Was the Copenhagen Global Warming Summit Walk-Out a Win for the U.S.?


Seven months have passed since I handed the gavel to Nancy Pelosi, formally returning control of the House to Democrats for the first time in 12 years. In my remarks to the House that day, I offered a bit of advice to the members of the incoming majority. I told them:

“A congressional majority is simply a means to an end. The value of a majority lies not in the chance to wield great power, but in the chance to use limited power to do great things.

“The [American] people don’t care which party controls it; what they want is a government that is limited, honest, accountable, and responsive to their needs. The moment a majority forgets this lesson, it begins writing itself a ticket to minority status.”

My friends: the Democrats’ ticket is being punched.

The stolen 215-213 vote Thursday night on the Republican motion denying taxpayer benefits to illegal immigrants could be the legislative equivalent of the “shot heard ’round the world.” This was about far more than just arcane parliamentary process. It was an act I believe will eventually come to symbolize this majority.

In a fateful moment that capped off seven straight months of cynical broken promises, the current leadership thumbed its collective nose at the will of the American people. In one telling instant that has now been viewed by millions of our constituents via the Internet and other means, the Democratic majority revealed it is willing to break any rule, trample on any precedent, and run roughshod over its own Members to defend a left-wing, big government agenda most Americans utterly reject. Then it compounded the gesture on the House floor by stifling Republican efforts to debate the majority’s handling of the incident, and erasing the evidence of its iron-fisted actions from the public record, much as it did with the 215-213 vote itself.

The stolen 215-213 vote wasn’t about us. It was a breach of trust between the Democratic majority and the American people the current majority swore it would work in an open, bipartisan, accountable manner to serve.

The severity of this breach hasn’t occurred to every Democrat yet. As this morning’s Washington Post revealed, there is disagreement within the Democratic leadership ranks as to whether Thursday night’s stolen vote action was even a mistake at all. Majority Leader Hoyer acknowledged on the floor that it was a mistake, and apologized. But Speaker Pelosi brushed Leader Hoyer’s comments aside, saying there was no mistake, and calling the incident something that was just an “inconvenience” for the Republican minority.

Leader Hoyer has it right. It was a mistake – a mistake that will grow in infamy with each day the Democratic leadership allows it to stand. The stolen vote wasn’t just “inconvenient” for Republican politicians; it was an affront to the millions of Americans we were representing when we offered legislation to stop the Democratic majority from allowing taxpayer dollars to go to individuals who violate the laws of our country.

Republicans Rising

When we held our retreat in Cambridge back in January, we vowed to use our time in the wilderness of the minority to reconnect with the principles that unite us as a party and have broad appeal with the American people. We vowed to present the American people with a clear choice. There is no question we’ve made progress toward this difficult goal.

Our unity has aided us immensely in this process. The past seven months have been a humbling experience for us all; we’ve gone through it together. But it’s also been a healing experience. We’ve acknowledged mistakes that contributed to the loss of our majority, and vowed to hold ourselves to a higher standard. We’ve agreed Republicans must work together for a new and better American future, based on security and freedom – principles that unite all House Republicans and define us as a party. We’ve learned to listen more closely to each other, and to listen more closely to our constituents. We’ve agreed on the need to return to our core principles, and the need for restored trust between the American people and their elected leaders.

We’ve also been effective – “unusually effective,” to borrow the term used recently by Fred Barnes of the Weekly Standard. Sticking together, we’ve forced the majority to deal with us and acknowledge the views of the millions of Americans we represent.

Unprecedented Floor Victories. We’ve successfully passed 15 Republican motions-to-recommit – 16 if you count the immigration vote stolen Thursday night – leaving our imprint on many of the major bills brought to the floor by the Democratic leadership. That’s more than House Democrats passed during the entire 12 years in which they were in the minority. Protecting Americans at Home and Abroad. Led by our colleagues Pete Hoekstra (R-MI) and Heather Wilson (R-NM), we insisted that the Democrats work with us to pass legislation closing the terrorist loophole in the Foreign Intelligence Surveillance Act (FISA) – and it now appears we’ve won. Similarly, led by Peter King (R-NY) and Steve Pearce (R-NM), we forced the Democratic leadership to pass the “flying Imams” legislation ensuring Americans can’t be hauled into court for responsibly reporting suspicious activity. Fighting for Fiscal Responsibility. We forced the Democratic leadership to restore transparency requirements for appropriations earmarks, restoring GOP reforms that allow earmarks in appropriations bills to be challenged openly on the House floor. We lined up against the largest tax increase in American history, and vowed to support President Bush when he vetoes any spending bill that threatens the goal of a balanced budget by 2012. Supporting Our Generals and Our Troops. We stopped the Democrats’ “slow bleed” plan to cut off funding for American troops in Iraq, giving General Petraeus and the brave men and women of our armed forces the chance they deserve to implement Operation Phantom Thunder and defeat al Qaeda. Broken Promises in the House of Hypocrisy We have also been aided in this process by the Democrats themselves. For seven months, the current majority has had the opportunity to use its power to do great things for the American people. That opportunity has been utterly and tragically squandered. Instead of doing great things, the Democrats took actions that made all of us look small.

