Fixing Illegal Immigration In 10 Common Sense Steps

One of the common refrains from the supporters of the Senate amnesty plan was that the people who opposed the bill weren't offering any alternatives. However, nothing could be further from the truth. The problem wasn't that there was a shortage of alternatives, it was that the alternatives were designed to end open borders and amnesty, and that's not something the bill supporters were interested in doing.

But, enough talk about the past. Instead, let's talk about the steps we need to move forward and deal with the illegal immigration problem once and for all.

#1) We must pursue enforcement first: The American people simply no longer have any confidence that the government is serious about enforcing our immigration laws -- so they believe, with much justification, that if we combine an amnesty bill with new laws aimed at enforcement, we'll get the amnesty but not the enforcement. So, the simple solution to that is to pursue enforcement first.

Many backers of comprehensive immigration will tell you that an enforcement first bill won't have the votes to pass. Well, first off, the same apparently could be said of a comprehensive immigration bill, which has now failed twice to gather the votes it needs to make it through.

Furthermore, how can it be that an enforcement first bill cannot pass when everyone from Ted Kennedy, to Harry Reid, to Lindsey Graham, to Michael Chertoff says that they support enforcing our immigration laws and securing the border? Let's put together a package, put it to a vote, and let the American people see who's interested in curtailing illegal immigration and preventing terrorists from walking across our borders -- and who's not.

#2) We need to build the fence: We need to build all 854 miles of fencing along the border. Although that will not, in and of itself, secure the border, the fencing will act as a force multiplier that will make the jobs of border patrol agents much easier.

#3) We need to fully staff our border patrol: Simply put, the border patrol, especially with no fence in place, does not have the manpower to adequately cover our southern and northern borders. Building the fence will help, but the number of border patrol agents needs to continue to increase.

#4) We need to fully staff Citizenship and Immigration Services: The agency that is in charge of handling legal immigration, Citizenship and Immigration Services, is poorly run, staggeringly undermanned, and working with obsolete equipment. This leads to enormous amounts of red tape for legal immigrants, poor security screening of people coming to this country legally, and an enormous number of people who come here legally and overstay their visas. This situation desperately needs to be corrected not only to help stop illegal immigrants, but because it's horribly unfair to the people who are doing the right thing and coming to this country legally.

#5)We need an exit visa program: 40% of the people who are in this country illegally have simply overstayed their visas. This will be an unsolvable problem, especially with Citizenship and Immigration Services being such a disaster area, until we put an effective exit visa system in place that will allow us to know when people have left the country.

#6) We need to take away the "jobs magnet:" The majority of illegals who are coming here are doing so in order to get jobs. If you take away the jobs, you will dramatically cut down on the number of illegals coming to this country -- and most of the illegals who are here will self-deport.

To do this, we need to improve the current employment eligibility verification system and we need to move beyond a test program to nationwide usage. Additionally, we need to dramatically increase the monetary and criminal penalties for deliberately hiring illegals. Most of the businessmen knowingly hiring illegals today are doing so because it's low risk and high reward. If you change that equation and turn knowingly hiring illegals into an activity that is likely to result in steep financial penalties and/or prison time, the "jobs magnet" will turn off.

#7) No more anchor babies: Today, if a 9 month pregnant illegal alien sneaks across the border and has a baby 2 minutes later, the child is an American citizen, the mother is eligible to receive government benefits on his behalf, and the child is an "anchor" that the mother can use to make it tougher to remove her from the country. This needs to change.

Some people think it would take a constitutional amendment to pull that off. That was once my opinion as well, but the relevant portion of the 14th Amendment of the United States actually says,

"All persons born or naturalized in the United States and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside..."

Many people, myself included, believe that illegal aliens are "subject to the jurisdiction" of the nation they come from, not the United States, which means that we could pass a law that prevents the children of illegals from becoming an American citizen without a constitutional Amendment.

#8) We need to put an end to sanctuary cities and drivers’ licenses for illegal aliens: If cities refuse to follow federal law in regard to illegals by becoming sanctuary cities or, if states severely undermine our ability to catch illegals (and simultaneously make it easy for them to commit voter fraud) by allowing them to have drivers’ licenses, the federal government should retaliate by cutting federal funds to that city and state until they change their minds.

