How Bush Can Save Iraq

Over the past four years President Bush has failed to effectively communicate to the public the importance of succeeding in Iraq, and now some Republican senators are going wobbly in the face of low poll numbers. They appear prepared to deny our military even the few months they were told would be given before the September report on the progress of the counteroffensive. The President needs to use everything at his disposal to make the case to the American people that failure in Iraq is not an option. He needs to do it immediately and in a bold fashion.

President Bush held a press conference Thursday morning to discuss the state of operations in Iraq. It was a start, but it is going to take a lot more than talking to reporters in a morning presser to get the message through to the American public. There are too many misconceptions that have been allowed to exist for too many months. It will take a bold and focused effort to be sure the public gets all the information they need to make an informed opinion about the correct course of action to pursue in Iraq.

There are a few points the President needs to hammer over and over again. First he needs to educate the public about the true nature of the “Surge” -- especially that the increase of troop levels in Iraq is only part of the larger counter-offensive effort. In a RedState editorial it was explained that “the increase in troop levels, requested by General Petraeus, was one of many components …or “strategic shifts”… necessary to implement the sweeping new strategy, which radically altered our country’s course in Iraq and sought to solve the problems and shore up the weaknesses which four years of fighting had created and exposed.” Too many Americans believe (because they have been misled to believe) that the surge is simply a matter of throwing more troops into a losing effort to make the same mistakes over and over again, rather than a completely new strategy that is already yielding some progress.

The second thing the President has to do is get the stories of progress through to the public. The Democrats and the media have told the public repeatedly that the war in Iraq is lost -- a failure and a complete disaster. Slowly some reports of progress in Iraq are making it into major media outlets, but they are still not being reported as prominently as they should be. Not only do most Americans not know about the success stories taking place in Anbar province, once considered a lost cause, but many are not aware that any progress is being made anywhere in Iraq.

Another thing the President needs to get across to the public is a point he discussed in the press conference quite effectively. The point he made was that the debate today is not between those who want the troops to come home and those who want to keep them in Iraq. He said that everyone, including him, wants to see them come home and that the debate today is between those who believe the fight is lost or not worth the cost and those who believe the fight can be won and that as difficult as the fight is, the consequences of defeat would be much higher. He needs to explain why a drawdown of forces not linked to success of operations would be a disaster. He also needs to keep repeating that such a determination should be made based on information from military commanders in the field rather than political considerations at home.

Every bit as important as what the message is, is how and when it is delivered. The time to capture the attention of the American people is not at 10:30 in the morning. A prime time television address, or preferably a series of addresses, is the only way to get an unfiltered message through to a large segment of public.

The way the message is delivered is also critical. As passionate and determined as the President is on the subject of Iraq, he often fails to convey that in formal addresses. One format which has been successful for him in the past is to get out of the Oval Office and in front of a live audience. Whether that audience is one assembled somewhere in the White House, or a cheering group on a military base, the feedback he gets from a live audience seems to give the President an energy he never has when reading from a teleprompter.

Instead of only citing a list of cold facts and figures, the President needs to borrow a page from the Gipper’s book and personalize the message he is delivering. Quin Hillyer suggested that the public be told some of the stories of the heroes of the Iraq war – modern day Audie Murphys and Sergeant Yorks and that he present news of the progress in Iraq along with photographic images. He makes the point that the public has only seen the “ugly” images from Iraq and that those should be balanced by showing some positive images to allow the public to see the whole picture.

With so many cable channels today, even when a presidential speech is carried by the big networks many of the people I know simply switch to the Home and Garden Network or The Discovery Channel. In order to get the maximum number of people to watch, it is necessary to build the speech up as a major event so that even those who are not politically involved will think it is important enough, or simply be curious enough, to watch. Since the Iraq War is the major issue of the day, it should not be too difficult to persuade the media that an address on the subject is major news that should be covered live. What would ensure that a buzz was created though, would be to utilize an innovative approach not normally used by presidents.

One way to do that would be to intersperse throughout the President’s address, statements from some of those giving reports from Iraq. Most people will not see the report General Petraeus delivers to Congress on the progress of the counteroffensive. Instead they will see the 30 second sound bite chosen by the media that most likely will consist primarily of any bad news included in the report. I would love to see the President give a prime time television address in which he states the reasons it is important to succeed in Iraq and then calls General Petraeus (as well as possibly others) to the podium to provide the details. I would love to see a big screen in the background that would allow the General to show maps of the region and other images that would make the nature of the conflict and our new approach to it easier to understand as the briefings by Norman Schwarzkopf did in the Gulf War. If the President is accused of conducting a dog and pony show, then so be it. After being called a modern-day Hitler, he should be able to withstand that kind of criticism. Even with low poll numbers and vicious enemies, the President still has the bully pulpit. If he does not use it now, on this most important issue, then he might as well give up and surrender to the terrorists.

