Crushing Those Animal Spirits

"Animal spirits," said John Maynard Keynes, are the essential spring of capitalism. We depend on the animal spirits of investors, high earners and entrepreneurs for a growing economy.

Keynes, a subtler analyst of market economies than the single-minded booster of high government spending that so-called Keynesian economists depict, knew whereof he spoke. People don't just respond in linear quantum jumps to the incentives and disincentives they perceive around them. They perk up when their animal spirits are aroused, and they slump down into inertia when they are not.

Barack Obama's tax plans, announced in his budget message last week, threaten to depress the animal spirits that we depend on for economic recovery. I reach this conclusion on the basis of my past errors. In 1993, I -- like many economic conservatives -- predicted that the Clinton tax increase, to a 39.6 percent marginal tax rate on high earners, would squelch economic growth. It didn't, or at least not so much as to prevent what became, later in the decade, robust growth.

Why was I wrong? Because, I came to think, the Clintonites managed to hit a sweet spot with the 39.6 percent rate. It was a number that started with a three. To high earners, not bothering to calculate exact returns to the last decimal point but just concentrating on the big picture, it seemed that the government was taking just about one third -- hey, maybe a bit more -- of their incomes. They would get to keep the other two thirds, pretty much. So they proceeded to try to make intelligent investments and to earn large amounts of money without being preoccupied with how much the government would snatch from their hands.

Quite a contrast with the 1970s, when the high income tax rate was 50 percent, and 70 percent on "unearned" (i.e., investment) income. In that environment, the animal spirits of the productive class were directed away from making productive investments and toward sheltering their income from seizure by the government.

I remember rich men in locker rooms engaging in discussions along the lines of, "My tax shelter is bigger than your tax shelter." To heck with figuring out whether your investment was going to be productive in the long term. The only question was how much money you could shelter from the tax collector in the short term.

I think there is a serious risk that the Obama tax proposals are going to bring back those days. Yes, they call for returning the high income tax rate only to the sweet spot of 39.6 percent. But they also want to reduce the amount of the mortgage interest and charitable deductions for high earners, which would channel less money to charities and more to the government (and thus to public employee unions and, through them, to the Democratic Party) and would raise the effective rate on high earners to above 40 percent -- a number with a four in front of it.

Add on to that the state income tax rates of 10 percent or so in place or in contemplation in New York, New Jersey, Connecticut and California -- states with more than a quarter of the nation's high earners -- and you are looking at income tax rates above 50 percent.

When you get a number with a five in front of it, you are in grave danger, I submit, of directing the animal spirits of our most productive citizens away from productive investments and toward tax shelters: "Those bastards want to take half my money, and I'm not going to let them get it." You are at risk of directing our economy back into the unproductive slog of the 1970s and away from the robust growth of the 1980s, 1990s and most of this decade.

My economist colleagues at the American Enterprise Institute tell me they know of no studies that buttress my thesis. Economists tend to believe that opinion moves in linear fashion. But that's not always true. Case in point: gas prices. When gas prices earlier last year were at $2, $2.50, $3 and $3.50, most Americans opposed oil drilling offshore and in Alaska's Arctic National Wildlife Refuge. When they hit $4, opinion shifted. The Santa Barbara County Board of Supervisors and the governor of Florida suddenly favored offshore oil drilling. As for Alaska, nuke the caribou!

Obama in his chosen city of Chicago always assumed that the private sector would be eternally bounteous. As a community organizer following the formulas of Saul Alinsky, he assumed that the political establishment would always be there and that if you organized smartly enough, you could get a chunk out of it.

When he decided that community organizing was small change and went into the politics business, he, like all Chicago politicians, assumed that the private-sector economy would always be bounteous and that if you shook its members down and taxed them, you could always get a bigger chunk out of them. And it has mostly worked that way in Chicago.

But America is not just Chicago writ large. The Obama tax plan, combined with major state tax plans, puts not a three in front of the high earners' tax rate as the Clinton plan did, it puts a four or a five in front of it. And at that point, I fear, the animal spirits of high earners are going to be directed away from productive investment and toward tax avoidance and tax shelters. Away from creating new enterprises that can provide avenues upward for any and all, and toward gaming the system for the well-connected and shrewd insiders. Away from an economy that grows more than anyone imagined and toward an economy where system-gamers take shares of a static pie away from the rest of us. Is that where we really want to go?

