Dumbing-Down the U.S. Navy

Do you feel the leaked information from a global warming alarmist organization is meaningful?



"Naval Academy Professor Challenges Rising Diversity," ran the headline in The Washington Post.

The impression left was that some sorehead was griping because black and Hispanic kids were finally being admitted.

The Post's opening paragraphs reinforced the impression.

"Of the 1,230 plebes who took the oath of office at the Naval Academy in Annapolis this week, 435 were members of minority groups. It's the most racially diverse class in the nation's 164-year history. Academy leaders say it's a top priority to build a student body that reflects the racial makeup of the Navy and the nation."

Who can be against diversity?

What the Post gets around to is that 22-year English professor Bruce Fleming objects to a race-based admissions program that was apparently used to create a class that is 35 percent minority.

According to Fleming, who once sat on the board of admissions, white applicants must have all As and Bs and test scores of at least 600 on the English and math parts of the SAT even to qualify for a "slate" of 10 applicants, from which only one will be chosen.

However, if you check a box indicating you are African-American, Hispanic, Native American or Asian, writes Fleming, "SAT scores to the mid 500s with quite a few Cs in classes ... typically produces a vote of 'qualified' ... with direct admission to Annapolis. They're in and given a pro forma nomination to make it legit."

If true, the U.S. Naval Academy is running a two-tier admissions system of the kind that kept Jennifer Gratz out of the University of Michigan and was declared unconstitutional by the Supreme Court.

"Minority applicants with scores and grades down to the 300s and Cs and Ds also come, though after a year at our taxpayer-supported remedial school, the Naval Academy Preparatory School."

If true, this is a national disgrace. It would represent a U.S. Naval Academy policy of systematic race discrimination, every year, against hundreds of white kids who worked and studied their entire lives for the honor of being appointed to the U.S. Naval Academy and becoming career officers in the Navy or Marine Corps.

If true, what Annapolis has done and is doing is worse -- because it is premeditated and programmed racism -- than the cowardly act of the New Haven city government in denying Frank Ricci and the white firefighters the promotions they had won in a competitive exam. At least New Haven could say it acted out of fear of being sued.

Yet, Chief of Naval Operations Adm. Gary Roughead and the Superintendent of the Naval Academy Vice Adm. Jerry Fowler seem quite proud of what they are doing.

Fleming quotes the CNO as saying that "diversity is the number one priority" at the academy. Fowler says he wants Annapolis graduates who "looked like" the fleet, where 42 percent of enlisted personnel are nonwhite.

The diversity midshipmen, says Fleming, who teaches them, are over-represented in "pre-college lower track courses, mandatory tutoring programs and less-challenging majors. Many struggle to master basic concepts."

Thus, though unqualified for college work, these students will be operating the most sophisticated and complex weapons systems ever built -- aircraft carriers, Aegis cruisers, nuclear submarines.

"First of all, we're dumbing-down the Naval Academy," charges Fleming. "Second of all, we're dumbing-down the officers corps."

Supporting Fleming's claim, 22 percent of incoming plebes in 2009 had SAT scores in math below 600, compared to 12 percent in 2008.

If the facts are as Fleming states -- the academy is accepting dumber and dumber students to get its racial composition right -- who can deny that the price of diversity is deliberate acceptance of a less able and competent United States Navy?

"Diversity is our number one priority," Roughhead is quoted. Can one imagine Adm. Chester Nimitz or "Bull" Halsey making an insipid statement like that? Can one imagine what Adm. David "Damn the torpedoes! Full speed ahead!" Farragut would have thought of such a policy?

Whatever happened to the Hyman Rickover-Jimmy Carter motto for the Naval Academy and U.S. Navy: "Why Not the Best?"

Consider. If hundreds of black and Hispanic kids who applied to the academy had been rejected though they had higher grades and SAT scores than those admitted, this story would not have been in the Metro section of the Post. It would have been bannered on page one. And Roughead and Fowler would be explaining to a congressional committee why they should not be relieved of their commands.

Fleming, who still teaches at Annapolis, and has likely had some unpleasant moments since he blew the whistle on his superiors, has shown considerable moral courage.

Hopefully, Congress will show the same moxy and investigate this outage. Hopefully, some of those white kids, cheated out of their life's dream of attending the Naval Academy -- while less qualified kids were admitted -- will sue the academy, just like Frank Ricci and those gutsy firefighters sued the city of New Haven.

Clarity over agreement
Tinsld2, your most recent posts do not address the substance of my arguments, but that's OK. We can argue this until the cows come home, but you haven't changed my mind, and I obviously haven't changed yours, so let's just agree to disagree, shall we?

Why are we arguing? This is all academic, anyway, the military doesn't give a hoot what I think of their procedures and tests. See you around...

I served in the U.S. Army from 1969-1974. At that time testing requirements to get into O.C.S (Officer Candidate School) was a score of 110. However, the scores were lowered for minorities by at least 30%. And this was
documented in the Army Regulations Manuals. So much for equation for equality. For flight school the score was 115 and I wouldn't be surprised of a similar percentage drop there either. However, I never set out to check back then other than O.C.S.

treatment? Yale is way different than it was 45 years ago when W was admitted. W was not an isolated case. The point of the SATs, when first developed, is that it gave a shot to qualified non-rich/connected students. That is, starting in the 1930s-1940s elite schools started looking at test scores and started letting in kids that in the past would not have been admitted. Before preferential treatment, many so called minorities were admitted to elite schools based upon achievements (two famous examples are Thomas Sowell and Paul Robeson). Now, if you look a certain way (black) it is assumed that you did not earn your way into a school. What a shame. My family had it much worse than blacks did -- what Western Ireland dealt with over the course of 800 years was way worse. My family needed no preferential treatment to "make up" for the past. What can Obama point to -- what discrimination did his family suffer? We do know that his family owned black slaves (unlike most of us typical white people).

A Dumbed Down America!
A dumbed-down America is apparent. 52 percent of the popular votes cast went to Obama. Case Close on Dumbing Down. The job is complete.

If you want to know where to start with Great Big Thank Yous for this debacle, start with LBJ and the beginning of the Socialization of Public Education. In 43 short years, we have gone from #3 in the world for public school academic outcomes to a Whopping #28, which is behind many third world countries, and you have LBJ, The U.S. Department of Education (a gift by Socialist Jimmy Carter to the National Teacher Unions), and The Teacher Unions for this perfectly Dumbed Down Society, and of course the MSM and Hollywood have ceertainly done their part. So, say Thanks to All the Above for a thoroughly Brainwashed and Dumbed Down Society that would Elect the likes of Obama, Nancy Pelosi, Barney Frank, and Harry Reid, and allow them to do to this country what they are currently doing.

