How to Solve the Pirate Problem

Well, that was simple. Shoot the pirates, problem solved.

OK, not the problem of piracy per se. But the problem of these specific pirates off the coast of Somalia: taken care of. And, if more pirates were shot, there would be fewer pirates. Unlike, say, jihadist terrorists, pirates are in it for the money. Raise the cost of being a pirate -- in denominations of pirate blood -- and you'll lower the supply of pirates. That's how governments -- good and bad -- have dealt with piracy for thousands of years.

President Obama didn't personally order the Navy SEALs to take out the Somali pirates holding Capt. Richard Phillips hostage. He left the decision up to the commanders on the scene, who made the right call. Obama should be congratulated for that, just as surely as he would have been criticized if things had gone south.

For those of us who see the resurrection of Jimmy Carter in Barack Obama, this was a nice surprise. People forget how reluctant the Carterites were to use force. Carter agonized over whether to rescue American hostages in Tehran. According to Charlie Beckwith, the commander of Delta Force in charge of the mission, he informed Carter's point man, Warren Christopher, that in the rescue effort, "anyone who is holding a hostage, we intend to shoot him, and shoot him right between the eyes. We intend to shoot him twice." Christopher was stunned, according to Beckwith. "Would you consider shooting them in the leg, or in the ankle or the shoulder?"

So this, as they say, is progress.

But only if you look at things along a timeline beginning a mere 30 years ago. Looked at from 200 years ago -- the last time an American-flagged ship and crew were seized by pirates -- we've fallen terribly behind.

Why has this become so complicated? I don't mean finding and shooting pirates, which can be quite difficult, according to experts. I mean the issue of piracy, which has been around since the 13th century B.C. And it hasn't gotten any more complex.

Several answers come to mind. For starters, the culture has become more pro-pirate. Although everyone hoped for the safe return of Phillips, it was clear the media and public thought there was something charmingly exotic about all this pirate talk. Avast, mateys, and all that.

Of course, tales of Blackbeard and the like have always fascinated, but in recent years pirates have joined ninjas, mafiosos, drug dealers and even serial killers as pop-culture heroes. If we can make cannibals and psychopaths -- albeit fictional ones -- like Hannibal Lecter and Showtime's "Dexter" into sympathetic figures, it's no wonder we can take a profession historically associated with murder, rape, pillaging and torture and turn it into a Disney franchise.

Then, of course, there's the fact that the pirates today aren't flamboyantly dressed, gold-bling-sporting white guys better suited for "Project Runway," but very poor Muslim Africans from a failed state. Generations of "don't blame the victim" talk have made us sympathetic to criminals, particularly Third World ones.

Indeed, the British, who once hastened human progress by hunting and hanging pirates, are now afraid to allow the Royal Navy to even arrest them for fear that under the 1998 British Human Rights Act, the captured pirates might demand asylum in Britain. After all, you can't send pirates back to their home country, where they might be mistreated.

And that raises the primary reason this all seemed so complicated. Lawyers. Layers and layers of lawyers. Bret Stephens asked in a prescient Wall Street Journal essay last November, "Why Don't We Hang Pirates Anymore?" And the answer, he discovered, is that "there is no controlling legal authority." A combination of international and domestic law has made dealing with what Cicero dubbed "hostis humani generis" -- enemies of the human race -- just too darn complicated.

Add to this the fact that trial lawyers, bureaucrats and accountants for too long have conspired with corporate honchos to make paying ransoms the least costly option. Shipping companies don't want their crews armed to defend themselves.

Piracy is still a small problem in the scheme of things, but that makes things easier. Cannibalistic serial killers are relatively rare, too. That hardly means there's a great mystery about what should be done with them.

What remains to be seen is whether this problem was solved despite Obama's instincts or because of them. The SEALs solved a hostage crisis by shooting three pirates. The question is whether Obama will prevent a pirate crisis from emerging by making it easier to shoot even more pirates.

