Obama's Partially Reassuring Performance

WASHINGTON -- President Obama's speech to Congress has been properly called Rooseveltian -- active, upbeat and unadorned. Like Franklin Roosevelt, Obama is a great explainer -- simple without being simplistic. And the very act of effective explanation is reassuring. Clear exposition implies intellectual mastery, which implies competence, which builds confidence.

For Roosevelt, such confidence was not just a style but also a creed. It is a consistent theme of liberal economics since the New Deal that rhetoric is a tool of policy -- that the soothing of fear and doubt is essential to restoring the normal function of credit and entrepreneurship. As John Kenneth Galbraith said, "By affirming solemnly that prosperity will continue, it is believed, one can help insure that prosperity will in fact continue. Especially among businessmen the faith in the efficiency of such incantation is very great."

But national morale was not economically decisive in defeating the Great Depression (though it came in handy defeating Hitler). Economic historian Amity Shlaes reminds us, "Roosevelt did famously well by one measure, the political poll. He flunked by two other meters that we today know are critically important: the unemployment rate and the Dow Jones industrial average."

And the incantation of confidence is not likely to be decisive in the current economy. Markets, investors, businessmen and entrepreneurs are generally immune to tone and charm. They seek reassurance on three issues of substance: the credibility of the credit system, the eventual return of economic growth and a serious approach to debt.

Obama was strongest when it came to rescuing the banking system, promising to "act with the full force of the federal government" and to do "whatever proves necessary" to assure the flow of lending. This was an assertion of executive power in a time of crisis that Roosevelt would have understood and appreciated. The bank bailout is radical, involving the socialization of private-sector losses and a government plan to "force the necessary adjustments," "clean up their balance sheets" and ensure "continuity." But the alternatives to executive power in this case seem dismal. As an economic pragmatist, I was reassured.

On the issue of economic growth, Obama was less compelling. He talked of the need to "jump-start job creation" through public spending, admitting that "there are some in this chamber and watching at home who are skeptical of whether this plan will work." He answered those concerns by saying that "wasteful spending" would be met with "unprecedented oversight." But this is the old debater's trick of responding to an opponent's weakest objection.

The source of skepticism for many Americans is not the prospect of government waste but Obama's theory of job creation. It sounds somehow passe to assert it, but most jobs are created by private capital in the private sector, often by small businesses. And they got little policy attention in Obama's speech. An example Obama used -- retaining police officers -- is a worthy cause, but hardly typical of American job-creation. A small-business owner heard nothing about his daily struggles with litigation or regulation.

There is an element of psychology -- of confidence -- in taking the risks of entrepreneurship and small-business expansion. It is difficult to imagine how that confidence is built by being ignored.

Obama was even less credible on the issue of debt. Most Americans seem to accept the need for the temporary deficit spike to provide a jolt to the economy. But Obama's pledges to go "line by line through the federal budget" and to remove "waste, fraud and abuse" were the most tired portions of his energetic speech -- and simply not credible with Speaker Nancy Pelosi in vivid green over his left shoulder.

On long-term debt -- the crisis of unsustainable entitlements in an aging society -- Obama was timid. These massive, future obligations raise the prospect of higher interest rates and inflation, and threaten to crowd out spending on a variety of national and humanitarian goals. Many would eagerly accept large short-term deficits in exchange for a grand bargain to get entitlement spending under control. There are innovative ideas being floated on Capitol Hill, such as the SAFE Commission, which would recommend entitlement reforms and present those proposals to Congress for an up-or-down vote. Obama did not choose to spend his political capital on confronting the entitlement crisis -- which is understandable, but hardly courageous.

Obama's rhetoric this week was reassuring. But on the economy, many of us are only partially reassured.

i missed the reassuring part. what is it about obama that you find in any way "partially reassuring"? lets see. grovel in front of our enemies. borrow from our economic competitors so we can continue to buy their manufactured goods that we could be making ourselves. apologize to the evilest influences in the world. make the world safe for terrorists. identify the most greedy, irresponsible, dishonest, corrupt, useless americans, and BAIL THEM OUT!!!!!!!!! pander to black racists, reward unions who are killing america, but contribute and vote "right", appoint criminals and moral midgets to cabinet posts, and then there is the promise of nominating incompetents to the supreme court. that is the reality. in what strange alien universe is that "partially reassuring?"

