Post Tells the Truth on 'Safe Sex' -- Then Ignores It

“We understand that casual sex is dear to you, but staying alive is dear to us.”

The Washington Post provided a rare service on Monday, shining light on an unfolding scandal of deadly political correctness in Uganda.

The quote above is from “Let My People Go, AIDS Profiteers,” an op-ed column in the Post by the Rev. Sam L. Ruteikara, co-chair of Uganda’s National AIDS-Prevention Committee.

Ruteikara details how Uganda’s successful ABC campaign (Abstinence, Be Faithful, Condoms as a last resort) recorded huge advances in reducing infections from 1991 through 2002, but was subverted by an AIDS establishment that dislikes Uganda’s emphasis on marriage and faithfulness.

HIV rates plunged from 21 percent in 1991 to 6 percent in 2002 in Uganda during the stricken nation’s campaign to restore traditional morality. Meanwhile, as Western nations dropped more than 2 billion condoms on Africa, other nations suffered an unabated epidemic. Uganda stuck out as the grand exception.

While the media largely ignored this singular success story, AIDS bureaucrats, furious at this living rebuke to their condom-based campaigns, worked to bring Uganda into the “safe-sex” fold.

In March 2007, Washington Post writer Craig Timberg in “Uganda’s Early Gains Against HIV Eroding” described how the initial, “fear”-based approach, which yielded impressive results in the early ’90s, gave way to the more typical condom-based approach in Uganda. He quotes Sam Okware, “a top Ugandan health official who designed early, frightening anti-AIDS campaigns. ‘It has adapted too much to international guidelines instead of sticking to our own methods, which were very controversial at first but which worked.’”

In his June 30 column, Ruteikara relates, “I have seen the process sabotaged. Repeatedly, our 25-member prevention committee put faithfulness and abstinence into the National Strategic Plan that guides how PEPFAR [President’s Emergency Plan for HIV-AIDS Relief] money for our country will be spent. Repeatedly, foreign advisers erased our recommendations. When the document draft was published, fidelity and abstinence were missing.”

It gets worse:  “And somehow, a suspicious statistic attacking marriage appeared. The plan states that the HIV infection rate among married couples is 42 percent, twice as high as the rate among prostitutes. …in fact, the 2004-05 Ugandan HIV/AIDS Sero-Behaviorial Survey found that HIV prevalence among married couples is only 6.3 percent…. As fidelity and abstinence have been subverted, Uganda’s HIV rates have begun to tick back up.”

Now, shouldn’t this be a major news story? Billions of dollars, not to mention millions of lives, are at stake, and someone is committing outright fraud?

But you’ll search in vain for a media story about this. In fact, directly opposite the column, over on the editorial page, a Post editorial peddles the same old “safe-sex” medicine to young, homosexual men in America.

In “A Persistent Scourge: HIV-AIDS continues to ensnare young gay men,” the Post sounds the alarm with recent CDC stats showing a 12 percent rise in HIV infections among 13-to-24-year-old males, and between 2001 and 2006, a 22 percent increase among black men who have sex with men. The Post says these grim stats are “a reminder that the work of keeping people HIV-negative and getting those who are HIV-positive into treatment is never done.”

The editorial then lists “a variety of efforts” to stem the tide: “condom giveaways, in-clinic counseling and needle exchange programs,” to making “voluntary testing in emergency rooms and storefront clinics.”

The editorial concludes by advocating “continuous education. An informed populace is the best defense against this ferocious epidemic.”

Okay. Then why continue to promote failed approaches from the “safe-sex” lobby, whose hostility to teaching traditional sexual morality and whose dependence on condoms has doomed countless souls to a future full of handfuls of daily, anti-HIV drugs and premature death? The “safe-sex” approach has also doomed millions of women to a lifetime with incurable STDs such as human papillomavirus, against which condoms provide virtually no protection.

And what about that spike in HIV among young men who have homosexual sex? Could it have something to do with the fact that the media, pop culture and educational establishments are openly promoting homosexuality and that more kids are experimenting—with deadly consequences? The stat for “young gay men” begins with 13-year-olds. Think about that for a moment.  But we are not supposed to be concerned about the aggressive gay movement that has persuaded the larger media culture to embrace homosexuality and to condemn anyone alarmed by the trend as “hateful” or “bigoted.”

If an informed populace is the best defense, then why aren’t the media, including the Washington Post, telling kids the truth about the huge number of consequences from homosexual behavior and promiscuous sex? Why is gay sex, in the absence of conclusive genetic science, being presented as a biological imperative, and a benign one at that?

Rev. Ruteikara has it right: the people promoting the “safe-sex” agenda in the face of massive evidence that it doesn’t work must be more interested in preserving casual sex than in saving lives.

How else to explain it?

