WASHINGTON -- Reflecting on Gen. David H. Petraeus' report and surrounding carnival, it's little wonder the natives are restless -- popping off in angry ads, firing personal invectives and, as regards Congress, surpassing even the low expectations of cynics.

Bubbling up from the cellars, meanwhile, is the unwelcome thought that no one is in charge. The president is deferring to the general; the general is deferring to the president; Iraqis are deferring to no one; and everybody else is running for office.

Such is the state of affairs six years after America was awakened by the armed sneer of radical Islam and four years into an unpopular war. And also, not insignificantly, several months into the longest presidential election season in U.S. history.

Politics is ever the enemy of judgment, and perspective gets lost in the hysteria that inevitably builds when large numbers of politicians and media gather too tightly in a room. The whir of cameras and the flash of bulbs alter the human ecosystem somehow and interfere with the brain's circuitry, it would seem.

Thus, Tuesday's Senate hearings at times resembled another presidential debate as Barack Obama, Hillary Clinton, John McCain, Chris Dodd and Joe Biden enjoyed yet another opportunity to remind Americans that they're running for President of the United States. When they weren't giving speeches (instead of asking questions), senators were profiling and positioning themselves for photographers.

Clinton, noticing that no one noticed her entrance, left and re-entered -- this time along with Petraeus, with whom she was certain to be caught on camera. Even those who aren't running for president played one-upmanship, trying to establish their war bona fides by lapsing into first-person oracular and ruminating about personal visits to Iraq.

Through all of this, Petraeus, who has had three tours of duty in Iraq, remarkably managed to keep a straight face.

The question that attracted the most media attention, casting a light on our current state of confusion, came from Republican John Warner of Virginia. In the funereal voice that he has mastered, his face a Rushmore of gravitas, Warner asked:

"If we continue what you have laid before the Congress here as a strategy, do you feel that that is making America safer?"

Ah, the old is-America-safer gotcha. Petraeus, who was in town to give a progress report on the surge -- not to interpret al-Qaeda entrails -- again managed to keep a straight face and gave an honest answer.

"Sir, I believe that this is indeed the best course of action to achieve our objectives in Iraq," said Petraeus.

"Does that make America safer?" Warner pushed on.

"Sir, I don't know," Petraeus said.

He doesn't know! Well of course he doesn't know, nor should he be expected to. Who does? Yet from some of the media's reaction, his response was a mind-boggling admission of failure. If we're not safer, then what is the point?

Others can debate this, but Petraeus's role isn't to assess homeland security. It is his job to evaluate whether our projected course of action is best for achieving our objectives in Iraq. Petraeus apparently thinks so.

The burden of reporting whether we are safer belongs to Bush, who ultimately is to blame for Warner's misplaced question. For months now, Bush has been happy for Petraeus to hold the bag, postponing decisions and deflecting criticism until the general's report. Like Fred Thompson's overanticipated entry into the presidential race, Petraeus' report was bound to be disappointing to some.

Now the bag is back in Bush's hands where it belongs, though nothing the president can say will change anyone's mind. Earlier in the war, Democrats complained that Bush wasn't listening to the generals. Now they complain that he is listening to the general.

Bush can't win for losing, though it is worth noting a few things for perspective:

The U.S. has suffered no terrorist attacks since 2001; it took the United States 12 years after the Declaration of Independence to ratify the Constitution.

In other words, wars do not begin and end to suit political campaigns. New nations do not invent themselves according to another nation's timetable.

We will argue to the end whether we ever should have entered Iraq, and most of us -- if we're honest -- wish we'd never broken that pot. But lack of perspective -- and hysteria stoked by politics -- ultimately may be our most daunting enemy yet.

"He doesn't know! Well of course he doesn't know, nor should he be expected to. Who does?"

Reminds me of a ridiculous question I had on state boards years ago. Paraphrased...

You are a community healthcare nurse visiting a Hispanic woman at her home. She is reluctant to let you into the house. Why do you think this is?

A. She is embarrassed because her house is dirty.

B. She is embarrassed because she has 17 family members living in her 2 bedroom home.

C. She doesn't trust non-Hispanics.

D. She feels that it isn't your business to enter her home.

You never know what the correct answer is (the test is pass or fail with no review), but I still marvel at the incredible stupidity of that question.

Never mind that I might be Hispanic myself...How in heck can you read the mind... of a ficticious person... in a pretend scenario?

Equally stupid question was aimed at General Petraeus, including the "Gotcha!" twist. There was no correct answer to an unknowable question, and it was "Gotcha!" any way he answered.

Typical predictable crap from the party of treason...and the good General rubbed their noses in it. Haha!

General v politicians.Humility v Arrogan
It was striking to watch a truly humble man permit a bunch of arrogant fools throw punches at him for 3 plus hours. The punches never landed, as the General practiced interpersonal martial arts. The more abrasive the attack, the sillier the Inquisitors appeared.

