Congress Contemplates Giving Cash to Foreigners

Why are Republicans in Congress trying to help Barack Obama?

Republicans allowed a bill that carries his name, among nine others, to pass the Senate Foreign Relations Committee by voice vote last week - without any hearings. That means there was no roll-call vote so no member can be held accountable. The same bill passed the House by voice vote last year.

The Obama bill passed out of committee with the cooperation of the co-sponsor, Sen. Richard Lugar, R-Ind. A Rhodes scholar like former President Bill Clinton, Lugar has never seen a United Nations enhancement he didn't like.

Obama's costly, dangerous and altogether bad bill (S. 2433), which could come up in the Senate any day, is called the Global Poverty Act. It would commit U.S. taxpayers to spend 0.7 percent of our Gross Domestic Product on foreign handouts, which is at least $30 billion over and above the exorbitant and wasted sums we already give away overseas.

The bipartisan bill would require the president "to develop and implement a comprehensive strategy to further the United States foreign policy objective of promoting the reduction of global poverty, the elimination of extreme global poverty, and the achievement of the Millennium Development Goal of reducing by one-half the proportion of people worldwide, between 1990 and 2015, who live on less than $1 per day."

The bill's other co-sponsors include Sens. Joseph Biden, D-Del., Maria Cantwell, D-Wash., Chris Dodd, D-Conn., Dick Durbin, D-Ill., Russ Feingold, D-Wis., Diane Feinstein, D-Calif., Charles Hagel, R-Neb., and Robert Mendez, D-N.J.

We should be on guard any time politicians use the word "comprehensive," an umbrella word that always shades a lot of mischief. The notion that U.S. taxpayers should or could cut in half the number of people worldwide who live in poverty by 2015 is ridiculous.

The scariest phrase in the bill is "Millennium Development Goal." That refers to the declaration adopted by the United Nations Millennium Assembly and Summit in 2000 (blessed by President Bill Clinton) which called for the "eradication of poverty" by "redistribution (of) wealth and land," cancellation of "the debts of developing countries," and "a fair distribution of the earth's resources" (from the United States to the rest of the world, of course).

The Millennium project is monitored by Jeffrey D. Sachs, a Columbia University economist. In 2005 he presented then-U.N. Secretary General Kofi Annan with a 3,000-page report based on the research of 265 so-called poverty specialists.

Sachs' document criticized the United States for giving only $16.3 billion a year in global anti-poverty aid. He argued that we should spend an additional $30 billion a year in order to reach the 0.7 percent target that the U.N. set for the United Sates in 2000.

Sachs says that the only way to force the United States to commit that much money is by a global tax, such as a tax on fossil fuels. Empowering the United Nations to impose a direct international tax on Americans has been a U.N. goal ever since the 1995 Copenhagen Summit embraced the so-called Tobin Tax.

By adopting the Millennium Goals in 2000, the U.N. escalated its demands to impose international taxes. Specifically, the Millennium called for a "currency transfer tax," a "tax on the rental value of land and natural resources," a "royalty on worldwide fossil energy projection - oil, natural gas, coal," "fees for the commercial use of the oceans, fees for airplane use of the skies, fees for use of the electromagnetic spectrum, fees on foreign exchange transactions, and a tax on the carbon content of fuels."

It doesn't bother U.N. sycophants that most U.S. handouts go into the hands of corrupt dictators who hate us and vote against us in the U.N., and that only 30 percent of American foreign aid ever reaches the poor. U.N. bureaucrats accuse the United States of being "stingy" in its handouts to underdeveloped countries.

There is much more to the Millennium Goals than merely extorting more money from U.S. taxpayers. The goals set forth a comprehensive plan to put the United States under U.N. global governance.

These goals include a "standing peace force" (i.e., a U.N. standing army), a "U.N. Arms register" of all small arms and light weapons, "peace education" covering "all levels from preschool through university," and "political control of the global economy." The goals call for implementing all U.N. treaties that the United States has never ratified, all of which set up U.N. monitoring committees to compromise U.S. sovereignty.