Obama sounded like a Facist or COmmunist in his State of the Union speech. What he is saying is he is going into competation directly AGAINST the American people.

He is effectively killing private industry. What is reassuring about this insanity?

People, you need to educate yourselves. When are you going to realize that supply-side economics never worked, and never will? The problems we face today are due in large part because of our (Republican) failed policies,economic particulaarly.
If one wants to bring up our founding fathers, one must ask why we were so quick to allow our leaders to systematically destroy our bill of rights, when they (our founders) insisted on one. As for criminals etc. in cabinet positions; people in glass houses should not throw stones.
Why did we pick John McCain? Is that all we had to offer? And now Bobby Jindal? We need to get serious and stop the old mantra of "cut taxes, blah, blah, blah."

Firstly, let me say how beautiful your state is. I particularly enjoyed Mt.Vernon and Monticello last summer. Our problem as Republicans is that we have nothing new to offer. Tax cuts for big corporations, and deregulation does not work. We are dealing with the consequences of these actions today. In a utopian world, maybe. But not here.
I am currently studying to be a CPA. If my education has taught me anything, it is that financial statements of public companies cannot be trusted. It is amazing how often politicians, on both sides, fight accounting standards in order to protect their lobbyists. It is ridiculous to think that lawyers are so heavily involved in regulating an industry they know absolutely nothing about. I could understand if they were CPA's also, but they are not.
Can you imagine how a debate between Mitt Romney and Pres. Obama would have gone during the election? I can. Unfortunately, we picked John McCain. What a shame. We need to get our act together and stop all this Fascist/ Communist/Socialist garbage.

Reassuring
I was reassured by President Obama's speech and by his proposed budget. I am a physician and a partner in a group pediatric practice in the suburbs of Cleveland. That's right; I'm a small business owner in a business that employs about 25 people. Our second biggest expense (salary is first) is providing health care to our employees. Every year we have to offer our employees less in order to attempt to contain costs. Despite higher deductibles and copays, this year's plan cost 30% more. We are penalized by employees' family members who have had the misfortune of developing serious medical conditions. Many small businesses are unable to offer health care plans to their employees at all.

Not only is our healthcare system suffocating small businesses, it's really hard for big business. Adding nearly $1500 to the cost of a General Motors car to cover employees' healthcare plans makes it even harder for them to compete in the global market.

Many of our patients have had parents who have lost jobs recently. Fortunately for them (and for us), the SCHIP plans have allowed us to keep on caring for their kids. By the way, these kids have access to the same excellent health care--choice of physicians,medications and hospitals (like the world class Cleveland Clinic)--that our patients who have private insurance enjoy (actually they often more choices than private plan patients). As a physician and one who cares for and about children and families, I am SO happy that our president is making healthcare a top priority.

Better, more critical, writing
Looks like Mr. Gerson is looking a little deeper into what B.O. is saying and finds it less than comforting. While I think most of us can agree that we like B.O.'s speaking style, his substance scares the (insert scatalogical reference here) out of us: yet, Mr. Gerson finds this partially comforting. I must confess to finding it dramatically less so.

The reason that B.O. can explain his plan is because he does not dive into specifics. This leaves Mr. Gerson with the impression that the explanations are simple and thus show B.O.'s ability to master the topic. I find these bromides and glossed over plans to be roughly satanic, given that the "devil is in the details." Though he is getting better and taking a more critical eye in viewing the plans of B.O., our dear writer again misses the mark in saying that the speech of a few nights ago was partially reassuring. I found the speech to be terrifying in its consequence, and this article too simplistic in its conclusions.

another point ignored
was the all but official repealing of welfare reform from the 1990's. With this new "rescue" package we reinstated the financial insentives for states to put people back on welfare. We are back to the feds kicking in 4 bucks for every one a state spends on welfare. RI, Michigan, Cali alone will suck up billions and expand their welfare rolls and employees(and thus municipal service unions) with this bonanza. All in a response to a correction in the overheated economy in about ten states.

This is what happens when you rule with your feelings and not your head.

Hey K.G., don't worry about me. My husband and I are both physicians. We worked our butts off to get through medical school and we work hard at our jobs. We made it to the "top 2%". I'm not bragging, just stating the facts. If taxes were rolled back to what they during the Clinton administration, we will do just fine. We are not "going down".

