Waging War on Earmarks

Last year, incoming speaker of the House, Nancy Pelosi, vowed Democrats would “bring transparency and openness to the budget process and to the use of earmarks.”

It seems Congressional Democrats’ professed appreciation for fiscal responsibility has had the life expectancy of a firefly.

Now, Democrats and Republicans are openly battling each other over pork-barrel spending, better known as earmarks. An earmark is where a member of Congress secures federal money for their home district, “bringing home the bacon.”

In the House, these provisions are not debated on the floor. Instead, they are anonymously inserted in committee reports before final passage. The spending is then voted into law without public scrutiny. The current earmark system is a disgrace and an invitation to corruption.

And both parties have an embarrassing history with earmarks. Ronald Reagan vetoed a highway-spending bill because it had over 100 earmarks in it. Two years ago, the highway bill included over 6,000.

The American people have had it with earmarks. Polls show that one of the reasons driving Congress’s near record-low poll numbers is their out of control spending. Both NBC News/Wall Street Journal and Quinnipiac University polls show congressional approval at 23%, seven points lower than that of the president’s. For some committed conservatives especially, this disapproval has intensified to outrage.

This outrage is one of the reasons Republicans lost power. Polls show that a major reason, along with the Iraq war and corruption, for GOP losses in 2006 was wasteful spending.

And frankly, some Republicans deserved to lose power. Political parties are elected to solve problems. You get elected to do a job. When you fail to live up to your principles and your promises, the people will turn elsewhere.

This has nothing to do with legitimate government spending that happens to take place in one particular district. Federal funding is needed for some things, and that’s why Congress has constitutional spending power. But that’s also why all earmarks should be publicly disclosed and debated in Congress, so that necessary spending goes forward but wasteful spending is stopped.

Instead, Congress has abused its spending power egregiously. When someone proposes $223 million dollars to build a bridge in Alaska to connect an island with less than 50 people to the mainland, the infamous bridge to nowhere, voters can be expected to get angry.

The GOP has learned this painful lesson, shown by House Republicans electing John Boehner of West Chester, OH. as their leader. v Mr. Boehner has never asked for an earmark, and bluntly told his constituents that if they want someone to bring home the bacon at the national taxpayers’ expense, they should vote for someone else. His team is working with conservative stalwarts like Mike Pence of Indiana and the Republican Study Committee to end the process of earmarking as we know it.

Feeling the heat last year, Republicans finally passed a reform requiring all earmarks to be identified by their sponsor and open to debate and to a vote on the House floor. While this is a step in the right direction, it proved too little and too late.

Democrats used the GOP’s spending binges as a campaign issue to promise reform and take power in Congress.

Now that Democrats control both chambers, they’ve suddenly lost all interest in stopping pork-barrel spending.

In fact, the new process Democrats recently announced will actually be more secretive and unaccountable than ever. At a recent press conference, Mrs. Pelosi and the chairman of the committee on appropriations, David Obey, declared that they don’t have time to debate earmarks or even insert them into committee reports.

Instead, members must vote for spending bills first, then later this summer they will be given the earmark list and can send written challenges on anything they don’t like to Mr. Obey. He alone will then decide which ones to eliminate from the House-Senate conference bill before the conference bill vote. Those bills are voted up-or-down. They cannot be amended.

In response, Mr. Boehner announced he will mobilize the House GOP for an all out fight on this issue. He promised to use all his tools to stop this new system.

The presidential candidates on one side of the aisle are also addressing this seriously. John McCain, Rudy Giuliani, Mitt Romney, and Fred Thompson are all calling for ending secret earmarks.

And, of course, a president has the ultimate solution to the earmark problem: He can veto a spending bill, and tell Congress he’ll only sign it when the wasteful spending is gone. Congress would get the message after a few vetoes. I’m happy to finally see candidates promise to do exactly that.

Wasteful government spending has been a campaign cliché for too long. It’s now time for action, not rhetoric. And it’s time for those promising reform to deliver.

If the Democrats don’t reverse their course, their congressional reign will be short and their nominee will fail. And if the GOP proves it’s serious about fixing our nation’s spending problems, they will be back on track to regaining the voters’ trust.

Americans Hate Congress, but
they almost always re-elect their own local Porkmeister.

Americans don't hate pork in principle. They only hate pork that's spent in someone else's district.

Hilarious. Ken Blackwell questioning the honor of people when he was involved in the scandalous and illegal efforts to get Bush in office yet again. What a laugh.

