Will the Dems' health care Christmas Present to America be an improvement or detriment to our health care system?

Obama spoke Thursday at George Mason University about his American Recovery and Reinvestment Plan -- a.k.a. the stimulus package. There’s an interesting section that would warm the heart of John Maynard Keynes. It goes like this:

“It is true that we cannot depend on government alone to create jobs or long-term growth, but at this particular moment, only government can provide the short-term boost necessary to lift us from a recession this deep and severe.”

Well, 28 years ago Ronald Reagan said government was the problem, not the solution. Dealing with a bad recession like this one, the Gipper lowered taxes and domestic spending. Obama on the other hand has offered an $800 billion package, with plenty of infrastructure spending that alleges to create three million jobs.

Nobody really believes infrastructure spending will end the recession or create permanent new jobs. However, it’s interesting just how much the Obama plan has changed since the election. The size has been roughly constant. But the mix of tax cuts and spending increases is now totally different.

Instead of $100 billion worth of tax credits, there are now $300 billion worth of tax cuts. This includes a big new piece for business, more cash-expensing for small-business investment, and a restoration of the five-year tax-loss carry-back, which will especially help banks and homebuilders. It might even result in tax refunds for businesses, and might also allow banks to rid themselves of toxic assets, since the losses will now be spread over many years.

So what we have now is an $800 billion stimulus package with $300 billion of so-called tax cuts which could infer less spending than before -- maybe only $500 billion worth.

Obama’s economic advisers are bragging to me about their new tax-cut package. They say they’re very pro-growth. And you know what? I acknowledge it. People like Larry Summers, Austan Goolsbee, Christy Romer, and Tim Geithner are no left-wing big-government whackos. They may not be hard-core supply-siders. But in terms of the economics profession, I would call them center-right.

And they absolutely understand the importance of private business and investment in the job-creating economic-growth process. And I think they’re views are the main reason for the reshaping of the Obama package between the campaign trail and the eve of inauguration.

The problem is that they’re not reducing marginal tax rates on large and small businesses or individuals. Their tax credits will be two-year’s worth, not permanent. There will be no incentive effects to maximize growth. And many of the tax cuts are refundable credits, which really are a form of government spending.

So it’s not a supply-side package. However, I’ve really never met a tax cut I didn’t like. And any tax cut is better than a spending increase since private companies and individuals will at least get the money instead of government.

This is the interesting part of the Obama plan. Somewhere in there the tax cuts will have a small positive economic effect. I would have designed it differently, but then again Team Obama won the election. I guess I could say it could have been worse.

Of course, Team Obama will have to contend with the sticker shock of a $1.2 trillion deficit for 2009, just printed by the Congressional Budget Office. And that’s before the Obama stimulus plan. But I don’t think Republicans really have a leg to stand on with the deficit argument -- or for that matter the spending argument.

Yes, Obama is raising the ante, and the new numbers are just about over the edge. But a lot of that new deficit is TARP money that should be scored as investment -- not real spending. And in view of all the economic pessimism out there, I doubt if the public is very worried about deficits.

What’s most regrettable is that congressional Republicans have yet to make the alternative case. They haven’t pressed for marginal tax-rate cuts as an option to Obama’s credits. So far, the GOP is me-too. They’ve offered an echo instead of a choice.

Meanwhile, polls now say the public favors Obama’s plan by 55 to 65 percent. His personal approval rating is even higher. And he’s being politically astute by reaching out to Republicans. He has virtually removed partisan rhetoric. Simply put, Obama is in the driver’s seat right now.

Sure, the Democratic Congress may mangle Obama’s plan. They might even repeal the Bush tax cuts this year. So there is considerable uncertainty about the details of the final package. But I must say, a crafty Obama is doing his best top employ his version of the Reagan tax-cut plan. Obama talks big government. But so far his program actually reduces the government-spending share and increases the private tax-cut share.

Very interesting.