Sting Boats
So what will get the real pirates out in the ocean and attacking? Just set up a medium-sized commercial ship that is actually manned by military types with real guns. What would be the problem with this? We wouldn't want to be accused of picking on poor innocent Somalians who are just out for a cruise in the Indian Ocean. After a couple of sinkings of pirate boats, the pirate trade might just cost too much to continue. BTW - the sting boat might not need to have anything to do with our country!!!

Don't be to free with the credit
Obama made the only discussion he could, although he couched it with the word "IF"

"Take out the pirates IF you can do so without causing harm to the Captain"

Had the operation failed, he could blame the Navy and be in the clear.


Obama gets credit
For what?

For staying out of the way and letting the military deal with the situation?

What he should've done on the very first day was to inform the public that he gave full authority to the navy to handle it (if he did so?).

And then do nothing, as he actually did.

For Obama to be praised as some kind of hero in various media is ridiculous.


Arabs blow us up and shoot us, Pirates
pick up a AK-47 and demand money or life, and when we shoot instead of bow they yell "No Fair Man".

So now they hate America and everyone with a kink in their lives piles on.

Let the Punishment Stop the Crime
As a former middle school teacher and mother and grandmother of a total of 10, one principle always works: Inflict just enough misery to make the "crime" not worth it. But it has to be sufficient to stop the crime.

Sinking pirate ships and killing pirates works. Anything less? Probably not.

My plan for stopping illegal immigration in its tracks: Tattoo the word "illegal" across the forehead of everyone caught entering illegally. Now, would we have thousands of tattooed people? Of course not. We would have about 3. Just enough for them to know we meant business.

Yeah, yeah. I know. The ACLU would have a cow and so would everyone else. But it would stop the crime. Of course, most people want illegal immigration: Businesses want slaves and the Dems want voters.

There has to be a national will to actually put an end to whatever crime you're whining about.

Most problems can be traced back to excessive government intrusion on the market, of government trying to insert itself in between supply and demand. Illegal immigration is no different.

There is a large (although not as large lately) market for low-skill, low-wage jobs in the US. The government arbitrarily inserts its inefficient bureaucracy in between the supply of low-skilled, low-wage workers and the employers who have the demand for them, thus creating an "illegal" market for labor.

Instead of focusing on the people who wish to supply labor to meet a market demand, why not reform the government intrusion on the marketplace instead of merely increasing the size of the government (and wasting even more of the tax money confiscated from my paycheck)?

The idea is useful but limited. For one thing, the expense of setting up and maintaining a ship that would look attractive to pirates as prey would be high.

Then, if it works and pirates go after it, unless the pirates are attacked and destroyed instantly, which is problematic at best, the ruse would most likely be exposed by a communication to other pirates thus discouraging any further attacks on that target.

The cost/benefit of such a strategy would be extremely high.

Despite what the shipping companies want, I believe every ship that necessarily needs to be in pirate waters should be able to defend herself - including a crew capable and willing to handle arms.

This certainly worked in the past in various sea lanes. Why not now?

Set up a free fire zone
Drop those leaflets in Swahili - Bantu - Arabic into Somalia that clearly spell out that any boat coming withing 1000 yards (or pick your favorite distance) of a vessel in international waters shall be instantly destroyed.


If you sail..................



......in the waters off Somalia, arm your ship to the teeth. LAWS rockets, RPGs, maybe a few 50cals with APTI rounds.

Then blow their pirate butts out of the ocean. Period. Don't worry about blasting a "fishing boat" - Dan from GA is right on the money - REAL fishing boats are not going to be trying to chase down your ship.

About a week of splintered pirate boats and this crap would all stop.

And Barry Hussein O deserves NO credit in this. Just watch how he tucks tail on the NEXT deal. 5 days to tell the Navy to intervene ONLY if Phillips was in immenent danger? FIVE DAYS? He was busy those 5 days constructing a CYA plan.

Trial for Captured Pirates
I suggest neither a US or International Court for those caught commiting piracy but a Maritime Court.
One composed of the same sea Captains who have been victimizied or are the potential victims of said pirates.
They'll get a fair trial a fair conviction and a fair hanging. Their corpses should be left rotting on the gallows at harbor entrances until the flesh falls off the bones.