You hit it directly upon the head when you quoted Rev. Ruteikara. Liberals are all about preserving casual sex at any cost. Consequences be damned. Who cares about the physical, mental, spiritual, and emotional causalties. Create a government bureaucracy to combat the consequences instead of curing the disease.
Sex is great but can leave you feeling empty at the least and dead at the worst. Sex in a commited, caring, loving, and nurturing relationship called marriage is heavenly.

Thank you for your reasonable response to the general hetrosexism (I dislike the term homophobia, I don't think these people are afraid of homosexuals, but I know they think that hetrosexuality is superior to the degree that discrimination against homosexuals is acceptable) seen here at Townhall.

I am a homosexual and I am committed to upholding the values and culture of the United States of America--I just don't think those two things are mutually exclusive.

I am firmly for encouraging children to postpone sexual activity until they are married but you have to teach them about biology, desire, social coping strategies, and contraception as well. Teaching children that sex is evil, which is what I learned when young, is counterproductive. The girls still had sex, they just lived in denial (they didn't talk about it and tried not to even think about it) which meant they didn't use any precautions. A majority of the girls in my small church got pregnant before they graduated high school and ended up single parents. Enocuraging responsible decision making is the only way to help the problem. Fear has it's place in that--but it should be the fear of having a child and messsing up the lives of everyone involved not the fear of sex.


Your gay hate is getting old, Mr. Knight
Many of us who read Townhall.com have gay loved ones or are gay themselves, and Mr. Knight, your tirades against gay Americans is getting old and tired. Of course we hope our gay loved ones remain in committed, loving, monogomous relationships, but if not, practice safer sex to protect themselves. But your homophobia is not going to lower the number of gay people. It is only going to make the lives of the gay people we love more difficult. And that angers me, Mr. Knight.

but the stats on Uganda are not the same as those for "Africa." Uganda is basically a Christian society, which explains the "abstinence first" program, which works as evidenced by the results in Uganda. The rest of the "Dark Continent" still thinks sex is a sport, just like much of the so-called civilized world. It's fact that in Malawi men believe they can be cured of AIDS by having sex with a virgin. The age of virgins has been shrinking for some time. This is the sort of thinking that the World Health Organization apparently supports by continuing its liberal policies and not accepting methods of education that actually stop, or at least limit, risky behaviors.

HIV-Aids in Uganda
If millions then billions of dollars are being poured into the African HIV-Aids program, and that program becomes so effective that it virtually eradicates Aids, the funding will dry up and those profiting from the program will become unemployed. Therefore, those with an interest in continuing the flow of money would not want to do anything that would diminish, interrupt or stop the flow of funding. That just happens to be the way some people with an interest in a programs continuance operate.

Is that so? It seems to me that promoting condom use sends a rather mixed message. You're basically telling teens, "It's okay to be irresponsible as long as you do it responsiblly."

Huh??? If teenagers practice abstinence, how can it result in a higher rate of pregnancy and abortions? Condoms and other forms of birth control are quite fallible, but abstinence works every time it is tried.

From what I have read regarding the AIDS epidemic in Africa (which is a straight disease. There are severe societal taboos on homosexuality in their cultures), the spread of this disease can be blamed on several factors.

There is acceptance of rampant promiscuity, even among teenagers. The use of prostitutes is common and accepted. The men have such power over their wives in their patriarchal society, that they are not able to insist on their husbands using condoms. Also, the "female circumcisions" (really genital mutilations) that are practiced in much of Africa create a physical environment that makes viral transmission more likely. There are a lot of other venereal diseases running rampant, and the sores that these often produce are another conduit for viral transmission. They also practice something called "dry sex," which is where the men do it with their wives without getting them prepared (no foreplay = no lubrication, which aids in creating the vaginal tears that lead to transmission).

I have read that Uganda was the country that vigorously encouraged condom use all along, and was the leader in a lowered infection rate, about 20% down.

The down low
From what I have read over the past few years:

The "down low" is the phrase used to describe these so-called straight men, particularly black, who have sex with other men. They don't use condoms while engaging in this, because in their minds, by using condoms, they have to admit they are having gay sex (kinda crazy, I know). What they are is extreme gay denial. This is in large part because the black community is much less accepting of homosexuality than other groups. It's weird, because they seem to be very permissive regarding teenage or unwed parents.

Another reason for younger gay men getting HIV is the false impression these kids are getting that the HIV suppressing drugs are a cure. They are not, just as insulin is not a cure for diabetes. These drugs may (and often do) stop working.

I remember the 1970s.

I also remember the early '80s when the first cases of AIDS started showing up.

I had a roomate who was a nurse in the ICU at UCLA Medical Center, and many of the very first cases of AIDS were showing up there.

It took a while before anyone figured out how the disease was transmitted, and since the young men's bodies seemed to be literally consuming themselves, they were kept in isolation, and the staff had to wear hazmat suits to enter the room.

It was one of the things that prompted me to make a "Right Turn" and eventually become a Christian and a Republican.

One of the effects of the epidemic was that it caused millions of Americans to reexamine their practices, and to grow a new respect for traditional values, many of which we discovered had been in place to protect us from ourselves.