Who do I worry about? I worry about our patients who are losing their jobs and their healthcare.

When Obama claims he is neither a conservative or a liberal, he is telling the truth. Based on his speeches, writings, and policies, it can only be deduced that he is a classical Fascist. He believes in the aggrandizement of the State above everything, with himself as the "Messianic figure" needed to rally the faithful to his cause. A state liturgy is already being formed by radical leftist Norman Lear( see the "Born Again American" movement)which will replace traditional religion. Speech codes and thought enforcement are already rearing their heads(ie the Fairness Doctrine resurgence). I believe what we are seeing with this stimulus package and budget is a concerted plan to bankrupt the dollar and replace it with a new currency of Obama's design, followed by the installation of him as dictator, although he won't call himself that. He is already planning a "citizen corps" of volunteers for a "common defense"(the "armed party") alongside a general disarming of the citizenry through taxation. (Bills in the Senate to tax ammunition out of reach for most Americans.) We see the call for modernization through this radical restructuring of the economy to encompass the "Green" technologies. This will come to pass. Watch and see.

..Even tho you will get screwed by ObamaCare, you will still have a job in the health care system. And you will be taxed to the hilt to feed me and mine.

And of course the socialist model for health care is to take the profit out of it. Doc's salaries will go down considerably.

My husband and I have worked our gutz our for the last 35 years running a small business: meeting the payroll every two weeks, cleaning the toilets, sweating bullets in the night to keep things going.

Yes, we are in the top 2%, but a bunch of that keeps getting plowed back into the business. We have no actual debt. What we do have is personal guarantees on our leases and mortgages on the buildings and warehouses to run our business.

So, if our business slows (we're in SoCal and in deep doo-doo with the stupid Dems who are ruining our once Golden State), we cannot pay for the leases and mortgages. We will be taken to court on the personal guarantees. This means we would probably get wiped out. The house we own outright, the cash we've built up, the equity in real estate.

Thirty years of sweat wiped out and maybe homeless. And of course, our children and their families are in the business. And we employ 50 other families. But not to worry. You will be working your butts off, paying high taxes--so we can have food stamps, Section 8 housing and free health care.

The problem is you will be working for the damned govt. You will be producing NOTHING. Just providing a govt service. For free.

Can you see how this will not work for very long? BO's plans are the road to nowhere. Or the road to bloody anarchy.

Honey, if we go down, we all go down together. Get your head out of a place where the reality don't shine. This is nothing like the Clinton tax hikes.

if i remember correctly the top tax rate under eisenhower was 88 per cent. obama's raising it from 35 to 39 lol. as i recall there were rich folks during eisenhowers administration right? rjas make up your mind. you can't be a marxist and a fascist at the same time. they are at opposite ends of the political spectrum. nice cut and paste though.

K.G. is right when she says this isn't a simple tax hike. This is a radical restructuring of our system and a shredding of the constitutional principles we were founded on. We are running away from personal responsibility and giving up future chances of prosperity for free scrips and fillings. This is ludicrous. We are a nation of achievers, but not for long. Mr. Obama is trying to attach us firmly to the government tit never to be released. Wake up and smell the destruction, madam.

I'm a pediatrician. My patients are babies and little kids. They are entitled to healthcare and an education too. Most of them come from families with parents who work hard and take responsibility for their lives. Some of them do not. But it's not the kids' faults. I'd like to see all kids have a chance to reach their full potential and reach their own American dreams (like I did).

Ben Stein says, quoting from AA, "half-measures availed us nothing." Real recovery is not about half-measures. I agree.

Why then, is Paul Krugman reportedly so happy about the fact that Obama is apparently taking his advice?

Ben Stein tonight agrees with Paul Krugman that "trials are in order" for Bush people responsible for "mismanaging" this economy.

Inasmuch as I deeply respect and admire Stein, I'd have to agree!

Based upon track records, winning the Nobel Prize isn't exactly a ringing endorsement of the competence of the recipient. Witness Yassar Arafat, Al Gore, Paul Krugman, ad nauseum. Outside the hard sciences, the Nobel Prize is an expensive trinket passed out for having politically correct views.

