WASHINGTON -- After Congress recessed for Thanksgiving with urgent unfinished business that included facilitating income tax refunds and providing veterans benefits, Senate Majority Leader Harry Reid left on an eight-day government-financed trip through Latin America.

Reid was scheduled to leave the Sunday after Thanksgiving and return the following Sunday. His itinerary included Mexico, Brazil, Colombia, Guatemala and Paraguay. His staff told this column Reid made the trip because of "stagnant" U.S. policy in Latin America under the Bush administration.

Although congressional recesses supposedly are "home work periods" enabling lawmakers to deal with constituents, many travel abroad on "codels" (congressional delegations). Reid's office described his post-Thanksgiving codel as "bipartisan." He is accompanied by Republican Sens. Thad Cochran of Mississippi and Mike Crapo of Idaho, plus Democratic Sens. Jeff Bingaman of New Mexico, Kent Conrad and Byron Dorgan of North Dakota and Robert Menendez of New Jersey.

NO LOBBYISTS WANTED

When a prominent Washington lobbyist expressed a desire last week to attend Sen. Barack Obama's next fundraiser, he was politely told: "Thanks, but no thanks."

The lobbyist had been impressed by Democratic presidential aspirant Obama's moving speech to the Jefferson-Jackson dinner in Des Moines. But he was informed registered lobbyists are not welcome at the senator's events, even if no financial contribution is involved.

Obama's campaign to finish ahead of front-running Sen. Hillary Clinton in the Iowa caucuses depends on showing he is removed from the corruption of Washington, as she is not.

MARY'S EARMARK

Senate Republican reformers left Washington for their Thanksgiving recess furious with Minority Leader Mitch McConnell for allowing the Defense Department appropriations bill to pass by voice vote this month without challenging any of its earmarks -- including one helping re-elect Sen. Mary Landrieu in Louisiana.

Landrieu is one of the rare Democratic senators seriously challenged in a difficult 2008 for Republicans. Her earmark would reduce an estimated $3 billion to $4 billion shortfall in post-Hurricane Katrina housing rebuilding. The Road Home program needs money because it defied the Bush administration and offered huge federal wind damage payouts for homeowners holding federal insurance that was intended to cover only flooding.

Anti-earmark Republicans say the Road Home is really Landrieu's "Road to Re-election." They wanted to kill it by using the parliamentary procedure that had been employed to separate veterans funding from a pork-laden appropriations bill.

AMT VICTIMS

Two of the House members whose constituents are most affected by the runaway alternative minimum tax (AMT) are members of the Democratic leadership: Majority Leader Steny Hoyer and Chris Van Hollen, chairman of the Democratic Congressional Campaign Committee. Both are from Maryland, representing in part the affluent suburbs of Washington, D.C.

The AMT, originally intended to catch millionaires who do not pay taxes, now hits middle-income earners because it was not indexed for inflation. According to a recent staff report of the House Ways and Means Committee, 107,990 tax returns in Van Hollen's district and 102,221 in Hoyer's are affected by AMT.

Congress recessed for Thanksgiving without fixing the problem in time to permit the Internal Revenue Service to make timely tax refunds. The House districts most heavily impacted by AMT are represented by 91 Democrats and 93 Republicans. The four hardest-hit districts are in New Jersey.

DOLES RAISING DOUGH

Sen. John Ensign, chairman of the National Republican Senatorial Committee (NRSC) who is losing the funding battle to his Democratic counterparts, is turning for help to a Washington power couple: Robert and Elizabeth Dole.

The NRSC is asking $28,500 a ticket to attend a Dec. 13 evening reception at the Washington residence of the Doles. Former Sen. Bob Dole has been a nominee for both president and vice president. Sen. Elizabeth Dole is Ensign's predecessor at the NRSC.

Lobbyists who mainly give to Republicans are hedging their bets for 2008 or even increasing what they give Democrats because they expect an increased Senate Democratic majority.

....in session. Isn't that why "Senator” James Webb is rapping the gavel and President Bush can't recess appoint anyone? IMHO they should ALL be docked for not being there all these days (except, of course, Thursday)!!!!!

It should be against the law
for Congress members to leave the country while in office. This would eliminate these "fact finding" junkets which always wind up being either a political stunt or a paid vacation. It doesn't matter which one it is tax payers should not be paying for political stunts or vacations. In addition, when one of these idiots attempts to conduct foreign policy (in violation of the law) they do harm to the country.

But who is going to pass a law telling them they can't? Who watches the watcher?

The question is:
Just how long are "We The People" going to allow this destructive crap to continue?

These people in government are totally disconnected from us and are destroying this country step by step.

The Democrats continue their insidious tactics to undermine Bush and the military. They support Illegal immigration and the homosexuals in their quest to change the culture in the USA. They have split the country because of the 60’s hangover of far left liberalism, unmindful of the adage that a “house divided cannot stand”! To think of the fact that political opportunists like Pelosi and Reid are leading this nation, and that people like Hillary and Obama may succeed to the Whitehouse, is a sober reminder that this nation may face the imminent fate of that of Rome in the “Decline and Fall”.