Michael I hate to
disagree with you but when you thought Obamavov was going to be a centrist, disagree I did.
I guess you were mostly engaged in wishful thinking (hoping). At any rate it seems that you have come around to my way of thinking. Better late than never I suppose.
What this clown is doing, has and will continue to,hurt a lot of people. I hope that what Obamavov is doing can be reversed at some point, Reagan straightened out the mess Carter made. Still a lot of people's lives will be permanently altered in very negative ways and our entire country will be weakened in many ways by these obvious attempts of redistribution.

Dilemma
Obama, Reid, Pelosi, et al., are making a mess that our great-grandchildren will have to clean up. I can find only two explanations of their performance:

1. They don't know what they're doing.
2. They do.

Both are appalling.

Biased anaylsis
Yes 70% even as a marginal tax rate is too much but to suggest that there is this magic number and three percent on either side of it makes you work or stop working is without any rational basis. Also lower tax rates have hardly put the acountants or the tax shelters out of business. The wealthy investor class has a place in the success of our economy, but so do consumers and laborers. Conservatives seem to be only concerned about the investor class. By all accounts this recession is being driven down by a lack of consumer confidence even though with a credit freeze you would think it is about a lack of capital.

No, The New Tax Rate is 62%
The Federal rate will be 39.6, the state another 10, and removing the cap on payroll taxes another 12 for the 3/4 of "rich" who are small business owners. This is money that would otherwise go towards investing in expansion and hiring new people, towards "recovery." While every other country in the world is lowering their personal and corporate tax rates, we're raising ours to become the most heavily taxed country on Earth. We will not be able to "recover."

Do They Know?
Is Obama, Pelosi, et.al. so ignorant of basic economics that they don't realize the cosequences of their actions? Frankly, I doubt it. I think that their ambition is an economy where the means of production are ostensibly privately held, but controlled by the government. This is the very essence of a fascistic economic model. Like Europe, it gives the illusion of a democratic state, but in reality it is not. There can be no democracy when in reality, the lifeblood of the state is owned by the government and private industry is merely a shadow of it's puppet masters.

Dead Wrong
39.6% is not a "sweet spot". The real reason that the economy wasn't harmed by the tax increase is that there was no real tax increase.

The business tax decreased as did the capital gains tax. The federal budget fell from 20% of GDP to 18% during Clinton's administration and the deficit disappeared.

By comparison under Bush, the Abominable, spending rose from 18% of GDP to 21%. Obama figures to push this to 27%. Now you will see that the 39.6% income tax bracket is no sweet spot. The real sweet spot is when the budget is less than 20% of GDP.

Everything this Administration has done in the guise of "stimulus" is short term, and the social engineering with accompanying cost is loooong term. The "productive animals" who've not been wiped out, are either hunkered down, or fleeing. Who in the heck, either business or individual, can make any long term plans, based on a paltry handout, with the spectre of confiscatory taxes looming down the pike?

The "comfy number" analogy is simplistic. It's not only federal mismanagement and nitwittery. The beleagered "spirits" clearly see, state and local taxes soaring. There's also the stunning cap and trade scam, based on junk science, as well as nationalized healthcare. The "spirits" notice that Timmy Geitner can't even assemble a staff to address the core banking issues... neither is the government willing to disclose where the original (now paltry appearing) bailout money went.

We've been ripped off! The consequences of government policy has only begun to unfold. The government may not know when to stop throwing good money after bad, but the spirits DO. Very hard times ahead... just wait until the USD collapses.

Marginal Tax Rate
I hate to be the bearer of bad news Michael but the marginal rate if you live in new york is already over 60%. Look it up. Be sure to include state and city income tax, social security, medicare and sales taxes.

I'm sorry to break the news, but the investor class isn't limited to high rollers. If you pay into a pension plan, if you belong to a union, if you own a business, if you have an IRA or a 401(k), if you've set up a college fund for your children or grandchildren, if you have an insurance policy or a bank account, then you're a member in good standing of the investor class, no matter whether there's a single share of National Asbestos & Broccoli with your name on it. If you're paying off a loan or simply dependent for livelihood or support upon a member of that class, you're inextricably bound to it.