From what I understand the captain jumped off the pirate raft - once, without a cue from anyone on our naval vessels - and was scooped up by the extorionists the first time.
Then, the second time he dove off, into the drink, to allow the "sharpshooters" with the 35 meters away sniper rifles a "chance to take out the pirates" without wetting their pants they might miss and hit the captain, they caught on to what the highjacked captain was up to - and took the shots.
I think it's REALLY SAD - that the media then reported "there was an ak-47 to the captain's back and it was thought his life was in imminent danger, so they HAD to shoot.
I mean HOW STUPID DO THEY THINK WE ALL ARE ?
Does anyone think the pirates got the captain to begin with, without guns to the faces and backs of everyone around ?

Grubby: You're right. Arming the crew "certainly worked in the past in various sea lanes."

But nowadays there are laws meant to inhibit that and most other kinds of self-defense. Shipping companies have to consider the sensitivities of the governments in various ports of call. And one imagines that Maersk, et al., are reluctant to arm any crewman who might turn out to be the accomplice of a piratical boarding party.

Putting "sea marshals" on American-flagged mechant vessels would help. So would letting the Navy and Coast Guard sink mother ships on the high seas. And of course shippers could get off their butts and hire private security firms.

EMPTY-HANDED
Passengers and crew put their lives in the hands of Pilots and Captains who are skilled to safely fly and/or navigate, but are 'empyt-handed' to protect themselves, their passengers, crew, plane or ship from highjackers and/or pirates.
If our Nation, or any other Country, is sending aid in food or supplies to a Country in need, it is our 'responsibility and duty' to protect that aid until it is delivered.
If International Law 'outlaws' piracy it has NO justification or NO Right to to 'outlaw' protection from from it.

This pirate we hold
was caught in the act, actually wounded by one of the crew during the skirmish from the reports.
Get him a JAG lawyer and try him at sea, then hang him from the yardarm as a message to the others.

Given the choice, they damnsure wouldn't have bothered with the lawyer, they would have killed Phillips and not batted an eye.

Instead we will foot the bill for a big trial, the whiners are already saying we have to look at his social background etc. and the world will laugh at us again.

Hang him and be done with it.

One final thought...
It would seem a better course of action to stop giving the 'pirates' a target for their piracy. When the ships stop entering the African coastal areas, the people themselves might figure out the 'pirates' are the reason and actually rise up and stop the piracy on their own.

Otherwise, no supply ships. Get rid of the pirates and supplies will resume.

As it is now, the 'pirates' will only increase their violent behavior and continue their plundering on the high seas. The alternative would be sending war ship escorts and that is simply not going to happen.
The cost of insurance will skyrocket and the lives of crews will be in far greater danger because of the recent shootings.

Just cut off the supply and the problem will go away on its own.

BLOCKADING SOMALIA,IRAN & TAKING A STAND
The President has to start showing gumption and Somalia is the place to start as it is more than just a haven for pirates but for radical Moslems in bed with Iran. While we cannot invade Somalia as head of an international force, as I naively proposed, we can, as others are suggesting, blockade Somalia's ports from which the pirates launch their attacks and Islamo-nazi terrorists operate. This will serve as a warning to Iran that blockading their ports and the economic strangulatuion of their country could be next. Obama should go to the UN and propose a Somali blockade and failing that he should then do what George Bush did in Iraq: organize a coalition of the willing. France, Britain, Poland, whoever will join to protect the high seas and rid them of the pirate scourge.

the other side of that coin is, or at least should be, no controlling legal authority regarding how those who fight pirates are dealt with. if the world doesn't have laws for prosecuting and punishing pirates, then it seems there ought to be an open season on them. kinda like starlings, pigeons, sparrows, feral cats and other nuisance species. as it says in the game regs: Season open Jan. 1 thru Dec. 31. No Daily Bag or Possession Limits. Legal methods of taking include baiting, DuPont sinkers, punt guns, whatever you got...