To achieve this level of control over U.S. domestic law, the plan calls for "strengthening the United Nations for the 21st century" by "eliminating" the veto and permanent membership in the Security Council. The goal is to reduce U.S. influence to one out of 192 nations, so we would have merely the same vote as Cuba.

The Global Poverty Act would be a giant step toward the Millennium Goals of global governance and international taxes on Americans. Tell your senators to kill this un-American bill.

More than that; it is time to tell your senators to stop all funding for the UN and kick it's useless and corrupt bee-hind out of our country. This is ridiculous; the UN must never have any upper hand over our sovereign nation whether by taxes, tariffs or governance. Capital Hill is out of touch with the
American people.

They still see the American Taxpayer's pocketbook as a bottomless well of cash that they can use to bribe the world and buy themselves power.

I don't know what they are thinking: I was born toward the end of the Baby Boom, and have a long way till retirement, and should be saving my money instead of spending it.

Due to the government's mismanagement, I find myself struggling to make a living, and have been taking money out of my 401k because I have no other choice. I just closed it out a month ago. I anticipate a decent job within a month, in the nick of time.

In spite of my circumstances, the government continues to tax me as if I were doing well, AND THEN THEY THROW MY TAX DOLLARS OUT THE WINDOW LIKE BEADS AT MARDI GRAS!

This makes me so furious!

The government is so stupid: if I can't support myself when I am retired, they are going to have to pick up the bill: Don't they ever think about that when they tax citizens into the poorhouse?

These fools have too much time on their hands to sit around and plot how they can spend even MORE of our hard-earned money. Isn't it enough that all the well-paying jobs are going overseas, that the government is importing foreigners from Asia to take the good jobs that are still here, and importing Central American illegals to take all the rest of the jobs? Now they want to take away MORE of my money and send it overseas?

I think that these idiots have so much money themselves, they can't imagine the rest of us out here struggling.

If they want to eradicate poverty, let all the rich Lefties hand in all their money until they only have subsistance wages, and see how they feel!

Okay, there is an income gap in the world. The noble solution is to close the gap. Normal people would try to close the gap by encouraging other countries to do what successful countries did in order for their people to have wealth (get out of the way, lower taxes, self empowerment). However, the government is NOT normal. Their solution to lower the gap is to make rich nations poor! There you have it - no more gap. We can all be equally poor.
The quickest way to make someone poor is to show them that no matter how hard they work, nothing will change. That is what excessive taxes will do. Why work my bottom off if every time I get one inch ahead, the government takes two inches and gives them to someone not working at all. So, they will slowly but surely encourage Americans to just stop working hard and some to stop working at all and before you know it we are all equal. Sure, we will all be equally poor, but equal none the less.

Why There will ALWAYs be a Gap

1. People spend more than they make.

Colonial masters turned economies into monocrop economies--e.g. Cocoa in Ghana. Lines were drawn to form boundries which had no relationship with cultural, historic, ethnic or lingustic ties--enemies were often pushed together into the same "country" while same tribes were split between 2, 3 or more. The wealth of the country was often stripped from it by these same colonials.

This is more a European caused problem than an American one, but you can't simply blame the developing world's problems entirely on their own corruption, etc. Their former masters did a pretty good job at dealing them a bad hand.

I am no fan of the UN and don't think some supernational organization should be allowed to tax anyone, but as a percentage of GDP, the US (and many others) give very little. In the US case, much of the aid is in the form of credits--the US gives country A credits to buy say tractors, the country then has to use the credits to buy them from say this or that US company, so in the end, it is the US company that benefits most.

Have you got any data to back up your statement that the US gives very little to the developing world? The US funds most of the UN programs, donate enormous amounts of Foreign Aid, we fight wars to allow countries to dispose of their tyrants, US Citizens donate freely to international aid charities...the list goes on & on.
What has your country (Taiwan) done?

