Porkbusting Goes Primetime

Seven minutes into his final State of the Union address, President Bush declared war on earmarks. It took him seven years and came after significant expense to taxpayers, but it was a sign that official Washington might finally be waking up to the problems of pork-barrel politics.

“The people’s trust in their government is undermined by congressional earmarks -- special interest projects that are often snuck in at the last minute, without discussion or debate,” Bush said. “Last year, I asked you [Congress] to voluntarily cut the number and cost of earmarks in half. I also asked you to stop slipping earmarks into committee reports that never even come to a vote. Unfortunately, neither goal was met. So this time, if you send me an appropriations bill that does not cut the number and cost of earmarks in half, I’ll send it back to you with my veto.”

The president’s primetime speech was the perfect moment to draw attention to earmarks. It came only a few days after House Republicans challenged their Democrat colleagues to impose an immediate moratorium on earmarks and asked Speaker Nancy Pelosi to appoint a joint committee to reform the earmarking process. In the Senate, Republicans set up a Fiscal Reform Working Group to examine the earmark problem.

Individually, these maneuvers might not be all that significant. But when considered collectively, they represent a realization by lawmakers that earmarks have become a political embarrassment, not a political plus. Pork-barrel projects are now synonymous with corruption, favoritism and greed.

It wasn’t always that way. Earmarks steadily increased throughout Bush’s first term, reaching an all-time high of 13,997 in 2005. But they really began making front-page headlines in the wake of Hurricane Katrina. A coalition known as Porkbusters, started by bloggers N.Z. Bear and Glenn Reynolds, organized an effort to track members of Congress who promised to cut their own pork projects to help offset the cost of the disaster relief effort.

The attention led to some embarrassing discoveries, none more notable than the “Bridge to Nowhere” in Alaska. Republican Sen. Ted Stevens grew so angry at the suggestion the bridge might lose funding that he threatened to quit Congress. America took notice.

Appropriators and pork-loving politicians have been paying the price for their largess ever since. The anger that swept many politicians out of office in 2006 hasn’t subsided. That’s one of the reasons politicians in Washington are finally starting to talk seriously about curtailing their own pork projects.

House Minority Leader John Boehner, who swore off earmarks after taking office in 1992, emerged from the Republican retreat in West Virginia with a challenge from his caucus to Democrats: Give up earmarks. It wasn’t an easy commitment for Boehner to get from his GOP colleagues, many of whom have grown addicted to pork and don’t understand the hostility toward earmarks.

Pelosi, who volunteered to give back $70 million worth of earmarks following Katrina in 2005, ridiculed Republicans for their proposal. Just two years ago, however, Pelosi led the charge for Democrats against earmarks, calling them part of the “culture of corruption.”

Even if Democrats don’t respond in kind to the GOP’s offer, nearly 20 House Republicans have already volunteered to swear off pork projects. Six senators, including two Democrats, have vowed to do the same.

Boehner’s counterpart in the Senate, Minority Leader Mitch McConnell, an appropriator who boasts of the federal dollars he’s delivered for Kentucky, surprised many conservatives when he appointed a group to study the earmarking process. While the group includes some notorious porkers, such as Mississippi’s Thad Cochran, it also includes Oklahoma Sen. Tom Coburn, a man who has fought countless battles over wasteful spending and isn’t intimidated by appropriators.

These congressional actions were bolstered by Bush, who followed up his State of the Union talk with an executive order directing federal agencies to ignore any future earmark that is not voted on by Congress.

Theses steps don’t go nearly as far as many taxpayer watchdogs desire. They wanted all congressional Republicans to give up earmarks regardless of what Democrats do. And they were disappointed Bush didn’t cancel the nearly 10,000 pork-barrel projects included in the mammoth omnibus spending bill approved in December. By targeting only future earmarks, the Democrat-led Congress could simply put off action on appropriations bills until a new president is sworn in to office.

But change comes slowly to Washington, and these baby steps are important developments. That’s how Instapundit’s Glenn Reynolds, father of Porkbusters, sees it.

“[B]ack in 2005 when Porkbusters started, nobody in Washington cared and members of Congress were bragging about pork,” Reynolds wrote. “Now the State of the Union leads of with an attack on earmarks, to thundering applause. Yeah, a lot of it’s a sham. But hypocrisy is the tribute vice pays to virtue, and this kind of hypocrisy indicates that the anti-earmark momentum is growing.”