#9) Refuse to allow anyone caught in the United States illegally to ever become a citizen or return for any reason: This would give illegals who may want to become citizens, participate in a future guest worker program, or even visit relatives in the United States a strong incentive to make sure that they follow the law -- and it would also strongly discourage illegals who might be tempted to come here to get in on some future "amnesty" -- since all it would take would be getting caught one time to put an end to any hope of a legal future in the United States.

#10) End catch and release: Despite what you may have heard to the contrary, when illegal aliens are caught by local police, oftentimes, the Feds refuse to take the illegal alien off their hands. That means that once the illegal is released, he blends right back into the crowd.

Another asinine practice is capturing illegal aliens and simply releasing them with a summons to appear in court. Of course, almost no one ever shows up since the penalty for being here illegally is deportation. No illegal alien captured by our government should ever be allowed his freedom until after he is deported. If that means we need more manpower, more beds, or to hold them in local prisons until they can be sent home, so be it, but it is extremely foolish to catch an illegal alien and then just let him go.

I think it's excellent
But Gunny: easy on the draconian penalties. No, I don't think it's a trivial offense, but what you've got there is probably a one-shot kill. Excessive penalties are counter-productive because they encourage defendants to fight it to the last in court.

Hawkins plan needs an 11th point: courts and lawyers (d@mn them) for the flood of cases that will ensue. Some reasonable, some frivolous, some from illegals, some from employers: there's lots of money in this for lawyers, would they lobby behind it?

Here in Georgia, there was a news report stating that due to recently passed legislation of not allowing illegal aliens any social services (welfare, food stamps, etc), the recently defeated amnesty bill through the Senate, and the current illegal alien climate... illegals are self-deporting from our state. They are either moving to "illegal alien-friendly states," or they are packing up and going back to Mexico.

Its working already! If more states jump on the bandwagon, we can get this poorly controlled government blunder fixed in no time!

I voted for President Bush in 2000 and 2004, but now, I cant even stand to look at him. He was never serious about securing our borders, or else he wouldve done it on 9/12/01. This "el diablo" is trying to pave the way for the North American Union. Canadian citizens are so upset that they are demanding representation at the next summit in Quebec on August 21, 2007. I think American citizens should do the same. We cannot allow this poor excuse for an American president to sell us out! Do your homework people. This whole deal could go down without "we the people" even knowing about it. GWB doesnt have to go through Congress to get his Skull & Bones agenda accomplished.

Citizenship and Immigration Services
Hawkins speaks my own thoughts and adds a few more.

No one who is in our country illegally will EVER become an American citizen, nor will he/she EVER be permitted to enter this country again.

It should be firmly enforced, whether or not they have "anchor" babies.

The very idea of bestowing citizenship on the children of those who invaded our country is, IMO, asinine.

Until the Citizenship and Immigration Services becomes fully equipped to efficiently handle their workload, we DO have the right to resort to a moratorium on ALL immigration.

Let's clean up the mess the government has ignored first.


Two Step Plan
Here is my two-step plan.

We may have to kiss the keisters of the illegal invaders, it is still a felony to aid and abet them.

If some honest men and women, in law enforcement, would go after the lowlifes in the government, business and the general population that have been aiding and abetting them, by the time they had enough of a handle on it to raise their heads from the job and look around I don’t think many illegal aliens would still be left.

We don’t need any new laws to do this either. Just some honest men and women that take their oaths of office seriously!



Federal Immigration and Nationality Act
Section 8 USC 1324(a)(1)(A)(iv)(b)(iii)

"Any person who . . . encourages or induces an alien to . . . reside . . . knowing or in reckless disregard of the fact that such . . . residence is . . . in violation of law, shall be punished as provided . . . for each alien in respect to whom such a violation occurs . . . fined under title 18 . . . imprisoned not more than 5 years, or both."
Section 274 felonies under the federal Immigration and Nationality Act, INA 274A(a)(1)(A):
A person (including a group of persons, business, organization, or local government) commits a federal felony when she or he:
* assists an alien s/he should reasonably know is illegally in the U.S. or who lacks employment authorization, by transporting, sheltering, or assisting him or her to obtain employment, or
* encourages that alien to remain in the U.S. by referring him or her to an employer or by acting as employer or agent for an employer in any way, or
· knowingly assists illegal aliens due to personal convictions

One Step Plan
My One Step Plan is to enforce our existing laws! I watched CSPAN for several days during the debate on the Immigration Bill. When an amendment was proposed to include Enforcement of existing laws, and subsequently went down to defeat... I turned off the TV. I actually whitnessed our Congress vote to NOT enforce what they had previously made law!!! This obviously begs the question: How do we know any new law would be enforced???