Georgiaboy and meritocracy

Absolutely correct and the Army Physical Fitness Test (APFT) measures performance and grades Soldiers on how well they maintain their fitness levels, rewarding those that do well and requiring remedial effort for those that do not.

The way that Georgiaboy would apply the test is however the opposite of the meritocracy he claims to promote.

Again the stated PURPOSE of the test is one part of a measure of overall "fitness". It is not an indicator of Job performance or readiness. I still do not think Georgiaboy understands the tests purpose. If he did then he would have to consider the following example.

An typical 22 yr old male in minimal levels of fitness can do about 40-50 pushups and run about a 15 min two mile run. This individual would be graded in the minimal range on his APFT scores and his scores and corresponding evaluations could reflect his minimal effort at maintining fitness.

A typical 22 year old female that could do 40-50 pushups and run a 15 min two mile would be considered VERY fit. SHe would demonstrate with those scores that she put in MAXIMUM effort at maintaining fitness, was more then likely in better general health (The APFT is just one part of the health assesment)and her level of fitness should be recognized.

A person of either gender that can score the maximum for their age group on the test is likely to be more energetic, healthier and more fit.

However, Georgiaboy seems to want to give the sluggish male that expends little effort and is in poor shape the same reward as the female that is in great shape. The exact OPPOSITE of a meritocracy.

Now remember that APFT and fitness are only a small part of a Soldiers evaluation. The biggest criteria is how well they can do their job.

The APFT in no way hides that males and females and people of different age groups have different physical attributes.

It HIGHLIGHTS and acknowledges those differences. If a typical male and female train at the same level of intensity no one thinks that the typical female will do as many pushups as the male. That is what the APFT is designed to test. The level of fitness that a person achieves as a part of an overall fitness assesment. The second part is a height and weight part and again allowances are made for a middle age man to have a bit more body fat then a 22 year old and women have different body styles also.

The current APFT system rewards effort put in to physical fitness. A person that works hard and stays in shape is rewarded over on that doesn't.

EVERYONE is held to the SAME standard. 60% pass 100% max.

The APFT does NOT test nor is it designed to test a persons ability to do their job as a Soldier. A tanker who can run fast and do a million sit-ups still needs to lift a tank round, and rightfully so there are no female tankers.

A mechanic needs to have the strength and endurance to do a vehicle service and a computer geek needs to be able to fix computers and networks. Everyone has a job and is evaluated on that job.

Running two miles fast has NO bearing on the computer geeks ability to do their Job. Just their overall fitness level against peers in their age group.

I think you place an inordinate amount of importance to the APFT relative to a Soldiers Job. Ability to do a job is More importnat and effort in maintaining fitness is key.

You state that "the army does not use set-asides, you either pass or you don't." You are splitting hairs here. The test is rigged to favor some groups but not others. Why? Because having a uniform fitness standard across both sexes would cause some inconvenient truths to come to light, namely that male and female soldiers differ greatly in their psychological and physical attributes and are not physically interchangeable, a result that cowardly politicians and senior brass won’t tolerate. Making the test easy enough to permit most female soldiers and recruits to pass, and it won’t challenge most males sufficiently. Make it tough enough to challenge the men, and it is too hard for most women to pass. Gender and age “norming” are intended to camouflage the fact that some soldiers are held to a higher standard than others, and allow the army to act as if it has unbiased standards when in reality it does not.

The issue here is – or should be – one of performance, of recruiting, training and using intelligently our most precious resource – people – to fight and win wars in the lowest cost of blood and treasure possible. I do not think that the armed forces PFT is a very comprehensive or thorough measure of physical fitness – but that’s a topic for another post. What I do believe is that if there is to be a standard of physical fitness, then it should be applied uniformly, without the testing bias, weighting or statistical manipulation it now has. If you want to test older or female recruits under a different standard of fitness, fine, just don’t sit and tell me that the current system is either fair or unbiased. It is neither. Our nation become great in part because it has been a meritocracy in which performance is the highest standard of success or failure. We are moving away from that at great risk to our way of life and past standards of excellence.

I agree that the PFT is not a job test; clearly the army cannot test each and every one of the tasks performed by soldiers; that is a physical impossibility. However, what does the PFT measure then? They use the word “test,” which implies measurable results that can be ranked and used to predict performance. If the PFT is not a “jobs” test, why is it used as a component of fitreps, promotion packets, and in duty assignments?

You wrote that the PFT, “measures a level of fitness, not the ability to lift heavy objects.” “Level of fitness” is a vague statement that can interpreted to mean almost anything; be more specific. My take is that the army is using the PFT as a predictor of whether personnel will be able to perform the tasks assigned them, whether humping a 70-lb. ruck or manning a radar scope. Please note that the PFT is a predictor of performance; it does not test the actual tasks to be performed in the field (with the exception of running, and since the PFT isn’t done in boots anymore, it isn’t a very realistic test these days).

Moreover, why have a separate standard of fitness for either sex or different ages? Wouldn’t you be angry if when you had taken a chemistry test in high school, the teacher said you had to attain a 90% correct score to get an “A” but that your classmate had only to attain an 80% to get the same grade? You’d be upset, and rightly so. How are separate but unequal standards on the PFT any different?

There!! We said it, so that MAKES IT SO!! Horse Pucky!! I wish I had never seen this essay much less read it! In my 25+ Military Career I (Mid 50s-Late 70s) I came to know many fine Officers and *Color* didn't seem to enter into it, at least not in my perspective. Can't say I ever worked for a Naval Officer, but doubt that would have mattered.. But that was "the Old, Unenlightened Years" RIGHT??
I'm certainly out of touch with todays' Services, but I KNOW THIS!! Even though I'm certain that the NCOs still RUN THE SHOW, even the Perception of incompetence in ANY Officer is a Recipe for Disaster!! Officers are Taught by their NCOs (at least the ones who WANT to learn) and that's the way it Has To Be!! Sure glad I'm well established in my OWN Bunker!! CHEERS

If this is a real issue the supreme court will eventually be called into play to decide what is right to allow more minorities into the academy. I hope that they not only have the heart but also the skill and knowledge to do the job.

Son, I just spent eight years in the Marine Corps Infantry, and I can tell you some of the smartest people I have ever met have been grunts. We win time and time again not because we have the biggest guns, but because we think.