Send not to know for whom the closing bell tolls; it tolls for thee.

I think you are closer to the mark than Barone. A bit of bleeding is tolerable. Open a big vein and you get a toe tag.

Something I don't understand is the way the Left hates certain Republicans. I may be wrong but it seems Bush was hated a lot more than Reagan. Given the way Bush moved the country to the left you would think he would be a Democrat hero. Do you understand this?

Disincentives
Obama & Co. seem to not realize that people react to outside influences. As Barone points out, we do react, sometimes in some strange ways. I remember several incidents during the Carter eras in which people deliberately made bad investments so they could claim losses to alleviate their tax burden. How's that for a weird situation?

Income Taxes are Voluntary
Rich and high wage earners can avoid taxes by just living off their cash and not conducting any taxable business. They will hold on to rental properties and stocks therefor no capital gains to pay tax on. They will hold on to appreciate stocks as business recovers therefor no capital gains taxes.

As you can clearly see, the rich only pay taxes when THEY CHOSE not when the government needs the cash. The BHO tax plan will result in less money being collected requiring more broad based business activity taxes to be placed on the poor and middle class through higher food, utility, and gasoline costs. The indirect hidden taxes are referred by the Democrats as it appears that they care about the poor and middle class.

In actual practice they will tax everything that moves to advance their Socialist experiments with our economy. They can not admit that action has failed in every Country that has tried it in global history.

It's the Socialist Conspiracy, Stupid!!
As Krauthammer pointed out so artfully yesterday, there is abundant evidence that BHO is seeking to create fear and panic in America that will allow him to seize greater control over the economy and rebuild it in his socialist/commmunist image. This is a blitzkrieg from a master of politics, the likes of which the world has not seen since Adolph Hitler. Many of us warned that this was the grand plan of BHO and the Dems, but a lot of mush-brained Republicans masquerading as conservatives--Chris Buckley, David Brooks, Peggy Noonan, Kathleeen Parker, et al--insisted BHO was actually a conservative-centrist and helped deliver a BHO victory. Even George Will was duped and now is back pedaling furiously.

If you're not working actively to fight back, you're part of the problem.

recession; which are you going to make it, Mr. Obama?

V shaped recessions during the 2 Bush administrations, Clinton's, and Reagan were turned around for the most part by good policy. U shaped recessions under Carter and Nixon were extended beyond the normal business cycle by stupid policy, i.e., Nixon's wage and price controls.

A President can affect the ups and downs of the economy by either just staying out of the way. or by tinkering. Obama isn't just tinkering, he is manipulating, in all the ways that will make it worse.

Look for serious inflation and a falling or flat market for some time to come. When Obama lovers realize their paychecks don't stretch nowhere near as far as they need to, they may just put two and two together. One good net result will be the reassessment of debt in this country, and how it relates both personally and to the gubmint.

My wife and I have been steadily retiring debt for the last 2 years, have recession proof jobs, and some reserves. Unfortunately, I dilly-dallied before cashing out our now 201K's and that money is gone forever.

We have a very pessimistic outlook for the country, but optimistic personally. We remember stories from our parents and grandparents about lard sandwiches and ketchup soup during the Great Depression.

I asked Dad one time if his family at least had crackers to go with the ketchup soup and he told me no, most of the time not. Had it not been for friends, family, and churches Dad and his brothers and sisters surely wouldn't have survived. And Obama is going to stifle charities? This guy is either an idiot, or some kind of evil monster!

IS OBAMA A SACRIFICIAL LAMB?

Obama is not a conviction politician, he doesn't stand on principle or have the courage of his beliefs. Unlike Reverend Wright, a man with more character who says what he means and means what he says however wrong and despicable, Obama is a fearful man who hides his world view; a coward who has to lie that his ideas are sound and worked whenever tried fixing crisis after crisis throughout history. What else can Obama do but lie when the facts of history aren't on his side? When he's hoping against hope that a miracle will occur, that this one time, just for him, his wife and children, the laws of economic reality will be canceled and the impossible, the impractical, the unreal will work. When you believe like Obama that the presidency was your destiny and mandate from heaven you hope that your mission is to realize your dreams however absurd; you hope that your destined to bring paradise on earth with justice, equality and happiness for all, and not another government disaster with fate cruelly using you as a sacrificial lamb to teach the nation a bitter lesson.

