U.S. self-government is in peril

Was the Copenhagen Global Warming Summit Walk-Out a Win for the U.S.?


It's now leaking out that there was more going on than met the eye at the Security and Prosperity Partnership Summit in Montebello, Canada, in August. The three amigos - President George W. Bush, Canadian Prime Minister Stephen Harper and Mexican President Felipe Calderon - finalized and released the "North American Plan for Avian & Pandemic Influenza."

The "Plan" - that's what they call it, with a capital P - is to use the excuse of a major flu epidemic to shift powers from U.S. legislatures to unelected, unaccountable "North American" bureaucrats.

This idea was launched on Sept. 14, 2005, when Bush announced the "International Partnership on Avian and Pandemic Influenza." He was then speaking to the United Nations General Assembly.

We might have thought that idea had some merit because the influenza partnership called for "transparency in reporting of influenza cases in humans and in animals" and the "sharing of epidemiological data and samples." That's very different from the Security and Prosperity Summit, where transparency has always been conspicuously avoided like the plague.

This year's Security and Prosperity Summit in Canada morphed the Influenza Partnership into the North American Plan. Now we discover that the Plan is not only about combating a flu epidemic but is far-reaching in seeking control over U.S. citizens and public policy during an epidemic.

The Plan repeatedly features the favorite Bush word "comprehensive" - it calls for a "comprehensive, coordinated North American approach." The Plan would give authority to international bureaucrats "beyond the health sector to include a coordinated approach to critical infrastructure protection," including "border and transportation issues."

The Plan is a wordy 44-page document, much of which sounds innocuous. It is helpful to exchange information about disease and take precautions against letting foreign diseases enter the United States.

However, self-government and sovereignty are at risk when control over these matters is turned over to a newly created North American body headed by the representative of another country. It's an additional problem when the entire Plan is a spin-off of the Security and Prosperity Partnership, an arrangement created in secret solely by White House press releases, without Congressional approval or even oversight.

The 2007 Plan acknowledges that it is based not only on the Influenza Partnership, but also on the guidelines, standards and rules of the World Health Organization, the World Organization for Animal Health, the World Trade Organization, and the North American Free Trade Agreement.

The Plan sets up a "senior level coordinating body to facilitate the effective planning and preparedness within North America for a possible outbreak of avian and/or human pandemic influenza under the Security and Prosperity Partnership." The Plan identifies this Security and Prosperity Partnership coordinating body as "decision-makers."

The Plan then (ungrammatically) states: "The chair of the Security and Prosperity Partnership coordinating body will rotate between each national authority on a yearly basis." Thus, a foreigner will be the "decision maker" for Americans in two out of every three years.

What powers will this foreign-headed coordinating body exercise? The Plan suggests that these include "the use of antivirals and vaccines; ... social distancing measures, including school closures and the prohibition of community gatherings; ... isolation and quarantine."

Will this foreign-headed coordinating body respect the First Amendment "right of the people peaceably to assemble"? Or will the rules of the Plan, Security and Prosperity Partnership, World Health Organization, World Organization for Animal Health, World Trade Organization and NAFTA take precedence?

In evaluating the Plan, it is instructive to recall the Model State Emergency Health Powers Act, an anti-epidemic plan launched by the Centers for Disease Control and Prevention on Oct. 23, 2001. Designed to be passed by all state legislatures, the model bill was primarily written by Lawrence O. Gostin, a former member of U.S. Sen. Hillary Rodham Clinton's discredited Task Force on Health Care Reform, and was promoted by the Bush administration during its first year.

The proposed Emergency Health Powers Act would have given each governor sole discretion to declare a public health emergency and grant himself extraordinary powers. He would have been able to restrict or prohibit firearms, seize private property and destroy it in many circumstances, and impose price controls and rationing.

Governors would have been given the power to order people out of their homes and into dangerous quarantines. Children could have been taken from their parents and put into public quarantines.

Governors could even have demanded that physicians administer certain drugs despite individuals' religious or other objections. The Emergency Health Powers Act was based on the concept that decision-making by authoritarian bosses and unelected bureaucrats is the way to go in a time of crisis.

