WASHINGTON -- The word is powerful.

In fact, one might even say the word is power.

No one is more acutely aware of this than Jeffrey Gedmin, president of Radio Free Europe/Radio Liberty (RFE/RL).

Yes, it's still around.

The Cold War that prompted the creation of Radio Free Europe may have ended. And The Wall did come tumbling down. But the voice of liberty still travels over the airwaves the old-fashioned way -- as well as by television, Internet and even text-messaging -- to reach pockets where freedom is uncommon currency.

Today, the nonprofit, U.S.-funded RFE reaches 30 million people, in 28 languages, in 20 countries, including Afghanistan, Iran, Iraq, Russia and the Central Asian republics. All for the relatively low price of $83 million.

That is approximately the cost of four Apache helicopters and, inarguably, provides a significant bang for the buck.

"Give me the equivalent of six Apaches and we'd probably change the world," said Gedmin over coffee while in Washington this week.

There's something charming, even quaint, about the notion of Radio Free Europe, which was created in 1949 to broadcast news and current events programs to countries behind the Iron Curtain. (In 1975, RFE merged with Radio Liberty, which had been broadcasting to listeners inside the Soviet Union since 1951.)

There's nothing charming, however, about the need that still drives the enterprise -- millions of people without access to information that isn't state-controlled.

Gedmin, who took over RFE in 2007 after a stint with the Aspen Institute in Berlin, has hundreds of stories about RFE's works of "public diplomacy." To those who tune in, that disembodied voice from afar can be a literal lifeline -- or a path to justice. Call it "Sleepless in Sherberghan."

Here are two quick takes from Afghanistan, where RFE/RL boasts a 60.6 percent market share:

-- A couple of months ago when a young girl was raped -- a common and underreported event -- President Hamid Karzai heard about it on Radio Free Afghanistan and instructed his staff to get details. As a result, the girl and her family were provided assistance, and the government demonstrated a strong position against the all-too-common trend of older men raping girls with impunity.

-- In Kabul, the parents of a critically ill girl called the radio station when all else failed. Voila, doctors materialized.

Contrary to misperceptions that began decades ago, RFE/RL is not a propaganda arm of the CIA, though the CIA did for a time funnel funding from Congress. That arrangement ended in 1971.

Nor does Gedmin's crew try to spread anti-Muslim messages, as some critics have suggested. That is, unless one considers it anti-Muslim to insist that women not be stoned or that gay teens not be hanged. Gedmin describes his own philosophy as "paternal libertarianism."

Otherwise, RFE/RL is a news organization like any other that reports on events and issues, including women's rights.

This is not pleasing to everyone. In Afghanistan, Taliban insurgents routinely attack radio towers and insist on equal time for their doubtless heart-warming message. In Iran, the government jams the signal, except between midnight and 6 a.m. (a money-saving strategy), and tries to intimidate the 40 Iranian correspondents, who live and work in Prague. The Iranian journalists often receive letters ordering court appearances and fines, followed by threats to confiscate family members' homes in Iran.

Last year, correspondent Parnaz Azima, a beloved Iranian scholar best known for translating Ernest Hemingway, was detained for several months when she returned to Iran for a visit.

The Iranian government finally released Azima, who holds dual U.S.-Iranian citizenship, but erected bureaucratic obstacles to prevent her from visiting her elderly mother. If she returns, in all likelihood, she would be arrested for such crimes as reporting on "sensitive" stories.

Azima, says Gedmin, is Iran's "worst nightmare": a woman with standing who refuses to play by the rules.

Keeping voices such as Azima's free and available to others is a continuing challenge as Congress weighs spending priorities. Relatively speaking, $83 million is peanuts, as is the sum total of $800 million (less than the cost of one stealth bomber) that America spends on all international broadcasting efforts.

Gedmin, who is one of the signatories to a 1998 letter urging President Bill Clinton to overthrow Saddam Hussein, is hardly a touchy-feely guy. But he appreciates that the war of ideas is best fought with the "weapon of the word."

If Ms Parker had not dissed Sarah Palin and had not criticized religious conservatives, I'm willing to bet that most TH readers would have praised this column--I mean, a radio campaign to counter Islamic extremists? Conservatives should be happy. But no, the ideological bias of TH readers makes them reject anything Ms Parker might praise.