That's pretty funny. Live off the cash and conduct no taxable business. Want to explain how you do that? Let's take someone who has a substantial amount of wealth, say $3 million in cash and owns his or her house. What do they do to live off the $3 million that avoids taxes...

Housing = taxed, either real estate tax directly or included in rent payments

Food = taxed, sales tax in almost every state

Gasoline = taxed, federal and state

Oh and by the way, all that assumes that none of their money is invested, because if it is, they pay tax on the income.

One more thing, the money they got was already taxed in the first place, regardless of how they got it.

Clinton's tax increase
Clinton's tax increase in the early 90's involved an economy that was poised for tremendous growth due to many factors that all came together at the same time:
1. End of cold war. Capital and technology that used to go the military was now unleashed in the private sector (hello internet)
2. oil had hit a low of $6 a barrell and never went above $10 for a 7 year period, leading to tremendous cost savings for average americans and boosting personal spending.
3. the development of internet based technologies like Oracle created tremendous effeciencies in production and cost savings to American businesses.
4. the information age broght valuable data to light in seconds via the internet and the explosion of personal computers at home and work.
5. 8 years of tax cuts by Reagan layed the foundation for tremendous financial and invenstment growth on wall st

The point is, Obama and others claim that by clinton raising taxes on the rich it actually grew the economy, but the truth is the economy was going to grow IN SPITE of those tax cuts for the reasons listed above.

Mr President, the economy that Clinton raised taxes on is not the same economy you have inherited. Raising taxes now will prove to be a disaster for you and your party, not to mention the american people.

Excellent comment. The rub is once confidence in the markets is gone people will stop investing. Cavuto on Fox the other night said it was two generations before people regained confidence in the markets after the Depression.

On Glenn Becks' program last night he showed a poll of answers to the question: Where does the government get its money?

Around 64 % of people polled said the government gets its money from the tax payers.

23% said the government has its OWN money!!!!!LOL

I agree with all posters that the tax increases and the socialist agenda will sink America. My question is....what actions can we take collectively to strike back? There seems to be a lot of talk from all of us, but how do we make more noise and get more visible to change minds? Why is ACORN getting the press when they agitate on mortgage bailouts?
We need some noise and some leadership to articulate our opposition across the country. We need coordination of a multiple pronged plan. Ideas?

What was it you wrote Barone? Was it about 3, 4, or 5 something or other? So, the magic number for something is 3, 4, or 5. Now I got it. When gasoline hit $4 that was when the speculators, hedge funds and the like started getting pounded. At that time, some were saying that the oil tankers were lying offshore, they were in the port loaded and probably waiting for the price to hit $4.25. When the focus came upon the speculations the prices fell big time. How about those hedge fund managers making $1 billion per year.

Where are the Prophets?
God doesn't want our spirits crushed. He does want us humble before Him. And he does want us to be holy - as He is holy. In times when the people of a nation are hardening their hearts against Him and His way, God has always raised up prophets (not profits) to speak His word to the people that they might turn from ways that demand His judgment. This time is no different.

The first I'd like to mention is David Wilkerson. I read his 'Vision' many years ago. I didn't think too much of it. It really wasn't that relevant to where I was at that time. I think I may have been pastoring a church at that time. And I had more immediate concerns.

In the introduction to Wilkerson's 'Set the Trumpet to Thy Mouth' Leonard Ravenhill (probably the foremost author on revival in the last century) wrote that 'God has made him a watchman unto our nation'. I agree.

In 'America's Last Call - On the Brink of a Financial Holocaust' David Wilkerson says that "I've had no visions, dreams or special revelations -- and I reject outright all prophetic warnings that are not scripturally sound. Likewise, every reader of this book has an obligation to test what I've written here by the word of God. All true believers can know what the Lord is going to do, if they'll but take the time to search the scriptures and discover God's set patterns of judging sinful nations in the past...

I urge you to read prayerfully...and rejoice in God's promises of faithfulness to his people in trying times."

The 'Vision' was republished as the 'The Vision and Beyond' in 2003. In it David says that he has only had two visions in his lifetime. The first was in 1958 which led to the founding of Teen Challenge. The second was in 1973. God proved the faithfulness of the first vision. We need to listen to the second.