US Aid
As a percentage of its GDP, the US gives a small amount to foreign aid..look it up.

Let's see the US economy is what 12 trillion, plus and Taiwan's is 690 billion, so what is that 18 times the size.

Taiwan does quite a good deal--direct foreign aid to a number of countries mostly in Africa, as well as a Peace Corps style program where you can trade your two-year military service which is required of all males in Taiwan for work in poor countries that still have official relations with the ROC. This program has produced a major irrigation project in Mali, and various other major projects throughout Africa and in the Pacific.


The US ranks 21st as a percentage of its GDP.

And how long did it take the South to move from cotton? And how much redevelopment money was provided by the US government to do so?

I blame the US and Europe when it is earned. While much of Africa's problems can be blamed on Africa, you can't ignore the role of Europe (mostly) in these problems. Who put the Tutsi and Hutu into the same state for example? Look at the wholesale raping of the Congo by Belgium and King Leopold.

When you say "the US" you mean the government, not the people of our country. You obviously mean the US gives "very little" to foreign governments as "aid" from the pile of money they steal from hard working Americans.

Foreign aid to other countries hardly ever reaches it's recipients. Foreign aid props up dictators, making them rich, giving them the power they need to pay their armies so they can continue taking advantage of their people and keeping them stuck in poverty so they're easier to control.

Foreign aid doesn't help the poor people in those countries. It hurts them.

For example, did you know that nearly all government to government foreign aid to Africa ends up in swiss bank accounts? In 2004 - 2005 nearly 80% of all foreign aid given to Africa was taken by corrupt leaders and deposited into western bank accounts.

I wonder if Angelina Jolie knows about that.

Stopping collectivism
This is an important article, and I hope that this piece of nonsense legislation can be stopped.

But I must also point out the bigger picture. Republican politicians have been conceding the validity of mandatory charity for years. Bush et al. have been giving away tax dollars to faith-based charities, expanding education funding, increasing funding for social programs, and even delving in socialized medicine. On what grounds can they now object to THIS legislation? That we shouldn't aid the UN because it is corrupt? That it's too much money? These are merely technical arguments. At some point, by their very own premises, these politicians will be forced to come up with their own plan on how to solve "global poverty," and you can be sure that in the end, you the taxpayer will feel the pain and the UN will cash in. When individuals like Robert Gates, the Secretary of Defense, argue that terrorism is caused by poverty, what do you think will protect you, the citizen, from the onslaught of socialism?

You must consistently and steadfastedly argue, in each and every issue, that you do not have a duty to be a sacrificial animal for the sake of "the poor," "the sick," "the needy," and any one or any thing that makes a claim on your life. You must argue that you have a right to dispose of your money and your property as you see fit, and that it is not negotiable. You must make this argument across the board, on multiple issues, not just liberal UN or "global poverty" or socialized medicine funding, but against every government interference in the free market, including faith-based charity funding, Social Security, Medicaid, Medicare, and education spending.

Complaining about government incompetence is worse than useless. You must denounce the very idea that government has the right to redistribute anything of yours, whether directly to the recipients, through a private charity, or through the corrupt and blood-stained hands of the UN. Nothing less will do.

If you do not, then politicians will not be forced to get the message they have carefully been trying to avoid these last few years, and we as a country will succumb slowly but surely to monstrosities such as the one mentioned in this story.

Oh and the US is not even #1 in total
The US is #4 behind the UK, France and Japan in the total amount given, but yes Liberty, this covers only government funded aid. US private aid was 0.07% of GDP and tied with Spain and Greece at #18. So, private US charity is just slightly better than public funding (#21 in public giving and #18 in private giving).

Sweden is #1 at .5%.

