President Bush and Congress just agreed to borrow $700 billion to bailout insolvent financial firms. Your share in this wager is $2,292.60. For a family of four that comes to $9,170.40

And you didn’t get to vote on it.

If you’re unhappy about that, you get to choose from two major party candidates for president who both voted for the bailout. (All the minor party and independent candidates, both left and right, were against the bailout.)

Compare our federal dysfunction to the menu of real choices awaiting voters at the state and local level — especially in the 24 states that enjoy a process of initiative and referendum.

Here’s my list of the Top 10 issues on state ballots this November:

  10. Washington State I-985, The Reduce Traffic Congestion Initiative. The Seattle area is home to some the nation’s most horrendous traffic. This initiative promises to kick out those jams by requiring synchronized traffic lights, opening up high-occupancy-vehicle lanes and mandating a higher proportion of current funds be spent to reduce road congestion.

The measure is promoted by the state’s leading initiative activist, Tim Eyman, who has passed eight initiatives in the last ten years — to enact tax cuts, spending restraints and produce performance audits of government. I-985 is ahead in early polling. If it passes and succeeds in easing gridlock, frustrated commuters in other initiative states will want to travel this same route.

  9. Colorado Amendment 46, Civil Rights Initiative. Ward Connerly’s efforts to end racial and gender preferences — so-called “affirmative action” programs — have been fiercely fought. Yet, the measures have won in every state where voters have gotten to choose: California, Michigan and Washington. Though campaigns of harassment against petitioners in Arizona, Missouri and Oklahoma helped block the idea from gaining a spot on those state ballots, the issue will be voted on in Colorado and Nebraska. It is expected to pass in both states.

  8. California Proposition 4, Abortion Waiting Period and Parental Notification. Prop 4 requires a minor to wait 48 hours after a physician notifies a parent – or in the case of alleged parental abuse, an adult relative – before an abortion can be performed. Similar measures in 2005 and 2006 failed, but those initiatives lacked the alternative of notifying a relative rather than a parent. The third time may be a charm — a recent Field Poll shows the measure narrowly ahead.

Abortion is also at issue in Colorado, with Amendment 48, which defines “personhood” as beginning at “the moment of fertilization,” and in South Dakota, with Initiated Measure 11, a ban on all abortions, except in the case of rape, incest or a threat to the mother’s life.

  7. Massachusetts Ballot Question 2, The Sensible Marijuana Policy Initiative. This measure would make the possession of less than an ounce of marijuana a civil offense, punishable by a $100 fine, rather than a criminal offense. In an interesting twist, it appears that 11 district attorneys broke Massachusetts campaign finance laws by spending money against this measure before forming their Coalition to Save Our Streets. Campaign finance laws are so byzantine that even the DAs can’t follow them.

Michigan voters will decide Proposal 1, a measure to permit the medicinal use of marijuana, and Californians face Prop 5, the Nonviolent Offender Rehabilitation Act, which would move the state even further toward a policy of treatment, rather than incarceration, for drug offenses.

  6. Arkansas Proposed Initiated Act 1, Unmarried Couple Adoption Ban. This statutory measure bans unmarried couples from adopting children or serving as foster parents. State government policy had restricted same-sex couples from becoming adoptive or foster parents, until the policy was challenged by the ACLU and overturned. This initiative would set a broader state policy whereby no unmarried couples – heterosexual or homosexual – could adopt children or be foster parents.

If it passes, it is likely to be repeated in other states. If it fails, along with likely failures of same-sex marriage bans in California and elsewhere, sexual orientation politics may begin a new chapter.

Arizona’s Proposition 102 currently leads in the polls, but is relatively close. It’s similar to Proposition 107, which in 2006 became the first same-sex marriage ban to be defeated by voters in any state. But Proposition 102, unlike its predecessor, doesn’t prohibit domestic partnerships or civil unions. Marriage amendments also face tough tests in California, where Prop 8 is far behind, in part due to a controversial ballot title by Attorney General Jerry Brown, and in Florida, where Amendment 2 is polling well over a majority but short of the 60 percent super-majority now required for enacting state amendments.