The proposed Emergency Health Powers Act roused a nationwide storm of protest because it was an unprecedented assault on the constitutional rights of U.S. citizens, as well as on the principle of limited government, and so it never passed anywhere in its original text. Will similar totalitarian notions now bypass legislatures and be forced upon us by Security and Prosperity Partnership press releases?

We have open to us what our forefathers did in 1775; i.e., Concord and Lexington.

Hopefully, wiser heads in the US government will realize this and stop any erosion of our rights as determined in the US Constitution.

She'd also like to censor the Internet to stop you from playing poker!

It is better to have something and not need it than it is to need something and not have it. I keep a stock of canned and dehydrated food on hand that I use and replenish as I go along, I raise much of my own food (both meat and vegetables), I have a stockpile of ammunition and weapons, I have alternative power sources (solar, wind, and water), and I keep in shape. I have done this ever since I got out of the Marines in '74. I don't sit in a bomb shelter or a fortified bunker and wait for Armageddon. I work and live a normal life. I don't worry about things like the point of this article because I am prepared. But if some cataclysm should befall us I will fight to survive and I will have a good chance. Panic kills.

Just the start
Really -- Bush is an amazing failure. Just so glad to see him go. Truly has damaged the Repub party beyond anything that might have been predicted 8 years ago. Could Gore have really been worse for the Repubs in 2000? Ask yourself this question and be honest in response.

A prescription for armed revolt
If a governor tried to activate these measures, we'd see major rioting in the streets, and for once it wouldn't be taking place in just the ghettos.

Pathogenic organisms don't respect self-government and sovereignty. And no nation should be under the delusion it can just go it alone if there is a worldwide pandemic.

This really shows you how many steps backward America is taking under the influence of these antediluvian social conservatives. Think about how polio was conquered. There were two vaccines. America tested the Salk vaccine in clinical trials. And then the U.N. World Health Organisation tested the Sabin vaccine in other countries, notably Russia. Even though by the 1950s, the U.S. and Soviet Union were at loggerheads on just about every geopolitical issue. But when it came to polio, both nations helped to beat it. One of the few success stories the U.N. had was the World Health Organisation's programs to fight infectious diseases in the Third World. With full international cooperation from the major powers.

Families separated - for how long?
If (Canada) is leader when a disease strikes, do we get OUR medicines, made by us - or Chiese meds? Do meds go in a pot for distribution?

Is quarantine the reason for those "TENT CITIES" I have heard about? I didn't really think they existed...

In case anyone missed it, Mexican trucks are now on our roads. Teamsters tried to stop them. Congress tried to stop them. But they are rolling... More later as the carnage adds up...

enough actual content. Althoug this "Plan" sounds like something to pay attention to the author of this article showed little content of the actual written "Plan". I think she also is through feul to the flames of fear by comparing the "Plan" to a already defeated bill and several of its parts thought to radical by American legislature's.

I did not either time. In his defense, everything he has been doing is consistent with his TX history. I spent a number of month’s in ’98 when I realized he was going to make a run and read all the archived articles by several TX newspapers. I told my girlfriend that Bush is going to make Clinton look like Ronald Reagan by comparison. Let us forego candidate advertising hype and image making and actually check them out before we vote in '08.

However, she admits making such with the following context, “...If the Germans or the Soviets had gotten it, they would have used it for world conquest. I don't know how anyone could dispute the fact that it was one of history's most important events that the bomb came to America first and not to a world conqueror. Your proof provided a letter merely thanking Congress for passing the Internet Gambling Act a year earlier to have existing laws apply to the Net. They expressed concern that Barney Frank (D), Wexler (D) and McDermott’s (D) 3 bills would give internet gambling special exemptions from existing law. They were concerned that the WTO would also trump US law.

Obviously you think that Frank, Wexler, McDermott and the WTO should be looking after the conservatives. Obviously, you believe that laws should only be enforced in limited venues. Maybe postal fraud is fine, but bank fraud would not be. Or gambling laws are fine, except if using technology then they must be ignored.

Also, there is nothing regarding her support for bank and ISP searches, but merely not let congress pick winners and loosers in gaming.

First of all, some background:

"There is disagreement between the U.S. Department of Justice and the U.S. courts over whether or not Internet gambling is legal in the United States. At issue are two laws: the U.S. Wire Act of 1961, which prohibited gambling over the "wires," and the Professional and Amateur Sports Protection Act of 1992 (PASPA), which banned sports wagering in all states except those with pre-existing operations (Nevada, Oregon and Delaware).