Great assessment! Where were the animal instincts when we were being Raped by the Democrats and Barney Frank about Fannie/Freddie? They knew the real estate fiasco of this housing giant controlling up to 2/3 of the loans in America would come down to a kill! They knew before 2 months before the election! They chose to let the American public lose over 1/2 of their retirements to grandstand their way into the White House. I really don't know but if I had to name a reason I would go with the following:

I think that the left understood that Reagan was principled and therefore fairly immune to hatred. They saw that tactic wouldn't faze him in the least. On the other hand Bush was fearful of being disliked and was therefore easily swayed.

Much of the left's emotional displays are only for show. They want to look serious and committed and very, very angry. It can be scary to some people.

If you had to intimidate someone, would you choose Reagan? or Bush?

At the age of 70 Reagan took a bullet and made jokes about it in the hospital. That's not someone who gets scared easily.

There's no comparable event in Bush's life so all that I can go on is his constant "deer in the headlights" look. Frankly, he seems like a pushover.

Where are the Prophets? 2
When I first became a Christian I worked for almost two years as a counselor in a Christian halfway house. The leader of the house was one of the most sensitive persons I've ever known to the voice of the Lord. And I watched miracles happen as we prayed. He later went on to be Director of Church Mobilization for the U.S. Center for World Missions in Pasadena under C. Peter Wagner. Then he was transferred to Manila in the Philippines to head up its International Adopt-A-People Campaign.

In 1989 he gave a prophecy in which he said that because of the disobedience of the American church there would be judgment.

"Since you use almost all the money I give you on big church buildings, big homes and fine things for yourselves, I am getting ready to plunge you into severe financial distress."

...

"Since you do not teach your young people to give their lives to reach the world, they will be taken from you by the world. They will be useless to Me and a great grief to you."

"But you will say to Me, 'Lord, these are severe judgments.' I say to you if you had a son whose brother was drowning in the sea, and the son had the means to save his brother, but simply preferred to enjoy himself on the shore, would you not deal severely with that son? Is he not guilty in the matter?"

He showed me an earlier version of the prophecy while visiting the church I was pastoring and asked me what I thought. I told him it was scriptural. He replied that that didn't necessarily mean it was of the Holy Spirit. I couldn't answer his question. But it was scriptural. And like David Wilkerson said; we can know what God will do by what He has done.

Bingo. One of the double speaks that drives me nuts is that high income tax rates tax the "rich". They don't; they tax the rate of getting rich. I know some very rich people ( balance sheet rich) that have very litte taxable income. The richer you are, the more discretion you have as to whether you pay income tax or not. Generally, the tax free investments (municiples, etc.) are low risk and low value as far as growing the economy is concerned.

You want the rich to put their money to work? Cut capital gains rates--permanently.

Yes, they will get richer--but so will the rest of us. One of the things I have learned in 40 years in the entrepreunerial sector is: Don't worry about how much the other guy is making--worry about how much YOU make. The old aphorism is "don't cut off your nose to spite your face". The world is littered with class warriors missing a nose.

There ARE studies that support
These studies aren't "economic" studies, so may be beneath professional notice. The closest they come to economics is the superficial involvement of money.
They are studies of people.

"For a mere $99.99, you can have your very own . . . . . that's less than a hundred bucks, folks!"
"Great mileage and only $9999 - less than ten thousand dollars!"

People aren't immune, just because the number is a tax rate. The tenths can inch up, but when the whole number changes, you'll hear it.

Like the whole panic/attitude change expected when unemployment "hits double-digits" --
like there's a real difference between 9.9 and 10.

I think most will follow/allow; after all, we've been - more and more - since America lost the last revolution, 150 years ago.

Good questions. Perhaps the first noise we need to make is the wailing of prayers of repentance for allowing our nation to fall into the hands of ungodly elitists. We need to seriously seek the aid of Almighty God according to 2 Chronicles 7:14.

Then we need to learn from the opposition – the Organizers. Scripture tell us that

“…the children of this world are in their generation wiser than the children of light.” Luke 16:8b

We must pray for God’s wisdom and power. We must plan in order to co-ordinate our efforts, and we must protest the wickedness of the elitists who rule over us.

