It’s not exactly new, but using the word “emergency” to justify political action — particularly new spending or new taxation — has emerged as the default rhetorical (and legal) trick of the modern politician.

Back on the campaign trail, candidate Barack Obama promised transparency in the legislative process. President Obama, on the other hand, now says that he will sign his new super-duper Keynesian “stimulus” bill on Monday, without benefit of transparency. He has pushed it through Congress without first publishing it online for the promised five days of citizen review. (Of course, not a single congressman has read the 11,000-page bill, either.)

Why must we not look before we leap? We are in a crisis, that’s why, an “emergency.”

But of course, it would take bigger brains than the president has in his trust — or we have on tap on this spheroid we call Earth — to demonstrate why the spending is needed a mere five days earlier than his transparency promise would allow. Five days won’t add an appreciable kick to any alleged stimulus.

And hey: Five days late could mean a workweek’s delay in paying the bill for all the “stimulus” . . . three centuries from now.

Economic historian Robert Higgs, in his brilliant book Crisis and Leviathan, developed what he calls “the ratchet theory of government growth.” He notes that government spending tends to spike upwards in times of crisis, when people panic, or when spending may actually be necessary (such as after Pearl Harbor), but once the crisis is over, spending rarely subsides back to the pre-crisis levels. Spending does not fall below the last click of the political ratchet.

Thus we know how Big Government emerges: Through emergencies, real or perceived.

Or, as it often the case, trumped up.

Too cynical?

No, of course not. There’s so much evidence for this theory of government growth that really, I could just stop right here and be done with it.

But let’s briefly consider the evidence not at the national level, but closer to home, in the states.

Politicians in the state of Maine provide today’s most instructive example. To tell the story, though, I’ll start with the citizenry.

Not too long ago a Maine citizens group with a hard-to-forget name, “Fed Up With Taxes,” petitioned to put a legislated tax, the Dirigo Drink Tax, to a referendum vote. The tax was earmarked to fund the state’s “Dirigo Health Program” by targeting a consumer group — drinkers of malt liquor, wine, and soft drinks — whose habits “have a negative influence on health.” Last November, Maine voters went to the polls and repealed the tax.

Now, such rebelliousness really enrages some politicians. Forgetting that the United States began as a tax revolt, they hate it when the people get involved in politics and actually cut taxes. It upsets their spending plans.

So, what to do?

Hobble the citizen petitioning process, of course. In Maine’s case, they are “blessed” with the presence of Representative Mark Bryant, who came to the establishment’s rescue with a bill requiring all people who gather petitions to be registered to vote.

We’ve heard this story before. A number of states have set up regulations, putting up higher and higher hurdles to the petitioning process. My own recent scuffle with the state of Oklahoma (though not its citizens) comes to mind.

Mr. Bryant may or may not be aware how tricky this all is. The United States Constitution mentions a right of the people to petition the government, and judges have been striking down state legislative attempts to make petitioning harder.

What makes Bryant’s little foray into unconstitutional liberticide interesting is the way he formulated it.

He calls his bill “an emergency.”

I’ve mocked this elsewhere. There’s no emergency in Maine . . . just citizens going about doing their business as citizens. There’s certainly no crisis, except in the confidence citizens place (less and less each day) in their so-called representatives.

And Bryant’s bill exacerbates that crisis. So why this talk of “emergency”?

Well, look elsewhere. In cities, states, and counties around the country, politicians use the word “emergency” to avoid subjecting their laws to citizen oversight, input, and possible repeal.

In Lewis and Clark County, Montana, county bigwigs used the cover of “emergency” to ignore established rules for public comment on proposed zoning changes.

In Oregon, another “zoning emergency” was invoked to prohibit any development within spitting distance of the old Oregon Trail. It turns out that most Oregon legislation receives the imprimatur of “emergency,” just to avoid giving citizens even the slightest opportunity to challenge the law by citizen referendum.

Washington State’s Supreme Court ruled that the state’s legislature may suspend citizen-voted law whenever it wants, so long as it is specified on grounds of “the immediate preservation of the public peace . . . and its existing public institutions.”

