Michael Steele wanted to rebuild the Republican Party after two crushing national election defeats because he has “a passion for a party I believe in.”

“When the opportunity presented itself,” Steele said in his office, just blocks from the Capitol, “I saw it as a chance to help take the elephant by the tail and turn it around in a new direction.”

That direction is not turning away from principles and values that have defined the party since 1854 but “in a direction that those principles and values can be relevant in the 21st century.”

At first, Steele, 50, might seem an unlikely figure to lead the GOP out of its political wilderness. Yet his scrappiness — in life and in politics — may be perfect for the task.

Born in Maryland, he grew up in Washington; his mother worked as a laundress, his stepfather as a truck driver, to raise him and a sister.

He majored in international relations at Johns Hopkins University, then spent three years as a seminarian at Villanova University. He left before taking vows as a priest and instead earned a law degree from Georgetown University.

The first black to win statewide office in Maryland (lieutenant governor, 2003-07), he is the first to chair the Republican Party — and only the second to head either party.

He beat five rivals in six rounds of voting in January to be the 63rd GOP chairman.

He won, he believes, by reminding committee members that he began at the party’s grassroots, as a committee chairman.

“I have knocked on doors and licked envelopes. I know what it takes to win an election from the ground up,” he said. “I also know what it is like to have a lot of those doors slammed in my face.”

He isn’t just kidding, after all, when he talks about the challenge of being a black Republican in the District of Columbia.

Parallels to a Democrat

The past four months have brought highs and lows.

Steele raised an impressive $6.7 million in March, far more than Democratic Chairman Tim Kaine — but a string of media mini-gaffes sent him into a month of self-exile.

Steele’s challenge is not unlike one that faced another Democratic chairman: When Howard Dean took over his party in early 2005, it had won no more than 16 states in the last two presidential elections; morale was rock-bottom.

Everyone questioned if the party could ever again be a national player.

The parallels are not lost on Steele: “I so empathize with Dean at that moment. I remember watching him go through that purging in 2005, and it wasn’t pretty.”

Dean wrested control from three divisive party factions — its “Clintonista” establishment, its moderate Democratic Leadership Council and its far left. His best move was to couple the Machiavellian thinking of party figures Rahm Emanuel and James Carville with pro-life, pro-business, pro-Second Amendment candidates who won in key areas of the country.

“They brought them to our turf, played and won … a place they were not expected to win,” said Steele, a former college fencer who favors sports metaphors.

Similarly, he intends “to take the party where we have not gone before … to be present to the people of this country where they are. We are not going to sit back and tell them to come to us.”

Democratic strategist Steve McMahon has worked with Dean for years and has known Steele since his days as a Maryland Republican committeeman. He says the new GOP chairman must adopt a 50-state program, as Dean did, to get his party back on track.

“His challenge is to recapture independents without pushing out the base,” he explained. The hardest part is pushing against the party’s nay-sayers who favor winning here and there rather than taking time to build for the future.

“Steele has to remain focused,” McMahon said. “Do that, and the GOP will compete not just regionally but across the board again.”

A smart strategy

In the 2008 election, Democrats expanded their base with growing demographic groups — young voters, Hispanics, blacks, suburbanites — while Republicans contracted demographically and geographically.

“We have states like Indiana, North Carolina and Ohio where we were competitive and now we are not, and that is a big concern,” Steele admitted.

To rebuild, he wants state chairmen to think locally: “Everyone needs to pay attention to whether they are recruiting good candidates, establishing a solid farm team, and raising money in their own states. We will take care of the national races from here.”

It’s a smart strategy, according to Villanova University political scientist Lara Brown.

“Adopting a small-government, states-rights, individual-freedom message would be a great beginning,” she said. Updating Newt Gingrich’s 1994 “Republican Revolution” compact would help, too, as would recruiting good candidates.

“He should privately go and win back the moderates on Wall Street, Main Street, and raise as much money as he possibly can,” Brown said.

Pennsylvania’s a key

Steele absorbed a setback last week when Pennsylvania’s Arlen Specter defected to the Democrats, giving them a near-filibuster-proof majority in the U.S. Senate and leaving the state without a Republican U.S. senator.