Let me ask you this. You are leading a squad on a foot patrol through Fallujah. Your lead fireteam takes contact from the second story of the building to your left. The closest air asset is twenty minutes away. You have no indirect fire support because you are in a densely populated area. Two of your Marines are already down. It appears there are at least four enemy firing at you.

What do you do?

I gave a big chunk
of my life to the USN. First as an enlisted woman from 1978 to 1983, enduring the most blatent, hostile discrimination and sexism around. I was accused of being a "woman of loose morals" because I didn't put out, or was made fun of because God blessed me with a big chest. I've heard every WAVE joke there ever was. In 1982, I met the love of my life in Rota Spain. We had an "accident" that turned out to be our oldest, active duty Air Force son who joined immediately after 9/11. I wore a maternity uniform, and also did full field days, including sweeping, mopping, waxing, and buffing the deck up to my 9th month without complaint. I did leave the service early, but I became a Navy Wife, enduring long separations from my husband for the next 17 years. Also without complaint. In between, we were blessed with another son, who will be completing a tour of duty in Afghanistan with the Air Force soon.

Hey, thanks for posting.

The issue isn't John McCain or GW Bush or Barack Obama, it's the criteria an institution uses to select its members. On the one hand, I believe in the right of (private) institutions to select students based on whatever criteria they deem appropriate. If it happens to be poor criteria, then the quality of their students entering the workforce will reflect that and reflect negatively on said school. The converse would also be true, provided an employer does due diligence in screening employees.

Really, however, a good part of the debate is academic, as many jobs are learned as a result of OJT. College can provide useful information, but much of it may not either. After college it becomes the personal qualities of the individual that translate to success or failure in the workplace, as knowledge and skill sets have to constantly be updated to remain competitive.

Also, the whole ignoring evolution thing. Probably not a great idea, given the prevalence of the theory, but we can certainly have a lively debate as to the relative strengths, weaknesses, and assumptions surrounding that issue. Calling the other side 'dumb' without evaluating the merits of their arguments is puerile and does nothing to stimulate intellectual development. At one point, most of the world's population said the earth was flat as well, including the leading thinkers of the time.

The Sarah Palin thing... Again, ad hominem attacks that don't address any issues. If intelligence was the only thing necessary to create a perfect world, then Nazi Germany should have won World War II. From what I understand, they were one of the most educated societies in history. Besides, there are several definitions of intelligence: emotional, moral, wisdom, that have nothing to do with processing information learned in a classroom.

The story was talking about lowering standards to admit some students while still holding other students to a higher standard. I'm sorry, but all students should be held to the same high standard. Race has NOTHING to do with brains, and there is no excuse for minorities who do not strive to be the best they can be. There are plenty minorities out there who study hard and make excellent grades. This story is not about them. It's about the ones who aren't doing their best and are keeping others who are from pursuing their dream. If this is really happening it is WRONG and needs to be fixed.

What minority Naval Officer is going to live down the "dumbed down" name after this? The CNO is obviously a brain-dead liberal if he thinks he is helping minorities by dumbing down the requirements of entry and graduation. They will be the laughing stock of officer corps in all brances. Hell,even if there are some minorities who are very well qualified, they'll be lumped in with the real dumbies. As a nation we are committing slow suicide through political correctness. It really is a no-brainer. If you want to qualify for the academy, study harder and make the grade! Everyone else has to do, why get a pass because of your race? It's not about racial equality stupid, it's about equal opportunity. If you can't cut it, step aside so some who can cut it gets their fair shot at it.

And that may not be a bad thing. More, and more, as 'elite' colleges and universities surrender real performance for their egalitarian-equal outcome visions, the disparity between the imputed value of the degree and what the students are actually able (or in many cases willing to do) will become more and more apparent.

The problem is, the concept of Education itself has become a god in this country. Education is simply a means to an end, and if the current establishment that calls itself 'education' can't or won't deliver, then people will start to look elsewhere for true performance. This should give hope to institutions that lack the status of the Big Leagues but emphasize hard work and superior ideas.

The only concern I have is the harm done to the nation before enough people wake up and put a stop to this. Also, the ever-increasing requirements on 'fairness' versus performance imposed on every level of society by the apostles of fairness may make it difficult to overcome as well.

Well, America was fun while it lasted. Hope it continues...

P.S. If you had to choose, would you want your kid's surgeon to be competent or diverse?

I'm with you.

If I'm unconscious on the 3rd floor of a burning building, I'm not going to care if the firefighter on the scene is putting forth maximum effort, exceeding the performance standards for an age group, gender or body type, or attaining a target heart rate.

All I'm going to care about is "can you pick up my inert 190 lbs and get me safely down that ladder."

It seems the biggest question in college admissions offices today is whether the parents of little Johnny or Jane can afford to pay tuition, even if it includes remedial courses. I think we're waiting in vain for coldplaylover to provide some evidence of any accomplishments whatsoever. Again, I wouldn't let such morons bother you.

Just to put things in perspective. I finished in the top 5% of my graduating class with a degree in Engineering, went on to get to Masters degrees, and have had a fairly successful civillian career.

Yet I stand in awe at the amount of training, schooling and reading that is required of every member of our military, of the high-tech equipment that they have to operate and maintain (sometimes under the worst of conditions), and of the often high-pressure, split-second decisions that they have to make every day, regardless of rank.

And don't even get me started on things like dedication, commitment, sacrifice...

You cannot Legislate Sameness, so the way Diverstiy and Quotas Work is to Lower Standards of All in Order to have Sameness and that Sameness is a Very Low Standard, and Excellence then becomes a plague, and must be stamped out at all costs, lest somebody notice that Some Are Smarter, More Productive, and Innovative than others. The Leftist says, "This Excellence Dude Has Got To Go, he makes the rest of us Look Bad." The Army APFT test is NOT designed to test if a person can perform any given job. As you state a tan round and 50 cal ammo weight do not change.

However the APFT is NOT designed to test if a person can lift that!! The APFT is in no way a measure of job performance. How much does a male computer operator need to lift? Or a female radiologist.

The Army Physical Fitness test measures a level of fitness not ability to lift heavy objects.

That is why the focus is not on lifting or sprinting but on stamina such as number of pushups in two minute, number of sit ups in two min and two mile run times.

The APFT test in the Army does not use set asides. You wither work out and pass it or you don't.

If i work just as hard as you do and am twice your age I get the same score you do, even though my body is slower.