These examples are from but one corner of the country. The problem is pervasive nationwide. Look at legislation in your state. Or city, or county. You will find regular abuse of the term “emergency.”

American government today plays the part of the Great and Powerful Oz, an old man hidden behind a curtain trying to scare a little girl. If he booms out the word “emergency” often enough, he hopes we won’t look behind the curtain.

It’s the job of the citizen to yap like Toto. And tear the curtain to shreds.

Congressional Republicans unanimously denounced the stimulus bill for any number of details that they selected out and then spun, they made long speeches about why it can't work and why it shouldn't pass.

Then, just before the final vote, they said they hadn't been given enough time to read it and railed against the injustice of passing a bill they weren't even familiar with.

Hello? Are we standing on the corners of cognitive and dissonance, by any chance?

The Obamanation has taken political lying to a new quantum level. Bagdad Bob was sainted veracity personified compared to B. Hussein, who in less than 30 days into his administration, has aggresively pushed an agenda is so evil it can't be honestly discussed let alone admitted to.

Executive fiats have been revised and rewritten affecting every aspect of administrative policy, both foreign and domestic.

So far, B. Hussein's press conferences have been staged, with not an honest question asked or an honest answer given, to pre-selected media stooges.

A breathtaking monumental piece of patronage/pork spending, explained with a one word description, is voted on with nary a fair chance for the legislators, let alone the public, to examine.

His public appearances amount to little more than photo-ops and staged agit-props. He mostly reads his words off a portable telprompter. The fawning media is totally complicit in this stage/information managed public deception charade.

This is the most phony and dangerous usurpation of presidential power in the history of this country, amounting to little more than a puppet of the most radical liberal fascist elements in this country and probably the world.

There has to be a serious examination of who and what this outrageously phony Obamanation really is - before it is too late.

Another Example In Florida
64% of the voters said no to the funding of high speed rail in the middle of the state -- at a huge cost. From Disney World Orlando to Tampa. Know what? It is back, courtesy of our current Governor Crist - a RINO in the complete sense and his merry men.

I Know The Idea Is Weird
But the saving grace in what government at all levels is doing is the fact that it will not work. Government management of the economy tied to huge amounts of spending and taxation in the form of direct taxes and inflation will sink our economy and cause a real crisis.

That is when things will get really interesting. Our lords and masters will argue they need even more power to deal with what is happening. That won't fix anything and pressure will grow to take back responsibility for our lives. Things will get even more interesting.

If you see the government pushing very hard for much stronger gun control measures and bringing troops home from overseas it will mean our lords and masters are very frightened. Then it might get unbearably interesting.

The Liberty Bell Is Tolling
Maybe the Obama election is a good thing if it arouses enough voters to demand their representatives stay true to their promises and stated beliefs.

When does the political pot reach a boiling point and begin to boil over?

Perhaps in the next four years we'll find out if Americans truly believe theirs is still a free country. Or, if not, begin to set things right.

Do I hear the hoofs of a horse in the distance? Could it be the ghost of Paul Revere?

"Fiscal conservatives" have said that the U.S. Government should at least consider nationalizing the country's banking system as a means of moving beyond the current lending crisis.

"This idea of nationalizing banks is not comfortable," said Sen. Lindsey Graham. "But I think we've got so many toxic assets spread throughout the banking and financial community, throughout the world, that we're going to have to do something that no one ever envisioned a year ago, no one likes. To me, banking and housing are the root cause of this problem. I'm very much afraid any program to salvage the bank is going to require the government... I would not take off the idea of nationalizing the banks."

Rep. Peter King also says "nationalization" should remain on the table.

Hurry, hurry! Rush, rush! Emergency! Catastrophe! Sound familiar? That's all we've been hearing from Obama, Pelosi, and Reid for the past several weeks.

So, like all good lemmings, the Democrats all marched in lock-step and forced the "stimulus" legislation through Congress. Thankfully, they passed the final version just in time for Nancy Pelosi to catch her plane flight to Italy. Whew, that was close!