How in the name of good sense can any thinking person even conceive of giving money to that corrupt den of theives at the UN? This place is a writhing nest of snakes and scorpions who are daily scheming the destruction of the Western world. If we don't start calling a spade a spade and label these communists in our Congress as communists they will destroy our way of life forever.

This money we make by the sweat of our brow does not belong to the government. It is time we demand a stop to income taxes. They have abused their temporary usurping of our income to finance WWII by making it a permanent source of revenue. The Fair Tax would take this power away from power hungry politicians who use our hard earned money to grease the skids of special interests corporate entities world wide. Our money pours by the millions down a rathole and ends up in the campaign coffers of the likes of the Clintons, the Kennedys, and Joe Biden to name a few.

Stop the Nonsense Part 2
Too many so-called conservatives are taking on the mantle of socialism. This whole concept of spreading the wealth is a communist ideology that has proven not to work. Every stupid generation thinks they have figured out out to make it work, and every stupid generation has been proven stupid.

Conservatism, individuals responsible for themselves without massive government intervention, (liberty) has worked every damned time it's tried. Why isn't it working now? Because we aren't allowed to try any more. Government regulations and constant bombardment by libelal activists have made individualism a dirty word. They were made by the government of the United States (and the other dnar nations) to the UN, so are we to believe then that the nothing the US says to any international organization is to be believed. Shouldn't the US Representative to the US who is appointed by the President and confirmed by the Senate.

The US is a representative democracy is it not, you want a plebiscite everytime the US agrees to something...is that what the framers had in mind?

My comment is in general aid by the west to Africa has been to help the donor country and not the poor country. Aid has been illeffective because of how the aid has been given. The link I provided above discuss this as well.

Income Tax

Income tax came about by an amendment to the US Constitution in 1913 and thus not temporary in the least. What you are confusing it with is the witholding or pay as you go system that was meant as a temporary program during WWII and has continued to this day. Before this, you paid what you owed on tax day...now that take it out bit by bit through the entire year, if you paid too much you gave the government and interest free loan and you get a check, if you paid too little you must pay the difference by April 15.

And the Fair Tax has about as much chance of becoming law as me being voted most popular on TH.


America is #1 in charity donations
Without even referring to statistics, the American people have always been Johnny on the Spot when it comes to helping the poor and destitute in our own country. Government intervention came about when that communist FDR saw an opportunity to make hay. When the confluence of the Dust Bowl and the Stock Market crash which caused a serious recession which was elevated to a depression and then to THE GREAT DEPRESSION by liberal/communist politicians in the American democrat heiracrhy took total advantage to destroy American rugged individualism by calling those who continued to make money during the "depression" motivated by "rugged selfishness"

The so-called Great Depression only affected about one quarter of the work force at the time.
The majority of Americans had to hear about the hardships over the radio and the RKO news reels.
Those who were still working and knew of out of work families freely gave of their largess with no prompts from the govenment.

A cursory research by anyone curious to know would reveal that FDR exploited the down turn in the economy for his own personal power grab.

More Typical Liberalism Run Amok
It would be amusing, if it were not so frightening, to consider just where this kind of proposal places people like Obama.

On the one hand, he is openly hostile to the United States acting as the world's policeman. He will not support the use of our military for humanitarian measures if they in any way involve facing off against corrupt foreign regimes who keep their citizens poor while they live high on the hog. Think Castro. Think Kim Jong Il. Think the Iranian mullahs.

On the other hand, this same mental deficient thinks the U.S., via the U.N., should become the world's guidance counselor, helping the poor of other nations to climb out of the hole their own leaders want them to stay in and paying for them to do so with your tax dollars.

Which all goes to prove that Obama is pretty much your standard garden variety socialist/communist/Democrat. Rather than confront the people who keep others poor, malnourished, and afraid for their lives, he wants to provide cash to their victims as a means of cleansing the national soul of the guilt he feels it should have.