Porkbusters still have a long way to go before they’ll see fundamental changes in the way Washington spends taxpayers’ money. But if the events of the last week are any indication, that change is much closer to becoming reality than it was just a few years ago.

Earmarks only become an issue during
an election year. As you said, before the Dems took control of congress Bush seemed to have no problem with them.

The problem is that there are about 10 Senators and maybe 50 House members who are not spoiled by the system. The rest really care nothing for the country or what they are supposed to be in Washington for.

But the overwhelming bigger problem is the PEOPLE who keep sending those idiots to Washington. Poll after poll after poll show that, in general, people are very dissatisfied with Congress, but year after year after year incumbents are returned to office in a frequency liken to death and taxes.

This simply defies logic and makes one question the sanity of our political system.

Why it is almost as bad as John McShame winning the primaries in supposedly conservative States after voting liberal and cursing conservatives.

Bush's war on earmarks...
...is not a sign of anything except that his boys don't control the Congress now.

That said, Democrats have made marginal improvements on earmarks (certainly more responsible moves than Republicans made over the past 6 years), but they have a lot further to go to clean up our budget.

Fantastic. The President and Congress are finally paying lip service to (merely) halving the brazen corruption inherent in earmarking. How heroic.

Earmarks account for barely more than 0.5% of the total federal budget ($15 billion out of $2.84 TRILLION). The debt, meanwhile, has soared to $9 TRILLION - a shade less than double what it was when GWB took office. (Bushie, "you're doing a heck of a job!") For goodness sake, the glorious, bipartisan (and ever so stupidly conceived) "stimulus" package, the one that just raced through the House, costs, by itself, TEN TIMES the amount of all the earmarks combined.

We are being played for fools, ladies and gentlemen. Pay no attention to the pyrotechnics, pretty girls and flashy scarves - WATCH THE MAGICIAN'S HANDS. All this venting about earmarks is a shameless distraction, a way to keep us from seeing what's really going on so that we are lulled into thinking these parasites somehow deserve our votes, once again, come November.

The earmarking abuse has plainly been a travesty. It should have been corrected long ago. Glad (I guess) to hear the very same charlatans who gave us this pitiful mess are now making proposals for incremental change in that regard. But by no means can any of what I'm hearing rate as true, meaningful budgetary reform.

I, for one, am tired of being treated like a drooling idiot at a magic show.

Bush budget would pour money into defens

Politico-President Bush’s 2009 budget, to be unveiled Monday, is expected to call for an almost $36 billion increase in core Defense Department spending, apart from the larger costs of maintaining U.S. military operations in Iraq and the overall war against terrorism.

An estimated $515.4 billion would be dedicated to defense including family housing and health care for troops, according to drafts of Pentagon documents, which highlight increases for new weapons procurement but also the huge costs of maintaining today’s professional military.

Military pay and health care costs would grow by $9 billion, an even larger increase than the $8.3 billion dedicated to strategic modernization.

Fairly well balanced article
Lets be clear the Pork problem is a bi-partisan issue. There are not winners.

How about a LAW banning Pork? (not a promise fingers crossed deal)

Clearly "discretionary" spending of the Fed Gov for individual states has some merit, but the system is corrupt and all the "slipping in pork" into bills is just pathetic. It should be debated and voted on, not "slipped in a bill". However with the econ and budget deficit no pork of any kind is in order.

Also, how about loans to states not just out right gifts. They throw around 100's of millions here and there like its not real money. It's OUR money. IF NONE OF THE CROOKS, I mean politicians can get pork than it will even the playing field.

Don't take the treatment personally, rhatican, its not aimed at you. Its aimed at the (figuratively) drooling idiots who make up the majority of the voters. And the pols do it because it works. As Vic notes, the re-election rate is incredible. I saw bits of a TV show the other day where a quiz show contestant was competing with a chimpanzee and the average answer of a group of 100 people. The contestant managed to stay a bit ahead of the chimp, but the chimp was beating up on the group of 100. And those people vote.