  5. Colorado Amendment 47, Right to Work. This amendment would allow any employee in a unionized Colorado workplace to freely choose whether or not to join the union. It is now being opposed by a united big business/labor coalition with a campaign war-chest of nearly $15 million, after a long negotiated deal whereby business interests agreed to help fund the campaign against this measure in exchange for organized labor withdrawing four initiatives (Amendments 53, 55, 56, and 57) that would have tilted policy toward labor.

The business/labor coalition is also opposing Amendment 49, which stops state and local government from deducting union dues from employees’ paychecks, and Amendment 54, which prevents recipients of government no-bid contracts (totaling $100,000 or more) from making political contributions.

Colorado was poised for a fierce battle between business and labor interests until last week’s agreement. Now, these three measures face a multi-million dollar onslaught from the state’s most powerful political players.

  4. North Dakota Measure 2, A Corporate and Personal Income Tax Cut. Proposed by the North Dakota chapter of Americans for Prosperity, this statutory initiative would reduce state income tax for individuals by 50 percent and the corporate income tax by 15 percent. Former Governor Ed Schafer has endorsed the initiative, while the American Association of Retired Persons (AARP) and the North Dakota Farm Bureau oppose it.

A different tax battle rages next door, where the Minnesota Sales Tax Amendment, referred to the ballot by legislators, would raise the sales tax rate by 3/8ths of a cent to fund natural resource protection and cultural heritage programs. The Taxpayers League of Minnesota is leading the opposition, along with the state Chamber of Commerce and Farm Bureau.

These two states may help set the mood on taxes as economic times get rougher. But a number of other tax measures await voters in other states. For instance, Arizonans will face the “Majority Rules Initiative,” Proposition 105, that would require any initiative increasing taxes or requiring greater spending to be passed not just by a majority of those voting, but by a majority of all registered voters, a nearly impossible threshold to reach. Maine voters may veto Governor Baldacci’s tax increase on beer, wine and soft drinks to fund the Dirigo Health Choice program, after citizens collected enough signatures to force a referendum. Massachusetts voters can, though likely won’t, repeal their state income tax via Question 1. Oregonians will decide whether to allow state income taxpayers to fully deduct their federal income taxes ala Measure 59.

  3. South Dakota Initiated Measure 10, The Open and Clean Government Act, would prevent the use of public funds for any “campaign, lobbying, or partisan purposes.” The measure prevents those who receive no-bid state contracts from making political contributions to the politicians awarding them the contract. Measure 10 also blocks the current practice of laundering tax dollars through county and municipal associations and other tax-supported groups to then be used in ballot measure campaigns and lobbying efforts.

Not surprisingly, the South Dakota Association of County Commissioners, supported by tax dollars from each of the 66 counties in the state, is opposing the initiative. Both the state’s Republican and Democratic parties also urge a No vote on Measure 10.

  2. California Proposition 7, Renewable Energy Generation. This statutory measure, known as “Big Solar,” would require utilities to generate 20 percent of their power from renewable energy by 2010, 40 percent by 2020 and 50 percent by 2025. Supporters claim it will make California a leader in renewable energy and improve the environment. Opponents say it will cost consumers dearly in higher utility rates and could be counter-productive in developing renewable energy.

A July Field Poll found Californians largely unaware of the measure, but 63 percent were supportive compared to 24 percent against it. However, opponents, with help from PG&E and Edison, will have the funds to get their message to voters.

Another California measure, Prop 10, sometimes called “Big Wind,” would provide $5 billion in bond money to subsidize alternative fuels. Missouri voters will decide Proposition C, which, similar to California’s Prop 7, would mandate that 15 percent of the energy generated or purchased by investor-owned utilities be from renewable sources.

  1. Constitutional Convention Calls in Connecticut, Hawaii and Illinois. Eleven states require that voters automatically be asked whether to call a constitutional convention to consider amendments and revisions to the state’s constitution every ten or 20 years. This year a question appears on the ballot in Connecticut, Hawaii and Illinois.