There is a step #11
Deny education, welfare, and health care benefits other than the meeting of basic needs before deportation. We would see a huge shift in the costs of those systems.

Moreover, when legal work status is obtained, ensure that wages are taxed like the rest of us, and are not sent back to Mexico (or where ever) while welfare benefits are utilized here.

I voted for Bush more or less to avoid Al Gore and then John Kerry. They are all a mess because the "ruling class" in America are not doing the heavy lifting in the carrying out of their policies.

These are the steps the vast majority of the country agree too, and jammed the phone lines to our senators to share. The trick is getting the lame brain elected officals to get off their well paid behinds and put them in place. I dont see that happening with the dems in control.

I believe most Americans would agree, that is, if they took the time to understand the issues. Sadly, many do not understand or care, and our politicians count on their continued indifference to push their own agenda upon us.

Fines are useless.
The fines can be paid and the difference more than made up for by...hiring more illegals.

We need mandatory prison terms for executives who knowingly allow the hiring of illegals in their companies.

10 steps a start

10 Steps
This is a fine program, but, as noted just above, we need a little jail time for businesspeople who hire illegals.

We had a problem in the 1950s with colusion in pricing of electrical equipment, the "Phases of the Moon" conspiracy, and we sent a very high-ranking executive of GE to prison. There is a precedent for jail time for executives.

The danger to this country from mispricing transformers in no way compares with the danger from 12-20 million illegals.

We should enforce the laws on the books and add one codicil that lets people who hire illegals get a vacation at a medium security prison, not a "Club Fed." I predict that it would take about two people being duck-walked in irons to make the US a non-inviting place for illegals.

Fixing illegal immigration...
One more step is convincing the President and the pro-illegals in Congress, that they are harming this country and its people by insisting we bow and scrape to criminals and the corrupt countries from which they come. They've convinced themselves that this country would collapse if it weren't for impoverished, criminal and illiterate invaders who pour across our borders. Suppose we had thirty thousand Iranians or North Koreans storming our borders? Do you suppose our leaders would protect us then? Why must we then accept all those from south of the border? Their crimes are only the "garden variety" as that sterling character, Teddy Kennedy said. 40,000+ people have been killed by illegals since 9/11, but I guess that doesn't count. The body of young girl in Washington who's been missing since July 4 has been found. The "person of interest" is an illegal from Thailand. Good job, Mr. President! How many must lose their lives before someone does something?

No more anchor babies!
This should be made retroactive to births dating after the Immigration Reform Act of 1986. Everyone after that time was and is illegal!

A local effort
Check out HelpSaveManassas.org for what we are doing in Prince William County, VA, to repel this invasion at a local level. We will eventually take back our county, and then our Commonwealth, one way or another.

The business owner will be informed A PRIORI about penalties...

So, we need another law - no lawsuits accepted from business owners, who broke immigration law and na lawsuits from illegals.

Sorry -- your understanding is not correct. ANYONE born on US soil is considered a citizen under today's interpretation of the law.

This MUST be changed to be in line with the laws of the other Western countries.

Illegal Immigration . . .
. . . does not exist and, therefore, cannot be fixed.

Immigration is a legal process as well as a physical relocation. By definition an immigrant is someone who has followed that legal process to relocate and become a citizen of their new country.

Thus, by definition, there is no such thing as an "illegal immigrant". It is an oxymoron.


The author offers some great points. However, we cannot address the problem if we cannot or will not properly DEFINE the problem.

Since illegal immigration does not exist, illegal immigration is NOT the problem and canNOT be fixed.

False definitions are the tools of sophists. They mislead, misdirect, and obfuscate in order to avoid the REAL topic/issue.

The problem is foreign nationals - aliens - illegally entering our country and living and working here illegally, often under false pretenses. ALL of them are violating our laws. Therefore, NONE of them are "law abiding".