Too bad none of our congressmen or senators had a chance to read, or even discuss, what they were voting on. Too bad the American public wasn't given their promised 48 hours to read the bill in order to find out how their children's and grand children's inheritance was being spent/wasted. Oh well, I guess we now know what "hope", "change", "transparency", and "bi-partisanship" really mean to Democrats.

OK, the $782 billion "emergency" stimulus bill now breathlessly awaits Obama's signature, but where is he? He's not in Washington waiting to put pen to paper and get the ball rolling. In fact, he's back in Chicago enjoying a 3-day weekend and will not get around to signing this bill until Tuesday.

So, I ask a simple question. What was the rush all about? If the Big O isn't going to sign the bill until Tuesday, why couldn't Congress and the American people have been given the weekend to read and digest 1,100 pages of Washington-speak? Could Speaker Nancy's flight schedule really been the reason behind all the rush?

As the old saying goes, "every cloud has a silver lining". I would personally like to thank Obama and the Democrats for helping to unify the Republican Party and for showing the American people just what happens when you give the keys of the Treasury to a bunch of big government, free-spending socialists.

2010 is looking brighter and brighter for Republicans now. Thanks guys!

It was a crisis several weeks ago. Since our elected nabobs didn't cave then, it is probably too late now so we can just avoid this bill and DIE.

Of is it that because we didn't get this bill several weeks ago when it was (also, still) a crisis, the bill we are considering now needs much more lard to pork it even higher. It we delay it more (by asking Pres. Obama to delay signing it for 5 days) it will have to go back to Congress for yet more lard. This endless circle could go on forever until we all DIE.

You are again exactly right, Paul, ALTHOUGH, I believe the bill is 1,100 pages, not 11,000. I made numerous contacts with my legislators, but being from Md.'s 3rd district, the 2 Senator's and Congressman have less backbone to stand up to Obama than his children probably do. I find the legislation abhorent, and not that not only did it's lack of PUBLIC exposure violate Obama's promise, CONGRESS ITSELF, just a few days earlier, had votes UNANIMOUSLY to post the bill on line for at least 24 hours before voting. I believe Valkeri wanna be, Speaker Pelosie killed that commitment personally.

Worldwide job losses from the recession that started in the United States in December 2007 could hit 50 million by the end of 2009, according to the International Labor Organization, a United Nations agency. The slowdown has already claimed 3.6 million American jobs.

High unemployment rates, especially among young workers, have led to protests in countries as varied as Latvia, Chile, Greece, Bulgaria and Iceland and contributed to strikes in Britain and France.

Last month, the government of Iceland, whose economy is expected to contract 10 percent this year, collapsed.

Just last week, the United States director of national intelligence, Dennis C. Blair, told Congress that instability caused by the global economic crisis had become the biggest security threat facing the United States, OUTPACING TERRORISM.

“Nearly everybody has been caught by surprise at the speed in which unemployment is increasing, and are groping for a response,” said Nicolas Véron, a fellow at Bruegel, a research center in Brussels that focuses on Europe’s role in the global economy.

In emerging economies like those in Eastern Europe, there are fears that growing joblessness might encourage a move away from free-market, pro-Western policies, while in developed countries unemployment could bolster efforts to protect local industries at the expense of global trade.

Open your eyes, cons. Stop fantasizing about how you're going to create another neo-con revolution and pay attention.

Insane policies
A few members of Congress read through one of the numerous versions of the spending bill & raised concerns. Some items were changed, others were not. Only to find out, the changes made the bill even worse, plus they were moved to other sections of the bill so one had to read the entire evolving document to find all of the changes. Based on the # of changes, that became almost impossible & especially if one's attention was diverted to a multitude of other issues at the same time.
But the real issue here is, insanity. Whether it is a Republican or Democrat, the national government policy is now, panic so they can act w/o citizen input. And as the "crisis" becomes more critical (according to what they tell us), they want to act out even more & more emergency actions. The media, who are so brilliant they think only they have the ability to be permitted to comment on anything, & the rest of America should shut up since they lack a pedigree or have not attended the right schools etc.
The time fast approaches when Americans will need to take back their nation. We are being forced to do so because we are left almost no other option.