These questions tend to fail by significant margins, but with voters so thoroughly dissatisfied, that might change this year. Grassroots campaigns to win a Yes vote have sprung up in all three states. Campaigns against holding a convention have organized, too, funded by powerful business and labor interests in each state.

In Connecticut and Illinois, there are two striking features of the campaigns in favor of a convention. First, the coalitions include anti-tax conservatives alongside social justice advocates. Second, this broad coalition doesn’t speak of enacting their diverse agendas. Instead, the main focus is on obtaining a statewide process of voter initiative and referendum (and in Illinois’ case, recall, too). These voter-powered reforms are seen as the critical step to making government in some way accountable to the public.

Back in the summer, a poll showed the Illinois constitutional convention question ahead, but the opposition is much better funded and organized. And the measure must garner a supermajority, 60 percent of the vote, in order to prevail.

In Connecticut, the last time a question was on the ballot it got creamed, 3 to 1. Still, there is strong support for allowing voter initiatives, and the convention is arguably the best way to enact that process. Recently, Republican Governor Jodi Rell endorsed a Yes vote on the convention, for just that reason.

We may not always like our choices, but we want to make more of them — to have more control over our government. Though no process is ever perfect, this November’s 61 statewide initiatives and referenda, along with another 84 measures referred to state ballots by legislators, give voters more say.

That’s a step in the right direction.

five Oregon measures
Here in Oregon, in addition to the measure to stop double taxation of income, which Paul Jacobs mentioned, we have a measure to require English Immersion for immigrant students, a measure to require merit pay for teachers, a measure to allow $35,000 in remodeling on your home without a building permit, and a measure to prohibit the use of the public payroll system to collect political funds for public employee unions. We also have a measure to require mandatory sentences for burglars, car thieves, identity thieves and meth dealers. Bill Sizemore

Throw the bums out!
(1) Health care costs, not coverage, are out of control. Hospital charges of thousands of dollars a day are absurd. Drug costs of thousands of dollars per treatment are outrageous.
(2) Our non existent energy policy has brought us $4/gal. gasoline, and inflated costs of almost all our staples. The only legislation passed addressing energy has exaggerated our problems, such as promoting ethanol thereby driving the price of corn and other grains to hundreds of percentages of price increases. The transfer of wealth of our nation to hostile nations of the world is incredibly unsustainable and yet our government has done nothing to address the issue.
(3) Our Internal Revenue Code now numbers in excess of 50,000 pages. With each legislature addressing the need to simplify the monstrosity, the unfairness of this law grows. Special interests paying lobbyists and legislators have made a travesty of the income tax. Bring on the FAIR TAX!
(4) The fiscal responsibility of both the administrative and legislative branches of our Federal Government has disappeared. The cry of Democrats being the tax and spend party ring hollow as the Republicans have become the tax refund and spend party. The most recent $150 billion earmark to the $700 billion bailout is just the latest in an incredible display of irresponsibility.

As voters, we need to never vote for an incumbent office holder until they eventually address the needs of our nation. NEVER VOTE FOR AN INCUMBENT!

This piece doesn’t even begin to list the failures of our Federal Government. We have had major issues facing our great nation for decades and both the administrative and legislative branches of our Federal Government have ignored them. In fact, in the case of “entitlements,” they have piled on another one in the prescription drug benefit act. We are dying for our government to show some responsibility.

If incumbents are incompetent and get reelected year after year whose fault is it?

This whole mess should be a wake up call to us to know how our Congressmen and Senators are voting on issues. There is no excuse anymore for being uninformed.We have access to every vote our elected officials cast.It's called the INTERNET! And if you don't like how they're voting...,E mail them, or give them a call.It's as simple as that.

I am tired of people spouting off and blaming Bush for everything, even acts of nature like Katrina.Now he is being blamed for the bailout.People act like our congress and senate don't even exist. If you are inclined to point fingers and place blame please Americans...,point the finger of blame at yourself too.

