A president never knows when he’ll face a crisis, or whether he’ll be able to turn that crisis into an opportunity.

In August 1981, for example, almost 13,000 air traffic controllers walked off the job. President Reagan warned them that they were breaking the law. He gave them 48 hours to return to work or else he’d fire them. They didn’t, and he did.

Reagan’s action signaled a change in labor relations.

Before 1981, there were an average of 300 strikes a year. Strikers held all the power; they were seldom replaced by their employer. By firing the air traffic controllers, the president changed the dynamic. “Any kind of worker, it seemed, was vulnerable to replacement if they went out on strike, and the psychological impact of that, I think, was huge,” explains Joseph McCartin, a historian working on a book about the strike. That’s why strikes are rare these days, with fewer than 30 per year on average.

As he takes office, President-elect Barack Obama will have a chance to act boldly, and change things for the better as Reagan once did. Obama would be smart to propose that Congress end the civil service system.

Civil service -- the idea that non-political federal jobs will be protected from one administration to the next -- certainly made sense 130 years ago. Back then most government jobs went to political friends of the president, and that led to confusion every time there was a change of administration. Such wholesale changes made the government even less efficient than it should have been, as a slew of new people learned on the job.

There was also plenty of corruption (in the Grant administration, especially) and violence (President Garfield was assassinated by a man who thought he deserved a government job).

But these aren’t really concerns today. While some worry that Obama may be attacked, few think it’s likely to be because of who he appoints (or doesn’t appoint) to be Deputy Assistant Undersecretary of Housing and Urban Development.

And political supporters certainly aren’t lining up in 2008 to become GS-13 level employees at the Department of Transportation. “In a federal civil service of 3 million, there are fewer than 15,000 patronage posts of any consequence,” reports Answers.com. Instead political supporters are going where the money is: the private sector.

“Top lobbying firms are gearing up to handle increased demand from corporate clients who fear that the Obama administration will expand its regulatory reach and target them for tax increases,” wrote Matthew Mosk in Nov. 14 issue of The Washington Post. “And who is cashing in on this boom? Democrats who supported Obama.”

K Street is where the real money is. That’s why so many people who leave government “service” to supposedly “spend more time with their families” end up working there for big lobbying firms.

And Obama supporters are most likely to benefit. “In this climate, Democratic backgrounds are attractive to people,” Laura Sheehan, a Democrat and vice president of marketing and communications for the American Gas Association, told the Post. “This town, that’s what it runs on.” Just so -- money, and not on political patronage anymore.

Washington, D.C., is considered “recession proof” because so many civil servants can’t be fired except in extraordinary circumstances. But in the years ahead, our country is going to face just such circumstances. The looming entitlement crisis will have to be paid for, as will the hundreds of billions of dollars the government is currently borrowing to bail out everyone from investment banks to automakers.

These days other businesses are slashing jobs. Why shouldn’t the government be able to do so when it finds itself overstaffed and over budget?

“Barack Obama campaigned on change. Well, change is good for the lobbying business,” former Reagan aide Ed Rodgers told the Post. It also would be good for the governing business. Obama would do himself and his successors a favor by striking now to reform our civil service system. It’s an opportunity that could help prevent a future crisis.

should simultaneously on January 1, 2009, declare all debt abolished and let the world economies start over.

That would solve this liquidity, debt crisis once and for all.

It is a cake dream, it sounds good.BUT,

Oil rich countries and countries that you don't hear about in the news that are riding out this economic storm would never go for it.

They haven't over-exercised their borrowing and would not benefit...They would need huge incentives and concessions to go with it and I don't see that happening in the future.

The corrupt UN would be the only one who would run this new world order and they'd destroy most of our rights as Americans.

Civil "servants" have NO idea
Many of my colleagues think- seriously believe with every fiber of their being- that once Obama gets in office the war in Iraq will end and all the money going to support it will be poured into the hands of everyone in "need". This is the level of stupid we are facing.

Just to be difficult, sometimes I will point out various cases (nearly all of them) where providing the people "in need" with more money would be the worst possible move. I then ask what basic need isn't being met. No answer. I have never met anyone, American citizen or no, who isn't getting healthcare, education, housing, food, etc... Never, not once in 25 years practice.

Civil (?) Service
Mr. Tucker touches on one of the problems in today's government: civil service employees are nearly untouchable for anything short of an in-office homicide. The effort to make them immune to political pressure has morphed into a system in which poor performance is nearly impossible to address.

I knew a federal manager who inherited a secretary who made no pretense of working. He decided it was past time that she was fired. It took him the better part of a year to get rid of her as he had to document every instance of non-performance and then wade through the maze of regulations to actually push her out the door.

This freedom from scrutiny has led to a civil service that is unresponsive to directives from elected officials and an arrogance toward the citizens supposedly being served.

