Obama's "Undivided Jerusalem" - More Meaningless Words?

The morning after he secured the Democratic nomination, Senator Obama appeared before the American Israel Public Affairs Committee (AIPAC) and made a surprisingly strong statement about the future of Jerusalem.

“Jerusalem will remain the capital of Israel, and it must remain undivided,” he said to thunderous applause. Israelis and their supporters in the United States responded warmly to a bold, unequivocal proclamation that went well beyond the positions of the Bush or Clinton administrations – positions which have always endorsed key Israeli concessions on Jerusalem. .

Within a week, the Palestinians and various foreign policy commentators denounced the new Obama approach, and the candidate hastily retreated from his prior declaration. His subsequent equivocation and undeniable confusion on an issue of profound international importance conforms to the candidate’s already well-established pattern of offering rousing words that remain utterly unconnected to substantive policy.

On reflection, even many Friends of Israel who initially applauded Obama’s speech now see two reasons to question his position:

1. He Didn’t Mean It

Within hours of his AIPAC speech, Senator (“Can’t I just eat my waffle?”) Obama began to waffle on its most controversial passage.

Palestinian President Mahmoud Abbas had already reacted with surprising forcefulness concerning his reference to “undivided Jerusalem.” “This statement is totally rejected,” he announced to the world press. “We will not accept a Palestinian state without having Jerusalem as its capital.” Palestinian negotiator Ahmed Qeri sounded a similar note. “No Jerusalem, no agreement,” he said.

On CNN on Thursday (after his Wednesday speech), Senator Obama faced questions about the angry reaction from the Arab world and whether his comments indicated that Palestinians had no claim to Jerusalem. “Well, obviously it’s going to be up to the parties to negotiate a range of these issues,” he said – clearly abandoning the “must remain undivided” formulation of the day before. He told CNN that he still supported a unified Israeli Jerusalem but suddenly acknowledged that this might prove an unattainable goal. “My belief is that, as a practical matter, it would be very difficult to execute,” he said.

Why, then, make the reference in the midst of a high profile speech? Did Obama’s ringing declaration signify anything at all other than a handy-dandy applause line for the nation’s most influential pro-Israel organization?

Forty-eight hours after Obama’s triumphal AIPAC appearance, Nathan Diament, public policy director for the Union of Orthodox Jewish Congregations of America, told the New York Times of his struggle to comprehend the candidate’s words. “My organization and constituents were very excited when we heard him on Wednesday making what seemed to our ears to be a very clear and declarative statement, something different from what he had said before, but which he is now circling back towards in his clarifying statements yesterday and today.”

Morton A. Klein, national president of the Zionist Organization of America (ZOA) sounded even more disenchanted. “With Barack Obama and his campaign watering down his statement for an undivided Jerusalem, one must question whether his initial remark was simply meant to mislead Jewish voters and Israel supporters by not stating his true beliefs on this issue.”

2. He’s Wrong to Think It’s America’s Call.

From the outset, the Obama formulation should have troubled all those who believe in Israeli self-determination –the one principle above all others on which the Jewish state’s survival most obviously depends. The candidate’s glib sound-bite – “Jerusalem will remain the capital of Israel, and it must remain undivided” –presumes that the President of the United States, not the leaders and people of Israel, gets to decide the fate of King David’s city.

The appalling aspect of this latest Barack gaffe involves his apparent ignorance that the question of an “undivided” Jerusalem remains intensely controversial within Israel itself --with virtually all the Israeli left committed to some mechanism for splitting or sharing the city with the Palestinian Authority. For instance, former Prime Minister (and current Defense Minister) Ehud Barak agreed in 2000 to give the Palestinians control of all of East Jerusalem, including the Old City (containing sites sacred to Jews, Christians and Moslems). Had Yasser Arafat agreed to the deal, the Clinton administration and the Israelis appeared not only willing – but eager – to divide the city.