And of course the idiots in the Republican party are helping him to realize his dream. After all, it's not their money that they are proposing to spend. Their money is safe and secure in offshore accounts and trust funds.

America is #1 in charity donations
The US is NOT #1 in charity donations when it comes to foreign charity--it ranks at #18. The US is #1 in charity giving at 1.7% of GDP , but most of that goes to domestic concerns and not foreign aod which was the subject. 70% of US charity is to religious organizations and to education (e.g. universities).

Income Tax writes
Income tax was enacted through by the sixteenth amendment, this is true. I may have gotten my World Wars confused but, the withhold system was designed to finance war according to my recollection. Because the government had no way to enforce the collection of such a tax, the withholding system of taxes was conceived by a banker as a clever way to incrementally leech the money away from working Americans so they wouldn't notice the bite until the end of the year. If we had to pay our taxes each month, there would be no such thing as an income tax because the people would have long ago taken to the streets in violent protest.

With the price of gas and basic necessities continually rising because of stupid government regulations, the government is not even contemplating a relaxation of taxes on the working people, yet those who don't work, those whom the government has deemed "poor"; their money keeps rolling in, their food stamps and WIC stamp values increase with the cost of living so they have the power to buy food which keeps the prices higher than the working man can afford. What's wrong with this picture?

Most of those who died in the PRC during Mao's tenure was because of poor economic policies not because the PRC went out and intentionally killed them. I was born 3 years before the wen hua da ge ming, but I was out of the PRC's reach. I am unaware I have ever mentioned my nationality.

If Taiwan tried to give money to the UN, they would tell us no. Taiwan can't even become an observer at the WHO as far as that goes, think they are going to accept any of our NT? And what does this have to do with anything. The subject is the law that Obama is trying to pass which is the exact amount the US promised 35 years ago to give...a comittment it has not lived up to. The US, unlike Taiwan, is a donor country.

Last I saw
Taiwan was not and the plan by Chen Shui-bian to hold a referendum on entry into the UN under the name "Taiwan" was called provocative by the current Secretary of State, seems US policy is to keep Taiwan out of the UN too.

Like I say, with friends like these, you don't need too many enemies.

as envisaged by most foreign aid never works. I have seen it first hand; usually most of this aid money ends up in the pockets of liberal, self-important post graduate students who want to feel important by being poverty experts in third world countries they cannot find on a map. Were Congress truly serious about removing poverty in the developing world, it would promptly remove tariff and non-tariff trade barriers. But the fact is that there is, for example, a hundred percent higher import duty on shoes from Sri Lanka than luxury fur coats from Paris. Guess which one the limousine liberals like? Unfortunately for Mrs. Schlafly, a woman I admire tremendously, her kind has to share some of the blame too: they instinctively oppose any free trade arrangements in the vogue of old socialists.

Again, Ms. Schlafly has brought to our attention another outrageous example of mischief among countless other shenanigans of the esteemed Congress of the United States of America.

Ms. Schlafly mentioned Senator Lugar, and it does appear to be true that he is overly enamored with the U.N. He was on the side of L.O.S.T. That will give some idea of his thinking. Senator Lugar is without a doubt one of the most intelligent people in the Senate. Watching him during a Congressional Hearing of any kind would make one quake at the idea of ever being on a hot seat in front of him.

That does not make his opinions sway in the right direction, however. (Note all the names with a "D" following, and only one with an "R" aside from Senator Lugar.)

There are so many subjects about which to write him and my other lawmakers (State and Federal) that I hardly know where to begin.

Perhaps it's best to start with a plea not to give away the farm (which is dwindling quite rapidly, in the event nobody noticed).

