Boehner's job: recapture 'squandered' GOP brand

WASHINGTON -- John Boehner says it was at his family's tavern in Cincinnati that he learned all the skills he needs for his job as House minority leader.

“Great food. Great people. I did dishes. I waited tables. I tended bar. … You learn real quick how to deal with the jackass that walks in the door,” Boehner says during an interview in his office in the Capitol.

Boehner, 59, is the 21st minority leader of the House, elected by the GOP caucus in January 2007. A representative of Ohio's 8th Congressional District, Boehner won election in 1990 on the cusp of the Republican Revolution.

On both sides of the aisle, Boehner earns praise for candor and an ability to listen.

"I not only consider Boehner a friend, but I also admire his fairness and accessibility,” says Rep. Mike Doyle, a Democrat from Forest Hills.

Doyle recounts the time he called then-Majority Leader Boehner with a request: “Pittsburgh Mayor Bob O’Connor had just passed away. I wanted to have the House pass a resolution to honor the mayor for his family and the city.”

As leader, Boehner controlled motions scheduled to be voted upon, and he told Doyle he'd see what he could do. A couple days later, Doyle was on the House floor, holding the signed, sealed and delivered resolution honoring O’Connor.

The tide has turned, and Boehner finds himself relegated to being in charge of the minority.

"Being minority leader is a terribly hard job to be good at,” says Steve Elmendorf, longtime chief of staff to former Rep. Richard Gephardt of Missouri, who served as majority and minority leader over his career. “You basically have to go out and lose every day. It is pretty brutal.”

And indeed, lose -- primarily on budget issues and the economic stimulus package -- is what Boehner and Republicans have done through the first 100-plus days of the Obama administration.

So, what does Boehner think of the new president and the new Congress so far?

“I’ve been shocked. I knew we were going to have a new Democrat president and a bigger Democrat Congress,” Boehner says, “but I would never have guessed that we’d see an $800 billion stimulus bill that had almost nothing to do with stimulating the economy.”

Boehner calls the stimulus “wasteful government spending” enhanced “with 9,000 earmarks that nobody had ever seen before.

“And if all that isn’t bad enough, then we have this budget proposal that has on average trillion-dollar deficits for as far as the eye can see. ... This is scary stuff.”

Yet he concedes it was Republican spending that has left the party on the brink of irrelevance -- which makes his job of selling the GOP brand and policies difficult.

“Clearly, we made our share of mistakes going back four, five, six years ago,” Boehner says. “It is why we lost the ’06 and ’08 elections. We spent too much, and we didn’t deal with some of our member problems or manage them quickly and swiftly enough.

“You have to remember while I may think that we spent too much, they always wanted to spend more -- always.”

Boehner says he has to show people that conservatives are serious about fiscal discipline. “It’s a big part of our brand, and it got squandered.”

By his own account, Boehner is an "accidental congressman," especially the Republican part.

“I grew up as a Democrat. I’ve got 11 brothers and sisters and my dad owned a bar. I’m the last guy you thought would be here, but I’m a product of the American dream,” Boehner says.

“He was a great football player,” says Gerry Faust, who built the storied Archbishop Moeller football program before making an unheard of leap to coach at the University of Notre Dame.

Faust always knew Boehner had the wherewithal to withstand the hard stuff.

“He had a bad back when he played for us, but you would never have known that. He was in there for every play, never complained and always gave his all for the team,” Faust says.

After high school, Boehner did a stint in the Navy at the height of the Vietnam War, then received a degree in business from hometown Xavier University and took a sales job in Cincinnati.

“I was the most straightforward salesman there was,” Boehner says. “I wanted to get my cards on the table as quickly as I could and encourage the guy across the table to put his cards on the table.”

He took that either-it-is going-to-work-or-it-isn't-and-let's-not-waste-time philosophy with him to Congress.

Boehner was one of the members of the Republican “Gang of Seven” in 1991 who demanded the public identification of all 355 House members who had overdrafts at the House bank. He helped draft the famed 1994 Republican "Contract with America" that outlined what the GOP would do if it took control of Congress after a 40-year hiatus.

He has never sponsored an earmark for his own district, giving him a legitimate claim as a reformer.

