Congress Is Still Feeding at the Trough

It’s no secret that Rep. Jack Murtha loves his pork-barrel projects. The Pennsylvania Democrat has for years played the role of broker for his own party and the GOP to get deals done in exchange for lucrative earmarks.

But with Democrats now in control of Congress and Murtha gaining celebrity status among anti-war liberals in his party, the spotlight shines a bit brighter on the 33-year House veteran.

So when Murtha faced Republican opposition for a $23-million earmark to fund the National Drug Intelligence Center, an operation in his hometown of Johnstown, Pa., he blew a gasket -- “unleashing a loud, finger-jabbing, spittle-spraying piece of his mind,” according to The Hill.

Rep. Todd Tiahrt (R-Kan.), a fellow appropriator, was the recipient of Murtha’s tirade for voting against the earmark in committee. Murtha threatened to pull a pet project from Tiahrt’s district to exact revenge. Fortunately for both members, the situation was resolved, and they walked away from the squabble with their projects intact.

Such is life in Washington, where members of Congress still don’t get it.

Voters sent a clear message last November when they flipped 30 seats in the House and another six in the Senate, handing control to Democrats. Congress’s love affair with pork-barrel projects -- and the secrecy associated with them -- was viewed as a defining factor in the election.

Yet today, six months after the elections, the Senate still has not enacted rules making earmarks transparent. Democrats have repeatedly rebuffed efforts by Sen. Jim DeMint (R-S.C.) despite promises to govern more openly.

In the House, Democrats have had difficulty following a new set of earmark rules adopted earlier this year. When an intelligence spending bill came up last week, Democrats hadn’t even told the ranking committee Republican, Rep. Pete Hoekstra (R-Mich.), about pork projects in the bill, let alone other members or the public.

But the Democrats’ shenanigans aren’t nearly as surprising as some Republican failures on the issue. Shortly after the White House vowed to veto the pork-filled agriculture supplemental spending bill last Thursday, three Republicans -- Reps. Greg Walden (Ore.), Mike Simpson (Idaho) and Denny Rehberg (Mont.) -- not only spoke in favor of the bill, they condemned President Bush for opposing it.

Some of the most egregious items in the bill, according to the Heritage Foundation’s Brian Riedl, are $3.5 billion in crop and livestock disaster assistance; $31 million to extend the Milk Income Loss Contract program for one month; $500 million for wildlife suppression; $425 million for the Secure Rural Schools and Community Self-Determination Act; and $60 million in fisheries aid.

House Appropriations Chairman David Obey (D-Wis.) even had the gall to stick the word “emergency” in the title of the bill.

Just last month, Obey surprised fiscal conservatives when he indicated he might keep earmarks out of this year’s regular appropriations bills -- a significant victory were it actually to happen. You’d think Republicans would jump for joy. But not Rep. Jack Kingston, a Republican from Georgia.

Embracing Murtha’s tactic of trading votes for pork, Kingston told the National Journal, “The problem is you need Republicans to pass the bill and Republicans need their pork-barrel projects the same way Democrats always did on [the] Labor-HHS [spending bill].”

It was this attitude that cost Republicans control of Congress by discouraging the conservative base and keeping them home on Election Day. But that’s not the way Rep. Tom Cole (R-Okla.) sees it.

Cole is chairman of the National Republican Congressional Committee, the man responsible for recruiting candidates and raising money for House Republicans in 2008. Last week he told the Washington Post: “Oh, I don’t think the problem was spending. People who argue that we lost because we weren’t true to our base, that’s just wrong.”

Cole, who is recruiting moderates over tried-and-true conservatives, subsequently “clarified” his remarks. But why would he say such a thing in the first place?

Americans who voted for a different direction in Washington surely must be disappointed with the results so far. Democrats have failed to live up to their promises of more transparency. Ultimately, their appetite for pork may outstrip that of their Republican predecessors.

It’s no wonder Congress’s approval rating dropped to 35% last week. The American people want open, responsible government, not “same old, same old” politics and pork.

More Than Talk Necessary
As someone who spent much of last summer and fall working on the campaign of Diana Lynn Irey against Jack Murtha, I appreciated Bluey's column about earmarks. One reason I started my blog is to ensure that this is Murtha's last term in Congress.

However, I'd like to ask the good people of Townhall to do more than be outraged at the antics of a corrupt politician like Murtha. In fact, I'd like to ask you to do everything necessary to defeat him and others like him.

That means reaching into your pockets and removing something other a prized $20 bill. It means doing your part to change things. It means making a sacrifice. It might even means spending your vacation in a contested district to work for a candidate that will be good for America.

In the last election 7,000 people scattered through all 50 states were involved enough to contribute to Diana's campaign. I hope there's a next-time-around for her. She will need twice as much money this time (which will be half as much as Murtha will spend) to win.

It's time to go beyond talking the talk. It's time to walk the walk -- and hand over the bucks.

How can someone be so naive as to think pork has anything to do with party,or ideology?