State party Chairman Robert Gleason says his focus, like Steele’s, is on winning the U.S. Senate and governor’s races in 2010 — not on Specter.

“We have more staff on the ground earlier this cycle than we ever did before,” Gleason said. He is working with Steele to build a solid state party staff in preparation for all races, including this year’s state Supreme Court elections.

“Right now, we have 10 county executive directors,” he said. “We plan on having 20 by the end of the year.”

Pennsylvania remains very important to the national party, Steele said, despite the Democrats’ lopsided advantage in voter registration and election victories.

He insists this is “absolutely” the right time for Republicans to get “back on track” in the Keystone State. “With or without Specter, that was always the plan.”

“In the past, we would have gone along with the same playbook and not moved forward,” he said. Now, Gleason is adjusting the state party’s strategy.

Steele believes Democrat-blue Pennsylvania, New Jersey and Virginia offer opportunities to test the GOP’s messaging and strategy, to see if a 50-state program is in its future.

“We want to see how effective we can be … in coming back, beginning in these states,” he said.

Steele refuses to predict if 2010 will be a comeback year but insists Republicans will gain seats.

“This is a long process,” he said, “but done right, it is a lasting process.”

The problem with conservatives
The problem with conservatives, and social conservatives especially (a label I wear proudly), is that we have allowed the left to frame the debate, and we argue from their set of presuppositions.

Take abortion, for example. I am pro-life, but a mistake pro-life conservatives make is even allowing this to be a national debate topic. Where in the Constitution is the federal government given any authority over the issue? It is a state issue. So conservatives need to take the Constitutional position, not a pro-life/pro-choice position.

Most of the social and moral positions we hold dear are not within the realm of the federal government's Constitutional authority.

The battle between the left and right is now about who will be in charge of the federal government; liberals or conservatives. The debate actually needs to be about whether we really want the federal government micro-managing our lives...or managing them at all, for that matter.

The problem the GOP has is that they want to be the ones in power, rather than returning the power to the people and to the states, as the Constitution requires.

Can't Be AN INDEPENDENT HERE!!
I have always been an Independent, albeit a Conservative one, until I retired from the Military.. Wv does not permit Independents to vote in the Primaries and in most cases there are no Repubs running.. So out of Self Preservation, I have to Register as a Dem in order to, hopefully, weed out the worst in the Primaries.. I never voted a STRAIGHT TICKET in my life until LAST ELECTION but I will in the future if I have to pencil myself in..CHEERS

The GOP: At least eighty percent of them don't believe in anything other than getting re-elected and they seem to have a distinct distaste for most of the people who elected them. How we ended up with such a sorry collection of puffed up, vertebrae-free jackanapes representing the Right and the Republican Party, I'll never know.

“As long as the religious right is seen as controlling the Republican Party, the GOP will continue to lose some percentage of voters”.

The religious right does not control the Republican Party; it is only seen as controlling. This perception is killing the Republican Party; brought about by left-wing Democrats in their defense of abortion and the gay life-style.

“This percentage likely will increase over time as younger voters shift away from traditional to more progressive values”.

The case must be made regarding VALUES…Which values-set is more productive…Traditional or Progressive? I will take the hard working traditional over the feel-good progressive any day. Again, this VALUES perception is killing the Republican Party.

However, let faith inform one's values, but let logic and reason inform one's public arguments; Democrats fear this above all.

Years and years of asking that the repubs to actually respond, have a response team set up, and actually defend their policies has gone unanswered. It was appalling all during the Bush years...no repub ever defended the policies, their own...instead they just lopped them off...and let them hang...this was apparent in the Lott situation. The repubs have no idea how to actually fight. They constantly get sucker punched by the dems and just stand their and take it. How about throwing some punches themselves? I no longer can support a party that spends foolishly, then throws their own under any bus time and time again. The repubs need a voice, they need a team of experts in communication who get out there and defend, educate, and demand equal time. Until the repubs start standing up and demanding equal time and present their message loud and clear they will continue to let the dems set their agenda as they are now doing. Stand up, speak up, and shut up when necessary...but for heavens sake do something...anything...txpoljldy

Romney was the sacred cow. If you pointed out his past business dealings or his failings as a governor, you were called a bigot. This same group of Romney supporters had a blue-hot flame for any positive statements made about Huckabee and started calling him names.