They stuck pork-barrel spending for peanuts and spinach on a bill meant to fund American troops in harm’s way.

They created slush funds for secret earmarks, attempting to spend billions of taxpayer dollars without transparency.

They jammed “green pork” accounts into the energy tax bill, allowing taxpayer funds to be used to subsidize things like Lexus Hybrids in Beverly Hills and putting copies of Al Gore’s book in children’s classrooms.

They voted to look the other way when the Speaker’s own choice for majority leader broke House rules by threatening a Republican member who dared to challenge an illegitimate earmark.

They stonewalled lobbying reforms that require lobbyists to disclose taxpayer-funded earmarks for which they’re lobbying Congress, repealed Republican reforms requiring earmarks in tax and authorizing to be publicly disclosed and subject to challenge on the House floor, and killed legislation requiring taxpayer-funded state and local government lobbyists from following the congressional gift ban as they lobby for pork.

They trumpeted passage of a lobbying reform bill largely indistinguishable from the one Republicans passed through the House last year – the bill Democratic leaders condemned at the time as a “sham.”

Bad behavior breeds bad behavior. During the last three weeks, things only got worse.

They Abused the Rules to Give Illegal Immigrants Your Money. Without so much as a hearing, Democratic leaders rammed a bill through the House that cuts seniors’ Medicare benefits and raises taxes to expand government-run health care that illegal immigrants can receive. They silenced Republicans who rose to object to the process by which this irresponsible legislation was brought to the floor. Then they overturned the 215-213 vote.

They Abused the Rules to Raise Taxes and Gas Prices. To pay for new spending in the farm bill, Democratic leaders attached a surprise tax hike to it – with no debate and no committee consideration – on the day before it hit the floor. The tax hike threatens more than five million American jobs. A week later, they rammed energy legislation through the House that raises not only taxes, but gas prices, too – just so they could say they passed an energy bill.

They Abused the Rules to Leave Our People More Vulnerable to Attack at Home and Abroad. Six months ago, Majority Leader Hoyer promised me on NBC’s “Meet the Press” that Republicans would be given a vote on legislation by Rep. Sam Johnson (R-TX) barring Congress from cutting off funding for American troops in harm’s way. Six months have passed. There has been no vote. Instead we spent hours this month debating meaningless Iraq bills that everyone knew were going nowhere, and many Democrats themselves didn’t even believe in.

August and Beyond We must use August to talk to our constituents about these matters – not for the purpose of making them more cynical, but to make certain every American realizes what is at stake.

That there are devastating consequences for American families and small business owners when Democrats control Congress. Our freedom and security are at risk, subjected to death by a thousand cuts by a legislature that believes the answers to our problems lie in bigger government and higher taxes. An undeclared war on American jobs is being waged. The size and scope of the federal government is being expanded by reaching into the pockets of hard-working American families and taking more of their money.

We know we can’t solve Americans’ challenges in health care, retirement security, and education by taking more of their money and limiting their freedom. When we return in September, House Republicans will resume our task of building a new and better future through freedom and security, not bigger government.

It is my honor and privilege to serve as your Leader. I truly believe our team has never been stronger. And if we continue to rebuild and recommit ourselves to the principles of smaller, more accountable government that define our cause, we will not only earn back our majority; we’ll also do great things together for the American people once we’ve got it.

The Clintonista revolution continues via the Pelosi/Reid Congress. When the due process of the democratic outcome is "inconvenient" just throw it out, cheat, and substitute it for your dictated mandate. Then send your minions out to lie about and smear the opposition. Seen it from Fidel, seen it from Hugo. Maybe the Republicans are starting to wake up to America's greatest threat in modern times. Like the Neo-Communists want to preach, sometimes dissent IS a patriotic thing to do. A few more walkouts couldn't hurt.

Republicans need to do better at informing the American public. ABout 10-15% of our citizens will always be ignorant liberals, but the large majority of Americans would never vote for a dem if they only knew what was going on.