Pray. Plan. Protest. I have some rudimentary ideas on how to accomplish our worthy goals. We must use all our social net-working capabilities: facebook, my space, work, neighborhoods, churches, sports, families, etc.

Organize prayer opportunities. Invite people of prayer whom you know to meet for 15 minutes of prayer daily or a half-hour weekly – anywhere that is convenient. Pray. Then plan - coordinate other prayer groups across our areas, then organize and implement a protest rally. This can grow exponentially, and with God’s blessing it will.

Some people do not believe that taxes (and prices) alter behavior. I know that they do.
Even ignorant people (many of them are not stupid) know how to work the system. Doubling taxes has never doubled government receipts, has it? Has cutting taxes ever resulted in the government getting more revenue? If getting more revenue is the goal, shouldn't one use actions that have worked in the past. If "fairness," punishment or revenge is the goal then "soak the rich." Usually soaking the rich also results in soaking the middle class. I'm not an economist, but how accurate are economists' predictions of and how well do some of their policies work?

We Can Pray
We can pray. But it's not just for revival with the idea or hope that God continues blessing. So many of our prayers the last few years have been based on a heart of selfishness. Bless this nation God, so that we can continue to be comfortable. We want your continued blessing Lord. We just don't want to pay too high a price for it.

We're grateful that Jesus bore the cross so that we don't have to. Never mind that He said to pick up our cross daily and follow Him. Never mind that Paul rejoiced in the fellowship of His sufferings. We want His blessing. And now that it looks like He might be withdrawing it, we are scared stiff.

At last Sunday night's home fellowship, I said that I thought my comments might be having some impact. Some people were getting on their knees and some people were getting their guns.

So I decided to first of all to get my own devotional life back in order. I was spending early mornings writing comments instead of fellowshipping with Him. Then I decided to focus my comments much more on the solution -- prayer and fellowship with God than on the problem, George Soros, Barack Obama, and liberal (radical) hatred for, and control of, our nation.

I truly believe that God wants to continue blessing us as a nation. But it sure isn't just for our comfort. Before anything else He wants us to be in a loving relationship with Him, humbly worshipping Him as our God and our Lord. Then He wants us to have His love for His world.

He's outlined His process for the redemption of a nation in 2 Chronicles 7:14:

"Then if my people who are called by my name will humble themselves and pray and seek my face and turn from their wicked ways, I will hear from heaven and will forgive their sins and restore their land."

His people, who are called by His name. If we do that, then He'll do the rest. If we don't do that, none of our efforts will work.

Unemployment Rate Rising
According to Tom Harvey, economic guru, the unemployment rate is at 8% and if we include part time workers, it's at 14% high - and that should frighten every American who is in fear of losing their jobs as more layoffs are coming to America. The change coming to America is more job losses and more food banks shut down and even food stamps are at an all time high in the billions in America. We are headed on the Obama deep accelerated slope while he plays games with Rush and Sean instead of focusing on the pork belly earmarks that could create jobs. You make two good points, expanding a bit on what you actually wrote:

1. Our "animal spirits" are what we call human nature. Capitalism is successful because it works WITH human nature; socialism fails because it tries to change it. When will these idiot utopians ever learn?

2. America is not Chicago writ large, indeed. Alinsky, Obama, Sharpden, et al can shake down the smallish places because they exist in the larger place called America, which can absorb it. When they try to shake down the whole country, who's gonna pay? China? The next three generations?

The Apostle said that we should pray so that “…we may lead a tranquil and quiet life in all godliness and gravity. This is good and acceptable in the sight of God our Saviour ...” That would involve some degree of comfort for God’s people, but it would also give His church the liberty to work and witness. Praying for America’s survival and return to being blessed by God is not just a selfish prayer. Christians in the USA have sent missionaries to all the world, that is why, I believe, God has so blessed us. Now, however, we are an apostate nation and unless there are true prayers of repentance and revival in the land, we are destroyed.

Don't worry too much about "selfish praying." God doesn't answer selfish prayers. "Thy will be done on earth, as it is in heaven."

