

Your statement that Cliton/Gore shrank the size of government is absurd on its face. Regulation mushroomed, the largest tax huke in history was passed and spending ballooned. We can just be thankful that Welfare reform (backed by Republicans and vetoed by Clinton twice) passed and the dreaded Hillary-care did not or matters would have been far worse.

Moreover, the notion that Congress "rubber stamps" the budget (rather than adding to it as happened throughout the 80s) is no less factually inaccurate.

I don't trust ANY politician with my money or freedom (including Republicans) but the attempt to clear Dems of blame is simply absurd.

Sweden's government is so huge that a relatively small financial failure results in government after government falling. We will see this phenomenon beginning to occur here within the next 10 years(probably accompanied by LA type riots).

I won't be happy until each of us has our own personal policeman who will follow us around and "protect" us by issuing tickets for speeding, seat belts, insurance coverage and licensing. They can watch everything we do and say to make sure our thoughts are pure.

You are right, except that when wealth redistribution occurs, more than 50% is lost. In addition to the unproductive uses by the recipient, there is the major fact that before the wealth redistribution, there were two people producing enough between them to sustain and secure two lives. After the redistribution, one of those two people stopped producing altogether and became a parasite on the other's production.

We have absolutely got to start shaking down these people, including Rush Limbaugh, who just cannot let go of the leftist notion that we MUST be compassionate and we MUST "help those who really need it" - using the force of government to do so. Their psychopathological issues are killing us and are responsible for the near-death experience the Republican Party is currently undergoing, whether Republicans want to face it or not. These people really need to get psychiatric help for their guilt and other issues before they get into the political game. It has absolutely destroyed us. Once you accept their notion, there is nowhere to go but left to be consistent, and that is exactly what has happened.

I am quickly becoming convinced that a large percentage of conservatives would rather die than put in the mental effort and be intellectually honest enough to admit that they have become the leftists we all fear and are responsible for all the government intervention we see today. I don't think private insurance will ever by put out of business in America. It is one of the biggest industries we have and it often works hand in hand with "regulators" in setting rates that we are FORCED to pay (i.e., car insurance).

Two of Gore/Hillary/Kerry's biggest supporters were the CEOs of two of the largest insurance companies in the world.

Inflation
This is the secret that all paper money advocates and governments avail themselves of to pay off their profligate ways.
The other name for inflation is currency debasement and another still is currency devalutation.
We may be getting paid at much higher nominal values in the future but will be no more prosperous.
That way the bill gets paid in the future with your dollar that is only going to be worth a dime, if that.
It is an ancient governmental practice, yet each time they never get caught. It is only when the populace turns to some other store of value that the gig is up. But the flip side of that coin is the black helicopters land on your front lawn for abandoning the government ponzi scheme.

Maybe a Bobby Jindal on the Federal Scene will come forward and Do as he did when taking office in Louisiana this time around. One of his first Official Duties was to Dissolve The State Dept. of Labor.

We Need Courageous Leaders who Will Challenge Congress and The Bureaucracy. It will Be War, But If somebody does not do it soon, the War Will Be Lost Without ever Fighting It.

And, of course, us folks out here working are having our taxes taken to finance this Worthless Bureaucracy, and they still Have To Borrow even more from Communist Countries to Finance The Out Of Control Spending on Worthless Programs.

There is not end to Government Rules, Laws and Legislation to tell us not to speed, wear a seat belt, do not eat this or that transfat, do not smoke a cigarette here or there, but meantime, We Will Tax You $3.00 a pack for your own good, or, as New York City just Told Their Good Little Taxpaying Citizenry this week--We are going to Add a 23 to 50 percent Rate Hike on your Gas and Electric Bills to Force You To Use Less For Your Own Good and To Save The Global Environment, but never Fear all Of you on Welfare, You Will Still Not Have To Pay A Utility bill, a Food Bill, A Medical Bill because The Government Is going to Take From Those Who Work and Give It To You, and of Course, please Go Out and Vote For Me, Because I am Your Messiah. This is Obama's Message.

There is enough blame to go around for the Gutlessness and Crookedness in Both Parties, but we truly are at a Point that Everytime We Vote Now, it is a Choice Between the Lesser of Two Evils. Nobody offers a True Alternative nor do they Possess the Courage and Intellectual Honesty and Integrity to Tell The Public The Way It Is. The Rent Has Come Due and Somebody has To Pay. These south of the border thugs even make our homegrown thugs, who are products of the welfare state, scared to go on the streets that they used to reign supreme with their own brand of illegal activities, and terror. We need to end all newcomers having an open door to enter this country with no barriers. Then, we need to begin rounding them up if they are here illegally and send them back with whatever means necessary. Then, we need to end the visas from so-called guests, and all the rest. After they are all out of the country, then we can set about building borders again. A nation is defined by common borders, language, culture, traditions, values and loyalty to these things. None of this is being practiced by these invaders, and in fact, we are becoming a third world country ourselves.
