Senator Harry M. Reid Wants to Change the Rules

What makes the newest United States Senator more powerful than a ten-term Representative? Every Senator has the power to stop consideration of any legislation until his concerns are addressed or sixty of his colleagues agree to override his objection.

That power, better know as the filibuster, is regularly asserted by Senators when they place a hold upon various bills. A hold is really a threat to filibuster. With up to six separate opportunities to filibuster any bill, a hold is a powerful tool to force the Senate to take due consideration of each and every Senator's concerns.

"It's difficult to work around a Senator. Ultimately, it's a cloture vote. It's very time-consuming, and you can't do that on most issues," Maryland Senator Ben Cardin told THE POLITICO newspaper.

Before the August recess, the Senate is expected to consider a proposal by Majority Leader Harry M. Reid (D-NV) which would make the Senate more like the House of Representatives, where a one-vote majority is all that is needed to run roughshod over the interests of the minority.

Reid is cleverly disguising the impact of his idea by framing it as a means to undercut the already unpopular anti-spending hawk, Senator Tom Coburn, M.D. (R-OK).

Coburn is not afraid to block legislation, even when his actions hit close to home. Senator Ben Nelson (D-NE), reports THE POLITICO, "still betrays some anger after being in Coburn's crosshairs a few months back over an earmark that Nelson was pushing for a Nebraska company which employed his son." The Alaska delegation still is smarting over Coburn's exposure of the so-called "Bridge to Nowhere," its multibillion dollar raid on the Federal Treasury.

Reid plans a single up-or-down vote on a package of seventy or more spending proposals to which Dr. Coburn has objected. This massive bill, already nicknamed the "Coburn Omnibus," is a frontal assault on the rights of all Senators.

Reid spokesman Jim Manley gave the game away when he told THE POLITICO that Coburn is "exercising his rights as a Senator, but his approach is contrary to the traditions of collegiality and bipartisan compromise in the Senate. No wonder it's so hard to get things done when a handful of junior members insist on a their-way-or-the-highway approach to legislating."

Senator Reid has not exactly been a shrinking violet when it comes to "my-way-or-the-highway" legislating. Reid has spent years blocking efforts to store spent nuclear fuel rods in Yucca Mountain, Nevada, terming the proposal "the screw Nevada bill," before recently cutting the budget for this program by $108 million.

Manley has also said:

The idea that Senator Coburn is talking about the traditions of the Senate is ridiculous. Look what happened last time we did this. Senator Coburn held up action on dozens of bills for narrow, personal reasons, demanding debate and four amendments. These bills were held up for months; the Senate had to waste precious time to allow him to offer a few amendments. Each amendment failed by overwhelming bipartisan margins (63, 76, 67, 73 votes against), and the final bill passed 91-4 (Coburn, DeMint, Vitter and Inhofe being the only Nos). That is not debate and amendment; it is abuse, obstruction and delay.

Jim Manley, meet Senator Bernie Sanders (D-VT). Sanders has been insisting upon fast-track consideration of his bill to vastly increase taxpayer subsidies for heating oil, which is important to his New England State. Implicit in Sanders' demand is a threat to obstruct and delay other bills until his concerns are satisfied.

Given that polls suggest a bigger Democratic majority in the 2009 U.S. Senate, Reid's interest in curtailing the over two century-old power of Senate minorities to have their interests taken into account may be obvious.

Were Reid to have the unchecked powers of a latter-day Lyndon B. Johnson during a Democratic Administration, the leftist dream of another burst of Great Society-style legislation would be close to fruition: national health care, amnesty for illegal aliens, card-check unionization and every other plank of their agenda nearly would be unstoppable.

Yet it is hardly in the interest of leftist Senators like Edward M. (Ted) Kennedy (D-MA) or Christopher J. Dodd (D-CT) to be reduced to rubber stamps for the latest ideas from the White House.

Should the Senate pass Reid's "Coburn Omnibus," it will be crossing a procedural Rubicon from which there is no turning back.

screw that Coburn rightwing nutcase for holding the country back from forward progress. Bravo Reid, a real man.

misleading
This seems misleading. The Coburn Omnibus bill will be subject to the same filibuster procedures as any other bill. Which means that in practice it requires 60 votes to pass. So this is not akin to the threat by the Republicans to limit the filibuster.