Clearly, separate standards exist for male and female soldiers at any age group, and for different ages. The standard applied to males is uniformly more difficult than that applied to females, even allowing for age.

Tinsld2, you (and the army for that matter) can spin this any way you like, but the objective fact is that there is handicapping system in place for some soldiers but not others – i.e., affirmative action. The army tries to hide this fact using some statistics, but the army’s own data prove my point.

My view is that there should be one – and only one – standard by which performance is judged. No set-asides, no handicapping system, no age- or gender-norming – just can you do the job or not. That’s the only scientifically sound basis upon which to make decisions of this sort. The rest is smoke and mirrors.

Consider the following (source: U.S. Army) minimum scores ranges from low (60%) to high (100%), within which a soldier must score on the PFT in push-ups, sit-ups, and 2-mile run. A 22 year male must do a minimum of 40 pushups, 50 sit-ups, and run 2 miles in at least 16:36 – to achieve the lowest passing PFT score. The minimum passing figures for a female soldier of the same age are 17, 50, and 19:36. A 50 year old male must score 25, 30, and 19:30 to pass the PFT at 60%, an equivalent female soldier must score 10, 30, and 24:00 minutes.

A .50 caliber MG has to be loaded by pulling back the charging handle, whose action requires the same strength to pull back regardless of who is doing the pulling – male or female, young or old. And so on.

Dumbing Down America is their AIM
The public school system has been systematically dumbing down America since the mid-1960's when the federal government first started running rough shod over public schools and states. America's public education system started out and was intended to be a state and local concern only. In the mid-1960's as part of LBJ's so-called Great Society Movement began meddling in state and local affairs.

In 1966, we had one of the top 3 public school systems in the world for academic outcomes. From 1966 and onward, schools began to be lowered in standards. Every year since 1966, SAT scores have steadily been going down, especially in the areas of math and science.

This decline has a direct correlation with Socialism being introduced by LBJ. Today, we are at #28 in the world for public school academic outcomes. In 1978, Jimmy Carter Created the U.S. Dept. of Education in fulfilling his promise and payback to the national teacher unions. Then, the down hill slide in academics took a nose dive and have continue to deteriorate as the Cultural Diversity and Perversion Agenda has been expanded. And, while the schools have failed in teaching good academic skills, they have also been brainwashing our kids with Political Correctness and Cultural Diversity nonsense.

Under the Obama education plan, the U.S. government is taking the last vestiges of state and local control from public schools and now they are under Absolute Fascist Control from the Federal Government, and one of the things Obama is implementing is Mandatory Pre-School for children down to age 2 eventually. These communists do not want to leave One Child Behind Who Has Not Been Thoroughly and Completely Dumbed Down and Brainwashed. Destroying young minds and creating Dependent Citizens is how the Liberal Democrats aim to Control and get elected over and over.

In The Name Of Diversity?
This is wrong, as a Black ex-Navy Petty Officer I laud Professor Fleming for screaming foul at the top of his lungs, everybody should be held to the same standards, this affirmative action BS has got to go and should of been done with since the late seventies.
If the Navy doesn't reflect society at large that's not the Navy's fault, the USN has standards, to meet these standards minorities have to pay attention in class and study to score high, if you don't then you need to try harder or find another line of work.
No special privileges, pass the test you're in fail you're out period.

Cultural Diversity Gone Amok!
This sort of Affirmative Action and Quota System to reach so-called Cultural Diversity standards is a terrible system in any school, business, or industry, and especially true when you are training future Military Leaders. We need the best and the brightest, not the Most Diverse In Color. If blacks, hispanics, native Americans or others are qualified, they should have to meet the same standards as do white applicants.

Is the Naval Academy as well as other institutions saying, "We know that blacks, hispanics, Asians, and Native Americans are inferior to whites intellectually, so we have to Level The Playing Field by Lowering Standards for these so-called minorities because they are inferior in intelligence?" If not, then why do they not let everybody compete equally? Surely, there must be some Blacks, Hispanics, Asians, and Native-Americans capable of achieving 1200 scores on SAT's and able to make A's & B's in high school. And, if not, maybe there is something to those studies done at Stanford years ago, when a long term study came to the conclusion that caucasians were more intelligent than some other races? And, of course, this Stanford Professosr was run out on a rail for being Intellectually Honest.

We have gone too far with Political Correctness and Cultural Diversity in trying to Make All People Appear To Be Equal in all areas. Saying this about intellect is about as absurd as saying that an equal amount of white people are as capable as being NBA stars. If you applied Cultural Diversity and Quotas to the NBA and NFL, 67 percent of all players would be White. So, if this is not practiced in the NBA or NFL, in sports, why not the same standard on much more important things such as Doctors, Lawyers, and especially Military Officers who expected to Lead us in War. I do not want a Quota, Culturally Diverse Doctor who was admitted to medical school just because he was black, but lacked the intelligence to be admitted fairly.

That is, at most colleges/universities you are not allowed to have a liberal/moderate or moderate viewpoint (let alone a conservative one). Just read about the Duke lacrosse case -- that will tell you all you need to know. Apparently, this is now how our military will be run. Terrific. Prefential treatment is based upon lies, hurts both those not hired/admitted, those who are hired/admitted, those who "look" a certain way and society in general. It should sicken us that by looking a certain way (like Obama) you receive a preference irrespective of actual experience (for example, again with Obama, his family owned slaves but was never subject to slavery/Jim Crow in the U.S.).

Dumbing down in the name of diversity

When California voters passed an initiative that required no discrimination by race in government programs, the state universities went into overtime mode to figure out ways to subvert the clear intent of the law. Lately there have been university administration complaints that 40% of the admissions are Asians.

The test does not measure ability to do a job but levels of fitness. The test is adjusted for body style and age. For example a 47 year old man does not need to do as many situps as a 22 year old female nor does he need to run as fast.

The Army has determined after EXTENSIVE testing that a 47 year old man has to work just as hard at maintaing the same level of fitness to run 2 mi in 19min 30 sec as a 22 year old male has to do in order to run 2 mi in 16:32. Both run times earn their perspective Soldiers the same 60% score and both correspond to the minimum level of fitness.

No one denies that a 38 year old man in reasonable fitness level can not run as fast as a 22 year old man at the same level of fitness. Therefore the APFT takes this in to account when giving a percentile score. Promotions and school slots are not based on the speed at which they run but do take in to consideration the percent they score on the test.

