How U.S. Taxpayers are Funding Palestinian Terrorism

If President Obama is serious about tackling the ever-elusive goal of achieving peace in the Middle East, he should start his efforts not by focusing on Israel or the Palestinians, but rather a little closer to home: Foggy Bottom.

Either through deliberate neglect or simple ineptitude, the State Department has made U.S. taxpayers complicit in perpetuating the single greatest impediment to Middle East peace: an increasingly radical Palestinian society that despises Israel and embraces terrorism.

Despite multiple government audits and several changes enacted in the law over the past few years, the State Department still cannot ensure that U.S. taxpayer dollars are not subsidizing terrorists or underwriting terrorist propaganda in schools across the West Bank and Gaza. According to a critical report issued late last month by the Government Accountability Office, the auditing arm of Congress, State has fallen short overseeing aid to Palestinians through both the U.S. Agency for International Development and the United Nations Relief and Works Agency, which administers Palestinian refugee camps.

What this means in practical terms is that many of the Palestinians who are consuming a steady diet of Islamist indoctrination and glorification of violence are receiving this brainwashing courtesy of the U.S. taxpayer. It doesn’t require high-level deductions to predict how badly this wounds—if not outright kills—any hope for Palestinian society to embrace peaceful coexistence with a Jewish state of Israel.

Given the billions of dollars U.S. taxpayers have steered to the Palestinians—almost $600 million just last year—the United States has as much leverage as anyone to put a stop to this nonsense. Unfortunately, State has done a bit to improve matters, but not nearly enough.

The GAO report, which was requested in part because of Congressional concerns over reporting by this journalist in the Washington Times, indicates that State has dropped the ball on overseeing UNRWA. For example, existing U.S. law requires that UNRWA take “all possible measures” to prevent assistance from going to anyone who has engaged in any terrorist activity. State, however, “has not defined the key term ‘all possible measures’ or defined nonconformance.”

Some of GAO’s recommendations are comically simple, such as “establishing criteria to evaluate UNRWA’s efforts.” Others are so obviously necessary that it’s shocking they haven’t been required all along, such as “screening the names of UNRWA contractors against lists of individuals and entities of concern to the United States.”

UNRWA defended its record by telling the GAO that over the past three years, the agency had “disciplined” (which could include termination) seven different employees for violating UN policies on “neutrality” and “impartiality.”

But seven employees out of 30,000 spread out over several countries seems tiny considering that over 5,000 Gaza-based UNRWA employees voted for the Hamas-affiliated union in elections this March, or more than half of the 10,000 total employees there. That’s not even counting the 17 UNRWA employees who ostensibly ran openly on the Hamas ticket – and won.

That figure also includes 11 Hamas-tied teachers who swept the teacher’s union elections. Do we need to guess what this means for classroom instruction in UNRWA schools?

The union elections of overtly Hamas-linked UNRWA staffers was cited in a footnote in the GAO report, but it’s difficult to fathom an innocent explanation how agency employees can campaign on a Hamas ticket, win and still stay employed.

For this and other reasons, interest on Capitol Hill is picking up.

Leading Congressional efforts to prevent U.S. taxpayer money from flowing to terrorists or their propaganda has been Rep. Steve Rothman (D-NJ). Earlier this year, he introduced a resolution calling for UNRWA to put its textbooks on the Internet for public inspection and for the U.S. to screen the agency’s payroll for terrorists.

His ultimate goal, he explains, is simple: “Not one penny of U.S. taxpayer dollars should go either directly or indirectly to anyone associated with Hamas or any other terrorist organization. Nor should any go to terrorist propaganda in classrooms.”

Congress moved one step further in that direction earlier this month. In the supplemental appropriations bill that included an additional $119 million for UNRWA for the current fiscal year, lawmakers made clear that they are not happy with the status quo. The spending bill requires State to propose a plan to increase transparency and accountability of UNRWA. More important, it sets aside $1 million for the State Department Inspector General to audit USAID.

Within the next month, the House foreign aid appropriators could go even further in the spending bill for 2010. Rothman has several proposals to increase accountability and transparency for both USAID and UNRWA.

But changing the law alone is not enough. Judging by current procedures, State seems intent on not enforcing the laws actually passed by Congress.

Lawmakers have repeatedly and explicitly dictated that no U.S. taxpayer funds can go to any organization that has even “advocated” terrorism—meaning no money should go to groups whose leaders have declared on Al-Jazeera or elsewhere that suicide bombers are “martyrs.” This is not trivial. Figures who lionize terrorists and praise evil acts poison society and ultimately help cause more terrorism.

State’s standards for its contractors and aid recipients, however, are set much lower. Even under the most thorough vetting State currently conducts, essentially only people who have actively participated in terrorism would be declared ineligible. It appears that State hasn’t even bothered to think of a way to determine which people trying to receive U.S. taxpayer dollars have advocated terrorism.

Considering Europe’s and the UN’s longstanding indifference to Palestinian radicalism, the U.S. is likely the only party who can start to drain the cultural swamp.

The stakes are high. If the U.S. doesn’t put its full efforts toward real peace, what signal does that send to Israel and the Palestinians?

When the despots who run a country demonstrate to the world that they are willing to only spend the minimum monies necessary for their citizens' welfare, why would anyone think that they will do anything but use this new billion dollar contribution for terror and death.