I don't just recall reading this. My understanding of her position is that the problem faced by the Republican party is that the "base" refuses to consider anyone who disagrees with them as "real" Republicans. Which is fine if you are happy to become a fringe party railing against a perceived darkness and an imagined persecution. However, if the Republicans ever want to have a meaningful say in the governance of this country, they will have to attract people beyond this base - non-Christians, non-Whites. It's simple demographic arithmetic.

Now you can certainly argue that it's better to be right than President. But that doesn't change the math, it doesn't take away from her analysis of that math and it certainly doesn't make true any of the intolerant insults that have been levied against her.

Social conservatives may be a vocal group in the Republican Party, but they are not the only group.

Chris - re NATO
I agree wholeheartedly that taking stands we cannot or will not undermines our credibility - whether as a parent or as a country.

It seems to me, however, that putting together a coalition with NATO in place is probably easier than without it - Kosovo and Afghanistan are both cases to that point.

That is not to say that it was easy or that all NATO members have shared the effort equally, but it certainly was more successful I think than the "Coalition of the Willing" in Iraq, for example.

Which brings me back to RFE/RL - if this can in some ways grease the wheels of building coalitions and perhaps even avoiding some conflicts so such coalitions are unnecessary, this seems a legitimate use of taxpayer money. An ounce of prevention and all that.

Let's see if I got this right.

She thinks that no one who is a pro-life, religious social conservative could possibly be intelligent or educated. She thinks that in order to achieve enlightenment and culture, we ought to abandon apologetics (no matter how crafted) that an unborn child and traditional marriage are items worthy of protection and just become good little goose stepping liberals.

In short she thinks that she should have carte blanc privileges to insult us as she pleases, then snivels and whines about "hate mail" when we protest.

It's time for her to take her mind numbing tripe elsewhere. The Huffington post or Media Matters would welcome her with open arms.

I think our relationship with Russia has some similarities to raising a child (forgive the analogy) -

If you want a well behaved child, you have to reward good behavior and punish bad behavior.

With bad behavior, you have to:

- make sure the punishment outweighs the benefit of misbehaving.

- only threaten what you are willing and able to execute.

- taylor the threatened punishment for the environment. Some punishments you would use at home that would either be inappropriate or meaningless when out at a store or whatever.

Threatened punishments not carried out severely undermine the parents' credibility on the next threat. It is better to allow border-line behavior than to forbid it, then not do anything about it when it occurs.



The analogy here is that NATO is not willing and able to do enough to Russia to outweigh the benefit they obtain by taking Abkhazia and South Ossetia away from Georgia.

Any time we do take action under the framework of NATO, we have to go talk the members into helping us out, and some members end up not helping us at all.

NATO is ineffective, irritates the Russians without benefitting us, and any military actions it takes are essentially ad-hoc coalitions - so why not abolish NATO and just form the same ad-hoc coalitions as needed?

To Chris - Constitutionalism
My position is a bit less strict than yours - I believe that RFE/RL serve the national interest by promoting a positive view of this country - soft power, as I referred to it earlier. I can understand your point re this being done by the private sector, but am less concerned by it not being strictly permitted under the Constitution.

As regards NATO, I do believe it serves us well and is a large part of the Cold War is over. I think of it more like a security system or barking dog - just because I haven't been robbed is no reason to think I should get rid of it, quite the opposite in fact.

As regards Washington's warnings about entangling treaties, I believe he warned against political parties as well. But the world of 1796 was vastly different from the world of 2008. I can't imagine avoiding either of these necessary evils today.

I am a proponent of small government, but for the more pragmatic rationale that the government that governs least governs least badly. That is, governments are inefficient, corruptible and often wrong-headed by nature.

Townhall's Claim
The Townhall site has posted in capital letters: "TODAY'S CONSERVATIVE, REPUBLICAN, POLITICAL OPINION."

To me, this means that I can and should expect precisely that: conservative, Republican, political opinion.

Parker does not represent conservatives. Townhall should admit this and remove Parker as a contributor.

Parker, the media prostitute
It's been obvious for some time that Parker has sold out to the left, and has marketed her media perch in an effort to undermine the conservative right.

IOW, she's a despicable coward, so afraid of offending her editor masters that her column is for sale to be used by them as they will, integrity and principle be dammed.