Some standards are performanced based like when I was in 18th ABN Corps in 2005 everyone had to do a 20 KM (@12 mile) road march with the same weight pack in 4 hours regardless of age or sex. This included females and old men like me that were never going to need to do that in combat. Infantryman like I was at age 22 had a 3 hr standard to do the same road march and SF guys had a much tougher standard but thier jobs require it.

Diversity to Disaster
When diversity becomes the number one goal, disaster is sure to follow. Officers in the military are often called upon to make split econd decisiions through critical thinking. They aren't asked at that point to consider anything other than mission. Some of the career officers in our services were passed over for admission to the Academies while candidates who had "other" things going for them. These plebes have made the brigade now. Will they be there in 2013? There will have to be a lot of homage paid to Tecumseh.

Ok, For a rare instance Pat got an article mostly right. I agree with him that the Academic standards at the Naval Academy should be the same across the board. (I wonder if that is why Navyhas been beating Army recently in football).

Racism is Racism and to favor one group of applicants over another is wrong.

Where I disagree with Pat is where he disparages the Prep School. Both the Army and Navy have Prep schools and have for almost 100 years. The Prep school is not part of afirmative action and has an extremely rigorous academic, program along with strenuous mental and physical challenges.

The prep schools offer a great way for enlisted soldiers serving to gain admission to the military academy regardless of race. Officers with enlisted backgrounds offer unique leadership insight into the officer Corps. More then 50% of the enlisted people in the Naval Academy class of 2013 are graduates of the Prep school.

Passing a year at the prep school shows that the applicants have the drive, determination and ability to make it at the USNA.

Rather than admit this inconvenient fact, the grenade test was dumbed down, to something much easier - a simple unhanded toss over a wall overhead. Other examples abound.
~ Did you know that the U.S. Army is the largest provider of child care in the USA?
~ Amputees now serve on active duty in the U.S. Army, as do at least three blind people (including one in Special Forces).
~ To note or in any way question this PC orthodoxy is to risk your career, via censure or court martial. The feminization of the armed forces can't be questioned openly.

Political correctness is ruining our military, IMHO. I am a civilian paramedic, have a masters in a hard science, and am extremely fit. I wanted to serve as a FMF corpsman (combat medic to the USMC grunts) during the height of the Iraq War in 2004-2005, and was told my qualifications were off-the-charts in every respect but one: I was two years over the age cutoff. I did everything but crawl on my hands and knees, but the USN wouldn't even consider waiving my age, not even for a non-combat position. While working on this at Great Lakes Naval Base/NRDC, I saw many younger, female corpsmen. Most were squared away and did their jobs, but a great many were sad sacks, fat, sloppy, disrespectful and undisciplined. Why these lowlife types were allowed in, but I couldn't wasn't, I'll never understand. Please understand I am not anti-female, I am for using the best people possible and accomplishing the mission. Do standards matter or not?

About those minority percentages. Have you noticed how much the representation of blacks has grown on television?

I’m not ashamed to say that I don’t enjoy watching shows where most or all of the main characters are black. I prefer my own race. I don’t mind a reasonable amount of black people on television, but it has gotten to the place where I feel like they are taking over. Every time I look for a show and I am scanning through the channels, it seems all I see is black or brown skin.

I am sick of having black culture pushed on me from the entertainment industry. If I want to watch black entertainment or black culture I will tune into to BET. You made the point. Blacks are only, I think it is actually 14%, of our population, so why is it that about 30% of what we now see on television is black entertainment? It’s everywhere. In the commercials, on all the drama shows, in everything!

The thing that really irks me is the way it is portrayed that white and black people always socialize together. There is one commercial that shows a car pool with a car full of children. The car stops, the children jump out of the car and there are the black children playing with the white children like they are best friends. This is so unrealistic and manipulative. And in almost every social or work situation portrayed on television, we see blacks and whites mixing it up as if they have been buddies all their lives. Again, this is nothing but social manipulating to try and convince people that this is the way it is or the way it should be.

I would bet any amount of money that is the comedy Sex and the City were debuting today, one of the four women friends would be black. Heck, they would probably have one black and one Hispanic just to be “fair”.

Here is an idea I'm sure the libs will love. It's called the affirmitive action tax policy. The white males tax liability will be greatly reduced and everyone else can make up the difference!

The most compelling piece of info is when she calls attention to the fact that a pandemic where two or more countries are involved, (like Mexico and the US in May), WHO classifies it as a level 5. After 5 comes 6...so with a level 6 pandemic, according to international agreements, the next outbreak of swine flu this fall will necessitate the use of martial law going into effect and that is when quarantining and mandatory inocculation of a vaccine designed to kill, not help occurs.

More time in school won't improve IQ. That's something we are born with & stuck with. What the US needs is less school, not more. Only those who pass, who excel, who are not discipline problems, should be there. For the others, it's a waste of time & money. Let their parents figure out what to do with them. School is not a baby-sitting service, nor should it serve as a means of indoctrinating young minds into politically correct worldviews.
Kids 'get in trouble' because they are spoiled & neglected by lazy parents. You prevent that by making the parents pay dearly for their laziness. You build larger juvenile detention centers, stripped down to the basics. And you fill them up.

Only a Piece of the Problem
This dumbing down of anything in the US because of race is only part of the problem. I recently heard that the children in the US are being overworked. There are talks to pass laws whereas the students will only go to school for 4 out of 7 days per week. Don't know who is to blame for this or if it is even affiliated with a political party, but it is the most rediculous logic I have heard. The US has some of the most STUPID people in the world. You can see that from national comparisons of IQs, and it is quite obvious when you see who we have in the White House.

Kids get in trouble because "there is nothing to do" so they get into mischief. The average student graduating from high school cannot write a complete paragraph or thought without having serious grammar or spelling problems. And I am not talking a particular race or ethic group, I am talking the WHOLE US POPULATION. So what logic would tell us to reduce the time a child spends in school? LOGIC would dictate that the students get less time off or at least their vacations, like Summer vacation, would be much shorter in duration, and instead of going to school from 8 to 3 each day, they go from 7:30 to 4:30, 5 days a week and 8-12 on Saturdays. You want to boost IQs, give them more school, NOT LESS.

With the logic in play nowadays, we will eventually get to the point where "making your mark" will again be back in fashion.

As an aside, it was pretty amazing when talking to officers that the majority with engineering or mathematics degrees are ground officers and those with liberal arts degrees, business management degrees are the jet pilots...something wrong with that picture as well.