Arm the crews
The entire problem can be traced to one and only one issue: the ships are forbidden to carry arms.

Allegedly, the concern is that having arms on board would enable mutiny (!) and therefore cannot be allowed.

The pirates are all too aware of this little gem, and have been emboldened by it for years.

The solution is obvious: allow these ships to arm themselves. Any mutinies (please) would be their own problem to solve, and any attempted hijackings can be dealt with using extreme prejudice.

Might even offer some entertainment to bored crewmembers.. (oops, did I say that?)

I liked your idea (posted yesterday) to install steam pipes pointed down from the gunwales. When the pirates start to clamor aboard, just open the valve and par-boil them. Another method would be to install electrified razor wire around the perimeter just below the gunwales.

Nothing we do will please the world community--sissies and cowards always hate the big guy. Nothing we do will please our own cowards and weenies-they hate themselves. We do not need a controlling legal authority-we need to clean out those pirates--killing works, burning their boats works, making it unprofitable works.

President Bush sat on his hands hoping the World Community would come hat in hand asking for help and give him controlling legal authority. President Hussein Obama will do even worse. Cowardice is our problem. "No controlling legal authority" is an excuse.

I had read that during the 18th-19th centuries, pirates caught red-handed on the high seas could be hung WITHOUT a trial.

My answer
I think of what Reagan would have done. I think he would have positioned a couple of battleships off the Somali coast, conveniently parked right off the main pirate port, and began a two or three hour bombardment. I have a feeling that when they're homes were reduced to rubble, the pirates would be looking for other work.

Encouragement
It should be a matter of policy to shoot a few pirates and sink their ships, merely to encourage the rest.

Demented Somalian reasoning
One demented Somalian pirate was quoted this morning claiming that they were 'protecting their waters' when they attacked the American ship bringing food aide to Africa yesterday. There is no reasoning with barbarians of such ignorance and demented thinking. Now holding ships for ransoms of millions of dollars, even charity ships on which there is no profit such as these two American ships has been transformed by these vermin thugs into 'protection' of their nation. There is no answer to such thinking but a big gun and a bullet in every head that appears. Nuke em. Fry em. Electrocute them. Sink their ships. Then piracy will end. I cannot believe the wussies of the world who think that defending oneself and killing pirates will cause more piracy and violence. It is the only real means to end it.

Pirates
Julius Caesar was captured, as a young man, by pirates in the Mediterranean. When he was ransomed, he told the pirates that he would be back and that he would crucify every one of them. He did return quite soon and he did crucify every one of them on the beach as a reminder of the fate of every pirate he found. He was a serious man. Earlier, Pompey the Great, a master of organization, was given the Imperium by the Roman Senate in order to hunt down and destoy every pirate in the Med. He did.
Pirates, like lice, always seem to show up. But, if you shoot every one, as you find them, and destroy their lairs, as you find them, then they will be less of a problem. Then, we need to find out where they are getting their arms and take care of them as well.

Afraid your radical approach won't work Christine. Wantonly killing the pirates will only result in America getting another bloody nose like in 1993 when militia took out two Black Hawks. Eighteen Americans were killed and I will wager that the families will vehemently disagree with you.
Alexander the great famously had an encounter between his ship and a pirate ship on the High Seas. Alexander demanded of the captain 'How dare you terrorize these waters as a thief'.
The captain replied 'How dare you terrorize the whole world. I with my one small ship can be called a thief while you, with your great navy can call yourself an emperor, and can call other men what you will'.

This is one way to begin the murders that obama has favored. Yet, I am in approval of brute force when needed. When fire is fought with fire, the most evolved survive.

How about THIS idea?
For those who have proposed hanging captured pirates from the yardarm, or whatever is comparable to it today, I've got an alternative idea for executing them: make them walk the plank. They're pirates, right?

First, you choose a location whose waters are infested with sharks. Then, before the condemned pirate falls into the drink, you throw a big piece of raw meat into the water beneath the plank to ensure that the pirate will be greeted by an appreciative welcoming committee once he hits the water.