Why the quick bill???
Question: If the Spending bill needs to be rushed through why is President Obama not signing it yet?

Answer: Obama is taking 3 days off Fri - Sun to go on a little vacation with his wife and celebrate Valentines day. I guess the bill isn't so dire after all.

We are told by the left that our ideas no longer have merit because the last election proved they are now the majority. We must change our principles to match that of the majority.

Who is this majority. They fall into two groups, according to data of the Federal Elections Commission. They are uneducated, impoverished welfare recipients or liberal intellectuals. Let’s take a hard look at this majority before we join their ranks.

The ignorant free loaders are the Nadya Sulamans, and Henrietta Hughes and Julios, those two among the many beggars at Obama’s recent visit to Florida. These pathetic losers have completely surrendered their magnificence as human beings. They’ve voluntarily donned the yoke of slavery and bow to secular potentates for meager provisions. We know that they are all beneficiaries of government largesse. Ms. Hughes was found to have already been offered job training, but refused, content to live parasitically off the taxpayers. Julio appeared to be mentally defective and incoherent. He wants to be a journalist! Of course

The intellectuals have indeed spent some time in high education. They memorized much data and have clever slogans when debating. But they understand nothing, cannot synthesize the data they’ve absorbed, and must be guided by socialist puppet masters like Al Gore and George Soros. They can’t pour urine out of boots with instructions written on the heels.

This is not a majority that is worthy of anyone having pride and dignity and still desires to be free. These are people worthy only of contempt.

Personally, I’ll remain a minority of one before I join that mass of human rubbish. Go ahead, call me wrong.

I certainly can't speak for the rest of the posters here but I find my information about what is happening in the world in a variety of locations. It starts every morning with the Washington Post. I also subscribe to the Wahington Times and read the Wall Street Journal on line. I'm also a subscriber to several on line sites that deal mainly with economics.

That might be something you should consider. Given your ignorance about how the world really works you should try and educate yourself as to where the policies our political "leaders" are taking us. We are being impoverished by the same policies that have impoverished third world nations for years. Letting the government run business is like giving liquor and car keys to teenagers. Only with the teenagers you end up with fewer crashes.

Coin Toss
After reading this article, I had an interesting thought. One of two things will result from the not so creeping anymore control all forms of government are forcing on its citizens. We will either succumb and become dutiful subjects or we are going to blow our stacks and forcefully take back control of our government.

It would seem from the evidence that the coin is already in the air.

It would be nice if you would try actually refuting something we say here, instead of just saying that we're stupid. Give us the facts. Just exactly how is this pork-laden bill going to get us out of the mess we are in? We only got into this mess by allowing government types to meddle in business to begin with. Let the bankers decide who they want to loan money to. They have some idea how to do it.

Obama: Exit Stage Left
The rammed through emergency measure was so important, but Obama did not sign it Friday night, Saturday morning or declare all government offices open 24/7 until the crisis is resolved completely. Instead Obama is delaying signing for his Denver campaign show, again at hundreds of thousands of dollars of our money to haul him and all required for Presidential travel from DC to Denver and back.
If GWB had pulled a stunt like this the Lib Dem Obamaniacs would have howled for his lynching. Oh, wait a minute, they are already anyway and Cheney's too.
The only crimes Bush/Cheney have committed are dealing with Islamic jihadists trying to take over the world for Allah. Bush/Cheney have done this better than almost all of the four Presidents and VPs before them, certainly better than Carter and Clinton.
Obama shows some promise. He did vote for renewal of FISA before his inauguration. He has not closed Gitmo nor decided yet what to do about the nice men there after ordering suspension of their trials. He has let strikes continue in Afghanistan and Pakistan killing "civilians."
So, staying calm as this frenzy swirls around us, we wait, watch and hope for good results. Even a dying person I have heard clings to hope for change, good change, improvement.
I wonder if Obama will have his Coliseum model flown into Denver again for his Tuesday show. I guess we’ll just have to wait and see. I wonder also where he will stage his show for the next Porkulus package he has in the works already.
Maybe it’s time to stop the pork-production mill.