Care will be rationed; that's a given. Now, perhaps care will be taken from seniors to spend $$ on children; I guess we could all live (or die) with that.

Here's your problem: Having faith in government control. That's a (sick) joke. Tell me when the govt did anything right? Never. They are inefficient and corrupt. Why? Because there is no marketplace accountability.

And socialism sounds good to goofy thinkers, but it is dismissive of human nature. Last year, Hawaii established health care of all children. And what happened? It went broke in SEVEN months.

Why? Because all the parents who already had health care for the children went on the "free" state plan.

We offer a really good HMO for our employees. But families are required to pay $40 a month if they have children. The state allows them to opt out.

So they do. Instead of taking personal responsibility they save the $40 and take the "freebie" from the state.

The damnabily dumb Dems are in charge in CA, voted in by Hispanics, unions and hippies. Here's what's taking us down--and will take down America.

Open borders. One third of all illegals are on welfare. The bean counters tells us that if the illegals and their children were expelled, we would have a budget surplus.

Unsustaianable entitlements. Over 50% of families are in WIC (Women/Infants/Children). These bureaucrats, anxious to grow their fiefdom, advertise for "clients" in Tijuana.

Government workers unions. Swarzenegger tried to break them. They broke him. And the state and cities. Here in SD the city council voted themselves and city workers retirement benefits = to 90% of their working pay. And they can retire @ age 55.

The taxpayers paid to take it to court and lost. SD, known as America's Finest City is now America's brokest city because no way now how can they pay for the retirement costs of these drones.

Barack Obama is a cool, svelte, suave puppet--and as I said above--a megalomaniac. All you lemmings following him over the cliff need to come to Cacafornia and see how liberalism turns everything to poop.

It has taken me awhile - 45 years of studying Islam with Muslims, at grad level, 8x to Middle East since '04, world travel before and since including to Africa and Asia, more years dealing with international relations, national defense and politics at all levels+a few other things, but I have figured out finally ObamaSpeak/Write.
Muslim or not - I will not argue that point here - Obama is as he has spoken/written strongly influenced by Muslims, Black Separatists, Socialists, Communists, terrorists and other worthies.
Obama has a plan. He spoke/wrote about it in his 2 books, "campaign rhetoric" - his words, platform as a candidate, in the Obama/Biden Plan - whitehouse.gov - elsewhere and is putting it into effect as fast as he can before too many get it clear.
His plan is to bankrupt the U.S. fully, to the point we will welcome those who have the $$ - oil-holding, producing and other countries, like China. Then we will be in dhimmi.
You can figure it all out as I have by studying all he has done before, on and since 1/20/09. Forget all your beliefs, Western thinking and know a key tenet of Islam is to "seduce (fool) 'em until strong enough to take them over."

Some time ago talk show host Roger Hedgecock played the tape of an actual Dem Congressman (I didn't get his name), reporting that on or about Sept 15 of last year there was a startling run on the money market accounts. Billions left the system in a matter of two hours.

Roger believed this had the stamp of George Soros all over it. Whoever it was, the run was the catalyst that broke up the economy right before the election, causing BO to win.

As taxes rise and govt controls tighten, we are already in a system of dhimmitude. "Involuntary servitude" the US Constitution calls it. We will be working from Jan to July just to pay our taxes.

You are wrong. No one is entitled to healthcare or an education. Should all kids be able to get seen if they are sick? Sure. There are charities and orgaizations that finance that. There are also emergency rooms which are required by law to see all regardless of ability to pay. As a pediatrician, I am sure you are aware of that, and so are being a touch disingenuous.
That isn't really the point, however. We are a Constitutional republic. We are a group of 50 small governments coordinated by a federal structure which was designed to be small and limited in scope. A "right" not enumerated in the Federal Constitution doesn't exist federally. The fact that the Federal Gov't declared it a right doesn't make it so. It just makes that particular group of elected officials wrong and their decision unconstitutional. They should not be cheered, they should be deposed.
If your state wants to declare universal healthcare for itself, and enough voters approve, more power to your state. We in North Carolina should not be forced through Federal fiat to pay for the decisions of Ohio.
You speak of fairness, but I don't believe that you can define taking money from my kids to pay for the healthcare of your kids as fair in any language.