If Obama & Co. really wanted to change government they could do a lot by rewriting the civil service rules to allow more accountability for government employees. Given that Obama's entire career seems to have been oriented to "gimme givment", I don't see such a reform taking place.

I knew a GM manager that faced the same hurdles trying to get rid of a line worker that refused to work. He quickly learned as others before him that it just wasn't worth the effort. Simply prosecuting the most egregious cases take up so much time that the bulk of the problems are ignored.

i just can't wait until these exact same folks, with the exact same work ethic (or lack thereof) are managing everyone's healthcare! oh, boy, won't that be wonderful?

Bulk Mailer Lobbyists
For mass mailers that send spam to your mailbox in the form of junk mail, obtain huge and unnecessary discounts from the US Postal Service, for presorting their junk mail far beyond what is necessary for the USPS to add it to their national automated mail stream.

The only sorting that is actually necessary is to the 5 digit zip code, but the junk mailers are permitted to obtain larger and larger postage discounts to sort it even further using their own equipment, to the point of sorting it to the mail carrier's actual delivery route. The automated machinery used in mail proccing centers UNSORT this mail to combine it with other junk and first class letters, rending the pre-sorting worthless.

The public pays for this discount through ever increasing stamp prices for first class mail and postcards, as well the cost of shipping packages and parcels.

Wow, you must be blind. I personally know of several people who are in dire need of healthcare who are not receiving the healthcare they need. For brevity's sake, I'll just tell about one. My son works (part-time while attending college) at a local restaurant. The head waitress there probably has breast cancer. A free mammography van came around a few monthes ago. She went; something was found and the workers there vigorously wanted her to go and get help. However, she has no health insurance, and, as she makes about $18,000 per year, she makes too much money to qualify for Medicaid here in Georgia. She does not enough money to pay for doctors, tests, and, if needed, treatment. So she doesn't get any treatment for her condition.

We need universal healthcare in this country. The good news is: universal healthcare is coming in 2009.

Your friend will probably die waiting for help if we go to Socalized medicine. There is not a country in which it has worked well. The Gov can't even run a house of ill repute and make money why would you want them to run your health care?

Rahm Emanuel, barry's chief-of-staff, stated that the 'opportunity' of 'crisis' should not go to waste.
And certainly in Chicago, the Illinois governor
thought he had the 'opportunity' to sell barrys vacant senate seat.
Just how many 'opportunistic predatory politicians' does it take to convince the 'gullible' American people to wake up to the fact that they keep voting these 'crooks' into office.

It is really as simple as ...

Deliberate inflation and burdensome taxes have the rest of us living on 50% or less of what we earn.

Civil Service has been reformed...worse!
The new NSPS system is nothing but a formalized good old boy system. It used to be you couldn't get rid of a lazy lout but now it's easier...the only problem is that the system uses 'objectives' to judge whether a person is doing their job. Then it turns to a self assessment and the immediate boss then evaluates that to agree/disagree. This then goes up to the big boss and into what is called a 'pay pool' for potential bonus' etc. If you are rated a 2 or better (out of 5) you get to keep your job. If you are rated 4 or 5 you get a bonus. The way it was supposed to work was a fair system based on actual performance but what has happened is that the scores are downgraded regardless of performance simply to limit bonus' handed out...that I find to be rigged at best, criminal at worst.

Bottom line, there is nothing wrong with a 'good' Civil Service system that takes politics out of it but how to score employees fairly is the problem. How would you do it?

The idea of Civil Service is ok
The actuality of it is that like the UAW, the American Federation Of Government Employees (AFGE) and it state counterparts have converted what once was a joke to a truism..."you can't work them and you can't fire them". And why do we have unions representing government employees? Ask your Democratic representatives.

Dems change civil Svc? No Way!!!!!
Dems have almost 100% of the Gov worker vote. In CA the unions finance political campaigns including a seven figure contribution to those opposed to prop 8 by the teacher's union.

CA is not only getting to be The Peoples Republic of Mexico El Norte it is also Chicago, West Coast version. Schwarzenegger was last seen with tin cup in hand headed for DC. Auto workers are not the only unionized employees who have bankrupt their employers. State, county and city employee unions have done the same here in CA. The continued rape of the taxpayer in CA by the Dems in our legislature is a statewide felonious assault on all who call CA home.

Dems are raising the state sales tax to about 10% and including many previously exempt services in the process. Pretty sure services taxed will include houses of ill repute so we're all screwed.


The cry of "you bailed out Wall St why not Main St" is heard throughout the state with public employees claiming to be part of Main St. Public employees being part of Main St is a sick joke. Including pay and benefits the average state worker makes at least one and half times the average private sector employee.