What does the Koran say about getting your 72 virgins in heaven if instead of meeting your end by taking out some "infidels" with you in a final act of jihad, you meet it by becoming fish food?

A Suggestion
Insults unchallenged invite more insult. So said Thomas Jefferson over 200 years ago when writing about his piracy problem and as he built a navy to combat it.

Anyone who's been a kid in school knows that bullies prey only on the weak and the cowardly and will stop only when they encounter resistance.

Such common sense and wisdom apparently is lost among our bright boys in Washington, those spindly metro-sexual progressive intellectuals who were breast fed until they were 13 by their over-bearing mothers so that they've lost their manhood.

America can stick its collective head in the sand and ignore reality for only so long. The savages in the third world will not let us hide forever and they will put our backs against the wall and force us into a decision. Notice that they're trying desperately to take another U.S ship and now they're using heavier weaponry.

Perhaps we can airlift a bunch of government lawyers to Mogadishu and put their vast persuasive skills to work, negotiatin directly with some Somali warlords. Wouldn't this be more humane, more peaceful? Why should we resort to bloodshed when we have great communicators on our payroll?

Send in the lawyers, unarmed of course.

There is no reason to put any boots on the ground, we are out to kill these animals not transform them into responsible citizens.
Clinton thought he could sing kumbaya with them, that's what got our people killed, thinking of them as people rather than what they are..animals.

Oh and NoBrand, you are an idiot. If it is too dangerous to engage in piracy, they won't do it. If our Military is unfettered by unrealistic ROEs, they will do just fine. Besides, in the Black Hawk Down incident, we killed ALOT more of them then they did us. Our Soldiers, Sailors, Airmen and Marines know they risk when they join the Military.

Obama's War, Not in my name!
I’ve decided that if the president can declare himself a citizen without a birth certificate, then I can declare myself a member of the Media without a press pass. So my first assignment is to get to the bottom of the story about why Obama killed 3 unarmed Muslim teenagers using narcotics sitting in the boat peacefully sitting next to the kidnapped Capitan. You see a new source has emerged that claims the teens didn’t even have bullets in their weapons so that means the Navy fired on them without provocation. (They violated protocol by shooting them when they themselves were not taking fire) We need Mr. Jack Murtha and the other fat bloated wastes of life politicians to investigate these allegations. What a better time for Murtha to come out and attack the Navy Seals as murderers and Nazis. Also if the president is in the process of closing Gitmo and trying all the Muslim terrorists in civilian courts as Americans with constitutional rights, then why were these teens shot to death? Is it because they were underprivileged black teens? Obama need to answer that question pronto. Clearly the new Obama doctrine of catch and release into America was violated and this should have been handled as a criminal matter. Also this morning the violence against American ships is escalating in response to the Obama killings so now we are disliked more than ever around the world and especially in Africa. Obama needs to head to Africa with his new dog and apologize over and over again to the Muslims for killing their teenagers. He can’t blame it on Bush anymore. This will make the world like us again. Now that Obama’s war against Muslim Teens has escalated into a quagmire and American ships can not navigate through international waters what exactly is the Obama exit strategy? Clearly Obama and the other liberals wanted Bush to have an exit strategy so I’m positive that we have one for Obama’s war on Muslim teens correct?

Why are we shipping supplies to Kenya?
Is there someone important in the USA who cares about Kenya? Why risk the trip?

But for important shipments across that bedeviled area of the sea, why not travel in convoys? The convoys would be guarded by a separate boat of privately paid guards. If insurance companies, lawyers and corporate bureaucrats don't like it, force them to man the shipping boats with their own bodies.

An alternative
To the suggestion, "Send in the lawyers, unarmed of course," let me offer an alternative. Send in Mrs. Clinton, although that might be against international law as it would certainly be cruel and unusual punishment.

Barbara in Nevada had a good idea in the first post. In WWI and WWII the British Royal Navy did just what she suggested, the outfitted merchant ships with sufficient armaments to take on the threat - in that case U-Boats - and camouflaged them to look like their more innocent counterparts. It worked well and it could again.