"People get the leaders they deserve". This will be a very telling election.And the choice for the direction this country is heading has never been more clear. Check out your incumbent's voting record. Read about Barry Dunham's political philosophy and John McCain's. Look at where they really stand on issues like the war on terror, earmarks, abortion, taxes, immigration et al.

So many Americans today put more thought into their vote for the next American Idol than they do their vote for elected officials.

Issues
1) Never Vote for an Incumbent is not necessarilty correct. There are some representatives who do their best to do what is best for their constituents, state and country. Its just that there are very very few of them.

2) Medical costs are the problem as one writer said. Hospitals are NON-PROFIT institutions making millions of tax free dollars and at the same time running to the Federal Tax-Payer funded well for more earmarks. For example Sen. Obama earmarked hundreds of thousands of dollars for the University of Chicago; where Michele Obama is employed. University of Chicago not only has a very large endowment but is making millions of dollars tax-free every year.

3. Here in Illinois 3 or 4 of the last six Governors have been incarcerated for corruption. The current Governor Rod Blagojevich also has some issues, such as trading clout and campaign contributions for jobs. One individual who has already been convicted is Tony Rezko who also gave help and campaign contributions to Sen. Obama. An associate of Tony Rezko also contributed to the Presidential campain of Se. Joe Biden. Most of the corruption starts in Chicago's Political Machine and the Crook County politics.

So yes there are many bums to be thrown out including Sen. Dodd, Schumer, Kerry, Durbin, and Representative Barney Franks, Speaker Pelosi and others. Don't look at how much money they have brought back to the district (earmarks) but look at how much they have enriched themselves.

Incompetent incumbents?
Incumbents are rarely incompetent. Invariably their job is to get re-elected and they are remarkably able in that effort. The indicted senator of Alaska and the indicted congressman from New Orleans are prime examples of the arrogance of these people. They obviously consider the voters to be stupid; perhaps we have been. While there may be a few incumbents worthy of re-election ( at one time I considered John McCain to be in that number until he promoted the recent bailout that contained $150 billion of earmarks), they are hard to find. Perhaps Senator Tom Colburn of Oklahoma is one to be re-elected, but until the legislature begins to address the real problems of our nation, I WILL NOT VOTE FOR AN INCUMBENT.

Can the Democrats Seize Permanent Power?

If Barack Obama is elected President, he and the Democratic controlled Congress can quickly consolidate power.

The 5.3 million felons who cannot vote will be quickly granted full voting rights in Federal elections. The vast majority of these felons will vote for Democrats. As a repayment for the felon vote, sentences will be cut short and many will be pardoned.

The 20 million illegal aliens will quickly be granted amnesty, full voting rights, and full entitlements. Most of these new citizens will vote for Democrats. As a repayment for the illegal alien vote, full Medicare, Social Security, and other welfare benefits will be extended to these new citizens. There would most likely also be reparations paid to these aliens to make up for the years of discrimination they experienced because they were in the United States illegally.

It is said that if Barack Obama were elected, his Far Left actions would rouse the voters to toss him and the Democrats out of office. With the addition of 10 to 25 million new voters on the Left, this may not be possible.

We need some Bright Lights on Congress: BLOC Pork, inefficiency and mismanagement. Many of these initiatives are the result of America's deep satisfaction with Congressional lack of accountability. Congress not only wants to waste our money, they also want to waste our time telling us why it's never their fault.

Patrick I don't know your background but your naivete is betraying you. AIG sold insurance to back this fraud and countries, China and Saudi Arabia to name two, bought it. Now they want to be made whole or they threaten to stop buying US Treasuries. As long as sub-primes exist and continue to be originated, this is going to continue. The only answer is the time tested free market unencumbered by the moronic congresscritters.

Weownthenight, I doubt you are correct in stating the Chinese and Saudis will quit buying U. S. Treasuries unless AIG makes good on credit swaps they may have purchased. All that foreign money will continue to flow into U. S. Treasuries until those countries find a better place to park the $2 billion each day they need to invest. Unfortunately, that $2 billion per day is coming out of our domestic economy. We are selling our birthright, and at an alarming rate.