Fact: For every 26 minutes Romney had in a debate, Hunter and Huckabee got 6 minutes each. Huckabee spent $38,000 per delegate he got. Romney spent over $305,000 per delegate.

Romney had money, a big campaign machine, and the Professional Conservatives of the Airwaves and Media in his favor. He still could not win. He has a plastic personality that makes me think he had a charisma by-pass at birth. He also has a lot of baggage from business and politics that would be distracting. Don't forget that the Bush Clan and Karl Rove backed Romney.

We have a great governor here in Bobby Jindal. I DO NOT want Jindal running in 2012 for POTUS or VP. He is only 37 years old and has time to run later. I definitely would not want to see him run as VP on a Romney ticket. Romney's people attacked him, too. I would hate to see Jindal run on a losing ticket.

I like John Kasich and recently heard that he is running for governor of Ohio. I wish him the best. I don't know much about Jim DeMint but he seems worthy of a second, lengthier look.

I think Newt Gingrich's knowledge and perspective are superb. His personal life has been a mess.

If conservatives had stuck together, we would not have had Obama. I am always interested in hearing other suggestions. Got any?

Even more damaging was their intentional distortions of other candidates as "big government conservatives" or "right-wing radicals" as well as other names they called them. I liked Hunter & Huckabee the most, but they received so little time in the debates. The questions they did receive were usually limited to their "pet issues" such as immigration and health insurance for Hunter and religion and taxation for Huckabee.
I enjoyed 10 years of Huckabee in Arkansas as effective tax rates went WAY DOWN and the economy grew more than under any other governor (exactly what happened to CA under Reagan). And remember, Hunter, who was probably the most conservative Repub in the race endorsed Huckabee when Hunter withdrew because Huckabee was more conservative than anyone else.

I would have taken either of these men over Rudy McRomney. Heck, I would've even accepted Guliani over Romney or McCain. At least he has a reliable conservative track record when it comes to lower taxation, limited government, and court appointments. Neither of the other two "top-tier" guys could back up their claims on those issues.

I am, also, tired of the PROFESSIONAL CONSERVATIVES OF THE AIRWAVES AND MEDIA telling me who the 'top tier' candidates are. In debates, Romney was given 26 minutes while Duncan Hunter was given 6 minutes. We should see and hear them all equally.

Although Romney is running in 2012, I think he is equally devisive as McCain. He has his Mormon base but it will not be enough to carry him. He is just not a good candidate.

Obama was the new face in the Dems when Hillary thought she had it bagged and Retread Edwards gave it another go. I know we have talent in the GOP. It's time to introduce them.

We need LIFELONG conservatives; and, there are plenty. I don't want a 'born again' conservative. I want consistent values.

Before the PROFESSIONAL CONSERVATIVES OF THE AIRWAVES AND MEDIA start endorsing a candidate that doesn't make sense in the shortness of his conservatism and some scandalous business dealings, they ought to disclose that his company bought the channel they are broadcasting from. After I tracked that down, to double check what I had heard, I lost all respect for them. Then they just became one big free political announcement/advertisement.

I all but got down on one knee begging conservatives to vote for McCain just to avoid Obama. I was called everything but a child of God. They were out to 'teach the GOP a lesson' or would not vote for McCain 'for any reason'. The way I figure it, they have no room to complain now. It didn't help that, after McCain got the nomination, Rush, Hannity, Ingraham and others used their time bashing him. I could brace for one term of the lesser of two evils because I had a pretty accurate assessment of what evil Obama would be. He has lived up to those expectations and we still have 3 3/4 years to go.

That is exactly what I've been saying - that they better stop cramming Mitt Romney down our throats if they actually want to win in 2012. I'm tired of all this "conservatives need new ideas" crap. What we need are real conservative candidates. Romney is not one.

I have always highly regarded your thoughts. However, we do see things differently on the Steele/Limbaugh matter.

Additionally, I add that I would be more appreciative of Rush, Hannity, Ingraham and a few others if they would disclose their business ($$$) relationships with a political candidate before trying to jam him down my throat. Small matter called integrity seemed to trip up the massive egos.

Bogged down with silliness
Anti-Federalism vs Federalism approach pretty much solves everything and is how the country should be divided. Does anything else really matter? I wouldn't even mention the constitution crisis because people's eyes glaze over (need to make it a bigger party). Just phrase it like this: do you think local and state government would do a better job than federal government? Then push for laws that protect the community vs government, business, and unions (anti lawsuit, anti bully)

Unfortunately Republicans in power are more terrified by this more than Democrats are because quite a few of the Washingtonian Republicans were caught read handed during the Bush years. Or they don't believe in actual conservative thought like Bush.

Also this article isn't good. If you are going to talk about Steele please talk about what he is going to do (not what he says or his resume). We're conservatives, we want actual solutions not talk.

If you read the posts here - I am a conservative and had hopes for Steele when he was picked. But his comments about Limbaugh told me all I need to know about him.

1. If he really didn't mean it, then he's weak and will cave when the going gets tough. 2. If he meant it, then he is not going to be the guy to unite principled conservatives because many of us agree with Rush.

So either way, the GOP is not going to succeed because of him but in spite of him.

It's really a shame.

that a revolution is the only way out. The republicans still "don't get it". BOTH parties had better be careful, especially in light of the discontent among "ordinary folks" that are dissed by the democRATs and pandered to by the republicans. When the sales of "rope" goes through the roof and lamp posts are tested for suitability to support "dead weight" the time will be near. It would be wise for members of "both" major political parties" to "grow eyes in the backs of their heads". This is by no means a threat, simply an observation of the discontent that is brewing.

that the GOp is getting it. Cantor and Boehner, also Tom Price came in here thinking they were putting forth their positions on alternatives to the leftists. They fail to realize that the ideas that are needed have to do with returning the federal government to it's Constitutional restraints, not having ideas that still enable it to overreach. Government primarily exists to protect our liberty, life , and property. This is foundational to our country. It never was considered to be the provider of resources for life. Further the federal government was created for strengthened defense, and commerce. These were those areas external to the states, how then do politicians in the light of the 10th amendment find power to legislate without having been delegated thes powers through the amendment process?
Leftists so much like to talk about "we the people", when they really mean "we and those who think like us". They neglect the fact that we have a Contstitution which is an agreement betwwen us all that cannot just be ovewridden because one party wants to do so. There is no provision for legislation by polling to determine what the people want, nor because more of one party are elected than the other. The amendment process is there to actually ensure that mob rule does not take place.

Anyway if you notice he never makes a substantive argument, but cuts and pastes a poster, and then, and then!, he cuts and pastes from some other source. It seems as if some people on here believe the Republican Party is shrinking. While the new data out there seems to reinforce your theory, I believe conservatives are not shrinking. Most of the Republicans in Congress in the last eight years have not been conservative. The Republicans under Bush spent and acted like Democrats, so the two parties were acting in the same manner. However, I find it funny that Democrats bash Republicans, when in fact, they acted like Democrats. I guess for some people they don’t vote for the candidate, but instead for the party label. Most of my conservative friends abandoned the party because the politicians abandoned their conservative beliefs. When Republican candidates and politicians start to adhere to the Republican philosophy, then they will start to win back some of these seats

I, and a lot of people that I know, switched to Democrat during the 2008 election because McCain was already chosen by the time the primary made it's way to PA. Remember, Hillary won PA by 9 points. But....we'll be back. At least I will, because as a Republican, I am not permitted to vote for my choice of individuals who are running at the local level for Mayor or Council because they all run as Democrats. I live in a high Union and entitlement dependant area.
And what's funny now is....that when I tell the Obama voters that their tax increase on the poor people is that 61 cents on each pack of cigarettes, no one will admit to voting for him.

He thought failed senator Santorum was too far LEFT and now he is likely to be the Republican Party candidate for senate against Arlen. Good luck with that.