Where are our priorities?
How is it Harry Reid, our majority leader and six others, (regardless of party) can take a seven day trip to Latin America? They have also not too long ago taken a $ 4000.00 dollar raise per person. They forget it is our money they are using, and they do not want to finance our troops for their mission, their priorities stink, and to think we just sit back and let them do it. The negative mouths, and self centered things they are doing, will ruin our economy, and destroy the strength of our country. Our troops can fight for freedom, but we better let the politicians know that they are working for us, and we are the BOSS.

when we let these buns and thieves write the rules, set their own pay schedules, when they provide cover for all the various ways they find to raid the treasury no one should be surprised of the excesses taken. If there is any code of conduct concerning their behavior there is nothing that protects the taxpayers from these elitists crooks that out of habit treating our tax dollars like they are from their personal piggy banks. Is there any way to reform the system. Would replacing all of the bums and getting some legislative controls passed help. Probably doubtful. But aren't a majority of the members of congress also lawyers a;ready skilled at taking more than their fari share of dollars generated in our society.

Last night I watched a re-run of Glenn Beck where Anderson Cooper interviewed Beck. At one point, Beck mentioned how absolutely brilliant our Founding Fathers were, anticipating the partisan mess we’ve gotten ourselves into. The answer was in big bold letters, “We The People….”

Earlier this year, when “We The People” managed to get the “Shamnesty bill” killed, I truly had hopes that both “We The People” and Congress had finally figured out that “We The People” are actually Congress’ “Oversight Committee.”

Well, I guess I was really very wrong.

It is utterly amazing (and disappointing) to me that in today’s day and age, with television (especially C-Span) and the other cable news shows, the internet, phones and fax, we don’t keep the pressure on Congress just as we did with the Shamnesty bill.

I guess if “We The People” don’t do our job, then Congress has no reason to their job.




What else is new?
Back in the early seventies I was in the Army in Germany.We were enteraining a Congressional junket over there on a "fact-finding"mission.I was talking to a Congressional aide in the officers club.He filled me in these junkets.

The competition among the politicians and their aides is fierce to get on them.They start about a year in advance by trading votes for junkets.Their wives are not authorized government transportation,but the spouses are charged about 80 bucks for a round trip air ticket (first class)to the Capitals of Europe.The State Department shepards the Congress Critters (and spouses) with sight-seeing trips to the best attractions.They get their Christmas shopping done and bring back the goods duty free.It is entirely bi-partisan,and the politicians will spend about five minutes being briefed by some aide in the embassy,and then they are on their own after that.They consider it a perk of office.It accomplishes absolutely nothing for the people.

Germaine Laws Needed, Line Item not used
If there are three reforms that are needed to fix the internecine Democrat-Republican quagmire. First and foremost is an emulation of the Swiss Canton, 17th Century Dutch Republic system of allowing independent constituent states within a union vast lattitude in developing individual laws, ideologies, and cultures. gay marriage, gun control and universal health care could be state prerogatives. The next issue, in light of the President's failure to use lline item veto , is restriction of ammendments and earmarks. Hre both parties fail the citizens. There has to be a pertinence or germaine restriction so that any ammendmenent only appilies to the topic considered. Each pork barrel earmark or inserted ammendment would have to be an original, independent bill. Mike Guy

Exactly. A perk of office. The b-------s consider every self-serving, public cheating, oath breaking action they take merely a perk of office. Why are not more voters infuriated? We are selling our rights for a mess of pottage. A big part of the problem is lack of principle from top to bottom. The population at large sees stealing pencils and pens from their employer a "perk of the job". They vote for people they know are crooks, including convicted felons, ratifying the thievery in high places in insane hope they can get some of the crumbs for themselves. The country is either rotten through and through, and deserves to crash (sadly taking millions of great folks with them), or will vote individually in patriotic statesman-like fashion for the good of the country overall. 08 looks to hold the possibility of being a landmark fork in the road.

Always more of the same....
As a recent addict to CSPAN, I am drawn to try to make sense of what they do and how they do it. Of course, the public is not privy to all the stuff that goes on behind closed doors.

The AMT is just one example of the dastardly little deeds they do. Most people who get hit with it don't even realize it is there until their tax guy informs them that they have qualified for it.

It won't matter who the President is if the House and Senate are stacked against him, nothing actually worth doing gets done. In the Senate especially, wasting time and parliamentary wrangling is what they do best. They can't even vote on bills in an efficient way. With today's technology is shouldn't take an hour to record and report the votes of 100 Senators.

Republicans, of course, want a Republican President but if the Congress goes more Democrat it will merely make for a stalemate between the Congress and the President. The people's business won't be done at all.

While we have troops in harm's way, it is inexcusable that Congress left without funding the military on the ground.

But they did take time, on the last day in session to praise 90 year old Senator Byrd D-WVA and laud him for all his service. Real important stuff!

You obviously don't (or won't) remember that most all of the Congressmen/womens' office (both home and in DC) were deluged with phone calls, faxes, and emails, along with one petition after another...

