WASHINGTON -- Republican Leader John Boehner, in a private conversation on the House floor Wednesday, warned his Democratic counterpart, Majority Leader Steny Hoyer, of a legislative "meltdown."

Hoyer earlier had threatened rules changes limiting efforts of the Republican minority to alter legislation through "recommittal" votes at the end of debate. If that happens, Boehner told Hoyer, look for Republicans to delay the appropriations process and bring the House's work to a standstill.

House Republicans have experienced some success this year by exercising the minority party's traditional right to recommit a bill to its originating committee. Most recently, it prevented passage of a bill authorizing a House member for the District of Columbia through a recommittal motion repealing the capital city's restrictive gun law. Hoyer then warned that Democrats will impose a new requirement of germaneness on such motions.

POLITICS AT CIA

Gen. Michael Hayden, director of the Central Intelligence Agency (CIA), conferred privately with two Democratic committee chairmen -- with no Republicans present -- the night before the March 16 House hearings on the Valerie Plame CIA leak.

Hayden talked to Rep. Henry Waxman, whose Oversight and Government Reform Committee conducted the hearing, and Rep. Silvestre Reyes, the Intelligence Committee chairman. Waxman the next day quoted Hayden's description of Plame's status with the agency after the CIA's repeated refusal to discuss this subject with Republican chairmen before the 2006 election.

Hayden, a career Air Force officer, has assured complaining Republicans he is not a Democrat. However, these Republicans speculate that Hayden is angling to move a step up as Director of National Intelligence (DNI) under a Democratic president who might be elected in 2008.

GOP SWITCHERS

The Senate's top two Republicans, Minority Leader Mitch McConnell and Minority Whip Trent Lott, voted against their GOP colleagues Wednesday on a motion to cut extraneous spending from the Iraq emergency appropriations bill. They did so to help Sen. Norm Coleman, who faces a tough run for re-election from Minnesota next year.

The motion by reform Sen. Tom Coburn would have eliminated $100 million to provide security for the 2008 national party conventions. With Republicans meeting in Minneapolis, Coleman (a former mayor of St. Paul) made a strong pitch to retain the money.

The Coburn amendment was supported by 37 of the 49 Republican senators. But McConnell and Lott opposed it for Coleman's sake. It lost, 51 to 45.

KERRY FLACKING

In the wake of Al Gore winning an Oscar for his environmentalist documentary, Sen. John Kerry and his wife are vigorously promoting their new environmentalist book, "This Moment on Earth."

Teresa Heinz Kerry last Tuesday sent out an e-mail to her husband's political list. She bragged that the book had soared in one day from 3,398th on Amazon.com to No. 139.

"This huge first day of sales shows that Americans really care about the environment," said Mrs. Kerry, who then issued this plea: "Please, come check it out -- write a review -- share your thoughts about environmental heroes you know -- and spread the word to your friends and neighbors." By Thursday afternoon, the book had reached 13th place on Amazon.com.

SPECTER SALE

With Republican Sen. Arlen Specter of Pennsylvania making an unusually early announcement of intent to seek re-election in 2010, conservative Republicans who nearly defeated him in 2004 are flying the white flag.

Conservative Rep. Pat Toomey, who now heads the Club for Growth, came within 18,000 votes of defeating Specter in the 2004 primary. But the resounding defeat of conservative Sen. Rick Santorum in Pennsylvania last year inhibits desires to challenge Specter again.

Specter antagonized the Right this year by voting to allow Transportation Security Administration (TSA) employees to unionize, and he earlier voted for higher tobacco taxes. But as Senate Judiciary Committee chairman, Specter managed the Supreme Court confirmation of conservatives John Roberts and Samuel Alito. That emboldened him to appear at the Conservative Political Action Conference (CPAC) last month in Washington.