Boehner was No. 4 in the House Republican hierarchy in 1998 when then-Speaker Newt Gingrich resigned because of low public approval ratings and a coup within his own party. The resignation pushed Boehner out of the leadership.

“Instead of sulking, he got to work and became a pretty effective legislator, showing that he could work well across the aisle,” said Robert Maranto, a University of Arkansas political scientist.

But Boehner's kind of effectiveness pulls few punches.

“When I got into this business, I thought what this business needs is somebody who ought to just say it the way it is,” Boehner says, adding that his candor sometimes makes his staff nervous.

Former aide Elmendorf recalls Gephardt’s toughest time occurred after the terrorist attacks of Sept. 11 when he was under pressure from within his party because of his cooperation with President Bush on Iraq.

“In a lot of ways Boehner is in the same position. The country is in serious trouble economically. The country is going to expect some cooperation from the Republican Party,” Elmendorf says.

Boehner stresses that the key tenets of the Republican Party are economic freedom and strong national security. He is as critical of the Obama administration’s handling of national security as he is of its spending.

“I don’t know what their plan is. When I see them make what I think was a political decision to close Gitmo without an overarching strategy or plan to deal with those who had been (detained) there, it scares me to death.”

Boehner is concerned by the release of the Justice Department memos prepared by the Bush administration that provided the legal justification for harsh interrogation methods used by the Central Intelligence Agency in questioning terror suspects. He said the Obama administration's decision to release the documents will have a chilling effect on agency operatives.

“That is not a good position for our country to be in, when our professionals are concerned about whether they can do their job the way it needs to be done,” he says.

He notes both Dennis Blair, Obama’s director of national intelligence, and CIA Director Leon Panetta complained that publication of the memos would be harmful to the spy agency.

Boehner sees no bipartisanship from the Obama administration or Democrats on Capitol Hill. “There is absolutely no reaching out at any level. Sure, the president asked us for our ideas. We gave them to him, and they promptly ignored them.”

“It’s been like sitting in front of a machine gun with it being pointed at you,” Boehner says.

That may be no surprise.

“The majority party runs the show, and that’s increasingly been done with little or no input from the minority,” says Texas Tech political scientist Tom Nokken.

Nokken considers the minority leader position a sort of speaker-in-waiting, “Lacking any sort of institutional heft, he is the public face trying to gain support for the minority party’s opposition to the agenda and policy positions of the majority.”

That is exactly what Boehner is trying to do: convince America that the Republican path is better than the one chosen by Democrats.

He looks around his freshly painted office, the walls gold as opposed to the dark blue favored by the previous occupant, Nancy Pelosi, the California Democrat who is majority leader.

“There is a lot of history in this room. Sam Rayburn built this wing. Tip O’Neill, Jim Wright, Tom Foley, they have all had this office,” Boehner says, listing a Who's Who of American politics.

So, what's next?

“I want Nancy Pelosi’s job -- period,” he says.

So, what's next?

“I want Nancy Pelosi’s job -- period,” he says.

He'll get it, only because the Democrats are already paving the way for their own downfall. We can see Bernanke turning up the inflation again, reflected in oil/gas prices on the rise. Naturally, considering what Obama and his Democrats have spent and intend to spend. Unfortunately, it won't take long for Boehner and his Republicans to disillusion us, once they are back in the majority.

I've got to say that I couldn't care less about the Republican Party.
I'm tired of the "country club" Republicans.
I'm tired of the "Specterish" lefty Republicans.
I'm tired of the big spending Republicans
I'm tired of the "Big Tent" Republicans
I'm tired of the double-talk republicans
I'm tired of hearing about the "new blood" up and coming Republicans who STILL voted to spend big $ with the Democrats.
I'm tired of the look down their noses at the regular working stiffs that put them if office Republicans.
I'm tired of Republicans that won't fight for less taxes, smaller government, upholding the life of the innocent, my right to bear arms, etc., etc.
Reagan would throw up if he saw the weak wimps that call themselves Republican now.