Your post reminds me of the first woman in a particular technical school. A routine inspection turned up dope in her locker. A man would've been disenrolled, demoted to seaman, banished to AEON without much ado, and universally scorned thereafter for egregious stupidity. Word came down that this gal would graduate with her class, however, and she did.

And while I'm stirred up, my granddaughter was the salutatorian in her high school, graduating #2 in a class of over about 420 students. Active in extra curricular events, beautiful, popular, she is an all American girl.
She graduated from Texas A&M in May...magna (the 2nd Latin word was unacceptable)laude. She has not been admitted to a medical school. No reason given...yet I personally know of three Hispanics, all with less academic capabilities, who were admitted to med school.

I got on the internet to find questions used in interviewing applicants (really just an administrative control device) and was absolutely shocked at what I read. One question was, "If you could be a cookie, what kind of cookie would you be?"

Not something the Navy just invented
As a Navy Reservist (now retired) I recall in the late '70s seeing a woman E6's "required final multiple" on an exam results sheet for Chief Petty Officer: It was "20.0000." Mine was something like "149.5932." It's pretty obvious her's was contrived, not calculated.

Later, in a combat support role, we had an E5 with 4 years of active duty. As a Radioman her entire active duty was spent as a message courier in Pearl Harbor. She was totally useless to us, due to the fact that she had no knowlege whatsoever about radios. It was obvious she got where she was because of her plumbing.

It takes a lot of success to rise to command level in the Navy. Important duties are simply not assigned to incompetents. The Chief Engineer of a CVN won't give a rat's @ss what color a junior officer is-if he can't run his powerplant properly, he'll be reassigned. There are plenty of jobs for unmotivated or incompetent officers that keep them busy but away from the high achievers dealing with sensitive and dangerous materials. Personnel, supply and deck department come to mind. This is not meant to insult porkchops or deck apes, just to point out that these Aff Action appointees won't be at the helm of a boomer or a flattop where they could do some real damage.

Dangerous policy
This kind of extreme affirmative action had better not ever happen at the Military Academy. Women and minorities get something like 20 points out of hundreds, so there is not much difference. Jocks do get special treatment, but it has been manageable so far. I have never thought much of the Navy. Fortunately, they have a subordinate role in national defense.

There is a percentage of minorities in this country. The black population makes up something like 12% of the US population. Having attended and worked at USNA, I can assure you that Prof. Fleming is telling the truth. And it's been going on since the 70's. If it's prevalent at the service academies, then the cancer is everywhere. I agree with an earlier poster, it's probably too late. The affirmative action babies -- B. Hussein being the prime example -- now control things. They may not be the sharpest knives in the drawer, but they do know how to consolidate their power and retain it. I enlisted in the USN in the mid 80's and as a white female the recruiter would not enlist me at that time because I was white. Having grown up in Texas and having dark hair he coaxed me to put a statement in my record that my maternal grandmother was from Mexico.(She had never been to Mexico). Not having the strong convictions at age 18 that I have now, I complied. It is a part of my record still today. The "diversity" in the military is not new. It is an outrage that an American who wishes to serve his country is not permitted. Having served in the Navy as a Corpsman I will say that there is a place for women to serve but I don't believe it is in combat and that would include aircraft carriers. Now as a mother of 3 I have seen both sides of the issue and I think I have a good perspective on the situation.

The term "diversity" is nothing more than a smokescreen to hide the policy of racial quota control "or else". As with mixed crewing in the Navy, artificially achieving racial balance in the wardroom will come at great sacrifice of time, energy, and personal integrity of department heads, XO's, and CO's as they bite the bullet and suppress the truth about poor performers all while extolling the virtues of the program to keep from getting cashiered for political incorrectness.

I must give kudos to Professor Fleming for having the moxie to speak his mind in a leadership environment that is not always receptive to input running counter to stated navy and command policy. He should be watching his "six" (his back for you non-aviators and/or landlubbers) for awhile because someone will surely be looking for a way to silence him either through intimidation or eliminating his position.

To digress, the author states that the dumbed down officer corps will be operation the most sophisticated systems in the world. Yeah, on both ships. The Navy is becoming perilously small and in my estimation will not be able to support sustained combat operations in more than one small theater at a time. If the Navy gets any smaller, we can start calling it the Coast Guard. Making it dumber as well, will certainly not make it better regardless of how "diverse" it is.

One of the complaints I hear is if the women don't like the work environment, they get pregnant, then they don't have to around anything dangerous..they also use their kids to avoid a deployment..They're supposed to have someone responsible in that case, but all of a sudden that option evaporates....many didn't have a husband when they enlisted BTW.

Many sailors complain (in private) about the lack of judgment skills and/or technical skills of junior officers. The earlier comment about how it takes a CPO to get a job done is a good example of such comments (believe me the comments get much more "interesting"). I truly feel sympathy for any new cadet / new junior officer that is truly a high performer. If it is spoken or not, many people will think that minority officers got promoted simply because of race even if it's not true.
Now with "equality" "quota" "diversity " standards minority junior officers will truly have to work harder to ne considered as equals. Certainly this will not be true in every single case. But even if it effects a small percentage of officers the bottom line is that both The US Navy, officers and sailors will ultimately loose (and the taxpayers also).
Also I'm sure that this policy will cause ugly public relations problems for the Navy.

Integration, the Navy Way
I served on board USN ships before women were allowed to serve. And it seemed like Filipinos almost exclusively were waiters in the officers' wardrooms. I'm curious to know how women aboard modern warships is working out, especially on tincans. Anyone have anecdotes they want to share of women serving on warships today in the modern Navy?

Later in the '70s, single parent females were promoted NCO in Germany, while explaining to me that if the balloon went up, they and their children would be evacuated to CONUS, leaving the non-promoted white (and black) NCOs to fight.

I recently lost a dear friend who graduated the Naval academy about 15 years ago....one of the sharpest, most squared away guys of any race you could imagine. A man you would go into battle with any time.

This denigrates his memory and his achievement in my eyes.

The vets on here could collaborate on a book about the things that have gone downhill in the military due to this kind of PC thinking, some of it funny, most of it not.

I docked a Navy ship one day and the CMAA was escorting me to the brow, females running down the passageways in their skivvies and ignoring his admonitions to knock it off..He just rolled his eyes and said "what are you gonna do?"
I knew he didn't have any backing from above, so leadership and discipline was lost..sad, and that was 15 years ago.