No Line Item Needed
What we need is a president with balls that will veto anything with pork and then go on TV and let the American people know what is being done to their wallets. Let the people scream at their congessmen and after a few bruisings there will be a lot less pork in government. It takes a president that believes in limited government to take that course and Bush ain't that guy.

just like in the case of "PORK" (for profit) there should be a law denying members of Congress any right to travel abroad on the taxpayers' money on these "fact finding" junkets! If nothing else, it should be codified that no Congressional foreign excursion at the taxpayers' expense can occur without the express clearance of the Sec of State.
It is time someone beat it into our "leaders" that with the size of our national debt, they have NO real money, period.

I've heard Republicans praise this guy from KY for his "leadership", but frankly, he bothers me too often for comfort. McConnell, like so many other GOP "leaders", seem clueless in the "dog fight" their opponents in the Democrat camp have chosen to engage.

Your LI veto idea is great and should be tried. The left has achieved many victories through the courts with scattershot suits in many locales and many subjects. Its been my despair the right doesn't do more of it. Fortunately there is some indication of moves in this direction. the gun ban suit against DC is long overdue.

there might be some level of political difference between the talking heads but once they get to wash dc they merge into one party. They hold the line on a few core issues but essentially cover for each other. The pork spending, the junketts, fixing the rules to keep incumbants in the drivers seats during elections and the refusal to do anything concerning the thieves when they get caught with their fingers in the cookie jar. While we no dam well Reids trip is to gain the embrace, and confidance, of the places he visits, is it for America, or left America. I know that left America was so against the trade deal with Peru, and their logging practice, the tried to scuttle the deal. This petition site has been running for some time gathering signatures to negate Peru free trade agreement. If you go and look, many of the signatures are not from Americans.

I don't believe the government is given the power under the Constitution to ban travel by anyone, in Congress or out, and I think it would be a bad idea since Congress is charged with oversight of the executive branch. When we are in war, for example, there can be value to having legislators see the real situation rather than relying on the executive branch or the news media. However, I agree with your implied goal of ending the taxpayer-funded boondoggles.

The idea about fining members for non-attendance while Congress is in session seems to pass Constitutional muster as per Article I Section 5.

Your recommendation seems to go against the procedure laid out in Article I Section 7, which gives only three choices to the President. Also, a similar arrangement to what you advocate was attempted and found un-Constitutional. Since Justices Rehnquist and Thomas were in the majority, it is hard to say whether or not the addition of Scalia and Roberts would change the outcome, but I think a better choice to avoid Constitutional ambiguity would be to pass a Constitutional amendment.

Since you bring up the Consitutin, where in the Consitutin does it say that Congress will provide oversight of the Executive? Who provides oversight of Congress, remember they are supposed to be co-equal branches.

I also see noting that would ban congressional travel overseas while in office.

If you read through the explicit powers of Congress as per Article I, Section 8, it is implied that to exercise its authority to appropriate funds, enact laws, raise and support armies, provide for a Navy, declare war, and impeach executive branch members that it should be privy to information regarding what the executive was doing; how programs were being administered, by whom, and at what cost; and whether officials were obeying the law and complying with legislative intent. Thus, oversight, but not complete power -- hence the term "executive privelege" to certain information.

As for the checks and balances on the legislative branch, there are several. The judicial branch interprets laws and can even declare a law un-Constitutional. The executive branch can veto legislation.

The traveling CODELS, or Congressional Delegations, accomplish nothing and are an embarrassment. They are traveling circuses paid for by tax payers. Congressmen and their wives are wined, dined and escorted around. They do a lot of (Christmas!) shopping. During the very brief time that they are actually "in country" and being briefed, they're spoon fed and see whatever pablum the local government wishes to feed them. The congressmen return to Washington impressed with themselves and preface speeches with, "When I was in Mexico and spoke with President Calderon . . . " I am not impressed; I am ANGRY!

As part of Harry Reid's ongoing project to turn the US into a banana republic he's gone south to learn from the experts. If Sen. Reid gets his way we'll have media and election laws like those in Venezuela, a currency like Argentina's, and a gross national product resembling Bolivia's.

I like the direction of your thought, and I feel sure that many others do too, but what we need is a President to go on TV, which is easy for him to do, and expose the wastrels, and their new pork additions to other bills. Name names! Expose the game, and stand back and let the public taxpayers take over their punishment. We on Social Security are generally below the poverty level, but we our problems are not considered. Why? We are old folks and we are dying out, not the strong taxpayers that we once were when we could contribute. Even our votes are diminishing. But, we can still talk to our offspring and their children, tell them of the perfidy of people like Pelosi, Reid, Byrd and a whole list of others. We vote against them, and our children vote against them. Eventually, the bad seed of Congress will be weeded out and voted out. This can prevent a national uprising which will plunge our nation back into another revolutionary period. VOTE THEM OUT OF OFFICE, it is much easier than hanging them from the trees surrounding our nation's capitol building. They will still be alive, to live with their public disgrace and we will not have violated one of the Commandments. Still, it was a good post...Keep them coming!