All I get in my email is more and more requests from the GOP, we want money for our programs. Now they want us to listen, when they refused to listen to us. Do I like Obama> Not in the least, he is a educated man with NO experience and it show in every decision he makes. His stiulus bill was bad news for our economy. Bailouts were given when jail sentences were in order.Obama will lose much popularity in a fast decline, when the taxpayers get their annual bills. Are they going to be mad and with a lot of them who voted for Obama, are now out of work, they are losing faith in the Democratic party, who have outspent their common sense. I want Boehner to turn this mess around, and he should not have a hard time doing it. Nancy Pelosi does not belong in politics, she has little or not idea what she is doing, but does have a very large ego and this is her time to rule, and Boehners time to work to unseat the Democrats, and reseat a well chastened GOP, who now have learned that voters get their revenge when the GOP did not listen to pleas to close borders, stop the reckless spending and so many more issues. Put them back in, for their butts have been spanked, and they have a new respect for voters.

Says it all. Boehner remains a moral relativist and torture enthusiast. He is an ideal example of how the Republican Brand was trashed by conservatism. If our professionals need to "break laws" to "do their jobs" then guess what they are not professionals they are criminals. This country NEVER IN ITS ENTIRE HISTORY legalized torture. Thank you so much for demonstrating yet again the depths of moral depravity the Republicans and conservatives have sunk to. Boehner stresses that the key tenets of the Republican Party are economic freedom and strong national security. Heading down the wrong track buddy. while nice sounding, the KEY tenet right now should be true federalism; the federal government handles common defense, regulates commerce AMONG(not in) the states,and with foreign nations. Also, get amendments passed for genuine interstate needs such as an agency like the FCC or the department of energy. Stop assuming powers without the states giving them to the fed.
You work on true federalism, economic freedom will come, we won't have the fed dictating to private citizens how to run their businesses, what to pay, who to hire,etc. We won't have people's hard earned money being taken away to pay for groups like acorn, or to fund other groups that are clear political entities. We won't have SERVE, which has nothing to do with the Constitutional mandate.
Strong national security? This means genuine wars, not establishing democracy in Iraq. It means never having come to the rescue of Kuwait, which set the stage for Iraq. It means bringing our troops home from around the world, where they certainly aren't defending us in Europe, and taking care of the border problem by which we are importing poverty and crime, and losing our identity.
Boehner is part of the problem, and here he is being touted as a solution. Who held the purse strings for all those years? Who never stood up to Bush and said you're ruining us? Need I go on?

1st, DEFINE torture...by what standard are you saying the waterboarding is torture?
2nd, At the time waterboarding was carrried out it was determined to be legal by the Intelligence Committees of both Houses of Congress which were chaired by Democratic Leadership as well as Legal Council to the President.
3rd, While the President has determined to not allow waterboarding going forward it can not be made illegal retroactively, at least not by American legal principles, however President Obama has been willing to destroy the rule of law in other areas so he may attempt to do so with this.
4th, Neither Obama or Holder can determine the legality of an issue, that is for the Judiciary and a court of law. While they may express their opinions until it has been brought to court and decided upon by judge and jury it is not, by definition, illegal.

To focus any attention at all on this non-issue is to do exactly what the fascists want - focus no on their own outrageous treachery. They've been using this same smoke and mirrors 'torture' device throughout the Iraq war, since Abu Graib (sp). It's about time we refused to give them anymore mileage on this stupid agitprop.

The real focus should be these fascists occupying and dictating to the business community and the private financial sector while spending the nation into economic and financial collapse.

Are you going to buy, 'it's all Bush's fault' when it happens? The GOP Brand? WTF?
Fellow Conservatives - Let's get back to basics here.

1. The GOP must live the principles stated in our Constitution.

2. The GOP must promote and restore federalism, observing the Article I, Section 8 Spending Power limitations thereby reducing federal spending by 80% and restoring the powers taken from State and local governments.

3. The GOP must never compromise on Constitutional principles, even when that means saying "Sorry, that's not the federal government's role. Go talk to your State or local officials."

4. The GOP will have a majority for the period of time, and only for the time, it adheres strictly to items 1-3 above.

Let's be clear about what "brand" implies - it's a promise used to market an intangible. The left must employ this tactic because, as contrarians, they quite frankly have nothing to offer. They must employ marketing tactics such as "branding" because they have no other choice. But, why would we ever adopt such tactics when ours is the stronger position? Push aside the leftist, self-congratulating conclusory statements and ask yourself when we have ever lost when we have run candidates espousing our core principles?