In the 70's we had blacks who used to try to leave the ship I had just reported to without saluting the flag....it didn't happen when this old Chief had the deck and I caught a lot of flak for it, but it changed because we CPO's got together and made it change.

Four of the five service academies (including King's Point) have traditionally subordinated merit to identity -- who an applicant is or whom he knows. Those who can wangle a nomination from the president, the vice president, or a member of Congress get in. The rest end up in ROTC, the enlisted ranks, or the civilian world. Although race and sex quotas are newish, the system has always been corrupt.

The Coast Guard Academy had a superficially fairer approach: a national competition with no VIP nominations and (officially) no minimum or maximum state representation. But by now it too has undoubtedly been infected by political correctness.

In brief, sports fans, we're screwed.

It's been going on for a long time.
Back in the late 80's or early 90's, Air Force Field Grade officer promotion board members were instructed to consider that certain groups (blacks, hispanics, women) had supposedly historically been "disadvantaged". The result of this instruction was that a fairly large number of highly qualified white males were denied promotions they were in fact entitled to. For some, this meant they were forced out of the service prematurely. This was proved in a successful class action law suit that resulted, after the fact, with these white male officers being promoted after they had retired and their being awarded large sums of money to make up for the lost active duty and retired pay they were cheated out of.

It is fitting that these people were compensated for the wrong that was done to them, but this outrage never should have happened in the first place. Affirmative Action, Equal Opportunity, and Diversity, while having laudable goals, where implemented by people who lost sight of the impact those programs would have on people who were guilty of nothing more than being born white males.

One wonders...
How humiliating must it be to be a worthy not-Caucasian US Navy officer? Why would a worthy candidate apply?

There is a way . . .
around this "affirmative action" mess. Only deal with companies and individuals of your own race (or of a minority that does not benefit from "affirmative action"). True, this may shut out some truly qualified blacks or hispanics, but so what?
To avoid "civil rights" law "violations", it is important NOT to let the minority individual (or business) know WHY you won't deal with them. "Public accommodation" laws and "color blind" hiring statutes can be circumvented by carefully choosing who will be served or hired without letting them know why.
This may result in having to look harder to obtain a quality service or product in the short run, but overall should achieve a favorable result.
This method should only be used against black or hispanic individuals, NOT minorities who are not covered by "affirmative action" such as Asians(who suffer just as much as whites from the "diversity" scam).

This disintegration of our force started way back with the forced integration of women at all levels. Now I realize I've just lost 50% of the readers but I lived it for 27 years. Women on ships destroyed the male warrior fabric in a way most difficult to describe. Guys around girls focus on the girls. Guys around guys try to be their best and outdo one another. The latter producing the sharpest warriors. So, what does this have to do with race and unqualified minority appointment? The same underlying philosophy - that we're all equal and should all be given the same opportunity. Nonsense! This Master Chief can tell you that some are cooks and some are gunners; some are electronics and some are pencil pushers. Some are military and some are grease monkeys. Just because you "want" something doesn't mean you're qualified and the best fit for the job. Wake up America. Time to take your country back. Women should not be CO's unless they can do every single thing their male counterparts are required to do, and the standard should be the same for all regardless of skin color. We want the best minds not the most diverse colors.

Solution
In a few years America will look like a 3rd world country. How can we be leaders when we don't have the brightest to lead? If you want diversification, take the lower grade applicants and tutor them until they can qualify like everyone else. I think this should go to the Supreme Court and stop this discrimination.

You can bet the farm that Black Marx is in charge of lowering the standards for blacks to gain admission to the military schools in lieu of more qualified whites.

Next thing you'll notice will be soldiers & sailors marching around with the crotch of their pants down to their knees with a couple inches of underwear showing and their hats on sideways... punk style.

Dumbing Down the US Navy
I was a high school math/science teacher in Florida. Sadly, most of my 14-15 year old Black and Latino students weren't in school to get an education. Most were in school because the law said they had to be there and most of them did little or no work and they didn't give a rip. "Diversity" is the biggest con job ever foisted on these kids. The "Admirals" are nothing but political hacks in uniform. Of Flag/General officers, Colin Powell is the most egregious example. Too often, this is the senior leadership in the military. God Help the USA from these losers.

Dumbing down the Navy
I spent 27 years on active duty, completing my service early 2006. This dumbing down has been going on rather aggressively since the late 80's and the impact is significant. Lives and national security are being gambled with and the preliminary results are grim. Junior Officers that cannot even speak proper English let alone understand complex technologies. I guess the goal is that when we are conquered,at least we will look diverse. Fools.

That is the saddest aspect of the diversity movement. My best friend in college was a Creole, and he had to work his butt off just to prove he got in because of his ability, not his race [Wake Forest University is a fairly selective school]. Fortunately it made him work harder then most everyone else, so it benefitted him more then harmed him in the long run. Nevertheless it clearly strains race relations to no end when one class of person is permitted to appropriate the livelihood of another simply based on skin color.

But I suppose it's only "fair", right?

when these dumbed-down graduates are assigned to a ship, they'll still have the CPO's -- who, by the way, really run things -- to keep them out of trouble.

The saddest thing? The qualified minority candidates will be looked at with mistrust as other midshipmen wonder if they got in because of their color, when in fact they got in because they were qualified.

White Discrimination
As a Blue and Gold Officer for the Academy, in the past, I saw this unfairness first hand. This is one of the reasons I stopped doing this program. By the way, minorities also make up the biggest failure rate at the academy (I wonder why?). Such a program is totaly unfair to the minorities that have achieved the requirements the old fashioned way. Also, they must carry a suspicion or a stigma throughout their careers because of these practices. Sadly, the double standard continues into the training pipeline, just to get the right mix, as they say.

Too late the outrage...
I remember the Army promotion for senior noncoms in 1978; about the same percentage of 'diversity' promotions were handed out to mostly women and hispanics who were selected for their race or sex. Most were barely qualified by time in service or grade; certainly not by quality of service. Virtually every affirmative action promotion came at the expense of white noncoms with multiple combat tours, leadership position experience and higher qualification scores The Army Times admitted as much and quoted Department of the Army as saying virtually the same thing as this time- to bring minorities up to speed. No blacks were hurt by this policy and it benefitted anyone with a minority tag. So who, even then, paid the price?

Unconstitutional and Idiotic
Te Naval Academy has an unconstitutional admission system that should be challenged ASAP.

The Naval Academy is no place for such so-called "diversity." What matters is admittiing the best. Whether the best fit a statistical reflection of the country is irrelevant.