To the chagrin of the activist Left, the country cleaned up its act, returned to church, and behaved itself.

Since the adult population wised up, the only recourse the Lefties had was to hijack the educational system and brainwash the country's children.

It is up to the parents to teach their children right from wrong, to find out what the teachers are up to, and if necessary, homeschool their children, to make sure that there is at least a remnant of people who know what it means to be normal, and not be ashamed to say that there are good and bad behaviors.

From the World Health Organization on why Uganda has been able to lower its HIV rate.

Sex education programmes in schools and on the radio focused on the need to negotiate safe sex and encouraged teenagers to delay the age at which they first have sex. Since 1990, a USAID-funded scheme to increase condom use through social marketing of condoms has boosted condom use from 7% nationwide to over 50% in rural areas and over 85% in urban areas. The social marketing scheme involved sales of condoms at subsidized prices or free distribution by both the government and the private sector. The scheme was also backed up by health education and other public information. Meanwhile more teenage girls reported condom use than any other age group -- a trend reflected in falling infection rates among 13-19 year old girls in Masaka, in rural Uganda. And among 15-year-old boys and girls, the proportion who had never had sex rose from about 20% to 50% between 1989 and 1995.

Abstinence is the key
Hardly. Here is an exerpt from the world Health Organization's report on HIV in Uganda.

" Uganda's success in reducing high HIV infection rates is the result of high-level political commitment to HIV prevention and care, involving a wide range of partners and all sectors of society. Same-day results for HIV tests and social marketing of condoms and self-treatment kits for sexually transmitted infections, backed up by sex education programmes, have helped reduce very high HIV infection rates.

It's also rarely mentioned
that the pathologies plaguing minority communiti4es in the US come directly from the so-called liberal sexual revolution that allows aggressive males to use girls and women as pin cushions and receptacles for a selfish form of masturbation that leaves the females with veneral diseases and babies without fathers.

Still, CBS is promoting a summer show about wife swapping and the wonderful sexual infidelities of the 70s. Have they alresdy forgotten it's 1972 that the CDC first kept stats on teen pregnancy? It's the 70s that started the drug and cocaine epidemics? It's the 70s that made "the herp" a national disease, supposedly infecting one in five Am. adults?

Liberals never learn anything. The Rev. Wright and his Trinity Church should stop blaming "white people" for the ills of Southsie Chicago and start placing the blame where it really belongs: on Obamanation and all his lefty ilk.

A "healthy respect"
for the consequences of inappropriate/immoral behavior used to be the norm. Now, the "safe sex" prophets tell us to simply settle for merely "reducing the chances" of contracting a life-long, if not life-threatening disease, or an untimely pregnancy. Condoms do fail and they do NOT prevent the transmission of AIDS. On the other hand, abstinence never killed or wounded anyone.

True enough that some will engage in risky behavior no matter how many sermons are preached. It's true as ever that boys will use "love" to get sex, and that girls will use sex to get what they see as "love". That in no way lessens our responsibiities as adults to ensure that our young people hear the truth.



Again and Again
The Liberals in the world along with the Media continue to make Abstinence some type of torture and being Faithful to your spouse an impossible task. These Liberal Fools will jeopardize peoples lives just to prove their failed aghenda, it just doesnt make sense. I mean the CDC on their own website states the only way to prevent HIV and STDS is to remain abstinent. What is the problem??

not too surprising
This is not surprising. Uganda used an abstinence plus method and had some success. One can also see the limits of basing the campaign on fear. When AIDS rates were high, the focus on abstinence and the availability of condoms were effective in changing behaviors. But once AIDS rates went down,fear became less effective because people were less likely to know people dying of AIDS. The same thing happened in the US within the homosexual community. One gets this fluctuating pattern where success means fear works less well, and so there is an upswing.

But certainly the countries with high AIDS rates would do well to emulate Uganda's abstinance plus program.

Safe-sex Kool-Aid
Once again we are led to believe that since not everyone can remain chased we have to throw out that approach. Can you imagine if we used that logic for almost anything else? How foolish that would be?

I am told that only 1% of all Boy Scouts earn the rank of Eagle Scout. Should we discourage young men from the benefits of scouting because the "failure rate" of becoming an Eagle Scout is 99%? That is crazy. How about soccer or football or baseball or basketball?

The number of young people who display discipline hard work and skill to try and beat such overwhelming odds is quite encouraging. Each year we see talented young people succeed academically, athletically, musically as well as scouting.

The prize in these areas is for a few moments of fame and attention. Compare that with a real battle like HIV-AIDS or STD's and I think the same discipline and wisdom that would allow them to succeed in other areas of life, is more than capable to protect a teenager willing to display that character and self-control when it comes to their health.

As has been said so many times, abstinence works everytime it has been practiced. It is time we quit lying to our young people! This is a flavor of Kool-Aid we have got to say no to!