I hope to catch a rerun with my 17 year old son; he will sum it up as only a teenager can.

The General answered Sen Warner as he must.

YES, WE ARE SAFER NOW THAN BEFORE ! Yes, we should have kept our focus on finished our business with the Taliban first.

Our biggest mistake was to ignore the Generals' strong recommendation to enter Baghdad with 500 K troops if we decided to go in; there would have been contingency plans to deal with what inevitably followed the 'shock and awe' campaign. We would have prevented much tragedy, crushed the troublemakers in the 'triangle of death'.

Iran and Syria wouldn't be issues because we'd cover those borders making it foolish to try to enter Iraq. Yes, bin Laden's boys would have found their way in to take their best shots at killing Americans and fomenting violence. But, we'd have put them forever horizontal.

How people deny the fact that the Islamic extremists swarmed to Iraq to kill Americans is beyond me. Yes, most were diverted to Iraq vs. heading o the USA via Mexico.

Of course, the Administration's impressive stupidity and arrogance in conducting the war in Iraq aroused lots of hatred toward the USA and worked wonders for recruitment efforts. It's not unlikely we would have seen a similar phenomenon regardless.

William F. Buckley presented a sober and sobering analysis of our larger predicament in his Sunday column re N,P.'s new book. We have 2 million extremely extreme extrmists certain that Allah has issued the orders to turn Western infidels into Muslims or destroy them. This wa coming eithe way.

Bush reports few gains in new Iraq report

White House’s Iraq “benchmarks” report to Congress on Friday to show improvement in only one of 18 areas and satisfactory progress in only half how can American’s see this as a success?

Politico-A congressionally-mandated “Iraq Benchmarks Report” that the White House plans to send Capitol Hill on Friday finds the Iraqi government has made satisfactory progress toward meeting nine of the 18 political and security goals, according to officials who have seen it. That is up by just one from the first such report, which was issued in July.

Here is a summary of the September report’s findings:

Benchmark:

1) Forming a Constitutional Review Committee (CRC) and then completing the constitutional review.

Assessment: Satisfactory

2) Enacting and implementing legislation on de-Ba’athification reform.

Assessment: Satisfactory (This is the one that improved from “Not satisfactory” in the July report.)

Puffer Fish In The Senate

Nothing ticks me off more than a Senate hearing. It doesn't matter what party these self-inflated balloons belong to, either. Don't they get that it's not "The Senate" that drives their low approval ratings but it's them as individual ineffective vainglorious puffer fish that make people want to puke?

Someone scientist could testify at a Senate hearing that the grass is green and they'd spend hours giving speeches about nature's wonders, how they liked the feeling of grass beneath their feet when they lived on a sod farm and the time their favorite toy got run over by a lawnmower. They would also recall that one time when they hired a bad, but legal, landscaper, he put too much chemical down and turned their grass brown. Therefore, they, not the scientist ABSOLUTELY, POSITIVELY, WITHOUT A DOUBT know that the grass is NOT green even though "we want you to know we respect your advanced degrees in biology and botany, 5 books, numerous awards and 30 years of research on the color of grass."

And then when the scientist waits for the question, you can count on one of these --"Dr. Scientist, did the President or any member of his staff tell you to say the grass is green?" "How do we know that the grass will always be green?" "Isn't it true that 40 years ago, when you were in high school, you had an after school job with the nursery industry and does that not impact your judgment on the color of grass?" And then there will be the mandatory useless question to show the Senator has expertise on some quasi-related subject like, "Isn't it true that green is not a primary color?"

Actually, 9 of 18 bench marks have been met, the largest remaining pertains to a "oil wealth" distribution plan betweeen the three (3) "de facto" geographic segments of Iraq.

Speaking as a fellow service academy graduate, scientist & active duty reserve officer, I find your handle quite ironic given the fact that you strike me as being small in stature, character, intellect, maturity and perspective. You cast aspersions upon a better man than you will ever be. Two major points young Master Small:
+ Any professional of sufficient stature, education, capability & seniority will in the course of their career generate a number of detractors for merely being a potential "threat" to said detractors' machinations withina given professional community; and
+ I find it ironic that the very same international Socialists (i.e., iNAZIs) who were engaged in the ad hominem attack of GEN Petraeus' character are the very same ambulatory pathology (e.g., Senator Reid) that praised him before unanimously promoting him & confirming him for said position. Why weren't GEN Petraeus' many apparent personal foibles cited during said hearings? Why was he promoted & confirmed in the first place w/ such track record of mediocrity? Could possible be that his report conflicts with their ideologically-driven agenda? Enquiring minds want to know.