Hidden danger
The scariest part of Mr. Blackwell's column is "Political Parties are elected to solve problems. You get elected to do a job." This fallacy is the biggest danger facing America today, and everybody misses it.

We elect people to represent our interest. Our interest is often best served by stopping the government from "solving problems." The politicians, press and even the people lose sight of the government success of leaving us alone.

Solving problems
I'll vote for the guy that will solve my problems. Just so happens that my problems are big government, high taxes, and social(ist) programs not in the US Constitution.

The problem is that the Democrats don't have the guts to justify the pork that they are bringing home.

Be proud, Brag about it ( Look what I did for you!) Don't hide your accomplishments.

Oh I forgot, the Dems were going to drain the swamp and introduce the most ethical Congress ever.

Ho hum, business as usual. The more things change, the more they remain the same.

They are Democrats and everyone knows they don't mean it. Why is that news. Most ethical, yep that too. They won didn't they? That what say anything, do anything to get elected is all about.

The Democrats talked all about globull warming, the higher carbon taxes and the loss of freedoms before the elections, didn't they ... Ooops my bad.

Funny how this works
Last week I watched House Majority Leader Steny H. Hoyer D. (MD) be oh so gently asked by a CNN reporter why the democrats had failed to follow through on their "promise" to make earmarks more transparent. First he blamed Bush, then he blamed the Republicans in the House then he said there simply wasn't time to do it. But the democrats would implement the "plan" next fall or at the latest year, or some time after that.

What would he do if a real reporter had conducted the interview?

Those constant earmarks!
The left is never in a position to clean up the cause of earmarks,nor are they able to hear. On both sides of their head rest two cheeks.With their nose buried so deep looking for,and removing cancerous polyps,earmarks are a symptom.Growing polyps that could stem the flow, or cause death of that,that produces the flow. Brown noses,and earmarks,are the Left Over effects of a cleaned intestinal system.

Our money wasted by Politicians
The U.S. taxpayer continues to be abused by those elected to represent them. Can no one in our federal government stand for what makes COMPLETE SENSE?! Oh, I forgot, courage and conviction must be left at the door of Congress. Inside they replace them with selfishness and cronyism.

Who is the enemy?
Republicans became earmark Puritans once Democrats started handing out the earmarks. Their enemy is Democrats, not earmarks.

And they can't even oppose earmarks consistently. Did you hear that the minority leader wants his own personal earmarks kept secret?

We need to stop calling those power hungry thieves by the title -- The Honorable

We need total visability!
Over the years we allowed our government reps the ability of free range. Free ranging politicians planting,and eating where the grass is green. It's time these politicians reported to their employers,concerning their actions. There are plenty of avenues,in which they could report daily concerning legislation they undertake. We,the American public,should know how,and where,this nations money is spent. Where it is spent,and how much income is received. You have no idea,nor resource to find out, actual money received by USCIS. I bet Kennedy knows! I bet you never heard of a program called PIC. Republicans
demonstrated that elections can't be won with earmarks. Maybe they have learned that acting on conservative principles CAN win elections.

Invitation to corruption.

Take the worst thing a Republican has ever done in history, and it pales in comparison to the standard operating procedure the Democrats follow every single day.

Anyone who thought the Dems wouldn't be worse is just plain naive. I have seen some goofy posts on this thread. If earmarks were put in the light of day and done with some honesty the American people would judge it fairly. But they won't and can't. They are too busy using it to get jobs for their children, spouses, and friends. These guys are getting rich off of the sweat of your brow.

Nancy Pelosi lied about cleaning up spending. She never had any intention of doing so. It was an election ploy.

This is why Americans don't trust Congress.

Just like they know in their hearts that Congress and George Bush have no intention of implementing any controls, punitive actions and security in a new immigration bill.

The out-of-control spending is a disgrace to this country. Congress are like a bunch of little children with their spending habits. Its disgusting.

I applaud all those, regardless of party, who fight for an open, honest and balanced spending program.

The GOP deserved to be kicked out and most of us even who voted for them because of how bad we knew the alternative was... acknowledged that their Dem-style spending was not acceptable.

Why can't you just say, "She isn't fulfilling a promise that put her into power?"