Gov't does not creat wealth or jobs
Larry , when did the govt confiscation not directly complete with private enterprise?. This welfare program is not a solution. You have lost all credibility with me. "Hope & Change" carpetbaggers like you need to be seen for what they are. More narcissistic sophomoric "feelings" masquerading as in this case an Economist. Printing money, controlling the economy with FDR welfare projects & fear induced expediency will not bring about responsible long term confidence & capital. Obama does not know what he is talking about. He has no plan, never has. That is why there is never any specifics. GOD help freedom & liberty in this age of nanny state socialism

One simple question.....
If a short-term tax break does so much to improve the economy, why is a permanent tax break bad for the economy?

crybabies cant win
I am sorry to say we have lost America, and it does no good to complain without a plan to fix the problem. The government is so short on cash that just a few million taxpayers going on strike for a few days, weeks, months, will send a very scary message to the politicians of both parties, and we should never vote for any politician who had no primary competitor. I fou believe I am a nut, please save this message to read again in four years.

Frontman
Obama is nothing more than a glorified front man for a liberal economic policy that is like sweet fruit , but is just bitter pills. Obama talks the talk but has yet walked the walk.As president he knows not what to do on his own.

Zombies have a ball with Obama, yes?
If George W. and his cronies have not handed Obama and his cronies, the worst Socialism/Communisn, in the name of free-market economy plus Imperialism the world has ever known, let someone prove otherwise, please? Yes with the USA Constitution in hand, plus all other advise handed to future generations of Americans, uttered by the very Founding Fathers.

The very Editor ot this Townhall, sometime ago send out an SOS, urging us readers, to get after the nest of corruption in Washington, aka politicians, to stop leading America to hell, with all its Socialistic/Communistic programs they have imposed on the American taxpayers without their consent, in as much as the true total National debt was already over 50 trillion dollars and growing!

Yes, other Conservative organizations have made public the very same concerns as Townhall has. Yes, Kruschev said it well in the 60's as he pounded his shoe on his desk at the UN, and here
is the gist of what he said: "Americans will accept Communism and not know it".

Yes, I ask: Why in the hell did the very, so self called Conservatives that now wish to rain hell on Obama, not vote for Ron Paul? He very clearly stated that America needs to take a 180 degree around and for once again, obey the commanding orders that of the Founding Fathers. I am feel honored for voting for him, here in California as a write in Candidate!

By the way: IF I AM IN ERROR AS TO MY REFERENCE TO THE EDITOR OF TOWNHALL, WOULD HE PLEASE CORRECT ME IMMEDIATELY?

New World Order
Go online and order a copy of
THE NEW WORLD ORDER by Pat Robertson.
It explains it all.

How big government is Obama?
One single statement during an interview last October said it all. It's all you need to know about Obama.

Obama said taking away from those who have to help those who don't is simply being "neighborly". I don't know about you, but chipping in when someone's house burns down is being neighborly, not taxaton. To most fair-minded Americans, what Obama calls "being neighborly" is nothing short of theft.

How Big Government?
It will be as big as it needs to be. Big enough to control us all. That is the plan. Control. It won't happen in one year. It may not happen in two...but it will happen.

We have to many lemmings who do not think for themselves. They NEED someone to think for them. They have sold their souls for a 'mess of porridge'.

run for cover
I'm no economist, except that I have successfully managed my way through life without amassing debt through incessant spending on unneeded items, but its clear to me this Marxist clown either has no idea what he's doing, or he is pursuing an agenda that is calculated to weaken or destroy this country. My personal opinion is the latter.

Yet another ploy
I agree with all U said!! Except:
I'm not at all sure it is "a Ploy". Having watched/listened to this young fellow for too long, I'm totally convinced he's convinced that what he believes is the only way to go..If that make it *core Beliefs* we're in for a rough ride.

Yet another ploy
I am convinced that every proposal of Obama's that appears to move to the right is designed to lend that appearance. In other words, a cynical political ploy. I am not prepared to give "the benefit of the doubt" to someone whose entire political career ought to be enough to remove any doubt about his core beliefs. The only caveat I will offer to that is as unflattering as the assertion itself: He may not have any genuine core beliefs. He may well be an entirely political creature who behaved in Chicago as one must if one is concerned only with obtaining political office.

I don't know which is more frightening: a complete absence of principal, or an enthusiasm for duplicity. Either way, I don't believe that there is room for any doubt to give him the benefit of.