There are lots of problems with this
As a retired Senior Chief I can tell you anyone who is suspected of being an affirmative action officer will have to really prove himself before he'll get anything but perfunctory respect.

The larger issue is one of lowering standards which has been the problem across the board in this country for 50 years.
The academies should remain the last bastion of American values of duty, honor, country.

Those who cannot freely accept those values and spend their lives promoting and preserving them have no business attending those institutions.

We already have way too many who get a free education at the academies and who openly admit they hate the military...real leadership especially when overheard by a subordinate.

Keep the standards as high as possible for all so those who do graduate will have the respect they deserve.

This is not lost on white kids
In the fairly diverse high school in which I work, there is growing anger among students (not exclusively whites) regarding opportunities being handed to students who didn't earn them. Some of the minority students even brag that they don't have to work as hard or take the harder courses of study. Preferential treatment based upon anything other than merit is like spending the day spooning ice cream into the mouth of a morbidly obese person; only bad things can come of it.

A day is coming when kids are going to take matters into their own hands. There's just so long those who work, earn, and achieve are willing to be marginalized and pillaged in favor of those who want to party, coast, and yet reap the results that rightly belong to others.

Women Soldiers?
Dumbing down the Naval Academy? When our armed forces is full of women and immigrants (legal and illegal) - PEOPLE WHO ARE NOT EVEN Americans, does it matter anymore?

No offense to women but 99% of women can not perform to the same physical demands as a young man. Plus, women do not possess a "killer instinct" which is brutally needed in the military.

Thanks to people like Hillary and our effeminate Marxist in Chief, Barry al Hussein, the armed forces have become a social program proving ground.

The Racial Spoils Plunder Picks Up Steam
Buchanan's column is true, but a waste of time. The people cheerleading and profiting from this political correctness run amok do not care, or even believe there is any harm in dumbing down standards. All they care about is getting theirs - which is to say, a piece of the action.

This is not news however. We are now into our second generation of affirmative action dumbing down. We are so far down the road now that people in charge - in many cases, affirmative action beneficiaries themselves, are too incompetent to even recognize what they don't know. But they are in positions of influence anyway.

The dirty little secret of affirmative action is that it represents a willfully calculated overhead on our nation's effectiveness across all areas of employment. Beneficiaries enjoy all the perks and prestige of accomplishment, while the organizations that employ them have to diplomatically work around their incompetence. At every level of an organization, there are always undeserving and unqualified people making up an affirmative action deadwood pile.

People can work their entire lives in these affirmative action alternate realities. Preferential admissions, preferential hiring, preferential promotions can take a privileged few to the top.

The Navy lowered the standards for non-Whites while basically raising them for Whites.That's a hellava lot better than lowering the standards for all,in which the Navy would have complete ignorance across the board.The design now will be much like the military in 1865.Blacks in the ranks,led by White Boys.

When it comes to getting the very best of what is possible in the officer corps, the ONLY thing that should matter is OBJECTIVE criteria, and the ability of applicants to meet those objective criteria. Social-engineering should have NOTHING to do with the process. The purpose of the military academies is to prepare the very best, and most knowledgeable, officer corps for the defense of this nation. NOTHING should be allowed to get in the way of that within the individual academy's operations. It does NOT matter WHY some members of ethnic minorities have trouble meeting the same standards required of white applicants, since there are, no doubt, a number of white applicants who cannot meet the higher standards either . . . and who are therefore rejected. There are any number of social, psychological and chronic internal cultural pathologies which might make it extremely difficult for some individuals from some ethnic groups to properly prepare to meet the highest standards which should be required of ALL applicants to the academies. However, the responsibility of trying to COMPENSATE . . . for the problems caused in society as a whole by those social, psychological and cultural pathologies . . . should NOT be the responsibility of the academies. Lowering NECESSARY standards for ANYBODY . . . in the name of "compassion" or "diversity" . . . actually helps NOBODY, in the LONG TERM. And, it most certainly does NOT help the nation as a whole.

Without a Compass
The Naval Academy used to have the reputation of graduating the most intelligent members of the armed forces. But, hey, maybe its standards were already being lowered decades ago. John McCain was admitted, mainly because of his admiral father and grandfather but graduated near the bottom.

Ollie North, whom I admire, is one of its finest graduates and I say this even though I realize all the angry trolls will be out momentarily trashing this fine officer.

Affirmative action produced the first black American president, who is slowly but surely undermining our country's economy, and now it's hard at work ensuring that we will have the first AA Supreme Court Justice.

Sooner or later, when we throw basic standards overboard the ship of state heads for the reefs. The only consolation: Liberals will go down along with the rest of us.

Until the real spirit of America is honored (instead of the classist ways of Europe) the academies will always be beneath what they should achieve:

Preparing the best possible leaders of those who preserve our freedom.

Anyone who has not first served a term of enlisted duty is not fit to lead those who have.

The dynamic of non-coms and officers is a great benefit when properly engaged, but it is simply not good enough to have officers of vastly less experience than most of those they command.

Heinlein explained it best -- commissions for college kids are one of the main betrayals of what should be great about America.

Give them Pencils, NOT Planes
It's one thing to give some race racketeer like Michelle Obama a cushy "diversity" position. But applying quotas to the US Navy is a disgrace. How does shallow diversity (of essentially just race) trump the defense of our nation?

AA in the military is treason
Professor Fleming was just doing his job, ensuring the Navy has the best men to defend the country, doing the tasks that require the best men. A fair, MERIT-based admissions, hiring, and promotion process will be a source of strength in the Navy and everywhere else in all levels of society.

The military can always use the washouts. Potatoes need peeling, laundry needs cleaning, trash needs disposing, dishes need cleaning. There's plenty of work to go around.

The tax dollars paid by the good citizens cannot be better spent, nor can even the dollars printed by the US mint.

Having served under dumbing down.

Having served before and after a Affirmative Action dumbing down process I a can report it doesn't work. Its very expensive to the tax payers and a decline in over career performance should be expected.

When Blacks had to meet the exact same requirements as their white counterparts their performance was every bit as good if not better in some cases.

Once the hiring process was dumbed down so was their performance. Criminal issues from their private life kept coming up hurting Job performance. Lower Academic Performance hurt their ability to get promotions and advancement once hired. Additional remedial training was required to bring them up to standards.

The end result over a 5 year period was a decline in the number of Blacks on the Payroll.

In short, they could not cut it and were fired or quit so the employment levels fell.