The Justice Department in both the Clinton and Bush administrations has expressed the view that the U.S. Wire Act of 1961 applies to all forms of Internet gambling, and therefore it is illegal under existing law.
However, the U.S. Court of Appeals for the Fifth Circuit interpreted the Wire Act differently. In Thompson v. MasterCard International et al., the appeals court in 2002 affirmed a lower court ruling that under federal statutes sports betting conducted over the Internet is illegal, but casino games are legal.

Separately, the Word Trade Organization (WTO) issued a ruling in 2004 that found the aggressive efforts of the U.S. government to curb Internet gambling in violation of WTO commercial services accords. The ruling, which gives the WTO the authority to impose trade sanctions against the United States, stems from a complaint filed in 2003 by the Caribbean island nation of Antigua and Barbuda.

A WTO appellate ruling found that the U.S. violated the General Agreement on Tariffs and Trade (GATT) by the granting of authority for internet betting on horse races under the Interstate Horseracing Act. A panel later ruled that the U.S. had not taken sufficient steps to comply with that ruling. "

So, the Wire Act doesn't apply to Internet poker (which is my dog in this hunt...I have no desire to "gamble" on games of chance, but I would like to play poker and other games of skill). In fact, no federal law outlaws poker. And, only a few states outlaw Internet poker. However, the DoJ would like to enforce this as if there were a ban on all Internet gaming. That's the issue, and that's what Wexler is trying to fix.

As for your comments on what Schlafly wishes and doesn't wish, read UIGEA to see what it authorizes.

Finally, since when do we conservatives feel the federal government should be in the business of passing gaming legislation. This is an issue best left to the states.

To play or not to play.
Gaming or gambling is an individual choice. I choose not to participate. I choose not to choose for you! Is this such a difficult concept.

The issue of freedom is not about which government entity restricts it. The issue is freedom of freedom's sake.

Flu epidemic
As a Canadian, and as I see it, your freedom ends where my nose begins, no matter what your constitution says. Viruses do not respect borders. We share air, and when that air is imminently able to cause death, I want to know that someone is trying to stop it from getting to me. Americans do not have a corner on wisdom, democracy and freedom. There are others who share your world. It's about time you stopped being so ego-centric and exercised some wisdom and discretion.

To heck with the Party
If I hear one more person worrying about the republican party, I think I will vomit. To heck with the republican party. Look what Bush has done to the USA with the aid of both sides in congress. Iraq is supposed to keep you occupied so you would not notice the real damage this man has done and is doing. If you thought Roosevelt was bad, wait until you see the aftermath of Bush2.

For those thinking revolt, think again. Think Waco. Think Ruby Ridge. Think about your semi-auto whatever. When you are done thinking about that. Think about fully automatic 50 caliber machine guns mounted on tanks and Apache helicopters. You would be fighting brothers and sons. You would never get close to a politician. Talk about a losing proposition.

Hmm... I read the title and figured there was actually an author who is actually concerned with Self-Government.

Then I read the article and find out that she's bemoaning a threat to national sovereignty.


Alas, indeed, self-government is all but dead. How many people actually understand what the term refers to anymore? The author of this article doesn't...

Self-Government is the capacity of individuals to govern themselves. It was a fundamental ideal at the time of the signing of the Declaration of Independence that individuals should be Free to govern themselves.

The two parties have rigged the system to assure themselves continued power and we must end that in 2008. Considering that this election is a rare opportunity with no VP running, we should make an all out effort to reclaim our birthright before it is too late.

There is only one way to do so. We must deny the elites that which they desire above all things, the Presidency. We need a President who is not tied to any political machine, PAC, or lobbyist! We need a President committed to our Constitution, rule of law, and will of the people! We need someone who understands limited government and states' rights! We need someone who will stand up against these internationalists of both parties who are quite willing to sell out our nation for their one world government agenda!

My good friend, I’m not really up on gambling. I was just considering the women’s thank you letter and request that they not bow to the three Dems and the WTO. I suspect, like any bill that ever gets passed she didn’t support it in whole, but merely wants no gambling. Regarding the WTO, it is bad business to continually give our sovereignty away to none elected bodies. Now we have NAFTA letting Mexicans drive trucks threw the US to take over the US trucking industry labor.