Like most other right-wingers in Israel and the United States, I view such eagerness as a form of madness – but not so mad or menacing in the long run as Obama’s suggestion that the American government gets to make life or death decisions for Israel. While he currently claims that right in order to push an appropriate hard line (offending his own natural allies on the Israeli left), it’s worth noting that the United States almost always tries to influence Israel toward weaker positions, not a stronger ones -- urging endless and painful unilateral concessions, with only meaningless Palestinian promises in return.

If Obama had recognized this history in his speech he still could have drawn a warm response from his audience without the need for subsequent clarification, apology and waffling. The right formulation would have been: “Jerusalem is the capital of Israel and the American government must never try to force its division.” This sort of statement recommends an American policy without presuming to dictate Israeli decisions. On the other hand, Obama’s clumsy intrusion into Israel’s domestic disputes (not to mention the ongoing—and probably useless – negotiations with the Palestinians) unwittingly slights the very idea of Israeli sovereignty and self-determination.

John McCain, on the other hand, understands the distinction between decisions of our own government and the sovereign responsibilities of our allies. “We should move our embassy to Jerusalem before anything else happens,” he told the press in reaction to Obama’s speech. The Republican candidate alluded to the outrageous situation in which the U.S. (like most other nations) bows to Arab pressure and maintains its embassy in the coastal metropolis of Tel Aviv rather than Jerusalem, the nation’s capital since its founding. McCain then quickly added: “The subject of Jerusalem itself will be addressed in negotiations by the Israeli government and people.”

In other words, there’s an important separation between American leaders making American policy (like where we will place our embassy) and Israeli leaders making Israeli policy (like what concessions – if any – to make on Jerusalem).

We observe similar distinctions, by the way, in the Medved family. My brother Jonathan (who chose to make his life in Jerusalem nearly twenty years ago and has two sons currently performing their military service in Israel) gets to sound off all he wants regarding the right policy for his government. I live and raise my kids and pay absurd amounts of taxes to the government of my native land, the United States – so I get to speak on the radio (and elsewhere) about the political choices of my country. When it comes to Israeli domestic politics, I try to keep quiet and defer to my brother—he lives less than five miles from a potential “Palestinian Jerusalem,” so his stake in that argument counts much more than mine.

The Destructive Pattern

The most disturbing aspect of the Obama bumble regarding Jerusalem involves its exposure of the core weakness of his campaign: the huge gap between compelling style and empty substance, and the enormous distance between inspiring words and any practical policies to achieve his noble goals.

Speaking to ecstatic acolytes at monster rallies, or even addressing 7,000 pro-Israel activists in Washington, the Democratic candidate makes a great impression. But what will he do to implement his commitments? In his famous “Race Speech” in Philadelphia, he said he could never “disown” Reverend Jeremiah Wright, and then six weeks later he distinctively disowned him. He praised Trinity United Church of Christ for its warmth and community service – then delivered an expedient resignation because of the guest sermon of another old friend, Michael Pfleger. He told a CNN debate audience he would agree to face-to-face meetings with the leaders of Iran, North Korea, Cuba and Syria in his first year in office, then explained it might not be the first year, the meetings might not be face-to-face, and maybe it wouldn’t be those leaders.

Most recently, he describes Jerusalem’s “undivided status” as an imperative and then the next day acknowledges “as a practical matter, it would be very difficult to execute.”

The Jewish community (where Gallup shows McCain drawing an unexpectedly strong 35%) has begun to learn about the Illinois Senator’s slippery and deceptive rhetorical habits, and one can only hope that in subsequent weeks the rest of the country will receive the same lessons.

Unfortunately, Israel has leadership that is willing to throw away their birthright to passify Palestinians. When Olmert is finally indicted and he has to resign, hopefully, they will get Benjamin Netanyahu back to lead Israel. If they don't, let's get him here in the US. McLame and Obama are both the worst candidates for this time of global terror and economic socialist wackos we find ourselves saddled with in the Congress and Senate.

Before too long, the US will nolonger be in a position to assist/help/encourage Israel in their constant fight to stay alive.