I agree, Duncan Hunter is a true conservative. Unfortunately he probably won't still be in the primary field by the time I get to vote. I'm afraid the only way we'll get to vote in someone w/ integrity and who trully puts the people of this nation ahead of PC concerns is after four years of a Hillbamawards presidential term. If it weren't for Jimmy Carter we never would have had Ronald Reagan.

RecknHavic, The walkaway man you describe is Duncan Hunter. And why don't those who scream about Arlen Specter's primary wins tell the "Outside World" that the Bush League Bunch insisted he must be nominated instead of Pat Toomey, last time around? The Republican Party, willing to go along with the likes of Martinez, Rove, Bush and Cheney, is a ship being run by pirates. Rank and file Republicans have a tremendous opportunity to reclaim the Grand Old Party by selecting Duncan Hunter as the Presidential nominee in the big frontloaded Primary season of 2008. Check out Duncan Hunter.
He is right on the issues, according to most of the Conservative thinkers I hear from. And I mean longterm, vetted activist Conservative thinkers; not the sophomoric, moronic New York Times type columnists. Check him out. Talk him up. Vote for him. It means the life of the Party!

True Middle
The majority of Americans are conservative leaning. This means that the true center (politically speaking) is right of center. When our politicians (Bush included) reach out to the middle they continuely miss to the left; which explains there poor approval ratings. The Presidential candidate who speaks to the true center will walk away w/ the 08' election. I'm curious if anyone knows who that candidate is?

The Republican Party is NOT On The Right

It remains left of center. It has NEVER been to the right of center. What really burns my asterix is the entire political debate in this country takes place between 10 and 40 on a scale of zero to one hundred, and 40 is considered "extreme right." Give me a forking break!!!!!!!!!!!!!!11

How about we don't do a witch hunt for rinos. Arlen should be replaced, but if we move the republican party further to the right, then it will lose independent votes. It is better to get a few good measures passed through compromise than to not get anything good passed at all.

Arlen Spector = worst Repub Senator
Spector makes me feel good about having McCain as a Senator! He is that bad! Atleast he announced early so the conservatives in the state can start finding a good candidate. How about Lynn Swann? He is a Republican, although I don't know how conservative he is. And he is black, which should help him get votes in Philly.

Or if Bob Casey starts looking bad, that might make Santorum an option. He may need to make up with Toomey supporters for stabbing him in the back.

Bottom line - Arlen Spector can be beat in the primary and should be. If either Santorum, Swann, or Toomey decide to run against him in the primary, I will certainly put my financial support behind such a candidate.

Arlen is what is wrong with the party! RINO! Our first and foremost mission should be to get the RINO'S out! As to the legislative meltdown it needs to happen. Glad to see their are still some conservative warriors willing to call the left on their bull....!

Spector as Philly DA
Grew up in North Philly and I remember arlen back then as the DA. Not a good one at that. He needs to retire and real soon.

Arlen Spector is one reason I never returned to my native Pennsylvania when I left the US Army. He's a RINO's RINO.

You and other posters are right: Spector looks like he's ready for the final exit.

Do unto others as they did unto you
I know the good book has it the other way around, but it is time for the Republicans to act like the Dems did when they were the minority.

If they Dems wanted a supermajority for approval of SCOTUS justices, then the GOP should demand a supermajority for war retreat strageties.

Government shutdowns make the President look good -- it even made Bill Clinton look good and W will likely keep his pants on. Imagine the publicity of the GOP holding bake sales for Federal workers in the Blue States where select Dem guys live. This sort of stuff is priceless and COULD BE DONE if the GOP had guts...

Until recently,when I moved to New York,
...I was a resident of Pennsylvania for fifty years.I am very proud of the fact that I have never voted for Arlen Spector.I always voted for his challenger in the primarys,and in the general election I always skipped voting for Senator unless their was a third party senator running.But that was rare.

I was surprised that Novak reported he is running again in 2010.I was sure this was his last term.Then again,God may decide this is his last term.His health is bad.