The muslims are also descendants of Abraham, through one of Abraham's wife, Sarah's concubine...the son's name is Ishmael...muslims are NOT the promised seed of Abraham...the Jews are! That is why we have all of the problems in the Middle East! A feud between the two sons of Abraham over 2000 years ago Today! God did bless the muslims, but they are NOT the promised seed...America is in the correct position as allies of Israel...God says He will "bless those who bless Israel, and He will "curse those who curse Israel!"...better hope America stays as an allie to Israel or we are in serious trouble folks!

The Palestinians are into their 42nd year of occupation. Those in Gaza are currently subject to a blockade that keeps most of the population malnourished. I don't think that we really have to wonder that anything we are doing is leading to the Palestinians hating Israel and finding terrorism appealing.

There is something surreal about the attempts to try to figure out why the Palestinians act as they do, must be propoganda, or they are acting as pawns for the Iranians. Bizarre. People who have been under occupation for 40+ years tend to be angry and to hate their occupiers. There is no need for further explanation in this case.

Double error:
(*) Hagar was never Abraham's wife, only his concubine (in fact, a slave-girl given to him by Pharoah--see Genesis 12)
(*) For Sarah to have had a concubine would have made her a lesbian

corrected: "...muslim Arabs are descendants of Abraham through his one-time concubine Hagar, Sarah's Egyptian slave-girl".

BTW, there is something even worse recorded: Ishmael (by assenting to his mum's choice of a bride--from her homeland Egypt, which amounted to turning her back on God--see Gen 21:21) managed to forfeit much of his promise by turning his back on God.

Also, "Palestinians" have since the term was invented (by part-Arab thugocrat Haj-amin Husseini who believed he was entitled to be Sultan of a region including Jerusalem) been defined by their hatred of Jews, much as mohajirs (generation-0 Urdu-speaking Pakistanis, who migrated from areas now in India) have used their hatred of India as the basis of their ethnic definition (one difference: mohajirs--and their Pakistan-born descendants muttahidas--do not generally claim intrinsic rights to live in Manali, Goalpara, Patna, Nagpur or Trichy--unlike "Palestinians" not even born in Holy Land who claim intrinsic rights to live in areas now in Israel).

Anyone who believes there will ever be peace before Jesus comes back is sorely deluded. Not even obama can pull that off. It's pie in the sky dreams.

The fact that God promised to "bless those who bless Israel" is also the reason that in India, the BJP (political front of Hindu-militant RSS) was allowed for a time to be in power.

The party's ideology since 1985 (when they got an electoral drubbing) has been that Israel and India should be allies, as both are threatened by (and both areas have been subject to misrule of) Islam. In 1989, 1991, 1996 and 1998 (also 1999) their seating in Parliament expanded steadily till they finally were able to twice form governments (but eventually fell in 2004, due to the consequences of the Party's own idolatry).

Even India's economic growth charts attest to the same. The growth from 1947 till 1991 was at best near-stagnant (and sometimes negative) as the country refused to extend diplomatic recognition to Israel (infamously, Indira Gandhi condemned Israel in both 1967 and 1973 despite of an obvious common bond of having had to beat back aggression by Muslim nations--India had been subject to aggression by Pakistan in 1965 and 1971); admittedly, India's then-government (ironically under PM'ship one of Gandhi's perennial cabinet, Narasimha Rao) extended diplomatic recognition for the political reason of pipping-at-post the Opposition (BJP). The growth rate since 1991 has however, been excellent generally--despite of the lingering problems (such as deep corruption) from pre-1991.

In defense of Townhall, they currently have a Pat Buchanan column up which is hardly pro-Israel. They refute your charge of ideological rigidity on the day you make it. But certainly that is where the conservative leanings are these days, and there is no reason Townhall should not reflect that.

How we can stop this:
If we require our elected representatives to obey the Constitution, and stop all foreign aid, the problem is solved.

The fact of Hitlery being SecState means that the pre-existing incompetence of State Department will be worsened.

Basically, since 1988, there has been a lack of training of Immigration and State Department personnel on the ramifications of NAFTA (not making it up, I experienced it firsthand); with that termagant in charge, I really shudder.

I am more convinced
than ever that O. is living up to his Islamic heritage. Remember, he stated that we are a "Moslem country" but when he was in Turkey, he stated that "We are not a Christian nation." Duh!

One More Reason
to get the US out of the UN. Terrorists and state thugs think of as their own private ATM. If the US drops out, we can still fund humanitarian endeavors independantly, but without the big sugar daddie, the UN will wither and die.

Stop taxpayer funded foreign aid
Libertarians know that governement is the means by which small groups steal from everyone else. And foreign aid is just another example. Any foreign aid should be privately funded. Islamic extremists (better known as Palestinian lobbyists) contribute to politicians reelection, to ensure this foreign aid to terrorists (even if it's for education, it allows Hamas to divert funds that would otherwise go to education to go to terrorism).

It's time to elect politicians who believe that the best foreign aid, is not via taxes. I suggest voting Libertarian if neither Republican or Democratic candidate supports freedom. And lately, I'd say there are about 4 in the House, none in the Senate and no recent Republican or Democratic presidential candidate on the ballot. Time to throw the incumbants out.

Not in our dealings with Islamic States.

Liberals (including their messiah-Hussein Obama) have much to say about "separation of church and state over here in America, yet Obama makes no bones about giving yet another speech to a RELIGION Islam! The longest speech of his presidency was a 55 minute praise and worship service touting the wonderfulness of (what else?) the Muslim religion!

An article on today's Canada Free Press website makes several revealing points about this president and the weirdos who so adore him (read the entire article. It is dead on:
