Bipartisan hopes

All U.S. presidents start out with the premise that their administration will behave in a bipartisan manner.

They all pledge to be a conciliator – until they have to reconcile the irreconcilable.

“Just ask George W. Bush how that all worked out,” says the Republicans’ former House Majority Leader Tom “The Hammer” DeLay.

As governor of Texas, Bush had a near-flawlessly congenial relationship with Democrats in the state legislature. That was not the case when he went to Washington.

As Barack Obama prepares to take the oath as president with a largely-Democratic Congress covering his back, will he consider the olive branch offered by Rep. John Boehner, the Republicans’ House Minority Leader?

“When our new president extends his hand across the aisle to do what is right for our country,” Boehner said, “Republicans will extend ours in return.”

Obama ran on changing Washington and has sent signals that he wants to govern from the center. But he cannot do that without the cooperation of congressional leaders such as House Speaker Nancy Pelosi or Senate Majority Leader Harry Reid.

That means he must be willing to say “no” from time to time to maintain centrality, especially on “heartland” issues such as the Employee Free Choice Act, the Fairness Doctrine, oil shale and off-shore drilling.

“Hands across the aisle can and has worked in the past,” says St. Louis University law professor Joel Goldstein. “One of the most successful practitioners of that style of legislating was Sen. Edmund Muskie (D-Maine). Muskie's greatest of many legislative accomplishments were the Clean Air Act of 1970 and Clean Water Act of 1972, both of which initiated sweeping new regulation and both of which were crafted and passed by huge bipartisan margins.”

Bipartisanship requires a commitment on both sides to addressing and solving problems, not simply posturing about issues. It requires a intensive dialogue, not a my-way-or-the-highway approach.

It also requires credit being shared – and that’s going to be the tricky part, as lesser-known House and Senate members risk being stampeded by the more prominent ones in the race to talk to the cameras after any debate under the dome.

The key to bipartisanship and consensus is listening, because each member of Congress brings his or her district's concerns to the floor (along with a desire to get re-elected).

“It is definitely going to be vigorous out there,” says Rep. Mike Doyle, D-Pittsburgh. “But I can see legislation where there will be comfortable bipartisan support, like the stimulus package and an energy bill.”

Doyle adds that Democrats do not have a monopoly on good ideas and would be foolish not to be inclusive with Republicans.

He thinks the “vigorous” part will come in debates over health-care reform, which has so many moving parts that intra-party fights can be expected on both sides.

Political scientist Bert Rockman wonders how long today’s bipartisan love-fest will last because “Obama is torn between the need to get a buy-in without having sold-out.”

Rockman remembers when many activist Democrats thought Bill Clinton did more selling-out than necessary as president.

Clinton had little choice: Most of his term was spent working with a Newt Gingrich-led, Republican-controlled Congress.

Obama does not face such a circumstance.

“The American tradition is that bipartisanship only lasts a short time unless there is an extraordinary circumstance, such as World War II,” says political scientist Larry Sabato.

Yet even during World War II, politics were suspended just beyond the water’s edge – not domestically. Elections were held on schedule, and debates in Congress were vigorous. That’s why John McCain’s campaign “suspension” at the onset of today’s financial crisis probably will be seen as his “jump the shark” moment, when he lost presidential credibility.

Elections matter, and Obama and a fully-loaded Democratic Congress both won comfortably. Right now, Americans view the economy as a major crisis.

If they perceive that either party is not behaving seriously, or is dragging its feet for political spectacle, then bipartisanship will take a knee – and Americans’ reaction will be felt in the next election.

Bipartisan My A$$
Any conservatives left in Congress must loudly resist any move that is against conservative principles. They must protest buyouts. Stimulus is just another name for pork. A buyout is just another way for pols to control the distribution of billions. Do you suppose they might arrange for some of that public money to get back to them? They must protest makework jobs financed by public money. We can not stimulate the economy by the equivalent of digging holes on the beach at low tide every day so we can watch them get filled in. They must take stands on values, on religion, on national security. They must educate by resisting policies which can not possibly work. Money will be tight and the real economy stagnant until people think they can make money by investing. I see no signs Obama is generating that point of view.

BiPartisan comes just before BiPolar in the dictionary; going to interesting to see which, if either, will be set aside in order for the "change" &/or "hope" that we've been told to exspect...

I suspect that "we've" been sold a bill of goods & a majority of America "bought" it; hence many of us will end up paying for something that we never bought in the first place...

Bipartisanship is just collaboration with the enemy, and the only reason I voted for bipartisan McCain (Feingold) was in hopes that Palin would get in position for a run in 2012.

Constitution
The only agreement I see in Congress is a bipartisan attack on our Constitution. Members of both major parties pledge an oath to protect and defend our not-a-living-document. Then, they debate and reach a consensus on how best to destroy it.

For example, "No Child Left Behind" is their conclusion as to the most politically acceptable way to run an unconstitutional Federal Department of Education and Indoctrination.

BIPARTISANSHIP?
Really! Every time a Republican has reached across the aisle he/she pulled back a stub.

First, many good posts so far. Second, thank you poorgrandchildren for bringing the Constitution into the discussion, which our "representatives" don't even seem to know exists. We must begin to fight harder than ever, in every way, and any representative that does not abide by the Constitutionally limited boundaries within which they are to operate needs to be shown to be the traitor they are, for if you usurp powers which are not yours you betray the people of this country.
John Boehner you disgust me, it's politicians like you that should be run out of town, so ashamed of your actions, you will be afraid to show your face. Reach across the aisle with a nice big stick yes, but to cooperate in the continued evisceration of whatever vestiges we have left of Constitutional government, what kind of man are you? I wonder if he voted for the Enumerated Powers Act? I'll have to find out. Conservatives, Libertarians, others..OUR BATTLE CRY must be Constitutional government.

We want Obama to succeed
is the frequent mantra of O'Reilly and other TV commentators and republican politicians. But at what price and succeed at what, spending more money then we can afford on projects which will not create permanent jobs or far out stuff such as "green" jobs? He says he won't create more government but he can't help it. Look at all the new czars and the staffs they will need. There is honest disagreement on what is best for the economy and the country.

Virtually everything the federal government does has a negative effect on the country. The best government is the least government. If bipartisanship means things will get done that wouldn't otherwise get done, that's undesireable.

To involve the opposing party just enough so that they can be blamed for anything that goes wrong.

No, I have not given up. I will always be willing to fight the good fight to protect this nation. I donated to the Republican party, but they did not fight hard enough for a win or let the public know the true cause of the Democratic programs financial melt down. I have written to both Texas Senators, and several congressmen about the bailouts and the wasteful spending of Taxpayers money. Do conservatives and independents have to march on Washington to be heard or will we be a voice in the wind for the next four years?

Thanks for your response. What I think is clear from what I'm seeing is that the Republicans intend to carry on business as usual. It seems to me unless we wake up tomorrow to some miracle of a totally different paradigm from the GOP, that we must switch to either the Constitution Party or the Libertarian Party depending on one's leaning, and I think it needs to happen this year to create a viable alternative. I also am putting out there something that would be difficult but better than siting around losing our freedom. It is for true Conservatives to choose at least one state and maybe up to 3, to mass migrate to, so as to have that voice we need, and if necessary to secede, which by the way means that at least one should not be landlocked. let's not confine ourselves to political thinking.

I admire your sentiment & spirit, but I deplore your logic. Even were it possible, nothing would make ALL the inside-the-Beltway crowd happier than the opportunity to "put down the rebellion" and "preserve the Union." The last time it was tried, the death toll was 650,000 Americans and they'd do it again in a heartbeat.

If it came to that, which I would not desire, i think one difference is that most of the military tends toward Conservatism, and that a strong argument for Constitutionality would have many on the right side. The true aim is not Secession, that is a last resort, but to have a state government where at every level we are realizing true Constitutional/Conservative principles. I will also say this, the South in attacking Fort Sumter was the aggressor, and had they released our citizens which they referred to as property we could have avoided the war. The principles for secession would be quite different in this case. I have much more to say, but limited space. Also, as I said to Reba, should we just roll over and die?

INTERESTING IDEAL LENARD
coming from a citizen of Maryland. There has been several conversation among Texans regarding that very idea, perhaps in jest. However, Texas was an independent nation until 1845. At the present our economy is still stable, only minor bumps as yet. We have all the oil and gas required, a large agriculture and cattle production, a large Gulf Coast for shipping, (constructions jobs are plentiful in the Houston and Galveston areas.), an ample supply of seafood, NASA allows some control of the cyberspace and acres and acres of vacant land, even a timber industy in East Texas. 5 military bases in San Antonio alone. I might add, some exellent universities and TU has a good football team. What more would be required? We are accustomed to mass migration with open borders to the South and the snowbirds coming in the winter months. With the present rough winter the north is having the snowbirds could just decide to stay permanently. We could then cancel out the votes of California and New York.

Yes, Texas is one of the states which would be a natural choice for Conservatives. Also, Oklahoma,Tennessee, Virginia, and Maryland. Please note that Texas is a good choice because of location and it already having a proclivity towards Conservatism and independence. Oklahoma, well it is the most conservative state in the Union. Tennessee also conservative with a Libertarian streak. Virginia because of location and excepting the area abutting DC rather conservative, but that could be changed with a large influx of dedicated Conservative folk. Maryland, well I live here, but also location and we did have Ehrlich and Steele for a minute which shows that if we had an even more Conservative citizenry dedicated to exerting it's influence this state could also be transformed.
So what states are ideal to migrate from? The three Pacific coast states; California, Oregon, and Washington; New York, well most Northeastern states, Michigan and Illinois. I will leave it to those of a more Libertarian bent to pick those states that best fit their ideal.

Difficult vs. Impossible
Doc let me first say I am not married to my idea. That being said, remember we were successful in our first secession, that thing we call the Revolutionary War. Also, we have already lost much more than 650,000; try close to 50 million children slaughtered merely because it's so easy to deny the reality as they are "hidden" in the womb.

Just who is going to fill
all these makework jobs? We've turned our high schools into college prep institutions, and eliminated all the vocational classes. Do we expect kids trained as computer programmers to build bridges for us?

Reba - Can We Join?
We have been making a lot of changes around here. Plus, Congress wants to ban Bush's overturn of the ban on offshore drilling, except for the coasts off Texas and Louisiana, naturally. We should just unite as the Congress has already treated us as the red-headed stepchildren of the U.S.A.

Texas and Louisiana should just horde its resources and let Congress figure out how to stimulate the economy without energy.

All of us have gone from "robbing Peter to pay Paul" to the Federal Government robbing Peter, Paul and Mary to pay itself.

It may be a day late for you to receive this, but the great state of Louisana has to be included in our joint efforts. We can't do without that excellent Creole food and music. Not only that, my first son was born in Alexandria, La. We are on the same page to maintain this country as the great Republic that it was intended to be. So say the people!

I think its time to start talking about Impeachment.
Plus, I will be watching his every move for illegaliies. If he steps out of line, I will insist he go to jail.
The day after he takes office, every American killed in Iraq or Afganistan is because of Obama. He will be resonsible for the deaths of our solders.
If the economy is not straightened out within one year (thats how long it took Bush, 911 and recession), then he is an utter failure.
Civility is a non starter for me! I plan on trash-talking Obama for the next twenty years.