Stealing taxpayer money and calling it Earmarks or Pork does not make the crime legal. Except in the eyes of corrupt politicians! Nothing gives a politician the right to take tax monies from one state and give it to another for one of their promised projects! Any politician, in either party, that that does this should be prosecuted for Fraud and Grand theft and sent to prison!

How gullible the American people have become! If I had full access to your bank account and savings. And I took money from your account without your permission, to build my neighbor a swimming pool because he promised to vote for me. Would that be alright with you? Of course not! But hat is exactly what these corrupt politicians are doing.

How many voters
voted for Dems thinking that they would reform congress and get rid of pork? I find that laughable to the extreeme. Congress was controlled by the Democraps for almost 50 years and they spent money to the extreme.

The Republicans were known as the party of physcal restraint untill they got control of congress, then they too discovered the beauty of pork and the joy of reellection.

What we need is a Supreme Court that will rule as the Consitution is written and eliminate 90% of the legislation that has been passed since Mr. New Deal started our slide to communism.

Jack Murtha's Korea and Vietnam service does not, in and of itself, mean he is an American patriot. His views on defending America from terrorists is ample rebuttal to any "patriotism" he may be claiming.

The IslamoFascists are cheering for Murtha and his cowardly ilk. It's ironic that Murtha, who fought in two wars AGAINST socialists, is now espousing socialism in America.

Murtha is a traitor, pure and simple.

Term limits already exist. It's called "voting".

It's a shame that traitors like Murtha and Kerry are re-elected time after time, but in America, that's our system.

Term limits artificially end a politician's tenure WITHOUT CONSENT OF THE VOTER. That means voters can only have the elected official they want up to a certain point and, then, the government declares your candidate ineligible to run.

I despise cowardly traitors like Murtha and Kerry, but if that's what the majority of the voters in PA and MA, respectively, want, then it's their fault and their problem.

What would happen if a popular politician ran for office as a write-in candidate and won? Would the state troopers arrest him? Would the FBI arrest him?

Notice that rarely does ANYONE actually defend Murtha and Kerry. Most people know Murtha and Kerry are lying cowards, but the voters in those states/districts are too stupid to elect anyone else.

Blame the voters, not the politicians.

Its only to be expected. Things are just too good right now. Voters are notoriously short-sighted and unaware. No one sees any reason to rock the boat. British voters were delighted with Chamberlain as he returned from Munich. Common sense and reason had prevailed. Sacrifice, hardship and bloodshed had been avoided. The American voter is in the same state of mind today. Reality will be ignored as long as possible. When the unavoidable demograpics hit social security, when taxes double, when massive inflation rocks the boat, the same silly fools who refused to see it coming will take revenge on the pols who refused to provide responsible leadership. I remember the old Rush Limbaugh show where he predicted that Clinton would only serve one term because when the American people saw the "real" Clinton, they'd NEVER vote to re-elect him.

In fact, Clinton never did receive a majority of the popular vote, with only 43% in 1992 and 49% in 1996. His personal approval ratings (2nd term) were in the 20's and 30's.

I would tend to agree with you, Gently99, that people need to see the reality of who they vote for. The problem is that it doesn't always work.

People voted for Mussolini, although he was a fascist/socialist. Part of the reason is that he did, in fact, make the trains run on time (a HUGE problem back then!). Hitler created the autobahn, the prototype high-speed highway that impressed Eisenhower so much he replicated it here in America (interstate highway system).

Although I can't recall if Clinton actually did anything of that magnitude during his 8 years, I'm almost sure he was kind to dogs.

Anyway, a cold dash of reality doesn't insure that the people will demand a change. It may just be wishful thinking.


Money for nothing
What's more addicting than crack & crystal meth combined? Govt money!! And there are many out there getting rich offering books, seminars, etc on how to "Get Free Money from the Govt". The most important employee at most non-profits is the grant writer whose job it is to file applications for subsidies (aka handouts) from both public and private sources. As long as politicians regard the public treasury as an extension of their campaign funds and people outside govt are eager and willing participants in this bribery scheme it's going to be very tough to put the genie back into the bottle.

Oregon Pork
Part of the pork in the bill was aimed for some small counties in Oregon. One such county is Josephine with a total population of just over 70,000, spread over a very large area. Josephine votes Republican in each election, but she has a problem.

The federal and state governments "own" the bulk of the real estate. They "own" that real estate free from property taxes. That makes it tough for such a small population to afford providing law and order over such a large area. (The folks in Portland think we should all move to the city.)

In the past, Josephine got by culling government land for lumber products. But under pressure from Preservationists (they call themselves environmentalists), the government stopped that practice and paid Josephine $15 million a year.

Now, however, that is pork and law enforcement will all but disappear in Josephine. The rest of the nation benefits (?) from its ownership of Josephine, without having to pay for it.

One way or the other, if Josephine gets federal dollars or not, her future is controlled by the feds-- not by her citizens or property owners.

So the leftist Preservationists win with the help of conservative writers like Mr. Bluey.