Question of the Day: If our Democrats decided to try and replace our democratic republic with a national socialist system, what we they do different than they are doing now?

the answer to your question as to what they will do differently. They will increase your tax burden and saddle america with higher bills for more failed programs. They think that even by raising taxes to their minimum projected level increase of 15% all spending will remain the same. Increased taxes on businesses will also cause no harm as many industries are making obscene profits to begin with and aren't paying their fair share. At my house an increase of 15% means very serious spending cuts but what the hey, it will all go for the common good according to red hillary

Squandered Opportunities
I hate it that we are hearing from this man now. They absolutely squandered the best opportunity to return this country to a country of liberty and limited government. And this man was one of the principle participants in that debacle. COngress has the lowest public opinion ever and it is not just because of the Democrats. We, Republicans, are just as low on our leaders in Congress.
The RNC called me this week asking for donations. I told them that they had to be kidding! Why would I help such a bunch of incompetent men. I want statesmen! I will donate to individuals - if I can find anyone running that deserves the label of stateman!

Congressman, please stop forcing conservatives out of the GOP, instead work at getting rid of the RINOs. If we see that you're truly embracing conservative philosophy once again, the money will flow in. But as it is, the GOP is turning it's back on it's base. Dem bashing won't get it done
Where was the Republican minority when the ethics bill was watered down to become meaningless legislation. Everything with teeth in the bill was taken out right before they all went on vacation for a month. I'm going to need more than lip service if Republicans are going to "reconnect with principles" of conservatism. The watered-down meaningless ethics bill passed with over 400 votes which means the majority of Republicans voted for it. Meanwhile, the American taxpayers are continue to get screwed with earmark spending.

Also, I don't hear anything coming out of Republican leasdership to fix the illegal alien problem and I don't count Arlen Spector's new plan which is a regurgatation of the Amnesty bill.

Also, the new Farm Bill with the new gas tax can be vetoed by the President. If he signs that into law, I will blame Republicans. If his veto is overridden, I will blame Republicans. The same goes for the bill that's going to give taxpayer funds to illegal aliens (please call them aliens).

The reason Congressional approval is 14% (all time low) is not because of Democrats. It's because we common folk are not as stupid as our politicians think we are.

So, forget the lip service and really start to stand for something. Then, the American people just might start trusting you again.

Conservatives have been let down and abandoned by politicians of all stripes. Why reward them with our money, votes, activism, etc.? Why even consider supporting drones like Rudy? He is a liberal democrat who is pulling the wool over the eyes of the dumb masses and leading them to believe he is some sort of republican. Gimme a break!

Want change in Washington? Re-elect no one. Vote only for candidates who support the US Constitution and especially the 10th Amendment, properly putting power back in the hands of the states, and abolishing all federal agencies not specifically required by the Constitution.

Okay, I agree that Mr. Boehner's whining is funny considering the RNC/GOP actions the last 8 to 10 years. They all started acting like democrats- wasting money and increasing entitlement spending, starting wars, cutting taxes (see JFK) etc. But the "the other side won, get ready to be investigated you losers" crap IS bs. I don't remember the democrats (besides Bubba) being hounded with investigations and witch hunts. I remember the Republicrats working with the dems in the spirit of "bipartisanship" or whatever it's called when you don't hold to your principles. I remember Bork getting destroyed by Teddy the Swimmer but Ruth Bader Ginsburg getting a pass and a nearly unanimous vote. See, the Dems started the obstruction thing and now the Repubs are paying them back. They will lose their base completely if they don't smash Murtha, Pelosi and Reid in the mouth at every opportunity. These liars did just that every chance they got and now they will reap what they have sown. BTW- what have they done with their majority besides renege on just about every promise they made? Where are the five-day work weeks, the transparency, the removal of earmarks? Culture of corruption, indeed. BS artist, you are right about Mr. Boehner and the whining; if they had kept their principles they would still be in power. You are, however, wrong about the new majority; the socialists do not share power and only desire more of it- over me, over you, over all of us. They are a threat to freedom and security.

Does It Really Matter
scooternyc is on to something. Party politics is idiotic -- the founding fathers knew this when they railed against "factions." It's team sports, as evidenced by the statements of the partisans above. You vote for your team, despite their corruption.

As for checks and balances, or "no rubber stamps", no bs artist could not be more wrong. Rigging votes to get around just that -- the check of an opposition party -- is a de facto "rubber stamp." It's unethical, but the new majority isn't interested in ethics or reform. Like their "esteemed" GOP brethren, they're part of a rarefied club...people who had no real talents and skills, requiring them to run for office to feel important. Once in office, their entire life revolved around keeping their position and feeding their family and friends government largesses.