I'd be very happy to see the Libertarian and Constitution Parties join together ans say good riddance to the GOP.

I'll believe the re-branding.....
I'll believe the rebranding drive is legitimate ONLY when Boehner starts introducing articles of impeachment against all who deserve to be served.

Otherwise, the GOP is an extension of the Demothugs and can go the way of the Whigs for all I care.

Bipartisanship
Tom Nokken may try to excuse Obama's lack of bipartisanship by saying it is part of a trend. However, Obama promised a new kind of politics, he promised bipartisanship. Americans deserve better than politicians who lie so brazenly.

You're right. The one that gets me is DeLay. Both post columns here. To read either one of them, you'd think they never heard of spending.

Seniority or no, at the very least the GOP should have come up with some totally new house leaders (Flake, for one), just to show the troops they realized the errors of their ways.

We don't have enough fingers to tick off the ways Bush and these dolts failed us when they had the power...

Term limits for congress
I knew years ago that the 94 republicans were going to be the same sorry lot of congressmen that preceded them when they reneged on the term limits provision of the contract with America. Your only hope Mr. Boehner is to bring the new crop of republican candidates with a mandate to amend the constitution to term limit the vote buyers in congress. I and many other ex republican voters would vote for you but until then I will continue to vote against the republicans.

If I didn't know any better,
based on this article, I'd think Boehner is a heck of a guy. Zito sounds like she is a big fan of his. The problem is that he is not a good guy.

Zito never mentioned Boehner's role in "Comprehensive Immigration Reform", which brands him as absolutely no good in my view. As far as I'm concerned he should be looking for work after the next time he runs for re-election.

I really don't want to hear anything about how terrible his opponent will be. I am sick of voting for the lesser of evils. Sarah Palin got my vote during the last presidential election. If Mickey Mouse was running against Boehner I would probably vote for Mickey. He couldn't do a worse job than Bush, Boehner, McConnel, Hastert, etc.

The Brand They Need But Don't Want
The brand the GOP needs is the one they had under Reagan for a while, & briefly with Gingrich. The GOP seems to be once again pointedly rejecting the correct course & instead wagging their finger at the conservatives who are still seeking a political home.

Trouble is, they're almost as big statists at heart as the Dems, & don't want to offer real conservatism, but instead continue to sell these fairy tales about elusive "independents" & fake big-gov flavors of "conservatism" to the electorate.

This "National Council for a New America" which has yet to be made the topic of a TH column or a news story, is deeply dismaying. John McCain, who dedicated his career the last 8 yrs to destroying the GOP as a relevant force for conservatism, is leading this thing. Far too many Republicans have jumped on this stupid bandwagon, following Mack around like clueless ducklings when the party needs to put him out to pasture like Bob Dole in '97. Really, he should have been laughed out when he proposed "McCain-Feingold;" that IMO was when the GOP in Congress really jumped the shark.

It's one thing for Mack to propose stupid things, but why do other Republican Senators and hopefuls act like he's got their gonads in a vise? He represents nothing & no one apart from Arizona, & his ideas have been rejected by the national electorate.

based on this article, I'd think Boehner is a heck of a guy. Zito sounds like she is a big fan of his. The problem is that he is not a good guy.

Zito never mentioned Boehner's role in "Comprehensive Immigration Reform", which brands him as absolutely no good in my view. As far as I'm concerned he should be looking for work after the next time he runs for re-election...."

your post (#3) makes no sense. You claim that my opposition to Comprehensive Immigration Reform means that no one is pure enough. I don't know how you missed the news about the Senate phone lines crashing due to so many calls from Americans against amnesty. Do you think that it was only Republicans who were making those calls?

It was Democrats, Independents and Republicans who were furious at the Republican administration trying to force that monstrous bill through. Mexicans who came here legally were outraged by what Bush, Boehner and the rest of the Republican leadership tried to do. Their calls helped shut down the Senate phones.

I mention that fact and you claim that it means that no one is pure enough. That is an example of typical liberal confusion. You are ready to spew your idiotic talking points. It doesn't matter whether they exactly match what an issue is.

The people who brainwashed you did a fine job. They don't care whether you wind up sounding like a fool. They just want your votes and your obedience.