I agree that the Fed has no business in this issue, but as you can see with these trade agreements they get pulled into it. They should be out of gaming and trade agreements. I don’t need Ted Kennedy to help me trade with some guy in Canada or China.

I understand yet more Wexler legislation is needed to continually correct old legislation that should never be there and the process continues endlessly. How about we just get the Feds out completely as you suggest?

Anyway, I’m against all gambling except for TX holdem. Lol, love watching that since the camera shows the hands. Have you tried any of those sites they promote? Are you trying to create a site?

National sovereignty is imperiled because we have agreed to (a) be part of a coordinating body that will rotate its chairmanship, but will always include our representatives, and which (b) will prescribe measures to control the spread of disease across a continent, which measures must then (c) be implemented by the individual nations themselves, because (d) the coordinating body has no army, police force, or emergency response infrastructure.

Ahhh, but wait. This plan is referred to as the Plan -- "with a capital P" -- in the document referenced by Mrs. Schlafly. Everyone knows that Plan -- with a capital P -- is a codeword for conspiracy. (I'm not sure how the Germans handle that, in written communication.)

Look. I do think agreements like this to coordinate supranational emergency responses need to be vetted in Congress sooner rather than later. There IS no implementation in the US without Congress funding the infrastructure for it. And both Congress and the courts have an interest in any aspect of this agreement that might undermine our Constitutional principles, such as federalism, and our longstanding, civil-rights-protecting tradition of GOVERNORS having the lead in disaster response, and commanding the National Guard when it used inside the US.

It may be that too little attention is being paid to these essentials of devolved state power. There are aspects of the Patriot Act and our Homeland Security organization that strike me in just this way.

But it's one thing to make this case, based on principle and rational projection, and quite another to demonize George W. Bush, lob intemperate accusations about totalitarianism, and hyperventilate over capitalized words (which BTW are standard in international documents, in the context cited here). Been watching too much Hollywood fantasy, there, Schlafly.

Again, nobody has produced a transcript. We only have her explanation. I know of her from reading maybe 5-10 items through the years. She appears to be reasonably lucid in her writing so I assumed that any other interpretation is most likely in error. Certainly, in her era, parents with children at war believed the bomb itself a gift from God having ended WWII and saving many millions of lives for all sides. So far we saved more than a million lives that months more of war was going to chew up at a cost of merely 140,000. To date it has been nothing but a huge benefit to mankind. Clearly that can change during this century. But her point is not that the bomb is the gift but that the gift is we got it first. If many of the German scientist had escaped to Russian rather than the US maybe history would have been different and we’d all be speaking Russian instead of Spanish (sic). Schlafly, “the context was speculation about how different the world would have been if the Germans or the Soviets had gotten the bomb first -- and both countries were working on it.

Regarding “Itaqis” and Medved’s “sub-par mortgage”, and God's blessing, I don’t think that was in her letter to the congress so we need to cover that under a different topic.

The USDA is supporting importation of chicken products from China. These products wouldn't have to have country of origin disclosed on the packaging.

It's intended to give Americans the diseases that American chicken products won't.

I don't see any reference to Congress in any of this. As everyone knows, the President of the United States cannot make any law, so where's the smoking gun? Not even Congress can take away Constitutional Rights so I'm at a loss to understand the panic Phyllis. Also, when's the last time we've had any kind of epidemic in this country? Control of any part of our government will never be surrendered...not even by liberals. This one's a little too conspiratory for me.

My personal issue is that she wants no gambling, and that she wants the federal government to enforce this -- what I call Prohibition 2.0. While she may have issues with enforcement strategies, she clearly wrote in support of UIGEA. If she doesn't want snooping, I don't see how she wishes to enforce her will. After all, it's not like people are being forced to play against their will.

Also, the WTO issue is a red herring. The U.S. would have been in complete compliance if we banned all Internet wagering. However, the NFL wanted fantasy football, and Sen. McConnell wanted horse betting, so these were excluded from UIGEA (as were state lotteries). We're non-compliant with the WTO because we allow some gaming but not all. I wonder why these FoF letters don't ask for total bans? Seems they think some gaming is more moral than others (or, slightly more likely, they don't wish to offend their supporters, so they cut a deal).