The ultimate crime of these parties is convincing we gullible prats that we NEED them. None of these people is irreplaceable. That's what elections are for. If we really want to shake things up, do not vote for an incumbent. Ever. It doesn't matter which party has power, especially if the Congress is swapping back and forth every election.

IN theory I agree with you but I dont remember the last time a group of unaligned individuals got much done. Unfortunely we have to work thru these carpetbaggers. We are a republic. I am starting to believe in term limits just to clean house. I know the argument about keeping good people in place but for the life of me cant see that its been working all that well. Our representatives forget that they are there for the people that voted for them not the other way around.

So when do you come up with a PATTERN of one side or the other intentionally trying to block just about everything?

Johnson - He was able to get cooperation simply because he knew how to play the games from being in the House for so long. Nixon - Well, there was too much that truly happened there to say it was obstructionism. Ford - Don't remember a lot there. Carter - Although I could make an argument there, I'm also aware of how many people thought that he was a horrible President, so I'll give you that on the issues. Reagan - I didn't like him, but he got so many things through, I can't see someone complaining about obstructionism. Bush I - I don't remember him being stymied on a lot of issues.

Clinton - I'm sorry, but this is where I see obstructionism REALLY starting. Newt was willing to shut down the government and spend any amount of money to try to get Clinton. This went way beyond the Monica affair. The Republicans were going to PROVE that they controlled the government as much as Clinton.

Bush II - Honestly. Even from the beginning of Bush's presidency, how many issues are obstructionism versus political opinion differences? The Democrats are the OPPOSING party. Don't you expect them to have a difference of opinion. More to the point, I feel that Bush bring a LOT of this on himself. Even before the Democrats took over, Bush has continued to assert the concept of expansion of powers of the President. It's constantly been "my way, or the highway" on a variety of issues. Look at his handling of foreign affairs.

As an aside, look at the Republicans in the Senate right now. They've actually come out and said that they are going to prevent the Democrats in the Senate from passing ANY legislation. So what should they expect from the Democrats when the Republicans want something done?

So please show me why you think obstructionism started with the Democrats.

One correction: Ted Kennedy was not pushed toward the presidency since he stated very clearly after two of his brothers had been assassinated that he would not run for the presidency. There was a good chance he too would have been assassinated and he felt a responsibility to remain alive to be surrogate father to the dozen or so Kennedy children that had been left fatherless by assassins. This was in the same national climate that also assassinated Martin Luther King and Malcolm X, both figures on the political left. Note that all four of the assassinated were on the left. There was some general feeling that those on the left were at risk from those on the right (the ones who believe in using their guns to solve differences). Here are the dates of the four assassinations, all of figures despised by the political right: John Kennedy 22 November 1963, Malcolm X 21 February 1965, Martin Luther King 4 April 1968, and Robert kennedy 5 June 1968.

In the vote referred to by Boehner - the democrats scuttled a bill put up by the republicans which would have denied taxpayer benefits to people who are in this country illegally. Is that it?

If that is the case then the democrats are providing the benefits of citizenship to people who, for whatever reason, are in this country ILLEGALLY. In other words they are BREAKING THE LAW in being here, and the democrats are providing them with various benefits TO WHICH THEY ARE NOT ENTITLED.

Some of this thread only relates to some bigger thoughts on politics that I have been going through recently.

Essentially would I be more willing to vote for someone who I disagreed with on the issues, but I felt was willing to actually compromise to work together with the opposition for the greater good of the country, versus someone who was more ideologically "pure" and more intransigent?

Lately I've been reading Sandburg about Lincoln and Lincoln's ability to work with the opposition to get his agenda through.

Well, if I clearly don’t get it(?) it seems odd to one of the biggest offences to conservatives is the BCRA, which carries the dubious "Bipartisan" distinction.

What strikes one is how often in so-called bipartisanship the public-at-large (Joe citizen) looses. Another would have been the recent Kennedy/McCabal bill, which at least got knocked down. If you advocate more of those results, then I don’t get it.

Doesn't this make it equal opportunity for all candidates? Yes it does.
You are only able to raise the funds through private individuals, no companies, corporations, etc. of any kind.

Doesn't this make more sense? But if you get caught up in the rhetoric and language you miss the point of the behavior, which is to deceive, cheat, and find ways around the system.

Certainly when we had control, we didn't gain any bragging rights. I'm thinking about the most pork barrel spending in our history. I'm thinking about the gigantic medicare drug giveaway passed under our party. I'm thinking about all the corruption we've had from our good-guy party members.

I'm also remembering how proud we all were when for the first time in 40 years we gained control of both the Congress and the Presidency and how terribly let down we have been.