Oregon Josephine county public lands were owned by the government before 99% of the population lived there. The majority of privately owned land came into private hands as land grants form the federal Gov't to homesteaders. There is less than 5% of the timber there was when the land was 1st settled. Yet there are fierce disputes over tryng to save a small percentge of that 5%. Just cut the second growth ,and tree plantations and leave the old growth.

Ordinarily I would agree with you, but the politicians have passed laws that are designed to make them incumbants for life. They gerrymander districts, they limit use of your own fuunds for campaigns, and they limit contributions for campaigns. All of these things make it nearly impossible to unseat an incumbent. I don't think this is what the founders intended.

What I would like is an amendment that limits the house to a single 4 or 6 year term and the senate to a single 10 or 12 year term. If they didn't have to worry about reelection a lot of the stuff they do now would stop.

Or does anyone know, where it is written that it is legal to add pork to any bill by any politician at any time? Seriously. I've done a lot of searching about legislation rules etc, and can find nothing referring to this thievery.

Re: Term limits. I don't know. Looks to me as a two-way sword. Would definitely stop traitorous rip-off artists like the Kennedy's, Kerry, Murtha etc. But would also oust those that are doing the right thing by our country. If there is such a person.

Also going in on Term limits, a politician that is corrupt at heart. That is, taking a seat in government for the sole purpose of gaining power, influence and money. Will make the most of his/her time to get all they can while the can.

If pork had been important to you, you would have voted against a Republican. You didn't. You supported the biggest porkers in history. So don't like Democratic port -- tough.

Do you guys really understand what exactly pork is? Pork when spent investing in infrastructure is actually beneficial even if it isn't in your area. Pork when spent on say like Pelosi's Gay/Lesbian Art Alliance is just that... pork or heart attack on a plate. Pork isn't always bad however if isn't proposed in the light of day there is something wrong or dishonest about it. All pork should be proposed in separate bills and never allowed to be tacked on or snuck in any bill. I don't see that happening ever.

The Constitution allows them to run congress pretty much as they desire. So all they have to do is write the rules for the house or senate to allow them to craft bills as they see fit. The only thing the Constitution actually talks about is military appropriations. No bill for that can last longer than 2 years.

Bills used to be understood to only have to do with what they were intended for and the title would reflect that. Today the title usually has nothing to do with the actual contents and anything can be added as they desire.

The one thing that I find highly dubious is the addition of these "earmarks" without notice and debate. A case could be made that it is illegal but it would be a tough case. If it could be shown that an earmark was added AFTER a bill had been passed that would be illegal and a case of fraud.

I suggest you buy a pig book which is published every year. It's all laid out there. Difference is we hold our Republicans accountable as evidenced by the elections. You do not and never will. Dems always find a way to justify bad behavoir especially by pointing to more bad behavoir. I will say the pork the last Congress put through when the Reps were in charge was the worst kind of pork...The Dem appeasement pork! All fat and no meat. Line item veto
Most pork( originally called pork barrell legislation)is in the form of ammendments to bills that have to do with an unrelated issues.The legislators add these ,and then agree to vote for the bill.It's a way of ending the bickering and getting things done.The old DC saying is"you gotta go along to get along" Senators and Congressthings don't want to be reported voting against the main purpose of a bill that is supported by the folks back home.
The line item veto is one way to fight pork,but tends to only fight the pork of the opposing party.
The folks back home-some of them at least want the projects that are funded by these mechanisms,which are legal.Traditionally Dem pork went for public works type projects community centers librarues schools,while Rep pork went to large scale development projects that benefit ed investors more than blue collar and poor.Both tend to spend for bridges and highways,things a lot of people want. Sometimes the spending ,sponsored by either party benefited all.( just because people want something doesn't mean it really benefits them) Many times it's pure corruption,benefitting cronies,and/or special interests that take th emoney and run.

I think the only way this will ever change is a second constitutional convention. We are probably moving closer to that every day. This time, I do not think the United States as it is now will survive. I think the country will split into parts. The North East, The Mid Atlantic, the South, the Middle West, and the Far West.

The Balkinization of the US. It has already ocurred politically, the next stage is geographic.

An after thought; How would a second Constitutional convention come about? In other words. What forces would have to come into play?

The way it would work is that 2/3 of the States get disgusted with what Congress is doing and vote to hold a convention. They then hold a convention, following which ¾ of the States vote to approve the outcome of the convention. Below is article 5 which describes what it would take.
Article. V.
The Congress, whenever two thirds of both Houses shall deem it necessary, shall propose Amendments to this Constitution, or, on the Application of the Legislatures of two thirds of the several States, shall call a Convention for proposing Amendments, which, in either Case, shall be valid to all Intents and Purposes, as Part of this Constitution, when ratified by the Legislatures of three fourths of the several States, or by Conventions in three fourths thereof, as the one or the other Mode of Ratification may be proposed by the Congress;

I was addressing the general TH writership rather than you personally. I apologize if you've voted for a Democrat.

I have voted for Republicans, particularly when the Democratic candidate is under indictment. It is a sad fact that this has happened several times.