They are akin to vagrants jumping your fence and squatting in your basement, THEN contending it is their "Right" to do so.

If we don't do this, 15 million uneducated socialists will vote socialist Democrats into office. Now that the invaders are legal, they will demand American wages and benefits. Their employers will fire them and replace them with other illegals, which will be plentifull since we will continue to let them in and not punish employers who hire them.

No Brainer!
If the gov't followed through on half of these tips, there would be a dramatic change in the status quo. What's the deal? When are they going to listen? They blame the failure of the Amnesty bill on Rush Limbaugh. Come on, now... They just hate being exposed for their behind the scenes deals with special interests. It's amazing, though, how far down the chain of command, all the way into those sacuary cities and police departments, this unwritten code goes. It's really scary.

Enforcement
There has not been a single Prez in the last 20 years that did anything about enforcing the border.

Reagan said signing Simpson-Mazzoli was one of his worst mistakes, but little or nothing was done to upgrade enforcement in the last two years of his Presidency.

Bush41 did nothing either.

In defense of these two, both had Democrat Congresses who opposed most of what they did, and border enforcement has never been as high on the Dems' list as amnesty.

Clinton? Don't even get me started.

And now Bush43, who wants amnesty even more than the Democrats.

It would be interesting to learn what would happen if at least one President would TRY enforcement.

#9 -- I wouldn't deny any chance of legal citizenship for the first offense. Many of them don't want to become citizens (unless they can get amnesty, of course). I would deny the right to enter the country for any reason for 3 years on the first offense, 10 years for the second and a lifetime ban for any subsequent offense (three strikes, you're out).

I may have missed it in the column -- what about making unlawful presence and unlawful entry felonies?

An old saw goes like this-- he went to Washington to do good, but he stayed there to do well.

Unfortunately, the $ and power (including perceived swing latino votes) is on the other side os the scamnesty debate. The Senators worry first about accumulating power and then entrenching themselves. Too many RINOS cave to fear of hispanic backlash, but most LEGAL hispanic Americans want enforcement first also. In stark contrast, giving the vote to current ILLEGALS would mean the IRREVERSIBLE demise of America into a third world entitlement state.

The wealthy elite hispanics like Senators Mel Martinez (also RNC head--> Rino Network for reConquista), Robert Menendez, and Ken Salazar are not representative of mainstream hispanics any more that Presidente Jorge's enfeebled Brahmin mind thinks like mine-- they are simply remote elites who would never actually rub elbows with the madding crowd of undereducated indigent ILLEGALS.

Still, there is hope. Ed Rollins, Pat B., and other savvy analysts said that the recent derailment of scamnesty by the righteous indignation among Middle Americans was STUNNING-- perhaps the most amazing example of the occasional power of the the public indignation they could ever recall. We won a key battle, BUT to win the war we must turn out of office the likes of Lindseed Grahamos, Trent Notta Lott, and anybody else who sold out his constituents to the Conspiracy of Evil which favors ILLEGALS.

We also truly need to thank and support those in Washington who "get it" and had the temerity to stand up to the Conspiracy Of Evil to oppose the business and ethnocentric latino lobbies who tried to shove scamnesty down our throats.

These Senators voted to stop Scamnesty the first time when it was a tougher vote... a couple were coming from the left/labor perspective: the great American Jeff Sessions (a VP possibility), Jim DeMint (courageous guy countering Quisling Lindseed Grahamos from his state), good guy David Vitter (La.), Coburn, Thune, pass Tester, Sununu, Stabenow (D), Smith (R-Or.), Shelby, Sanders (I), Roberts (Ks.), surprising globalist (probably labor vote) Rockefeller, McCaskill (a new 'Crat), liberal Landrieu, no nonsense Inhofe, border state Hutchison (VP candidate?) and sharp guy Cornyn (VP possibility), Inhofe (a solid guy), Grassley, Dorgan (labor man), Dole, Corker, Alexander, and Allard, and our two week-kneed Senators who got their minds right because of us Ga. crackers cracking the whip (no prisoners!), Chambliss and Isakson.

Why the Federal Government just does not come out and tell us they want to do away with our borders.

And let the Civil War begin cause this is not about to bring "domestic tranquillity" which is the primary duty of the Federal Gov.