I wish we could. Unfortunately, it's mostly our party that's driving this. Folks like Schlafly, Sen. Jon Kyl, Rep. Goodlatte, Rep. Bachus, Gary Bauer, and others really see the federal government as a wonderful tool to control behavior. These are not limited government conservatives by any stretch of the imagination. They believe in values, but they also believe in big government advocacy and enforcement of them. They even got passing of a federal Internet gaming ban added to the 2004 Republican Party platform. No, it's not the party of Reagan and Goldwater anymore. :-(

Bird Flu
This all makes it easier to understand why for a while Avian flu, or bird flu, is all we were hearing about. They are setting us up.

Why do we need anyone outside of our own country to tell us how to respond in case of an emergency regardless of what kind it is. That's a bunch of crap. Also, the entire pandemic flu thing is so preposterously done. The primary thing that causes death from flu is not the flu itself but the secondary lung infections that cause pneumonia in people who are at higher levels of risk (elderly and children). In 1918, we didn't have antibiotics so millions died of these complications. Now we do have these drugs so the pandemic will be more easily controlled. Bush has been lusting after this North American alliance since he became president; in fact, if 9/11 hadn't occurred it would have been the cornerstone and driving force of his administration. Phyllis tells it just like it is. She is one of the greatest minds on the scene today easily putting all of you Leftist lightweights posting here to shame. Name any Leftist woman who isn't an embarrassment.

It should be laughable that politicians would use bird flu as an excuse for sweeping new controls over the American people.

There is a simple, enjoyable and cheap way to fight off bird flu: eat lots of sauerkraut. The Brit mag "New Scientist" reported on the back page that, while other Asians came down with bird flu, Koreans -- who eat kimchee (sauerkraut with garlic and Asian chili added) three times a day -- did not. It seems that the lactobacilli in sauerkraut is what sends the virus packing.

The "Plan" is another example of what has become known as the "Hegelian Dialectic" -- create a problem (thesis), generate opposition to the problem thru fear (antithesis) and offer "THE Solution" to the fabricated problem (synthesis) in the form of sweeping changes that the people would never tolerate without having been conditioned into accepting it by the previous steps.

I think the ERA problem was not women’s rights, they already guaranteed, but special rights. She’d probably be against anything feminist are for.

Regarding homos, I suspect … she believes in natural law discussed by secular philosophers like Aristotle. Assuming that, she would support family units that are hampered by homo and feminist. Aristotle said homo’s violate the laws of nature and I suspect he’d say the same about feminist but that had not occurred in nature yet.

That she would go silent on the homo stuff is understandable. All man fails, has problems in life, some irreconcilable, and he learns the best way to cope is to minimize the conscious admission of such, or denial so to speak. Therefore if some guy’s son gets married to the best looking gal in town, he brings a box of cigars to the golf course to celebrate on the 19th. If his son is having anal sex with some guy, he will tend to forget the cigars, never mention the son, and stay away from anything that reminds him of his pain.

Obviously there are other parents raised on Dr. Spock and therefore their kid can do no wrong. If Billy does anal sex it must be wonderful, and they become advocates. But this is not based reason but merely the view that they have held throughout life, the our son’s shxt don’t stink parenting.

I’m sorry the Democrats have been denied their equal rights and I’d suggest you ask Hillary, Reid or Pelosi to immediately have a hearing on it.

By your own admission the WTO is not a red herring. She specifically asks for withdrawal from the WTO “obligations” that you state were causing her a problem because of the existing exemptions.

There can be serious social problems from gambling and therefore society takes interest in the activity. However, this should be the local community’s venue, they knowing the wishes of their people and not DC. Because we have surrendered our bill of rights to DC through “incorporation” we have no rights therefore you will do what your masters tell you to do.

Regarding the folks promoting DC behavior laws, you will see that they and Schlafly belong to the Dominionist organization of the CNP and they are gaining ever more clout. They now have convinced Hillary, Obama and Edwards to find Jesus. It was the left’s deconstruction of society that has brought the CNP to power as the antidote and they are using the same tools as the left, lobby and courts. Dobson and Haggart alone stated they talked to Bush once or twice every week. Add up all the members and think what that equates to.