If Ken Blackwell had any culpability in any alleged voting fraud as Secretary of State here in Ohio, you would be reading his column on prison letterhead. Funny how a system that has worked for generations suddenly was deemed corrupt and fraudulent only as recently as 2004, isn't it? Ohio ward polls are bipartisan in oversight! That means every time I vote, the people handing me the ballots, checking my name and address in the book, watching me sign my comparative signature, and now, checking my photo ID, are EQUALLY represented by both parties! All of that was true back in 1975 when I first voted, long before Ken was in politics, and the only change has been the ID check. So, aside from the fact that there is no way a Republican could avoid ardent prosecution for alleged wrongdoing, ( unlike democrats ), Ken was not even indicted, ( which equals convicted, to "Goofs" like you ), and the only criminal activity actually prosecuted as a result of all the demanded investigations, was the out of state operatives paying registration workers with crack cocaine. Oh yeah, you don't hear about that any more than you do the tire slashers in Wisconson,( or was it Minnesota? ). Oh yeah, . . those were just ardent DEMOCRATS fighting the good fight against us evil Republicans.

Oh, and RepubsMakeMeLaugh, what earmarks? I wasn't aware of any "earmarked" moneys that Ken put to use either as SecState or any other office he has held. Please provide specifics for your charge that he "never met an earmark he didn't like", because I would hate to continue advocating for him, if there is factual evidence to support your claim.

Personally, right now, my ideal ticket for '08 is Thompson/Blackwell, ( Fred, not Tommy ).

Consider this statement from the article:

This should read "The American people have had it with earmarks that don't benefit them." The government is so tangled up in our "free market" economy, nearly everyone 'benefits' from congressional cash grabs one way or another. If a congressman fails to secure federal funds for his/her district, that congressman is not going to be re-elected. It is important for everyone concerned to contemplate this: If your representative was against earmarks and fought against them and in turn brought home no $ for your district while his/her 'share' was absorbed by the other reps in other districts, how would you really feel about it? The issue about ear marks is extraordinarily complicated.

Earmarks
Does that mean she is from an indian tribe that
wacks your ear when you lie to the AMERICAN PEOPLE. Just like they used to snip the nose when you cheated. Oh my god I should not have put that one out there now they will come up with something like nose hairmarks. The bottom line is they are all corrupted and we voted them into office CONGRESS 24% the PRES 32% and we call them our leaders.

Earmarks are a complex issue. Many Members of Congress see their job as bringing the pork home. And many voters expect the pork.

Take away the power, take away the money.

someone writes about the previous Republican Congress: "their Dem-style spending..". Dem style spending is for social good -- welfare, education, etc. Republican spending is highways to nowhere, no bid contracts for Haliburton, and givaways to drug companies.

Blackwell
As a long time Ohioan I can tell you J. Kenneth Blackwell is full of J. Kenneth Blackwell.

When he was running for Governor he attacked Ted Strickland on his website for voting for penalities against illegal aliens. Apparently Latinos protested outside Strickland's Ohio office and Blackwell said Strickland should make his position clear. No information on Blackwell's position could be found. Several times I e-mailed Blackwell's campaign to see what Blackwell's position on illegal aliens was and later after the election I e-mailed the Buckeye Institute (Cato wannbees). Blackwell will not give his position on this issue. He only critizes others while hididng his own position.

It was suspecious though that after I kept asking what Blackwell's position was he removed any mention on Strickland voting for penalities for illegals from his website.

On the local Christian radio station in Columbs Blackwell aired his campaign commercials touting himself as the true Christian in the campaign- as opposed to the 30 year ordained minister Strickland.

Blackwell's campaign commericals on FM 107.5 , a Hip Hop station (much obscenity) was very different,stressing how he gave 50% of contracts comming out of the Treasurer's Office to Minority Owned Businesses; and how 20% of his upper level staff is minority or African American and how there were virtually no minorities on Strickland's staff.

It had been awhile since he was the Treasurer, wonder why he didn't mention the more recent position?

Why was this add so completely different from the ones that ran on AM 880 The Word. Maybe those numbers would not impress/offend the 880 crowd.

Blackwell can hardly critize anyone for secrecy in government. In the Treasurer's office it was a secret who worked there even to the staff. When election time would come around a report listing the number of office employees would swell, afterward the number would fall. The Treasures office is not large. Everyone wanted to know - who were these other employees, where were they, what exactly was their job- since no one ever saw them. This report was soon only handled by the upper level staff.

The shredder was going 24/7 at the end of Blackwell's last term. I wouldn't believe or trust him about anything and you'd be wise to do likewise.