41 Republicans (or 40 Republicans and the non-presence of John McCain) could kill this bill. The think is the bill is a collection of all of the measures that are supported by well over 60 senators but which are made time consuming by the Coburn holds.

This technique does limit the ability of one senator to grind the process to a halt, but it certainly does not make the senate a place where 50 + 1 votes wins.

Anything that delays most legislation
is a good thing. And anything that stops most legislation is great.

The senate (and the house as well) should do things like confirm judges (or at least have a vote). Most of what they are up to has no constitutional basis.

All earmarks are corrupt. If there were any compelling need, they wouldn't have to be earmarks, and could stand on their own merit. There should be criminal charges for any senator trying to sneak earmarks through.



The whole Congress should ........
The whole Congress should, but especially Reid & Pelosi, need to take a long walk on a short pier! This would really save this great country! IMHO!

Dirty Harry?
I need to get more information on just what Sen. Reid is trying to do here but if in fact he is pulling a fast one on the filibuster rule, then he is in essence engaging in the "nuclear option." An option for waiving the filibuster for judicial nominees that he screamed incessantly against, when it was considered by the Republicans.

The Democrats are setting themselves up to control the processes of government. They seek to create the rules in such a manner that the minority has no recourse. They seek to pack the judicial with liberal activist judges and they seek to put a puppet in the White House to act as liaison to the press.

Should they succeed, there is no way to determine if their goal of replacing a democratic republic with one "ruled" by government policy can ever be undone.

Damn, I'm proud of these guys. And, I get to vote for two of them. Dr. Coburn is a true citizen legislator that self term limited himself in the House and intends to do the same in the Senate. That would be a sore loss indeed. Can we get a hand here maybe? We need forty one of these guys, not four. Make that fifty one if Reid gets his way.

I think it can be determined. The only question is, would it be undone? It certainly can be with the right number of people properly armed. It would be sad to see the country break up with bloodshed like the War of 1861. Could the modern military be used against its own citizens. I highly doubt it. I would love to see a peaceful breakup with a mutual security clause. Split the cost of the military budget fifty-fifty and to hell with everything else. We will return to the original constitution and build from there and you yahoos can legislate your utopia and rot in it.

You had me, I did wonder just which "you," you were addressing. I appreciate your passion. While I don't share the idea of a violent confrontation, I do see it expressed more and more frequently. What escapes those in Washington is the growing intensity of the animosity regarding their delusion that we are subjects and not their constituents.

Pelosi & Reid
Two of the most disgusting leaders in Washington are Harry Reid and Nancy Pelosi. Full of their own ego. Loves trampling on others'rights,even on their own side.

They are dividing and conquering to get their way and it is hard to watch them destroying the economy and blaming it on everyone else,except themselves.

Last friday Mack Assoc owned by Luther Mack paid a $1,000,000 fine for Mack and Asso giving out foney social security numbers to illegal aliens and hiring illegal aliens (approx100 were arrested)in his 11 McDonalds Resturant in Reno Nevada. The trial was moved from Reno to Las Vegas because all the judges in Reno reclused themselves. Luther Mack was not charged but the company he owned paid the one million dollar fine. Harry I think its time you disclose what you know or don't know about this. Your a poor guy to have in charge of the hen house. Just goggle Mack million dollar fine illegal aliens.

Kudos to Dr. Coburn
Taxpaying Americans should cheer for Coburn. His is a lonely voice in a sea of spendthrifts.

HReid is a dangerous man who will throw decency, honor and sound judgement aside for political gain. And it appears he will pull out all stops in pursuing the Left's agenda.

Is it any wonder the Congress has the lowest approval ratings in history? Thanks for the leadership Harry!

Typical Democrat Behavior
When the Republicans where in control (Ha Ha), the Democrats did EVERYTHING in their power to delay, obfuscate, and otherwise throw temper tantrums to get their way. Now that the Democrats are in charge, they don't like the same tactics used against them, so they attempt to change the rules to their favor. These people are corrupt from top to bottom and need to be removed.
TERM LIMITS FOR ALL GOVERNMENT OFFICES!!One term, no pension, go home and get a job. Until we term them out, we're going to get these dynasties of dirtbags that just don't seem to ever go away.