Years ago I sat down and analyzed the tax tables (peak tax 70% + 91% of anything over some number I do not remember)) I noticed that as you increased earnings there came an area that started at 20,000 and went to 70,000 where your actual tax % soared. Thus making a cliff that was VERY hard to jump. Over 70,000 itemized deductions became VERY effective and could cut your actual tax paid down to around 10% or less.

One of the reasons I voted for Reagan was that his tax policies destroyed that cliff and made it possible for little folk (like me :) to pay around 10% actual taxes (income not all the rest :).

Obama seems to be interested in recreating that cliff and pushing as many below the cliff as possible.

Kind of nice to read Michael Barone's non-fiction words. I think if the truth be known we are already paying almost 50 percent of our earnings in taxes to either state or federal governments. How long will it be before the government can tell us how much we might be able to keep?

He is talking to us through the investors that are bailing on the stock market because they know the future will not be good for profits. Profit is why all those companies exist. Obama is deluded
Mr. Obama's supporters do not want a workers paradise. They aren't communists. For the most part, they simply have a great deal of compassion and no insight into unintended consequences. They look at that single mother and thing, oh, how terrible that she must leave her children to go to work. We should help her out so that she doesn't have to do that. Oh, how terrible that the person with schizophrenia has to suffer the stress of a job. We should help them out so they don't have to do that (in some cases, some people with schizophrenia may need this help; but others do not - I work for behavioral health, so I know). Oh, how terrible that elderly person has to take a job at Walmart as a greeter. We should bump their retirement so they don't have to do that.

It goes on like that. It sounds so good. Help out the guy who has lost his job. It's only temporary. Until it isn't anymore because you've taken away the businessman's incentive to build his business which provides jobs. They don't understand the unintended consequences. They don't think them out.

It's not evil, really (though the outcome certain works out that way). It's an ideology based on the best of intentions. But good intentions don't always work out the way (excuse the pun) we intended.

But this administration won't do that because they believe (and many of their supporters believe) that private enterprise is an evil ogre that just wants to put its foot on the neck of the common people. They see it as their responsibility to prevent that. They can't just leave government's role as a regulator. Thus, a person who pays, for example, $25,000 in property taxes should get $25,000 in education. If they have no children, or their children have moved out and don't go to school, then they should pay nothing.

In reality - where "fair" actually means something - taxing and spending and "fair" are incompatible. In the irrational world of the left, however, no distinction is made between income and taxation : without any real evidence or proof at all, the left somehow proclaims that differences in income are a by-product of taxation, not a by-product of differences in production.

Last, investments do not represent "unearned" wealth. Investing requires a great deal of knowledge, savvy and risk taking. There is nothing unearned about applying one's intelligence and skill to making money. Good investors make sustainable profits, and bad investors don't.

If politicians had just a modicum of appreciation for the fact that government doesn't create a penny of income, that it exists only as a result of the consensus of the people, tax rates would more closely hew to Constitutional precepts rather than the left's income redistributionist instincts.

But it's as anachronistic as it is ineffective to point this out because we're now in an age of massive government spending, and whether it only marginally impinges on private investing and innovation (the "animal instincts"), or whether it strangles it, the more profound observation is that it's not their money to begin with.

My only quibble with this column
is the thinking that continually seems to come across that the Clinton tax rates were successful.

If you were in the upper income brackets they had only a minor effect. You reached the tipping point. However for the middle class and down they had a major impact. It was the 90's that people learned to incrementally live with debt. Housing debt, credit card debt, debt in general. They fooled themselves into thinking that so long as they were employed and could pay on the debt, all was good and they could live to fight another day. Debt was used to maintain one's standard of living.

When Bush entered the arena he lowered taxes, and the interest rate. Hence the reason people rushed to refinance and take out second's to pay off debt. After all, it was a win win. Mortgage interest is deductible, credit card interest is not. At one point refinancing debt was the primary source of most loans. Rates stayed low so people just continued to buy and finance. From there we had a housing boom, and more debt.

CRA was only half of the equation in this banking mess. The other half is people need to learn the difference between good debt, bad debt and what their tipping point is. What percentage of income can you survive with going to bad debt if you lose your job?

This country needs to get back to knowing what savings is and what their tipping point is. Tax reform would help, since as it is structured now, it is more an art of beat the government and the odds. It is gambling.