It wouldn't take too many, they could be rigged to change their appearance easily and run the gauntlet each time looking like a completely different vessel.

Another thing is to go after their lairs. Destroy their bases and they will soon enough find it hard to foray out into the ocean looking for prey.

The fact that there is no 'convening authority' is justification for action, not inaction.

My wager is on General Jones, Nat. Sec. Advisor. He's a Marine. Marines don't leave men behind.

The Abandoner in Chief - (his own NPD likely arose from his own abandonment issues, just like Willy Jeff's) - probably would have lost Jones. The cover story is this: talk to the Somalis; if they won't promise to extradite (we have no treaty) then we can tell the world we tried to peacefully end the standoff.

Pirate Problem
The current state of affairs with piracy is to treat it as a business transaction. The worst of crimes are downgraded to petit acts of misconduct. And what will the pirates do with their ill-gained money besides bacchanalia? They will buy (another business transaction) more and better weapons and assault equipment so they can increase their plundering. The business transactions will continue to escalate until it becomes too onerous to the “victims” of this morally bankrupt methodology and will demand that force be used to remove the self-created threat, a now much greater threat. But wait! It means that another business transaction has to occur as the intervention by force requires specialized equipment. Never mind that loss of life will occur on the law-abiding side, just keep the business transactions going full bore. Purely disgusting and morally defunct! Solution: For every pirate hung, hang two lawyers with extreme prejudice!


Pirate Problem II
On a more serious note:
A layered approach is best. There should first be a UN mandate that all aggression by Somalia and its citizens releases other countries' military to exterminate the pirates at will. A coordinated effort would be preferable, of course, but niceties must be set aside. Another mandate, more draconian, would be that ALL vessels from Somalia may not venture more than three miles from shore or risk being blown up (no searches and other time wasters). Somalia has an extensive coastline so blockading over a long period is probably not do-able. A one time sweep of the whole coastline to destroy all sea going vessels might be a tad easier but it would have to be repeated every six months or so. Privatizing the periodic hunt and destroy missions would be easier than send in expensive warships to do the job. All alleged atrocities from Somalia would be totally disregarded by the world (and maybe even applauded in some circles). That government has no moral standing whatsoever. Private security on targeted shipping is also desirable. Lastly, serious, smart, and sane Nation rebuilding needs to occur in that god forsaken country. Probably a 30 year plan directly tied to properly functioning government.

The captain of a Maritime Administration vessel and I discussed means of keeping pirates off the vessel some years ago, thinking we were going to get orders to go to pirate infested waters.

We decided they would most likely climb the lowest point, which was around the stern ramp. We planned to spring a bare cable across the stern ramp deck, wire it into the 440 volt breaker and turn her on at night!

We didn't go to those waters, so didn't need the cable. I always wondered if it would have worked.

Q-Ships
It's been mentioned that outfitting "Q-Ships"
(armed decoy vessels) would be an expensive proposition. Not really. An Aegis 20mm system (as carried by our Navy ships) is quite reasonable, when compared to the ransom price for a ship and its crew.

I believe our Constitution gives the federal government the right to grant "letters of marque and reprisal". An archaic, but given today's situation, a most likely viable solution to the situation.

I also must disagree with an earlier comment that suggested we "nuke 'em". Let's not "become the monster in order to destroy the monster". (To paraphrase Dr. Smith.)

I think "we" should try the Q-Ships, first, and escalate from there.

Repel all borders
I did not mean we should fire a nuclear weapon on Somalia. I meant we should use force to repel the pirates and kill them when they approach any ship. Sink the ship, electrocute them, shoot them. By "Nuke them" I meant only kill them for each attempt to hijack a ship.