To all the libs and RINO's commit the above to memory, because it has and is being played out now! Conservatives need to remember this when we throw support behind any candidate. Congress is sucking our hard earned money and throwing it away, and not on the War on Terror, but on programs and unending entitlements. I've always figured there were 15-20% hard core libs who want a socialist type government.

25-30% who want a conservative agenda.

The remaining 50% are where the action is. I think most of these people lead conservative lives and follow conservative principles generally, but are uninterested in politics, cynical, respond emotionally to the liberal "message" (Oprah viewers), get all their news from 60 Minutes and Katie Couric, whatever. Then there are some who tilt left but if they really understood the agenda of the hard left and the Dems and understood the unspun facts, could well choose conservative policies some of the time (i.e. they might buy an emotional appeal for increased welfare benefits, but couldn't go along with simply shutting Gitmo down and releasing terrorists).

Republicans need to hammer home their message. As Rush Limbaugh has said, conservatism wins every time it's tried. It's when the politicians try to govern by polls that they get in trouble.

All Boehner has proven is that the GOP does a good job when they're the minority party. They're good when they act as "the loyal opposition," obstructing pet Democrat programs.

Our government is being hijacked. The agendas of people elected to represent us are being driven by money and power interests, and we are looking more and more like the corrupt parliamentarian government that drove our founding fathers to revolution.

We are indeed witnessing history and 100 years from now people will be asking, “Why?” I don’t know the answer except socialism, and its ugly cousin communism, are the root cause – envy of successful people, distain of independent thought and avoidance of personal responsibility. People are voting for what they can get from other voters and the plundering of the gains of hard work and sacrifice are increasing. Low expectations and entitlement never produced a single noteworthy individual or human achievement. Add to this the corruption of our “representative” government where votes that effect every aspect of our lives are bought and sold by special interest groups and back-room deals result in switched loyalties for the promise of support elsewhere. Whatever happened to looking at each issue and to vote for what is best for the country and what is “right”?

It doesn’t take much imagination to see where the road described leads in the very near term. It’s heartbreaking to watch this slow motion disaster unfold.

I see you also suggested a random drawing for Congressional representatives. I agree! I believe it is time to stop people from going into public service for personal gain. Look at both Clintons for a shining example. They never had a home other than government-provided until after his presidency. And very little money until they both milked the public with their little tell-alls.

And you are right...the term limits process will definitely have to begin with the people. What Senator or Representative would want to give up their lifetime health benefits (much better than what the common man/woman has) or their executive pensions.

Social Security is good enough for those of us in the working world who then use our own resources to build our 401k)s and other savings. The same should be good enough for those in government service. Think of the budget savings if we didn't have these monkeys with all their golden benefits on our backs!

GREAT SUGGESTIONS, Barry! Earmarks are disgusting!!!! The Republican base would respond quite enthusiastically if they would focus on ethics and running a government, not trying to get all they can get for their districts. The democrats had almost absolute control of both houses for 40 years before Newt.In that time they wrote rules that made it difficult for the minority party to do much.One of the first things Newt did was to get rid of some of those rules.As for corrupt politicians they have always been around and will always be around.It is easy for us to criticize them,but when you are put in a position of power with access to alot of money,ask yourself could I resist the temptation to help ones self.Many of those that we elected thought they could,but couldn't.

Actually the part I wrote is true and confirmed. The best part I failed to mention was that it effectively eliminated his conversion to the F-4 which he technically could have been called up if he had converted. No the guy ran but no one can prove he went "AWOL".

If the Republicans had acted like Republicans they would most likely still be in power; but they let greed get in their way and began to act and legislate like Democrats.

THEY HAVE NO ONE TO BLAME BUT THEMSELVES for losing both houses of Congress and probably the White House in 2008.

Rep. Boehner talks a good game now that the battle has been lost, but he was was one of those who couldn't get enough pork.

And look at the pork in the budget just passed! Did the Republicans fight all that pork. HELL NO! The final tally of votes against the budget was just about nearly unanimous in favor INCLUDING ALL BUT ABOUT 8 REPUBLICANS.

So, Mr. Boehner, what did you learn from all your mistakes? What I learned is that the people can't tell the difference between the Dems and the GOP so why bother?

If ever a Conservative Party is started then maybe we would have something to fight the Dems with, but until then it's business as usual.

As for your vow to to reconnect with the principles that unite us as a party, I'll see it when I believe it.

Continue to take a stand and point out the abuses of power, such as can be seen in the case of the 215 to 213 vote, and continue proposing bills which the people want to see enacted into law (unlike the so called Senate immigration reform bill) so the Democrats have to either demonstrate their opposition by voting it down or side with the people and pass the bills into law and you may have a chance.