World Court
I Think N.Pelosi and H. Reid should be tried by the world court for crimes against humanity. They are keeping the cost of oil HIGH so they can destroy the economy of the USA and the rest of the world. To hell with the little people every where we are going to keep the price of oil high,make people dependent on big brother for their existance and socolize the country. Harry Reid
Senator Reid, has been in office so long he belives that no one or nothing can derail him. His word is law, and I for one think he belives he is GOD. Well I think it's past time for him to go. I hope the good people in Nevada have had it with him as most of the rest of us have. I understand he runs for reelection this year, come on people in Nevada, stand up and do the whole country a favor.

Liberals are SO funny!
In the early nineties, Republicans were filibustering pet liberal projects, such as Hillary-care. The Democrats were demanding that the right to filibuster be abolished, claiming it was an "archaic relic."

In 1994, Republicans took control of Congress, and Democrats began filibustering everything they could - including court appointees. The Democrats insisted that the filibuster was "foundational" to a democracy.

Now the Democrats have control of Congress again, and once again they want to abolish the filibuster. As the old saying goes, "If you can't win, change the rules."

This Legislation
is aimed at increasing the size of the Supreme Court should Obama win and the democrats fall short of the 60 voted needed for cloture. Even though they are lying weasels, we need to get them on record opposing increasing the number of Justices on the Court. Especially Obama. If He refuses to commit, He will be exposed to the independents as the dangerous, power-mad, demogogue we know Him to be. If he does commit against it, but does it anyway, He can be beaten in the next election, if there is one.

I have said the same thing many times. To risk giving the liberals a super-majority, just to spite McCain and the GOP, is the most dangerous act I can think of.

If this piece of legislation and that of the so called "Fairness Doctrine" are not considered a prelude of things to come, then the people of whom you speak are seriously deluded.

The idea of sending a strong message to the GOP, though appealing, is not a good idea at this point in time. We need to support the GOP and work to promote better candidates within that party.

If we empower the liberals, they will work to stifle any effort the GOP may make to return to the majority. In the meantime, massive damage can be done that will take years to reverse, assuming the opportunity is ever available.

OVER RIDE
The obstruction and the actions of Reid and Pelosi are really helping the Republicans more than is obvious. For every exposure to the public for their tripping hazzards for achieving energy independence the JPF (jackass party folk) puts in the way of reaching a means to resolve and institute, the more the congressional ratings drop and it's all on the JPF shoulders of Reid and Pelosi. The chances of the JPF capturing both houses becomes a bit slimmer for every drop of the publics perception of congressional ratings for performance, the Dems may lose big time, even if they happen to capture the POTUS and to see it from the RINO's side they may be back in the saddle should McCain win.

A Case For Term Limits
The surest way to right this listing ship called congress,is term limits. Some say the elections are tem limits. Wrong. An incumbent is almost impossible to beat unless he does something unforgivable.

Incumbents start working on their next election as soon as they are sworn in. They have their list of donors already on tap.

At a 9% approval rate,you would think everyone would be turned out. Wrong again. Most will be re-elected. A sure thing.

Bloodless Coup
The stripping away of the procedural power of Senate minority members is just one other element in the Dems plan to pull off a bloodless coup if Obama is elected. That's why this election is too important for any conservative to stay home and wait for a shift in the political currents four years from now.

Republicans will have no power and no way to get it. If they enact the Fairness Doctrine,conservatives will be powerless to get any word out as we are able to do now.

This is not the year for experiments. We need to get a Republican elected and start working on getting a real conservative for 2012.

We got rid of Daschle and Gephart. Now it's time to get rid of two more bad apples. Pelosi is the other one. While we are at it we should get rid of all the other "Shadow Warriors" in Washington.

have the Justice Department investigate "The Shadow Democratic Party" before any type of legislation is passed by either the House or Senate. If Reid, Pelosi, and Obama are not involved in this "SHADOW PARTY" to buy the office of the President and buy members of the House and Senate they should welcome the investigation.