If you want to make healthcare and education a national right, go about it properly. Contact your congressman and have him write up an amendment to the Constitution. Work up enough support to pass it in the House, Senate and the states with a two thirds vote, and have it ratified into the Constitution. Then it will be a right.

Follow you own advice. Get yourself an education. If you are a CPA you need to get a good lawyer and sue the collage you attended. The founding fathers struggled to give us a blueprint to prevent what is happening at this very moment. When all is said and done, our Constitution, and well being as a nation depends on man to overcome his baser instincts. We get the government we deserve. It's time the left realizes they can't have a free ride on the backs of the producers in this society.

Wouldn't healthcare and education be necessary to "promote the general welfare, and secure the blessings of liberty to ourselves and our posterity.."? Of course what you do with your health and education is largely up to you and that's as it should be.

The US spends more money on healthcare than any other country on earth. Relying on ER's for care is very expensive for the system and is inferior to going to primary care provider for routine healthcare. Chronic illnesses like asthma and diabetes need regular care to keep their conditions under control.

I don't think a Constitutional amendment is necessary. Our Founders (who could not possibly have imagined today's world) designed the Constitution to be a flexible, dynamic document. That's why it still works in today's world.

You want kids to have free health care what about you give it away free. No payments from the parents to you. No payments from the government to you. No payments from the charities to you.

You could also cut your pay in 1/2. Since you are in the top 2%, over $388,000 you should be able to get by on $189,000 per year and you could also cut the pay of everyone on your staff. With all of those salary cuts you could lower the bills to your patients.

I am convinced I am right based on 45 years of study of Islam, individually and in grad school, meeting often with Muslims and learning from them here and in their homelands, 8x to the Middle East since ’04, last year in the desert with the Bedouin.
Obama has not lied to us about this. He has made it clear in his books at one point calling his whole life his “exotic background” – The Audacity of Hope, p. 120, saying he would stand with the Muslims, p. 261; “campaign rhetoric” – his words; platform; best friends and co-workers including the Trinity United Church of Christ in Chicago.
Part of the compelling evidence is the run on U.S. banks attributed to Soros. The run was stopped only by closing the banks, Bush addressed the problem and Obama was from that point on sure to win the election to the office he is probably not even Constitutionally-eligible to run for or hold.
The rest of the evidence is in, essentially, Obama’s frenetic pace to implement his plan before, on and since 1/20/09. Practically everything he has done so quickly fits into his plan. The reactions of Muslim leaders all along the way add to the compulsion of the evidence and the only logical conclusions. The details of his actions are lengthy and compelling. The details continue to emerge every day right to today.
There is no dhimmi like that of subjugation to Muslims. Those details are available by Googling on “dhimmi” or as you point out “dhimmitude.”

People haven't a clue about the questions regarding his eligibility but we can tell those we come in contact with, put the doubt in their minds and they will talk to others. It may be slowgoing but it's something we can do ourselves. People with nothing to hide, don't seal records, especially if they want to lead a nation, the people have a right to know. Why is he importing people who are loyal to Hamas under the guise of refugee's, these are people who laughed and celebrated on 9-11, danced in the streets and passed out candy..and he sneaked that provision in the Porkulus, and on our dime.

I don't know if this is a problem but, BHO has a penchant for over reaching his aspiration to emulate other Presidents by way of using their old dogmas. Either that or he is on a course of wishful thinking. Concerning old dogmas, He thinks that reinventing older failed programs will get us out of this economic mess.

1) Cap and Trade - This will cause inflation to skyrocket. The cost of everything dependent on energy will increase dramatically. Remember this pass summer when gas was $4 per gallon. That will be nothing compared to his plans.

2) Free Health Care - This will lead to rationing just like every other country that has given health care for "free". Maybe we could require the doctors to take only $5 per visit and the drug companies only $1 per drug.

3) Promote the increase in welfare roles. This causes more people to become dependent on the government which leads to more poverty.

4) Alternative energy - This will become "afforable" only because our current energy supplies will be declared bad and the taxes and regulations will cause them to skyrocket. See 1 above.

5) Bailout for companies and individuals that gambled on poor investments and lost. Maybe Obama will stake me in the World Series of Poker. I will promise to split all of my winnings. That has as much chance of succeeding as these bailouts.

These are only a few of his failing ideas.