My husband just turned down a position that puts him well over 250,000 per year. We crunched the numbers in conjunction with Obama's budget and tax plans. He would actually after taxes take a pay cut from what he makes now! Why do more work for less money? This is what is known as the tipping point. When you hit the bottom end of the next tax bracket up, you end penalized for productivity.

Like you and your husband, I already made the decision that I will cut my productivity (and income) with each tax increase. I have savings and investments, which are not subject to taxation, that I can live on until O'DumbO is gone. Further, in my business, for every increase in taxes (corporate, cap-and-trade, regulations, fees, etc.), someone will lose their job. I know that it sounds harsh, but I take the risk. It is my money that is on the line and I am the one up at night worried that I might lose. This has been going on for years in good times and bad. When my employees were home snug in their beds, I was concerned about my business. I refuse to take a paycut just because the Goobermint says that it is my patriotic duty to share the wealth.

The Goobs think that they can legislate redistribution and fairness. Well, let them try. We know how to get around them. And, good luck to them in trying to confiscate our accumulated wealth. If the Goobs seize a $1, then it must return the fair market value. The FMV of $1 in cash is... $1.

We surround them and they'd better realize it.

Hey Mike, tax rates had nothing to do with Clinton's so called successful economy. In fact his tax hike could have had undesireable effects except for two important events.
1)The republicans took control of congress in "94" under the leadership of Newt Gingrich and, 2) even more important, in "94" Netscape perfected the first grafical user interface (GUI) which led to the dot com boom, which in turn made the whole economy more productive.
Clinton had nothing to do with these events.

I couldn't agree with you more.
In fact it is the same philosophical arguement that I have been making for years to my anticorporation, antirich, friends. They are the ones who buy the stuff we make. They are the ones who take advantages of the services that we provide. Essentially, they give us our jobs. So I say keep rich people's taxes low. I love rich people.

Context matters too
It's not just the first digit that matters, it's also the fact that productive people have just felt the pain of a huge drop in their retirement savings and their home values. Even an increase to "only" 39.6% in this climate will dampen the animal spirits.

"surpluses" in the final years of the Clinton administration were a fluke. If you don't believe it, go back and look at the Clinton administration's own forecasts. They never saw the surpluses or record tax revenues coming.

They were a creation of an unusually powerful upswing in the economy, pushed by a number of factors: Fed interest-rate cuts, the advent of the Internet and the boom in Big Box discount retailers, such as Wal-Mart. It was a perfect storm of economic growth.

The historical data on changes in the capital gains tax rate show an incredibly consistent pattern. Just after a capital gains tax-rate cut, there is a surge in revenues: Just after a capital gains tax-rate increase, revenues take a dive.

Reducing the capital gains tax rate from 28 percent back to 20 percent in 1997 was an unqualified success, and every claim made by the critics was wrong. The tax cut, which went into effect in May 1997, increased asset values and contributed to the largest gain in productivity and private sector capital investment in a decade. It did not lose revenue for the federal Treasury.

As we enter 2009, the U.S. position in the world is extremely different than it was 16 years earlier. We are no longer the low-tax beacon of the major industrialized world. Numerous countries in Western Europe, Eastern Europe, Asia and elsewhere now have lower capital gains taxes than the U.S. The same goes for top marginal income tax rates, where Albania is at 10%, Estonia 13% and Russia 17%, just to mention a few. Here in the U.S., the current top rate is 36% for Federal, and if you live in NYC or California, you probably pay very close to 50% all-in. Our 15% long-term capital gains tax can’t compete with the 0% rates in many other countries, but don’t forget that many capital gains taxes aren’t long-term, at which point you will pay 36% or higher.

The effect of the current high-tax policies is becoming an increasing disaster. There has been no employment growth in places such as Silicon Valley in the last decade, because U.S. companies are choosing to locate more employees in lower-tax areas such as China, India and Eastern Europe.

Fred, they would have to FIND it first. It is no longer in the markets or a financial institution since I converted almost all of my assets to precious metals last Summer. If they can find the vault, then I suppose that I will be screwed.

Fortunately, having grown up in New Orleans, attended university in the NE and London and lived in France, I have learned to mind my surroundings, keep my eyes open and my head down. No conspicuous consumption here.

We all need to lay low and look poor.