A Government Must do it
philosophy is being fostered, a philosophy similar to that of
European whose leaders are now trying to get out from under this philoophy because it has stiffled growth. The problem is that once voters experience government handouts and control, it is hard to give them up no matter the results. This is Europe's problem because their voters have become used to government perks and do not want to give them up. I don't know who said it but here goes. Once a majority of voters find they can vote themselves assistance, we have given up democracy and freedom.

Big government?
We have had it for 8 years. As a conservative, I never voted for George Bush. It's hard to believe Obama or any other president can ever equal the spending of Bush. He made LBJ look like a penny pincher.

Big Government
Thomas Jefferson: “A government big enough to give you everything you want is strong enough to take everything you have,”

Ronald Reagan had a vision of America. Barack Obama has a vision of Barack Obama.

The “recovery plan” (aka, bailout) and the “stimulus package” (aka, mega load of garbage) is nothing less than advanced taxing scheme without representation.

The Nation's economy is already in the red and the red ink is being financed by other countries like China. Adding a trillion dollar “stimulus package” is pure idiocy and will place the Nation’s “neck on the chopping block”. There is a very real probability that our economy, and by extension, the country will be completely at the mercy of outside entities, our creditors, and they do NOT have our best interest at heart.

Into The Trap, Kudlow?
Part of the trap - "Meanwhile, polls now say the public favors Obama’s plan by 55 to 65 percent." Isn't that what the MSM also says - and isn't that where the "public" get its opinion from? My local rag AND local TV gets it feed from the AP. My cable news is from CNNABCNPRCBSMSNBC along with Fox. So who wins? And how does our dumb electorate form its opinions?

Not Over
We should rememer that the Congressionjal Budget offices projected defict of $1.2 trillion does not include the additional spending pertaining to the supplemental bills to fund the Iraq/Aghanistan War, not does it include Obama's "stimulus" package. The $1.2 trillion is the result of 1) existing spending that for years has exceeded income by $500 Billion; 2) the bank/insurance/freddie-fannie etc bailouts which were requersted by a GOP President and Treasury Secretary; and 3) Lower projected revenues given the recession.

So, Obama starts $1.2 trillion in the Red.

Now, on top of that, we'll add the costs of the supplemental bill to fund the war, and the stimulus package. The actual deficit, as such, will be in the range of $2 trillion.

And, of course, the responsibility will be shared between a Republican President and a Democratic President.

At the same time, we should keep in mind that 1/2 the $800 billion or so it is expected to cost will come in the form of tax cuts. Spending, as such, will account for the rest.

Another thing to keep in mind is that the economy under Reagan was much stronger than the economy is today.

We were then a "creditor" nation. We did not have $11 trillion in debt, and deficits had never gotten to the point that they have come to today.

Reagan, after all, did not start with a 20% chronic budget deficit. Further, both capital gains and personal income tax rates were much higher. Today, we have far less to cut in those areas. After all, the gains tax is down to 15%, and the top personal income tax rate has fallen from 70% to 36% - or basically, 1/2.

And finally, the Fed was dealing with inflation - which is not the case today.

This isn't over. It's not even close. And since all the talking heads have been wrong so far, nothing anyone is projecting is likely to be right looking ahead.

Think Union Soviet Socialist Republics
He is a c*mm*n*st. THAT big. He thinks that the government should run everything so that kids from Yale and Harvard can do all the decision making. That's the only way to have the best brains making all the decisions. There ain't no bigger big gov idea anywhere. Then, we can combine with the people's governments all around the globe, from each according to their abilities, to each according to their needs. But that's a minor point. At the inaugeration look for the Queen Mother in the background. Then look at Barrack. Take a good look at his face. That smile may seem out of place. Look closer and its easy to trace. The (start quicker back beat -- trombones pick into a syncopated /modulation --- single snare SMACK-silence.... THE TEARS OF A CLO-OWO-WOW-WOW.... SMACK (gently now.... yes, the tears of a clowowown) fading rattle - like teeth in an old crone's head.

Kudlow + Reagan = Failure

Look at this graph. When did it go out of control?
Exactly 28 years ago.

AL
and make the ocean a body of Kool-aid. Hell, why not.