All goods going into and out of that area are probably brought in by ship and out by ship. USS Missouri should be re-commisioned
Imagine the effect the battleship USS Missouri would have on these thugs if it were stationed within view of their home ports. A "show the really BIG flag" sort of PR thing. I doubt that one 16" shell would have to be fired, well, maybe just one... into the harbor town to make our point. In WWII we used Q ships to decoy and destroy U-boats. What we need to do in all seriousness is raise the level of ambiguity for these pirates when they attack a "weaponless" cargo ship. Gee, the answer seems pretty simple to me. The real issue is not killing pirates but killing pirates of color. As of today it is safe to assume that the Pirates have declared war AGAINST THE U.S..
When they fired on an American ship with a rocket propelled grenade, it wasnt just Piracy, it was war. The grenade punched a hole through the bulkhead. The seaman said it was a small hole. What he and many others do not understand is. Rocket Propeled Grenades was develope by the Russians,to punch holes in tank armor. Then the shrapnel produced by the metal if the tank flies around inside killing or wounding those inside. Had someone inside, been close to where the hole appeared, they would be dead or seriously wounded.

Obama not meet Constitutional criteria
Obama does not meet the criteria to be President under the U.S. Constitution. Why doesn't Obama release his college applications or his passport records? Because they will show that he is an Indonesian citizen, as he never gave up his Indonesian citizenship when he returned to Hawaii from Indonesia at age 10. (Obama's mother remarried an Indonesian when Barack was five, and she and Barack moved to Indonesia, where both became Indonesian citizens). In 1981, Obama traveled to Indonesia to visit his mother, and stopped off on the return trip to visit Pakistan with school friends. He traveled there on his Indonesian passort. Why doesn't Obama release his original birth certificate? Because it will show that he was not born in Hawaii, rather he was born in Kenya (his father's native country).

Either way, because he is an Indonesian, or because he was born in Kenya, Obama is not qualified to be President. Obama and the leadership of the Democratic Party know this to be true, and he deceived the American people by keeping it a secret and refusing to release the records. All day today, on every minute of TV coverage of teaparty rallies, I heard citizens' hatred of government. Many themes (taxation, Obama's birthplace etc) but the common thread was: we hate government; we would get along better without government. So, here we are tonight discussing piracy on the high seas and what are we hearing? We should shoot pirates on as they approach a ship, we should stake out their home port and shoot them there, we should provide armed escorts, we should put marshals on board merchant ships, we should prevent shipping lines from paying ransom or tribute. Folks, you are talking about government. A private citizen sea captain can't shoot people on his own whim in international waters, or in somebody else's waters, because US law, for example allowing Texas homeowner to shoot his neighbors if he doesn't like their looks, doesn't apply outside the US. The kind of action you're advocating re pirates requires action by our federal government, either to cook up a plan with other pirate-distressed nations or by passing laws in our Congress or by executive decision (as in, tell the snipers to go for it). If you reduce, defund, and diminish government, it won't be there when you need it, will it?

How to stop piracy
Make a "No Float" zone similar to the "No Fly" zones that were at least partially successful in suppressing violent activity in other "Overseas Contingency Situations". There would be a LOWER limit to the size of the boats that are allowed to be in that "No Float" zone, and anything smaller than that size would be sunk. If the people on the boat indicate a willingness to surrender, they could be taken off the boat and returned to the shore, but the boat would still be sunk by explosives.

Those of us who went to Tea Parties, like the one I went to last night in San Diego, are protesting the WASTING of money by the Federal government, doing all sorts of things not enumerated in the Constitution. Protection of commerce, and the freedom of our people to travel, are in there. NONE of Obama's follies are constitutional. If the Constitution were obeyed, government would be so much smaller than it is now, we'd hardly notice it.

I would also like you to post the section of Texas law that allows a citizen to blow away his neighbor because he doesn't like his looks. Or is that just more of your comedy?

Yes, killing pirates is important, but a longer term solution is to keep killing Somali leaders until they stop the piracy.

Because the idea that Somalia is totally lawless and a total anarchy is incorrect. Any Somali who shot one of their clan leaders or war lords would quickly be killed. Likewise their "elders", etc. could stop most piracy if they wanted to. The threat of death would be a strong incentive.