In addition to what the President must do, those of us who believe it is critical that we succeed in Iraq have important roles to play. Through groups like the Victory Caucus we can stay informed and find out ways we can influence those in Congress. One thing I am surprised we have not already seen is a series of “Harry and Louise” type ads explaining the importance of completing the mission in Iraq and the catastrophic consequences of defeat. A message from veterans who support the mission, with those who have fought in Iraq voicing in their own words the reasons it is so important for the mission there to succeed, could be quite persuasive. It is time the public realize that the consequences of failure in Iraq go far beyond a defeat for the Bush administration and that the possibility to achieve success in Iraq still exists. It is up to the President, and anyone else who believes that, to make the message loud and clear.

Great column, but...
President Bush needs to make it clear that we are in a war. ALL OF US. THE WHOLE COUNTRY, and regardless of their motivation (I know he doesn't like to assign a lack of scruples to the people trying to destroy him / Americas mission to defeat global terrorism), he needs to make it abundantly clear that a non-united front against this enemy is the greatest threat to our security.

America united in the defeat of that band of thugs and miscreants = Overwhelming victory. An America divided by the successful attempts of that same bunch of killers to break our will = A vulnerability that will most assuredly lead to disaster once again here at home.

And just to add to the media campaign: Would it be so bad for the POTUS to mention great patriot bloggers like Michael Yon,Ace of Spades,Black 5 and other milbloggers who stand alone as the ones most in touch with what we are up against ? They truly love those men who are bleeding every day and their motives are unassailable. If 30 million heard the Pres. promote their names,well,what do you think it would do for the chances of the truth spreading a little faster ? I think it might start a bonfire.

What we need
is a definition of victory in Iraq! At the current time there will be no way to determine when that has occurred. If the US is looking to have an independant and self governing Iraq without civil war that will only come about when one of the 3 groups is in ultimate control and brutally suppressing the other 2; exactly what Saddam was doing. It's a civil war between the kurds(turks),sunnis (arabs) and the shiites(persians)and will continue long after the US has departed.

has the bully pulpit but in many ways has surrendered the battlefield tow the dims. Pelosi and reid head up a party determioned to fully control the govtso they can alledgedly do things better. In the meantime they undermine the presidents efforts and destroy the will to win among the folks back home. Their thinking seems to be that once in control they can rally the country and troops to finish the job to everybodies satisfaction. Their problem is they themselves lack the will and intestinal fortitude to succeed by doing the really hard things and making the difficult decisions necessary to stop the islamists and their world-wide exportation of the blood-cult they whorship

What was the definition of victory in WWII? We still have a forward presence in Germany today. Did we achieve victory in WWII or not? What was the definition of victory in Korea? We are still there today. The only war that has ended is the Vietnam war where we left in humiliation. That was a political choice supported by MSM.

Even if we have an achieveable definition of victory in Iraq and we reach it we will be in Iraq for many many more years. Does that sound like victory or subjugation?

Bush's message on Iraq to the public
You are right on! Why doesnt the Bush administration discuss the postive aspects of the new strategy? Why are the adm people so inept at this job? They must portray a positive approach and her points are excellent. She should be involved with the adm in sending this message, rather than the Washinton politicians and the left wing press!

Really now! who in their right mind could beleive this Pres is even waging a war on terror! Our borders are wide open and this Pres likes it that way. Nice job of "channeling" OBL. I'm not sure where you get your information. After all of the years in which we largely ignored or responded tepidly to AQ/jahidist attacks, and given UBL's oft-cited remarks about the "strong horse vs. weak horse," how do you know he anticipated that Bush/Cheney would respond to 9/11 by invading both Afghanistan and Iraq? Since you have such profound expertise on the war against Islamic imperialism, please enlighten us by providing us with your documented evidence that UBL actually predicted this PRIOR to 9/11.

I seem to recall that terrorism experts have stated that UBL was planning this attack long before Bush/Cheney were elected -- so I guess that given your account of the matter, UBL not only knew that Bush/Cheney would go into Afghanistan and Iraq, he even knew who the GOP nominees for prez/vp would be in 2000, and that they would actually win.

Ms. Byrd tells us about the surge making progress, yet offers on (questionable) example Anbar province. Yeah, well Anbar province has been offset by other areas.

She then talks about the consequences of defeat, but again offers nothing to substantiate her position. Question Ms. Byrd. Given our relations pre-war with Iraq and given our relations NOW, what VITAL interest of the United States would be lost if we pulled out tomorrow?

Except for in the goofy neo-cons brains, the rest of the country is aware of the fact that this country goes to war to protect the UNITED STATES, NOT to make other parts of the world subservient to the US.