Parker is now simply a lib propagandist and s/b eschewed at this site - and dropped by TH just as Navarette was.

My original point was that most of what our politicians do - most of what they spend money on - is unconstitutional, but that preemptive wars authorized by congress are constitutional.

Iraq was a judgment call that we may have gotten wrong because of faulty intelligence - in which case it may have been a mistake / bad call - but not unconstitutional.

My reference to international law and the UN resolutions was an entirely separate issue from constitutionality.

I'm fairly certain that there was no MDT (mutual defense treaty) between us and Kuwait. In my opinion, us kicking Saddam out of Kuwait was a legitimate action.

To sum up, both Iraq actions were legal. The 1990-1 war was definitely a just war. I'm not really sure if the 2003 invasion was or not.


Obligations like NATO are constitutionally authorized, but don't necessarily make our actions with NATO constitutional. I do believe we should drop out of NATO because NATO does not serve our interests. The cold war is over, and our interests are negligably affected by Russia invading Georgia's breakaway provinces, for example.

George Washington warned against entangling treaties - unfortunately his warnings have been ignored. MDTs are what turned a minor reprisal for an assassination into WWI.

We should, to the best our ability, maintain good relations with other countries, and put together military coalitions as needed and as we understand them to be in our interest.


So, Greg, what's your opinion on these questions?

Preemptive Defense
Chris - preemptive defense is constitutional. Where do you draw the line between preemptive defense and aggression?

Also, you said we were on solid footing with regard to International Law - does this impact whether things are constitutional?

For example, one might argue the first Iraq War was more of a result of an obligation to defend allies more than preemptive defense (and if this one doesn't fit, there certainly are cases). Do you think that treaty obligations like NATO imply constitutionality? Or do you believe we should not be in NATO?

The judges might revisit the “singing another note on the subject of family values” part. She now is rushing for the door to divorce herself from such controversial moral positioning, especially where it involves Christianity relative to political debate. Yea, she’s a real barnstormer there.

But she is not alone, post-08 elections, plenty of liberal leaners who claim the Republican label are heading for the welcome wagons of the left, where there is an abundance of kool-aid to go`round. Now she blames divisive God-talking folks and their polarizing positions, for conservatives’ failure at the election polls. Maybe they should just reevaluate Kathleen entirely. Then again, maybe she could redefine family values to match her current mediocre direction.

Ms Parker finally wrote something that a conservative might consider worthy of scanning, BUT SHE STILL BLEW IT when she foolishly compared the cost of RFE with Apache helicopters:

She fails Argument 101 by equating the two; no one in their right mind would suggest you can win a war with RFE, or win the hearts and minds of others with an Apache helicopter. They are both necessary but necessarily mutually exclusive.

Someone please help Ms. Parker with her writing and thinking. This is surely embarrassing to Townhall.com and very aggravating to us thinking folks. Thanks!

I have a long list of complaints about Bush doing unconstitutional things. Signing McCain-Feingold tops my list.

However, I am comfortable with the concept of preemptive defense. The main problems with Iraq was that the intelligence (which Dems and Europeans also believed) was deelpy flawed and that the execution was badly managed.

Constitutionally, the POTUS is the commander in chief, and must swear to "preserve, protect and defend the Constitution of the United States."

The US also "shall protect each [state] against invasion."

One of the few issues on which I differ with Ron Paul is the constitutionality of the Iraq war. In my opinion, the Oct 2002 resolution passed by congress is equivalent to a declaration of war. The problem is that a "declaration of war" can only be made against a country. But we didn't want war with the country of Iraq - we wanted to prevent its leader from producing and dispensing WMD to be used to attack us.

I am open to the argument that strategic bombing could have better accompished that goal than an actual invasion.

All the other reasons to invade Iraq (nation building, spread democracies) are not legitimate IMHO.

We were also on solid legal footing to invade Iraq based on international law according to the UN resolutions passed since Iraq invaded Kuwait in 1990. It was a mistake to send Powell to the UN for further support.


I will say this - there was a long history of foreign policy errors that got us into the position of needing to do something about Saddam. But we have to make decisions based on actual situations, not on situations that should or might have been.

What's Wrong with Soft Power?
Ok, so here we have an article that discusses, of all things, broadcasting the ideals this country stands for out into the big bad world. Seems pretty non-controversial to me, assuming we all believe that freedom and justice are good?