You've hit it right on the nose. This is exactly what should be done.

I'd only offer one change. In RE: Point #9, I'd allow for the possibility that a person whose parents brought him/her into the country illegally when he/she was a minor child could still be to apply FROM HIS/HER HOME COUNTRY for legal immigration. Don't punish the child for the parents' crime, but don't let them benefit from it either.

Anchor Babies
Any person born in the United States no matter the legal status of their parents are US citizens. The only exception to this rule are diplomats and their spouses serving their country in the US.

At the time of birth, those born of illegal aliens are US citizens with all the rights of any other US citizen. Due to humanitarian issues such families are not often broken up and when the child becomes an adult he can sponsor for his parents as well as any brothers and sisters who were born outside the US.

To change the Jus Soli practice now in place would in my view take either a constitutional amendment or the SCOTUS reversing itself in the case of US v. Wong Kim Ark (1898) which made it clear that those born in the US were US citizens (note it was impossible at the time for Wong's parents to ever have become US citizens since they were Chinese--a change that didn't take place until 1943). Since this has been established law for 109 years I would think the courts would not be too quick to overturn the Wong case by some new law which eliminated citizenship as a birthright. So then only other option is constitutional change and since there has been only 27 (ten of which were added to the document when it was sent out for ratification) of them, the chances of such an amendment ever getting a 2/3 vote in the Senate and House and 3/4 of the states voting in the affirmative is very remote.

The United States did not limit immigration in 1868 when the Fourteenth Amendment was ratified. Thus there were, by definition, no illegal immigrants and the issue of citizenship for children of those here in violation of the law was nonexistent. Granting of automatic citizenship to children of illegal alien mothers is a recent and totally inadvertent and unforeseen result of the amendment and the Reconstructionist period in which it was ratified.

Post-Civil War reforms focused on injustices to African Americans. The 14th Amendment was ratified in 1868 to protect the rights of native-born Black Americans, whose rights were being denied as recently-freed slaves. It was written in a manner so as to prevent state governments from ever denying citizenship to blacks born in the United States. But in 1868, the United States had no formal immigration policy, and the authors therefore saw no need to address immigration explicitly in the amendment.

In 1866, Senator Jacob Howard clearly spelled out the intent of the 14th Amendment by stating:

"Every person born within the limits of the United States, and subject to their jurisdiction, is by virtue of natural law and national law a citizen of the United States. This will not, of course, include persons born in the United States who are foreigners, aliens, who belong to the families of ambassadors or foreign ministers accredited to the Government of the United States, but will include every other class of persons. It settles the great question of citizenship and removes all doubt as to what persons are or are not citizens of the United States. This has long been a great desideratum in the jurisprudence and legislation of this country."

This understanding was reaffirmed by Senator Edward Cowan, who stated:

"[A foreigner in the United States] has a right to the protection of the laws; but he is not a citizen in the ordinary acceptance of the word..."

14th Amendment and Rocker
That part of the 14th Amendment may well violate the original intent of the amendment, but the majority of the SCOTUS didn't agree in US v. Wong Kim Ark (1898) so any law you want to pass restricting Jus Soli would have to get the court to agree that it was incorrect in its ruling in 1898. Be hard pressed to get a court to reverse 109 years of established law. Not impossible but it will be difficult. Also having an amendment to clearify the 14th Amendment on this point would be as difficult if not more so.

As for Rocker. You know Japan, Taiwan and a host of other countries enforce their immigration law and they even when found "roundup" their illegal aliens, detain them and *gasp* deport them.

I have yet to hear of any camps, although both Hong Kong under the British and Australia set up detainment camps for the refugees coming from Vietnam in the 1980s. I have not heard of any illegal aliens in this countries being gassed though.

But for your forcing Americans to work on farms and do other menial jobs--I agree. If you are unemployed and are having the government send you a check each month, then you can at least be someone what productive and do jobs that "no American wants."

I would add that we need to streamline the Executive Office of Immigration Review (EOIR) which is the appeal body for the deportation courts. One of the reasons that there is such a backlog is that they get multiple appeals on a deportation ruling. This shouldn't be a court of law which a citizen has the right to get but just a official hearing to determine the facts and say good-bye.

I hate to give Rocker the satifaction of a reply but I agree with him that we should gas the multiple murderers like the ones talked about in Michelle Malkin's book "Invasion".