The President's spinning of the facts yesterday still is countered effectively by analysis of the true facts. The Iraqis have not met ONE benchmark.

They apparently don't want democracy and we can't force it down their throats.

The neo-cons, and this President, talked about a mandate from the people when he was elected. Well that "mandate" was less than 51 percent of those voting meaning he had about 25 percent of Americans.

Well, over 72 percent of ALL Americans are telling Bush and the neo-cons to get OUT of Iraq. If 25 percent is a mandate, what the heck is 72 percent? That's THREE TIMES the number that put him into office!!

Is an army used for building a nation?
If Pres. Bush knew from the beginning of the Iraq conflict that we weren't going to wage TOTAL war, then he should not have invaded. Armies are not designed to build schools, water-treatment facilities, or be policemen. Armies are designed to break things and kill the enemy, and if we were not going to do so, then we shouldn't have invaded.

I also think that what we're seeing stems from a lack of a declaration of war by Congress. If Congress had been asked to declare war, and done so, it would be much more difficult for those who are against the conflict to play politics--no "I was for the resolution before I was against it"--Congress would have been forced to put their political "money" where their mouths are. Instead, we have a "military operation" with the goal of creating a "stable Iraqi governement"--is that what armies really do?

I asked you for documentary evidence -- you claim to be the expert on AQ -- DOCUMENT YOUR CLAIMS. If you have done YOUR research, then show us. All you did was repeat your assertions and then resort to chest-thumping about your intellectual superiority and attacking me with ad hominens. These are normally the signs of someone who is intellectually vacuous -- (most of the intelligent people I know do not boast about their intellectual superiority, they actually demonstrate it in their reasoning, rhetoric, and logic )but I'll give you the benefit of the doubt if you can can cite your sources to back your claims.

It would also be nice if you could manage to actually address the questions I raised -- all of the reports that I had read indicated that UBL thought that we were a "weak horse," a paper tiger that would respond tepidly. I would be happy to be proven wrong if you have actual evidence to prove otherwise. But when you disparage those who disagree with you by claiming that we have not done our research, yet you do not SHOW us yours, then I think we have the right to be somewhat suspicious about your assertions.

Skeptics, naysayers, and the like.

But I agree with you. Even though Bush is no Reagan in the communication department, an address by him to the nation -- as you describe -- would at least give Americans the opportunity to hear another side of the story.

I get my information from periodicals, C-SPAN, and the internet. The majority of Americans get their info from the MSM exclusively and are therefore easily manipulated and BRAINWASHED.

The President has a duty to use whatever means appropriate to make his case to the people directly and cut the MSM off at the pass.

He cannot speak too often or too forcefully about his policies regarding Iraq. The dems and MSM are persistent, and he should be too.

To those saying President Bush has lost his credibility, that is why in the column I suggested bringing in someone like General Petraeus. I was thinking about the Norman Schwartzkopf briefings in the Gulf War where the public saw on maps and other images what was happening. Most people will be working when Petraeus gives his report to Congress during business hours in September. Most will only see a few seconds pulled out of context on their local news. That is why I hope the President will utilize the bully pulpit to feature the words coming from the military advisers he is relying on. Democrats have demonized Bush as a contemporary Hitler who wants to kill their kids, but are they prepared to call Petraeus and other military leaders liars and monsters, too? I don't think even they are ready to go that far yet.

To those saying we should decide war policy based on what pollsters who word questions in very narrow ways report, I would say that polls several years ago indicated that the public thought Saddam was a threat with WMD who needed to be removed. The President should NOT be determining military policy and strategy by public opinion polls. Hmmm... should a president base his decisions on the opinions of those military advisers in the field who know what is really happening and understand military strategy or should he base them on a random sampling of people who may or may not even know where Iraq is, including many who don't even follow the news, or worse yet get theirs from the Daily Show? Wow, that is a tough one.

Bush problem isn't communication skills
it's credibility. We have heard it all before, success is just around the corner, just be patient. The guy just doesn't get it. Today I heard Richard Lugar say something that was for my money even more sensational than his recent comments on the floor of the Sentate. According to Lugar, acknowledged by all as one of the leading Republican experts on foriegn affairs, he has not spoken to the President since January. Wha???? It's no wonder we're in this mess. Bush is a spoiled diletante who has surrounded himself with sychophants and yes men. He cares not a whit for anything but proving his point, a lesson Republicans recently learned during the immigration debacle.

Additionally, it seems absolutely conterintuitive to me that anyone would argue that the inner core that got us into this mess, ignored its' downward spiral while demonizing any critics who suggested they may be on the wrong path, should be relied upon to fix the situation.

Bottom line, thanks to Bush/Cheney, whoever wins in 2008, we will a substantial military presence in Iraq for years to come overseeing a mediocre outcome.