A Third Party?
There is no limit to the graft, corruption, and pandering in D.C. This Bill does not surprise me one bit. With a RINO president sitting in the White House and continuing to run our country deeper in debt, and handing out billions of dollars to Africa and other foreign countries with the backing of most of the members of congress this should surprise no one.
We also have many religious groups who are flocking to mexico, South America and Africe in an effort to raise their level of living. This is an admirable mission and effort, but have they, or our leaders and congress stopped and thought about the poor and needy in our own country ??? to challenge the spending of $$ on any program, if you can show that the program doesn't work. On that basis, the entire UN funding should be reviewed, by all countries. The major reason that aid has failed and this is not just blaming the US but all donor countries is that the aid has almost always been to help the donor and not the country it was meant to help. Japan gives aid mostly to those in East Asia that can then buy Japanese products, the US gives aid in the form of credits so they can buy from US suppliers and have mostly given aid to countries that are far from poor--Turkey, Greece, Egypt, Israel.

As for Taiwan, seeing as Taiwan still holds the balance of power in the strait and thus any attacks by the PLA or PLAN or PLAAF may indeed fail also seeing that China has all sort of domestic problems and the last thing it needs is a war and seeing that right now the Li Fa Yuan is dominated by a fairly pro-China grouping--it was the KMT that sent a delegation to China in 2005 and even met with Hu JinTao and that the March election will no doubt see Ma Ying-jeou elected as president over Hsieh Ch'ang T'ing, Ma is a member of the KMT if you were unaware.

Thus, any move by Taiwan to declare formal indepedence is now dead and expect technical talks between ARATS (PRC) and the SEF (Taiwan) to begin soon after Ma becomes president. There will be no moves by the PRC on Taiwan anytime in the near future. The PRC also has to worry about what Taiwan's fickle friend would do if it attacked as well. If the PRC attacked without Taiwan making some "provocative" move, there would be great pressure on the US to get involved to protect a democracy from attack by a one-party state like China. Now would the US get involved, who knows? The US is not exactly the most trustworthy friend on the planet, but if you were sitting in Zhongnanhai, would you take that risk that the US wouldn't get involved?

The San Nian DA Ji Huang was a result of natural crop failures (about 30% of the deaths were caused simply the the crops failing) and poor management. The only little red books you'd find in China today would be in an antique shop and there aren't really re-education camps in China these days. The 35 years thing was what the US promised the UN with all the other donor countries that it would spend 0.7% of its GDP on aid...well only needs to make up about 0.5% of that...

As for Taiwan, well the US hasn't made any promises really...oh except the one in made in 1954 and then broke (okay to be fair it withdrew as the terms of the treaty allowed) in 1979 and then in 1979 promised to sell weapons (and then violated its own law in 1982 when Reagan singed the Third Communique with China) until Bush 41 agreed to sell the F16A/Bs (mainly for US domestic reasons). Oh and the US put pressure on Taiwan to stop its nuclear arms program in the 1980s...forgot that one.

I don't expect much as far as the US is concerned. China will have to sit tight because like me it has no idea what the US will do, but don't expect much...trust them at your peril, RVN found that out the hardway.

A polite request of Akagi
Since you do have your own blog why not post your numerous and verbose comments there as an essay. I'm sure someone would want to read it as a fluid, cohesive essay rather than brief segments interrupted by the posts of others. What we have above is similar to someone trying to give a speech or lecture interrupted by the audience. You get a bunch of incoherent jibber jabber rather than the exposition of ideas followed by a meaningful exchange of opinions.

No, we can't ignore your posts because we have to scroll through them trying to follow that meaningful exchange of valid, topical opinions.

By working "under the table", plenty of people take home every cent they earn. In a way, who can blame them?

The gov't. decides how much the rest of us should shell out, and then helps themselves to it BEFORE we ever see or own it.

While we see ourselves paying higher taxes, in part to make up for the scofflaws, we don't want the governments' hands in our pockets either.

This is a side comment. There is an America-bashing person who frequently posts comments at TH. His screen name is "Akagi." I knew that name was vaguely familiar, so today I looked it up. The Akagi was the Japanese aircraft carrier whose planes attacked Pearl Harbor. Coincidence? You decide.