What Will the President Elect Do?
In his own words:

1.we will double the production of alternative energy
2.We will modernize more than 75 percent of federal buildings and improve the energy efficiency of 2 million American homes
3.we will put Americans to work
4.we will make the immediate investments necessary
5.we will equip tens of thousands of schools, community colleges, and public universities with 21st century classrooms, labs, and libraries.
6.we will begin to rebuild America
7.we will launch an unprecedented effort to eliminate unwise and unnecessary
8.A world that depends on the strength of our economy is now watching and waiting for America to lead once more, and that is what we will do.
9.we will look back on 2009 as one of those years
10.We’ll provide new computers, new technology,
11.we’ll put people to work repairing crumbling roads, bridges, and schools
12.we’ll also do more to retrofit America for a global economy
13.we’ll continue the bipartisan extension of unemployment insurance and health care coverage
14.we’ll invest in what works.
15.we’ll invest in priorities like energy and education; health care and a new infrastructure that are necessary to keep us strong and competitive in the 21st century

Summers Center Right?
This is the same Larry Summers who proposed taxing the top 5% an additional $800,000 per year to distribute to others, no?

Rohmer center right? Also a Keynesian. Ditto bailout-king Geithner.

If these individuals are center right, then the center has moved so far to the left that only Chavez would qualify now as a leftist.

How Big?
As big as O's head and ego.

How Big?
The proposal of tax cuts is all smoke and mirrors. Mr. Obama can count on his enablers in the Congress to reflexively oppose tax cuts, and he will get a pass when he "compromises". Presto, chango! He gets what he wants while maintaining a superficial appearance of pragmatism and moderation.

Mr. Obama wants the biggest government he can imagine. Unfortunately, his imagination cannot simultaneously grasp an economy as large as that of the U.S.

Look at the flows of money and power, ignore everything else. The unavoidable conclusion is that we will be poorer and less free as Obama and a compliant Congress work their will.

Mr. Kudlow - get a proof reader!
Their instead of they're.

Still to say something good about this tax plan - that is a stretch! I guess the proof will be in the final package - and my bet is that they will expunge all the good - and continue the trek towards socialism.

I think I'm more conservative
at spending money while playing monopoly then Obama and Congress.

All you need to know
about Mr Kudlow's understanding/ position about the negative impact of deficit spending and PEBO's economic spending plan.

'But so far his program actually reduces the government-spending share and increases the private tax-cut share.'

Of course this is only in relation to the additonal billions PEBO is proposing to spend.

Things will not get better until the government is willing to spend LESS.

Obama Over The White House!

As usual, I was stricken by insomnia. So, last night (or early, early this morning), I once again watched the 1933 film "Gabriel Over the White House," which should be required viewing for everyone. If you can't watch it, here's a synopsis, with some current notes added in:

The newly elected President, Judd Hammond (or BHO), starts by saying voters will forget his election promises now that he has been elected; threatens to declare martial law (or darn near to it when one considers the War on the Economy, as bin Biden categorizes it); leaves Congress with little choice, but to capitulate to his demands and grant him the power to enact all necessary measures, unfettered by the normal system of checks and balances; assumes the mantle of "The Great Benevolent Dictator" (or "The One"); wages war on the private system and large corporations; orders a new "Army of Construction" - a massive public works program that will give a paying job to every unemployed (or union) man in America until the economy recovers (and to build "infrastructure"); spends billions (trillions, in this case), proclaims, “We need action—immediate and effective action" and attempts to solve his country's problems through authoritarian means (or trillion dollar deficits for years to come); goes into massive debt to achieve "prosperity".... ALL BECAUSE THE UNITED STATES IS "TOO BIG TO FAIL" WITHOUT GOVERNMENT'S CONTROL.

An uncredited screenwriter was FDR, but it could have been BHO.

Obama, keep flying over the WH. We can't afford you.

"When the going gets weird, the weird turn pro... (or get elected as President or to Congress)." Hunter S. Thompson

Austan Goolsbee is not only an idiot
but one of the biggest elitist liberal ideologs to bubble up from the Corrupt Illinois Social Ladder..he's a bloody liberal teacher. All the man would have to do is see the filth and crime rate and taxed to death people in Illinois and see why that is THE WRONG way to think!!..I freaked when I read that Nobama wants to create 600,000 new GOVERNMENT JOBS??Gezzz growing government is a Socialistic mentality mindset for the all think GOVERNMENT is the answer not the problem..they will kill Capitalism and Business in America PERIOD!