I will be visiting the holy places in Jerusalem this year with the thought that maybe it will be the last time it will be open.

1. Re: Heather McD book - you've tried to show that all immigrants are equal - it's like saying all people are the same -???(we need intellingent newcomers). IQ of 100 - people from e.g. England, Belgium, China, Poland; average IQ of Mexicans - 74. It is a fact, not a racist statement (see "IQ and the wealth of the nations" in Wikipedia. It is very bad, but that's where the majority of new immigration is from.
2. Did you finally read about North American Union on the post of our own gov - http://www.ssp.gov and others? Mex/USA/Canada... USA will have no borders...Do you know a country without borders?? I don't. Do you finally understand we weren't the idiots... you were... or you still are?

Barack Obama has a serious problem with his base; Jews don't trust his stance on Israel. They have reason to doubt him, because he and his wife have a history of pro-Palestinian activism, have appointed a veritable flood of pro-Palestinian advisors to their campaign, and have cozy relations with known anti-Semitic scholars and clerics. So, Obama is voicing The Right Position on Israel.

Anybody who believes him is naive, and I'm being generous. The man is lying. If he's elected, he'll do everything in his power to move the US toward the pro-Palestinian reflex of the UN.

Obama the Moderate
All you need do is read his positions on the issues. He is stright down the middle inspite of attempts to paint him otherwise. Also Obama has been calling for a new kind of politics whereas the Clintons assumed that the Rovian attack machine would be in full throat. His position on not temporarily cutting the federal gas tax, proves that he is not a panderer. It would not have brought down the price of gas (supply and demand and would have hurt the deficit). He is only in favor of allowing the part of the Bush Tax cuts to expire meanwhile he is proposing cutting the taxes of 95% of Americans by an additional 1,000.

He is in favor of universal healthcare, but is proposing an approach that allows individuals to keep their current coverage. This accomplishes the objective without socializing the system. He wants to save Social Security by raising the Cap that now means that wealther americans pay less of a percent of their income into Social Security than the vast majority of us. He promises not to raise the retirement age and at the same time exempt Seniors making 50,000 or less from any penalty on their income.

Lower the taxes of 95% of Americans, Lower the Taxes of Seniors, Lower the deficit, bring in Universal Health care but in a market driven way. Finally her wants to reploy troops in Iraq where the best they can accomplish is providing a finger in the dyke and at the same time strengthen our forces in Afganistan where we are facing our real enemy.

Moderate positions every one of them. As to McCain he has become the ultimate flip flopper changing virtually every position he held in 2000 in order the look appealing to the conservative base of the party.

By the way McCain has been the ultimate darling of the media who have given him a pass on his often confusing policy record.

Yes, you are right all of those 8 years of the Clinton Presidency were just a lie. The economy wasn't really doing well, unemployment wasn't really low, the deficits were really not going down. It was all lies. On the other hand during the Bush years, the war was really always going well. Katrina did not really happen and anyway none of it was GWB's fault. The Dems were just lying. Go back to reading your Ann Coulter books and live in your alternate universe.

How do we know that you are not a paid lackey of the RNC, or an employee of one of those Coors funded so called Conservative Think Tanks? How do know you don't work for some pork barrel republican Represenative. How do we know that you are not a congressional aide to David Vitter or Larry Craig? How do we know that you are not on the payroll of some bank, hedgefund, drug, or oil company that pays you to protect the status quo?

How do we know what your true agenda is? How you we know that you are even an American?

He Won't Win Them Over
Most democratic Jews will not be woo'd over by Obama's speeches regarding Israel. It's too late for that.

After Wright, Ayers, the support of the Palestinians and Louis Fara-Conman, his appeasement to Amanimajihad--there is little he can do to fool them.

Naturally, there are a few Jews who will vote for him simply based on the fact that he's a democrat, but most will know better not to. If this wasn't the case, Obama wouldn't waste his time pandering to them.