These people will stop at nothing to secure defeat for America in this war on islamo-naziism.The line must be drawn.The enemy must be defined. His name is Democrat most often and he has passed the line a thousand outrages ago. The dems -and the cowardly repubs lapping at their feet- are responsible for the emboldenment of our enemy and as such, are responsible for the murders of countless innocents and their guardian,the U.S. fighting man.

Until and unless the President is willing to use the bully pulpit to outline the above, in no uncertain terms, the innocent and the honorable will continue to suffer for it. If,in the name of unbridled "free speech", we won't even call the collaborators what they are,let alone mete out the justice they so heartily deserve,then America will suffer what SHE deserves: A, maybe not so slow, horrific destruction at the hands of those more determined to bring us down than we are to do what's necessary to continue to exist. The foregoing is undeniable and needs only enough time to pass to be proven true.

Remember, they think in longer terms than we in the west.A sense of urgency must be realized or America will surely be sleeping when the crucial time is upon us.It's now or after the next "big one". Problem is,that might be too late.

it's not criticism of Bush's war policies that have enboldened the enemy, it is the failure of those policies, such as they are, to establish a stable environment in Iraq.

OK. This Kansas Farm Boy doesn't agree with everything posted regarding Lori's column, but most of you guys are on the right track.

For those who don't understand the moral purpose behind the WOT consider a world with an unrestrained; 1 Taliban in Afghanistan, 2 Radical Islam in Northern Pakistan, 3 Al Qeda propagation in Iraq, and 4 meddling by Iran and Syria in Lebanon with Hezbollah and Hammas or similar organizations causing pain in Israel and other parts of the Middle East. H"ll even Egypt and Saudi Arabia are under attack by Sheite and Whabbahi radical factions and cells in the Far East feed on news about the sickness. Its hard to believe there are any Americans or Europeans who can't see the threat to Western Civilization from radical Islam. Immediate defeat, no. Continual intimidation, kidnapping, killing, bombing, YES!

Winning the war will not look like any other victory and may be as simple as making it painful for Madrasses to teach children the philosophy of suicide bombing until it is significantly diminished while our forces continue to battle those already indoctrinated with this sickness past the point of recovery. The Kingdom of Saudi Arabia, where I live, has taken action against radical Imams, and the same trend is moving forward in Pakistan and I believe in Indonesia. Moderate Muslim leaders do not want radical islam to win this war but they are intimidated, afraid to take to the streets and unsure of American resolve. They are also in unchartered waters, having to reinterpret past teachings. This old Kansas Farmer even keeps a low profile; here in the Middle East you never know who is willing to kill for some obscure cause.

Now Tribesmen in Iraq want no more of the Taliban style intimidation Al Qeda used to control the Al Anbar province and have shown the courage to come forward. This must continue. Moderate Muslims must receive protection and security until they are strong enough to protect themselves. Consider the courage it takes for a young male Iraqi well known in his community and considering joining the Iraq army. Americans joining the military don't have to face getting killed until they are trained and enter battle under seasoned leadership. A young Iraqi has to place his entire family at risk to join his army, and yet they come in increasing numbers. Americans are the best military in the world, morally, technically, courageously, but the young Iraqi joining his army has to muster a different level of courage.

The new government formed in Iraq will probably not be liked or understood by most Americans, but the fundamental theory of freedom from 1 death, 2 kidnapping, 3 torture, and 4 intimidation is the universal vision the US Military can carry to Iraq. If the US military is successful, Iraq citizens may get a glimpse of the pursuit of happiness! The other tribal and oil issues cited by liberals and usually the MSM headlines are of secondary importance.

The US must continue and win the WOT, (stop teaching children the sick philosophy of suicide bombing and other terror measures, and contain those children, many now adults and already lost). Please America, don't leave Iraq and the other battlefronts in the war on terror until this job is finished. America must defeat the ideology of radical islam, now with the gains achieved, or later against a larger foe reinforced by any retreat.

Iraqi Commitment to Solution
Well, they delayed it a little bit.

The Iraqi parliament decided to ONLY take the month of August off instead of the months of July and August.

So for all the administration supporters of the war, you want to help me explain to the troops why they are fighting so the Iraqi parliament can go on VACATION?

If they aren't worried about putting their government together so we can get out of there as soon as possible, why the hell should our troops be putting their lives on the line?

I watched C-SPAN in the wee hours this morning and heard Lt. Gen. John Sattler address the Defense Forum Foundation. He is the man under whose command the peace in Fallujah was secured, and he is now the Joint Chiefs of Staff Strategic Plans and Policy Director.

I recommend him as an excellent speaker who can deliver the goods, so to speak, if the WH decides to take up your wise proposal. Fellow THers will find the speech inpiring, as well.

I was so "charged" after listening to him describe our mission in Iraq, our progress, and the way forward.