Bluey's comment: "Bush....directing federal agencies to ignore any future earmark that is not voted on by Congress." Is this to mean that an expression from a person in Congress that is not in authorizing law or appropriation law should not be followed? It is like saying that the DOJ gets a phone call from Kennedy to send some money to a group back home and it gets sent without being in a law? Bush's comment shows that he is not the chimp that was beating up on the group of 100 -- referred to by Savage99. Bush would be one of the 100, and I voted for him twice.

Don't mistake me, I am glad for anyone who can wake up Congress to the disgust we taxpayers have for Pork, but seriously expecting any in Congress to give up Pork would require an act of God.

However, we have been able to get their attention now and then (Dubai, Harriett Meiers, Amnesty)...Perhaps the tireless minority who give a damn can rattle their cages enough to effect some change.

Hope springs eternal...but with the current crop of POTUS candidates, I fear that we are being trampled by the piggies in Congress. Bush is late to the table and his Veto Pen has been under-utilized. So much for Uniter....I prefer the Decider.

Earmarks
are only a part of government spending that is unconstitutional or just plain wasteful. What about the subsidies that interfere with free-market? What about all the madated Federal welfare programs? What about the whole Department of Education? If the Feds would stick to only that which the Constitution authorized them to spend, we'd be out of debt in a very quick time.

This is probably the most verifiably accurate statement I have seen on TH. It is very sad.

I don't want to tinker with our Constitution, however, I have often thought it would be better if our representatives were selected in much the same manner as those for Jury Duty. Everybody gets their name in a pot, and those selected are to serve one term as a Congressman or Senator.

I hardly see how the results could be worse than the professional campaigners we have in office now.

Congress has given NYC hundreds of millions of dollars since 9-11, more than any other city in the U.S.; probably more than the next 3 cities combined. If NYC still does nothave adequate radios then that is the fault of the idiots running NYC.

It is one of the few things of the the zillions of dollars Washington spends that is the job of the federal government according to the constitution.

Far better for them in the long run if their appeal is successful. That should be let to play out.
If it's not successful, a commutation or pardon would be in order, and I believe they will get one before W leaves office. If not, I think the next president would do (any republican). A dem president, not so much.

GWB is a day late and a dollar short
The time for this attitude toward earmarks was at the beginning of his first year in office, not his last.

The free-spending, something-for-everybody GWB has wasted the only opportunity Republicans have had in 50 years to make serious, lasting change and stem the tide of ever-bigger gov't.

Even the tax cuts are only temporary.

GWB's legacy will be a McCain nomination and a Democrat Prez in 2009. In the last eight years GWB and McCain have teamed up to set true conservatism back 40 years.

Too little; too late. Bush is a joke on this issue and so is the party's leadership in both houses.

Oh, so NOW you want to do something...
We need to get rid of Repubeicans like that and put into place real conservative Republicans. And if you think putting Demerroids in power is going to fix things, well you're just wrong. Elect people in the primaries that'll fix Washington... don't wait for the general election.

My proposal
Here's a simple fix to the last minute "addons" to every bill, pass a law that mandates 1 hour per page of reading for any bill up for vote, this will cutt by the ammont of pork put into each bill, if they actually have to read each and every page in the bill. This should bring an end to 2,500 page approiations bills because every single page WILL have to be read and discussed. Just a thought t-hallers.

About the only similarity between the Clinton and Bush presidencies is the enormous number of legs stuck out in front of them; Clinton by the repub. congress, and Bush by the congress\press\MSM\academia\Hollywood\ad nauseum.
Not to mention Juan McCain, who spent the last 7 years derailing every conservative effort put forth by congress and the President simply because they didn't see things his way.
Extra-constitutional activity seems to be the flavor of the century; pork is merely a symptom.
Congress has somehow gotten used to slipping around the enumerated powers, and until such time as a method can be found to reverse this trend, we are headed for grim times indeed.
Personally I'd like to see more than a few congressional good ole boys get term-limited, as I'm sick of the boomer era politician.
The problem is (as the annointment of JM as the GOP nominee by the MSM clearly illustrates) that the beltway old timers have a lock on the election process.
Pols on both sides of the aisle link arms against the public whenever we try to shrink the actual size of government.
What was the last social program you know of that was discontinued due to inefficiency?

Wars used to be funded by a percentage of GDP yardstick, not "Emergency Appropriations", which require the president to go hat-in-hand to congress every 6 months to beg for money to defend us.
That's what W was referring to when he said "fully fund our troops".