The Clinton years were pretty good, but Republicans cut capital gains taxes. Not only that but even with 9/11 the first 6 Bush years were about the same.

Obama's tax plan will cut taxes for 95% of Americans and Save Social Security. As to healthcare I simply don't agree with you. We are the only indutrialized nation that does not have universal healthcare and our costs are double those of everyone else. When you look at our system in terms of results we rank lower than virtully everyone else. Satisfaction rates are lower here than in all of europe. Even conservatives in Europe support their system. People don't loss their homes in other nations when they get sick or when a family member gets sick.

Pay less, better service, better mortality rates, and lower individual risks.

You can go on believing the conservative propaganda that is funded by drug and insurance companies or you can open your eyes to the truth. You have been dupped.

An Obama Presidency might bring us a closer to having what every other country has. McCain in office virtually insures that we stick with the status quo on Health Care. Obama is a moderate because he favors a market based approach.

During the Fab Bush years income of the top 1% has skyrocketed, in the meantime middle class incomes have declined. The mega rich got a lot richer and so they are paying a marginally higher proportion of the taxes.

Warren Buffet had it right when he asked why he should be paying a power percentage of his income in taxes than his secretary.

In Bush land you pay a lot on the money you earn from hard work and much less from the money that you inherit.

Which "word" might that be? The ones he spoke last week, the ones he spoke yesterday, or the ones he might utter in the future? Depending on which day it is, his words always change, so which ones are "the truth?" And as for being a moderate your answer for a legitimate example of LEGISLATION the man sponsored (or even worked on for that matter) prompted your reply of "reading his positions". Again, depending on which day it is, and which group of people BHO is addressing, his positions change! To get the real "truth" about BHO, as well as the real "truth" on JM one needs to examine past records of voting on the issues. That is where the truth is, and in BHO's case, the truth is, he is the MOST LIBERAL person in the United States Senate and that is what we can rely on IF he gets elected.

And why should we...
... assume that a movie critic has anything worthwhile to say about U.S. policy on Middle East politics?
Among the problems bringing down American conservatism today is the odd, irrelevent strain of pro-Israel fanaticism that snuck in. The point must be made again and again -- support of Israel has no more to do with being a conservative than does support for Sweden or Swaziland.

The more outrageous a statement, the more apt they are too believe it.

If it's an anti-American statement, it must be true.

Obama fits well within this paradigm, along with all his friends, William Ayers, Rev. Wright, his wife. Michael Pfeger, Louis Farrakan. And I'm sure there's a much longer list that Obama is doing all he can to contain.

Point is, Obama will continue to make gaffes like this one. He can't help it. He's a performing politician. If he doesn't know the right answer, he'll make one up and backtrack later if need be. Classic liberal.

The Record
There is nothing in Obama's record to indicate that he is fully in Support of Israel. On the other habd GWB has with good intentions made things worse for Israel. His biggest mistakes were both from the same source believing that democracy will solve everything. He pushed for Palistinian Elections dispite warning from Israel and the state department that this would likely strengthen Hamas. Then on the same premise he put us in this mess in Iraq, which was counterbalancing the influence of Iran and therefore strengthen the Iranian Regime.

I don't know if Obama will do a better job in solving this mess.

Medved was right that this particular comment by Obama was a gaffe, albeit one that he corrected the next day. His other examples are not particularly accurate, and so don't do much to establish a pattern. Obama said he would be willing to meet with antagonistic foreign leaders without preconditions. (Our current pattern is to mouth the empty platitude of saying "We will meet with X as soon as X agrees to... and then list all of the things that we would hope to accomplish through meeting with X as preconditions. That is just a silly way of thinking we are tricking the world into believing the other side is unreasonable, while actually making our leaders look like children).

Obama still has that view. Obama left Trinity church because he did not want to be an issue for them or them an issue for him. He never disowned their good works. And apparently, and somewhat oddly, Hewitt is now running a serious in which he illustrates those good works.