The negative comments seem to fall into three groups:

1) Readers who don't mention the article or flat out admit they haven't read it but are giving it a 1 because there is no 0 and they just hate Kathleen Parker since she decided that Sarah Palin might not be a good thing for the party after all.
2) Readers who have read the article, and manage to find some left-wing conspiracy to take away their rights and force them to accept Satan as their savior. Many congratulate Ms. Parker on at least letting go of her obsession with Sarah Palin (without, it would seem, noticing the irony).
3) Readers who seem to have read the article as it is actually written and argue that while RFE/RL might be a good idea and accomplish good in the world, it is not strictly speaking our government's job to do this.

There are remarkably few comments of the third category. While I don't strictly agree with this position, it does seem something that could actually spark some lively debate.

Sadly, this possibility is lost in the avalanche of comments the first two types. This is a missed opportunity. The Republican's may or may not have lost because of John McCain being to Moderate or Sarah Palin being too joyfully ignorant; my guess is that it was a bit of a wash - Sarah Palin brought in as many votes on the right as she lost in the center.

The problem is that the Republican Party is bereft of ideas, and more and more caters to those for whom ideas are a BAD THING. The rantings comments of the first two sorts are testament to this viewpoint.

And then they complain that they are treated as idiots? Idiot is as Idiot speaks, I think.

When I sit down to my computer I do not want to see this harpie's face, writings, or anything to remind me of it. Republicans lost this election because they turned their back on conservative principles. By continuing to carry Parker's columns you are obviously turning your back on these principles also. But my guess is that Salem Communication Corporation is selling soap by the tons and like Congress at the trough, it isn't willing to let a few principles stand in the way of their greed.

The four above are the elements of national power. We have been woeful at the application of the "I" part of DIME, which has caused an excessive need for the use the M & the E. (I ignore the D because that died with Madeline Albright and has never recovered).

A lightning bolt may strike me where I type, but Kathleen has actually hit upon a fair point (for the first time in many months). Pres Bush and Mr Rumsfeld attempted to revive a US Information Office back in 2001 to push the official message of the US to try and bring balance to the elements of DIME. Unfortunately, the MSM branded it as 'censorship', and it was killed. It seems that it threatened the Marxists at the major outlets ability to control the US message. Radio Free (fill in the blank) is one of the few means by which we can still get out a coherent message to the world that actually jives with national policy and strategy.

While Ms Parker has played the victim card like a true lib, her point is valid in that spending money on pushing a message crafted within the national strategy provides a good return. Had we done this in the mini-wars of the former Yugoslavia instead of the Clinton Admin's "oh yeah, we'll bomb you" approach, we'd be less a couple of troop commitments. Being on the inside of the borg, I would gladly have our budget cut to start employing likely the most effective weapon we have against our foes-- our ideals of individual freedoms and prosperity.

I didn't like Parker's screed about social and religious conservatives either, but we aren't the party of speech codes. Her article today was good, and it's a good point. If we are fighting against terrorism, ideas matter as much as bombs, and radio free america is vital in that, and is a bargain to fund.

Because I care. I truly do. Kathleen is but a mere mortal, as are we all. She has some valid things to say here, and she always has a valid point somewhere in her commentaries. She also, however, does not appear to have humbled herself to the point of being teachable or learning from her mistakes. Rather, she soldiers on with a chip on her shoulder, and an unkind word for her detractors. Not good.

There is generally some element of truth in criticism. Not all criticism is slanderous. Those of us who do understand that The Word is power have read the book of James, which is a primer, among other things, on "the tongue" ("from the same mouth come both blessing and cursing," ...etc.). Those (myself included) self-appointed illuminati who either slander Parker or give her an undeserved pass are likewise being judged (Matthew 7:1-2, from Jesus' Sermon on the Mount).

It should be a humbling and soul-searching experience to speak up in any public forum, doubly so when we are "judging" a real person and not just a random thought or idea. And falsely accusing? I believe there is a little thing called one of the Ten Commandments that prohibits that.

It is inconsistent to advocate government money be spent to deploy our military in Iraq or Afghanistan to bring about democracy(a constant refrain from Bush...the necessity for a "democratic" Iraq), while objecting to government money being spent to promote the message of democracy via the air waves.

After all, the goal is supposedly one of introducing democracy to that part of the world.