This isn't about Dems vs Rep. The question for Washington is ... which of you are Americans? The 'spending' package couldn't have been less American.
More people have been killed on the Mexican/ American border in the past six months than were killed in Iraq. BUT, I'm being a 'racist' because I don't want to support people who are killing Americans, then demanding rights here.
Politicians want 'smoking cessation', but have NO problem with Americans getting hooked on the cocaine, heroin and grass that is coming unchecked over the border.
Politicians don't want small businesses to thrive, but everyone will be checked for venerial diseases.
What Politicians have taught us?
Don't bother telling your children that they can be anything they want...because they can't.
The 3-4 million jobs you speak of will go to illegal aliens - not Americans.
Our country is no longer safe.
Our dear politicians are grilling auto makers and want to ban raises and/or bonuses because 'they now work for the 'People' who bailed them out'. Congress works for the people (?), but they gave themselves a raise before Christmas. Talk about not earning or deserving it! I want that money back!
Why are people so willing to give up the Constitution, the Bill of Rights, and the laws of this nation...for a 'leader' who will tell them what type of car to buy, how far they can drive, what radio and TV they can listen to, what foods they can eat, where they should volunteer, what they should study in school, where they should work and how much they should make. I truly don't understand. But, now that we are a Socialist country, equal to all others, there really isn't much incentive to stay. God knows, there is no longer an American Dream.

Not passing a bill is a good thing. Passing it is not, usually. (Unless it's repealing laws already passed.) We have too many laws, and government spends too much money already.

As for where you can roam armong the fringes? Not here. Try DailyKos and MoveOn.org. Those are fringes.

The position you take in your ‘Reply #14’ post is intellectually and logically untenable. Clearly Congress should never vote on a bill it has not read much less digested and considered. Justifying a vote against such a bill that the majority party has forced to a premature vote, as the Democrats have done in the case of this ‘Stimulus Bill’ is easy. It is the only honorable, and reasonable thing to do. Voting for such a bill can never be justified and pretending to believe otherwise is simply rabid, knee-jerk partisanship. Please refrain from posting such ignorant comments in the future. Every time you do so you just subtract from the sum total of human understanding.

Indie since you quote Rubicon I address both of you here. To imagine anyone read that bill is unreasonable and naive. "A few" is a vague, relative term; "many" might just as well be used for the "concerns" raised. Further only one concern depending on the significance of its impact on the nation and its people could be enough to toss out the entire bill and start over in a truly bipartisan and collegial - open and fair - way.
Unreasonable: A few book examples: The final bill is over 1000 pages, 8# - a heavy, newborn baby weight. Mandingo in paperback, 640 pp.; Mein Kampf, avg. 707 pp; War & Peace, 1000+ pp.
A thousand or so pages will get you from Genesis thru Song of Solomon in the Bible.
Naive: Ask any C/M, staff aide, D.C insider, Congressmembers seldom write small, whole bills let alone read bills on which they vote.
Few/Many: More concerns are raised every day as the bill is read, even in part.
Bipartisan/Collegial: Obama spoke of bipartisanship. Pelosi said she was not there to be bipartisan and certainly showed so on this bill, so also Reid and as the heat over the bill increased Obama did too. 3 "Republican" Senators voted for the bill; 0 in the House. (cont.)

Obama said pending legislation would be made available to the public which includes Congress. The bill passed late Friday night, pending only Obama's signature on Monday in Denver to become law. Slooow signing action by a President on am "emergency" bill rushed through the Congress in less time by far than it will take either of you to read the book examples I listed above.
And don't even start up with me about "obstructionist Republicans," not after all but one of Obama's appointments who have not declined or dropped out have been approved in bipartisan ways, and the sorry record of Democrats for the past 9-10 years, including Obama for 142 or so days in two of those years.

You, one more than the other, sound like parrots squawking Lib Dem Obamaniac talking points. Let us know when you have read this post to you, also part then all of the bill/law.