General Petraeus was honest and sincere as he was questioned. Congressional Liberals treatment of him was DISGRACEFUL! Fred, Mitt, et al should take The Moron.org ad, the treatment of General Petraeus, The Code Pinko Loons and beat Hitlery TO DEATH ON THE CAMPAIGN TRAIL with these DISGRACEFUL displays of LIBERAL LUNACY!

Listening to Petraeus and Crocker this week I heard Al Qaeda this, Al Qaeda that, Al Qaeda will establish terrorist training camps if we leave , Al Qaeda's influence will spread to all the other nations in the region, Al Qaeda, Al Qaeda, and Al Qaeda.

How many Al Qaeda terrorists did they say have been killed or captured since the "SURGE" began? They could not recall!
How many Al Qaeda terrorists did they say are still in Iraq? They do not have a current estimate!
How long did they say will it take to kill or capture the remaining Al Qaeda in Iraq? They will get to Congress in March 2008 with an Estimate!
How has 100,000 Iraqi's per month are being displaced from their homes since the surge began to refugee camps, other nations to other areas of the same ethnicity affected the reduction in VIOLENCE? It has had some affect but we can not quantify it.
How long did they say will it take to "WIN" the WAR? We can only see 4 - 6 months into the future and we will not have won by then. We will give you a update in March 2008.
Did General Petraeus say the War in Iraq was making us safer here in the homeland? He said: " I'm not sure it is making America safer."

Note: The estimates of the size of Al Qaeda in Iraq according the Brookings Institution Iraq Index was less than 10 in January 2003, about 3000 in July 2006, and about 5000 in July 2007. The Reuters factbox talley indicates we have killed less than 200 since Jan. 2007.
The size of the Iraq Security Force is over 350,000 and over 200,000 of them can operate with minimal or no US Troop Support.What will they be doing if we draw down to a typical peacekeeping force of 45,000 troops?

Why hasn't combined Iraqi and Allied Force of over 500,000 made more progress against an "ENEMY" of less than 5000?

All we have done is create a class dependent on handouts that resents the people who help them. The other thing this accomplished, is to create an extra thirty million democratic voters, who will always vote their pocketbook.

Everytime the government spends money, they create a problem that they can never fix.

I am surprised the Democrats did not invite their allies al Qaeda to the meeting too.

I would like for liberals
to actually have to come up with some plans and solutions to both the war and American security from Islamic radicals. For the past 5 years liberals have been given the green light to complain and criticize about these issues, while never having to explain what their plan is. I agree that a better solution needs to be found but liberals are more interested in politicizing the war and blaming Bush. Packing up and leaving Iraq in it's current situation is not good for us or the Iraqi's. Domestically, liberals have opposed every measure to prevent terrorist attack here at home. Doing nothing to prevent another attack is also not acceptable. So come on liberals, either try to work together to solve this or get out of the way.

I belive now as I did before we went in that it was the right thing to do and nothing will change that. I for one am not ever going to feel the least bit sorry that in removeing a chronic enemy to the U.S. we endevor to replace it with a democratic gov. NPR-President Bush said Thursday night that “ordinary life is beginning to return” in Baghdad. But Iraqi journalist Ayub Nuri says that optimistic outlook doesn’t jibe with the chaotic reality of every day life in Iraq.

We've learned that the hard way.

But we have ALSO learned that prior to invading Iraq, the Bush Administration had deluded themselves into thinking otherwise. They listened to such men as Ahmed Chalabi and his Iraqi National Congress. These were Iraqi emigres who were willing to say anything to get Saddam toppled. And what they told the Bush Administration was that the Iraqi people were "ready for democracy" as soon as Saddam was toppled. They also went on a dog-and-pony show on the news channels like CNN and Fox News to sell the American people on the same thing. The neo-conservatives admired Chalabi so much they actually called him the "George Washington of Iraq" at one point.

Well, George Washington he was not.

Bush's recent speech on Thursday may be the very first time he admitted that Iraq will still be a problem for the next Administration. That's something he never warned the American people about, especially not before invading Iraq in the first place.

It's not a question of "measure," but of a valid difference in perspective and interest.

Petraeus is a field commander. And like the troops in the field, he's going to always exude optimism: "Gung-ho," "Can do," "The difficult we do immediately, the impossible takes a little longer," etc. You would get that same can-do attitude from ordinary Marine grunts too. I would NEVER want a field commander to express self-doubt or doubts about the mission because that's not how he inspires his men to fight.

On the other hand, Fallon, in his role in the Joint Chiefs, can't wear the "can-do" bravado mantle. He has to advise the Executive Branch on policy. And as such, he has to be able to do a cold-blooded assessment of risks and tradeoffs and tell the President when some military operation is not cost-effective.

So BOTH are right, each in his own way. It's right for field commanders to always exude optimism and confidence in victory to inspire their men under their command. But it's also right for the General Staff (who are the Joint Chiefs in the U.S. armed forces) to soft-pedal the optimism in favor of cold-blooded risk assessment.