As far as such gaffes go, Obama still trails McCain who thought ending the estate tax was unfair until he decided that bringing it back is unfair. Authored an amnesty bill and now says he would vote against his bill, etc.

But Medved is right that we should not be dictating the final status of Jerusalem to Israelis or Palestininas. Of course Obama was right when he acknowledged that the next day.

All that Obama need do is to link a McCain victory as representing a third Bush Term. McCain would not dare to suggest that electing Obama would represent a third Clinton term that would virtually guarantee his victory.

Brit Hume is conservative, but his panel has only one real conservative on it, Barnes. Kondracke and Krauthammer are old-line liberals with a neoconservative streak to them (basically Joe Lieberman types) and Liasson and Williams are liberals.

Sounds to me like you can't stand anything other than what was once described as "Meaningful Dialogue--conversation between Liberals and Others in which Liberals make assertions and Others agree." BHO has put his foot into it again and his waffle meal is most appropriate. If he wins, then the majority of America loses.

Here is my point if you are old enough to remember the Watts riots or 1968- if McCain plays hard ball with Obama's relationships- we will see riots. If BHO loses the general election, we will see riots.

In the mean time, the best thing that typical white Bible reading and gun owning people can do is vote for McCain- and if BHO does win, we will have 4 years of such misery that the Democrats will lose the White House for another 30 years. the trouble is that the most motivated voters are not old enough to remember the Jimmy Carter era. Let BHO have the White House- it will be a representative atonement for all of those guilty white people that still say "sorry" for antics that people did over 100 years ago- but it still won't be good enough.

So many more children remain uncovered inspite of wide public and biparrisoan support.

Never in any other conflict have American soldies been asked serve tours of duty that are longer than their time home. The position of the white house is if we need them we should be allowed to extend tours in any was we wish. This undermines the understanding between citizen soldiers and their government. Just as you would not use a machine in ways that are contrary to the manufacteres specs. To treat soldiers in this shappy way proves that you only care about them as a symbol. Otherwise you would protect them by planning better and giving them the resources that they need.

Mr. Medved: re-watch the CNN interview
Obama said that a DIVIDED Jerusalem as a practical matter would be very difficult to execute. There was no waffle in his position. Jerusalem's status will be part of the negotiations in any agreement, but a unified Jerusalem is the end goal in the peace process. It is Obama's position that Jerusalem be undivided and part of Israel. This is the same position that the US and Bush have now.

Obama's Israel's only hope
Obama is actually Israel's only hope now. Large segments of the American public, especially in the face of $5 gas, are beginning to connect the dots regarding Israel's role in fomenting the Iraq War, which is not only the worst disaster in American foreign policy history but much, much more broadly unpopular than Vietnam ever was. If McCain is elected and attacks or bombs Iran, or if Bush bombs Iran after Obama's elected, or if Israel bombs Iran under any circumstances in the next six months, the price of American gas would double, the stock market would completely crater, and America and the world would be thrown into a severe Depression. The search for villains in the American public and media--especially on the very powerful Internet--would be very swift and severe, and soon Israel would be as reviled in America as it is in Europe. Thank you for giving us the large portion of the interview. It points out first, that Mr. Medved needs to print a retraction of one of the major premises of this article, and second, that Obama's position on Israel is no different then the United State's current position, and he articulates it much better than McCain can. Working with two warring factions to get them to negotiate a peace deal while putting forward your position on what the end deal should look like is not a waffle.

Too bad he's one of ours
Obama must like to make it hard for pro-Zionist liberals like me to support him. His fast shuffle on the Jerusalem question shows me that the only reason--I mean really the only reason--he talked tough at all was simply to gratify his audience. He's like the guy who seduces the girl with proclamations of undying love only to wake up the next morning unable to remember her name.

It's an ugly sight, and Obama gives me no reason to think he knows what he wants to do with respect to Israel. Instead, he just keeps on keeping on, telling everyone what he thinks they want to hear.

The only advantage Obama has is that he's not a Republican. Otherwise, he is, to borrow the title of a great book, a man without qualities.