If our pathetic leadership would address the issue of energy independence, over half of that deficit would disappear. What is so frustrating is this has been an obvious problem since the days of Jimmy Carter and yet no administration and no legislature in the intervening 35 years apparently give a damn.

It's a shame one of Jacob's editorials is not found or not available. Keeping track of all the Propositions in 2 states, much less all of them, is difficult. However, any vote in any state to take this congress, whether state or federal, back to the American people deserves careful study and a thoughtful vote. I applaud Mr. Jacob's well written definition of these problems. I applaud all Americans who vote to get this government back to U.S. All of U.S.

Give Sarah Palin some positive press!

I was impressed with Palin when she became Gov. and immediately set about cleaning out the corruption IN HER OWN PARTY!!!

Who ever heard of THAT before? And then, she went about taking care of the people in her state. Who ever heard of THAT before?

She sold the state owned jet (a HUGE expenditure) and got rid of her chauffeur, and the exec. chef. (Personally, I can't figure out getting rid of the CHEF! As I said before, I'd be KEEPIN' the chef, regardless of who had to pay! lol)

And the left doesn't seem to understand exactly what governing AK means. Palin has dealt with issues and concerns that NO OTHER GOV HAS HAD TO FACE.

Palin is by no means perfect, and probably does have a learning curve ahead of her. No different from any governor who has become pres. or VP.

I just chuckle because the libs are making such a fuss about Palin, but no such fuss about Clinton. Huh?

However, no matter how you cut it, she has the exec. experience necessary (which neither Marxist Obama nor Bonehead Biden have) and she's got the INTEGRITY (which neither Marxist Obama nor Bonehead Biden have) we so desperately NEED in DC.

Most of my friends agree that we need McCain/Palin... even some of those who would not have otherwise voted for McCain.

But then, most of my friends are pretty bright and educated.... and I think that's who you'll find backing McCain/Palin,

As a former investigative reporter, I faxed 200 Congressional reps over Sunday night & warned them if they vote for this Bill voters would take them out. Check the Web for those who did.
Go after the people who caused this problem, including any politicians who pushed the Acorn deal and then blocked investigations into Freddy Mac and Fanny Mae; and leaders of the 2 orgs. Take their profits away, put the leaders in prison & privatize Freddy Mac and Fanny Mae. We shouldn't be in the housing/lending business.

Vote out corrupt politicians, sue them and all the others, & take all their profits. Obama & Ayers were leaders in this Acorn fiasco. If Obama comes anywhere near the lead in OH, a thorough investigation should be made into the eligibility of any voters that Acorn registered, as they are already under investigation for voter fraud.

Above all, Pelosi, Reid, Paulson, Frank, Dodd, & Cox need to be fired, and don't give Congress or the Senate a Dem majority.

Did Barack Obama chose the organizations he associated with as carefully?

The Association of Community Organizations for Reform Now (ACORN) is a grassroots political organization.

ACORN invited Obama to help train its staff. Moreover, Obama eventually would sit on the Board of the Woods Fund of Chicago, which gave a number of sizable grants to ACORN.

In April 2007 The Nation reported, “Today Obama continues his organizing work largely through classes for future leaders identified by ACORN and the Centers for New Horizons on the south side [of Chicago].”

1) ACORN is the largest radical group in America, with 175,000 dues-paying member families, and more than 850 chapters in 70 US cities.

2) ACORN is implicated in numerous reports of fraudulent voter registration, vote-rigging, voter intimidation, and vote-for-pay scams during the 2004 election.

In September 2008 the Board of Elections in Cuyahoga County, Ohio accused ACORN's paid workers, who had been tasked with registering as many pro-Democrat voters as possible, of submitting fraudulent voter-registration cards.

According to the Board, ACORN workers had commonly turned in separate cards with duplicate names but different addresses or different birth dates. Other cards listed people living at an address that was not a residence.

Meanwhile, the U.S. Attorney's office in Michigan indicated that it might prosecute ACORN for similar voter-registration scams in that state.