Don't be too sure of that, Bob; Linda Chavez pointed out that illegals can sue a prospective employer who insists on checking ID's. This raises an interesting issue: Arizona has passed a very restrictive law penalizing employers who hire illegals; it is possible to put the emp;oyer out of business after a few (not clear) violations. However, if a prospective employer tries to check -- even an obviously fake -- ID and turns the applicant down then the illegal can sue the employer in Federal court for discrimination. If the employer is prohibited from using AZ law as a defense in court then look for employers to move out of state.

Re: Rockers Suggestion
Although Rocker’s post generally show him to have the IQ of a Dead Tree Stump, I must admit his latest suggestion: “forcing Americans to work in the farms”, is a great idea: PROVIDED he means those Americans convicted of hiring Illegal Aliens. And by “Farm work”, I assume he means convict chain gang labor. They could work along side the Illegal Aliens they’re convicted of hiring. Also included in those chain gang labor camps should be Americans convicted of providing housing, medical assistance, education, or assistance of any kind that facilitates Illegal Aliens in remaining in the US.

The Roar of the Masses
Congress must hate the internet. Common citizens, reguardless of their political preference, were able to educate themselves about the amnesty bill without the "help" of MSM's selective reporting and enter into discussions to share ideas. They didn't like what they learned and, either through sites such as NumbersUSA or independently, let those in Congress know about it. Consequently, the Senate switchboard crashed because of the volume of calls.

Congress may not like the fact that their actions are now being put under the microscope, but that's life. I will be forwarding a copy of Mr. Hawkins article to any number of senators and representatives. I hope others will join me. And I want to thank Mr. Hawkins for such a thought-provoking article and thsoe whose comments have given me something to ponder.

Do the work!
Several states,in the past, have tried to make people work for their welfare and I think it's a good idea. Make them do the "work that americans don't want to do" and then subsidise their check. It will give them some sense of worth and in the long ron will save tax dollars due to the fact that the gov. won't be footing the whole bill.

Honey of a story
I just read a disturbing article regarding the honey bee. It seems that we have lost 30% of our bee population. Honey bees are essential for the pollination of all plants. Scientists say the worker bees are deserting the hives, leaving behind the queen bee all alone to take care of the young ones. And, since the worker bees are no longer around to bring home the honey, the hive eventually dies.

I have a theory why the worker bees are leaving. Like other businesses, large-scale beekeepers are always seeking ways to reduce cost. They cut the wages and the worker bees say we’re outta here.

Since the beekeepers cannot find bees to work for the low wages, a natural alternative would be illegal aliens. The can do the jobs that American bees won’t do.

Duncan Hunter gave an example during the presidential debates, in which a meat packing factory in Arizona was raided by the INS people, who arrested hundreds of illega aliens working with fake American documents.
The next day after those illegals alien criminals had been sacked, there was a long line all the way round the block, of Americans who were eager to get the high paying jobs these illegals had been doing.

One thing I do not understand about some of the liberals who support illegal immigration is, how can they be for illegal immigration given all the other social agendas they have?

Liberals are usually pro-union, which are suppose to protect workers rights and fight for better wages & benefits for workers. Yet the concept of cheap illegal (slave) labor violates all that the worker unions stand for and the illegals either do not want to unionise or are scared away from it by the employers using their illegal status to threaten them.

These imported illegal workers keep the wages down (at or below the Federal Minimum wage level) in the industries they work for, yet Liberals are always for higher minimum wages.

Illegal workers get few if any benefits such as employer based health care plans, yet it is liberals who are always preaching how we need to make sure everyone has health care coverage.

And these illegals help big business make better profits (less over head yet they charge for their products as if they had the full overhead costs of a business that employed only legal workers), yet the liberals are the first to complain how corporations are making too much profit and "want take those profits" (Hillary Clinton on record oil profits earlier this year) from the wealthy and distribute them to the poor in the form of social programs.



Oh, I get it now it is called hypocrisy. Liberals don't actually want to help the poor and disadvantaged, they just want the votes to secure their power more.

I am sure there are many other reasons they should be against this illegal Migration.

For one big glaring example, they have rested the jobs in large part traditionally done by blacks. A perfect example, there are too many to count, is slaughter houses for poultry and hogs, etc. There the blacks have lost out big time, and I understand the illegals work better, but that is no reason to steal the jobs that they had available to them. The thieves, of course, are the plant owners.

As for the ideas you suggest.

We do have many closed military bases which could be converted into labor camps for illegals convicted of minor crimes (trespassing, ID theft, fraud, domestic violence, public intoxication, etc) where they could work off their sentence. After their time is served they get deported. So on that I'm with you.

Gassing, well that depends on the reason for gassing them. If you are suggesting it for those illegals who have killed legal citizens I say sure.

As for forcing Americans to work in the farms I'd say that is a good idea. I live in Kansas and every year during harvest season I see many young men and women take jobs working with harvest crews that travel the mid-west. They do a lot of hard work in short window of time and make good money doing it. I've seen a few young people who's parents were not well off do such seasonal work so they could afford to put themselves through school and/or buy that cool new car they have always wanted. So if by "forcing" you mean removing the illegals from those job markets so that Americans who want to do the work have positions in those industries to apply for then I say by all means, yes!

I have built homes, I have grown and slaughtered my own food, I have cut my own wood for fuel, and I have built furniture. I have done even more difficult and or disgusting jobs too. I do not think that just because I am a legal citizen that I am too good to do these tasks. People call us racist when it is you that want illegals to do the jobs that you are unwilling to do. We want these jobs back in the hands of legal citizens!

Most of the jobs in the list used to be performed by highly skilled tradesman. These hard working people were replaced by illegal labor. Granted, the illegal laborers are also hard working but they are not legal citizens. When we no longer teach our own children the crafts that are being done by the illegals we run the risk of eventually being controlled by the same body of illegal labor. Who will do the jobs that Americans are not doing if the illegals suddenly stop doing them? What jobs are the illegal laborers going to take over next? Should we allow them to become teachers? What about policemen or firemen? How will you feel about illegal labor when they come for your job?

It is short sighted to think that the illegals will continue to do the jobs that they are doing today after they become legal citizens. The only way that they will continue to do these jobs is if they benefits (pay, insurance, and working conditions) are increased. But if the benefits were increased, legal citizens would be willing to do these jobs.

inmates to do farm work in Colo., where they happen to have some of the strictest laws against hiring illegal aliens.

The farm owners are, of course, required to pay at least min. wage, and taxes, etc.

However, a percentage is withheld by the prison in order to pay for the guards, transportation, and lunch, etc., so it does not cost the state to have prisoners participate in the program.

The prison puts the wages into an account for each prisoner, so when they're released, they have some money they've earned. And believe it or not, these "earned wages" are, in some cases, the first time some of these prisoners have ever actually earned any income.

It seems to be working so well that more and more farm owners are signing up for the program.

And these illegals help big business make better profits (less over head yet they charge for their products as if they had the full overhead costs of a business that employed only legal workers), yet the liberals are the first to complain how corporations are making too much profit and "want take those profits" (Hillary Clinton on record oil profits earlier this year) from the wealthy and distribute them to the poor in the form of social programs.

in the press about Mexicans throwing rocks at our Border Patrol officers. Not small rocks, orange or grapefruit sized rocks. A rock that big could kill you. Good input Mr Hawkins. Glad to see common sense and representation of what most Americans think about this issue. I agree with your ten points. I can think of more that should be done in addition to your ten point but your ten point cover much of what will help to solve our problem and a great starting point. However I also agree with those who express concern about making sure we do not expand the police state. We don't need a federal ID nor anymore eroding of American liberties to control illegal immigration and remove the invaders. One of the reasons to put a halt to illegal immigration and also take hard look at our legal immigration system is preserve our Liberty. We should keep that in mind anytime we are looking for solutions.

...Really, the enumerated powers listed in ArtI,Sec8,USConstitution: says nothing about the Federal government having any jurisdiction over immigration. The closest mention is "To establish an uniform Rule of Naturalization, and"...(continues to provide for national bankruptcy jurisdiction in same sentence / phrase). Since the US gov't. has/had a Immigration and Naturalization Service, it is a misconception to surmise that the US has jurisdiction over both. See ArtI,Sec9,1stClause says," The Migration or Importation of such Persons as any of the States now existing shall think proper to admit, shall not be prohibited by the Congress prior to the Year ...(1808), but a Tax or duty may be imposed on such Importation,...". Notice in the ArtI,Sec9; Both Migration and Importation, because of the qualifying word OR, should be treated as two distinct categories of entities whose only commonalities are that they arrive in the same land and are each recognized as persons under the law of the land. Therefore for clarity of interpretation purpose, the sentence should be read as two separate provisions. See ArtIV, which details the Amendment process, and continues {2ndClause}"; Provided that no Amendment which may be made prior to the Year...(1808) shall in any Manner affect the first and fourth Clauses in the Ninth Section of the first Article; and...". To gain jurisdiction over immigration the Federal government was/IS Constitutionally limited to propose and have ratified an Amendment to that effect. Congress and the President will never go for the recommended fixes for illegal immigration. The Democrats know that they have everything to gain from a massive illegal alien population that will vote overwhelmingly Democrat when they are "legalized". We'd also need a provision for asset forfeiture (ill-gotten gains) of illegal aliens to help defray the costs of deportation, additional staffing requirements, DHS and ICE enforcement operations etc... Indeed, the prospect of losing everything they came here to gain, might motivate many illegal aliens to sell out and self deport. Certainly no one argues about our depriving drug dealers and other criminals of their ill-gotten gains. Many states and cities confiscate and auction off assets of criminals with the proceeds going toward funding police or community operations. Its funny that some suggest that we would need to "conscript" people into working any job. The way our economy, and our quality of life were established was through competition for workers. Employers with difficult to fill positions used wages and benefits to entice and retain workers. Its only a recent spate of greed that has allowed the system to fail. Employers should not be allowed to set maximum wage for jobs, just as the government shouldn't dictate minimum wages. Without a constant supply of illegal immigrant workers, employers will be constrained to return to common sense business practices to get and keep their workers. Those that assert that there just aren't enough workers, or that they cannot afford to compete for the available legal workers, have neither the products, services, or the management skill sets to remain ongoing concerns. Certainly these businesses should not remain in business at the expense of American workers or tax payers. Any enterprise dependent on paying substandard wages or depressed wages in order to remain afloat, simply shouldn't remain afloat! America's Citizens in near revolt shouted down this administrations egregious immigration reform legislation. We the people realize that there will be costs and consequences to securing our border and ending illegal immigration, but the benefits of preserving our economic, soacial and cultural interests far outweigh the costs, and we accept the consequences of enforcing the will of the people!

I am beyond disgusted by the clergy of my church. I have been excoriated numerous time for not welcoming the illegals.
When are the clergy going to demand from their counter parts in Mexico to insist the Mexican government do what is necessary to education, job training, etc. their citizens.

illegal's and health issues
I read most of the inputs and I did not see a thing about illegals with health problems like TB and staff infections that are coming back. Small pox maybe not to far behind.

If they can't speak English how in the hell can they pass a drivers test?

If contractors get caught using illegal's send them to the farms a pick crops we need on our tables in every state. Make it a 10 year sentence now early release. Loose your house and other holdings. Spouses will devorce them and go to work themself to pay for food.

Of course build the darn fence now. Like they had in Berlin.

#5)We need an exit visa program: 40% of the people who are in this country illegally have simply overstayed their visas. This will be an unsolvable problem, especially with Citizenship and Immigration Services being such a disaster area, until we put an effective exit visa system in place that will allow us to know when people have left the country.

YES! We don't have a bone to pick with the people who desperately come north to find good government. I don't want them up here because they simply cannot 'join' our society without a lot of education and frankly, the very best bet they have is in Mexico.

So give them them a chance to sign up with the Immigration Service and receive a permit to remain for six months while they get their affairs in order, sell their goods, pack and leave. Now THAT would be humanitarian, and if the Feds helped that process, it would be even better. Far less disruption of live.

Fixing Illegal Immigration in 10 Steps
Amen to the 10 steps! I would add to the list:
11. Abolish the IRS and establish the Fair Tax, then put the out work IRS jerks to work at the Citizenship and Immigration Services.
12. Take the scum bags from our prison systems, and put them to work in the fields doing the jobs that bleeding heart liberals say Americans won't do! Add to that work force any illegal caught in the country instead of paying for their free trip home!
