Last October, while campaigning in Toledo, Ohio, Barack Obama called for "a new ethic of responsibility." The nation's economic troubles, he said, occurred partly because "everyone was living beyond their means," including politicians who "spent money they didn't have." In his inaugural address last month, Obama regretted "our collective failure to make hard choices" and heralded "a new era of responsibility."

Now President Obama, as one of his first priorities, is pushing a gargantuan "stimulus" plan that will add around $1 trillion to the national debt and cannot possibly work as advertised. Welcome to the new era of responsibility.

Remember when the problem with Americans was that we saved too little, preferring instant gratification even when we couldn't afford it? As Obama put it in October, "we were allowed and even encouraged to spend without limits, to borrow instead of save."

Economists worried that our low saving rate made our economy and our government dangerously dependent on the whims of foreign investors. Yet on Monday, when Commerce Department data showed that the U.S. saving rate had risen sharply, from less than 1 percent of after-tax income a year ago to 3.6 percent in December, the press treated the increase as bad news.

"Putting away money and paying down debt may be good for one family's kitchen-table economics," The New York Times reported, "but the broader economy suffers in the short term when millions of families do it." The Associated Press agreed: "What's good for individuals -- spending less, saving more -- is bad for the economy when everyone does it."

This is the theory underlying the "stimulus" package: Since we can't depend on consumers to spend money they don't have on stuff they don't need, the government has to do it for them.

Never mind the disappointing history of using government spending to jump-start the economy. Although it didn't work in the United States during the 1930s or in Japan during the 1990s, Obama is eager to try again, like Bullwinkle reaching into his hat for a rabbit after getting a lion and a rhinoceros, exclaiming, "This time for sure!"

Even if the mechanics of Obama's trick were sound, his timing would be off. According to the Congressional Budget Office, only a fifth of the spending and tax breaks in the House version of the "stimulus" bill would be felt in 2009. The vast majority of the money, ostensibly intended to jolt the economy out of recession, would be spent after the recession is expected to end.

Spending a trillion bucks is not as easy as it looks, even for a government accustomed to throwing money around. The House bill allocates $9 billion to the expansion of broadband Internet service in rural areas, for instance, but the CBO predicts the resulting projects would not be completed for five to eight years, partly because they would require "technological features that are not widely available today." Similarly, "much of the construction and procurement work associated with highway and transit projects would occur over an extended period of time, leading to federal outlays over several years."

A particular telecommunication or transportation project may or may not be a sound investment, but nothing funded by the "stimulus" package has to meet that test, since spending the money is an end in itself. Hence there is no need to justify the $127 billion for health care and the $150 billion for education (which would more than double the Education Department's annual budget) as proper and wise uses of taxpayer money.

Indeed, pausing to ask whether offering Medicaid to millionaires, giving $1 billion to perpetually penurious Amtrak, devoting $44 billion to "clean energy," or boosting the budget of the National Endowment for the Arts is a good idea would be reckless at a time like this. "When it comes to rebuilding our economy," Obama warned just before the House approved the pseudo-stimulus bill, "we don't have a moment to spare." Acting responsibly, in other words, would be irresponsible.

the stimulus bill
has nothing to do with stimulus. it is the means to ensure democratic party rule over america until it dies. the political class gets the benefits, the serfs get to pay for it. the cost is the death of our nation.

decaying infrastructure
There are legitimate reasons for opposing the House version of the stimulus bill.

I suspect alot of the highly publicized provisions that are little more than "pork" within the House bill will end up being removed.

The reason for the stimulus bill is to stimulate economic activity.

A part of that has to do with funding for infrastructure.

I support that.

It is not anti-American or anti-capitalist to argue the need to update our electrical grid, unless "brownouts" in our Beloved Republic are deemed to be a necessary price we must pay for prudent financial discipline.

Recent examples abound of the state of our decrepit infrastructure...from the Maryland water main break resulting in localized flooding, to the bridge collapse in Minneapolis a year or so ago.

Many of our airports resemble those in 3rd world nations.

NYC subway system dates from 100 years ago.

We like to think we are an advanced nation.

If so, then we should have an infrastructure that corresponds to one.

Tax Cheats are the Good People to Obama

People who cheat on their taxes and lie about them are, 'Good People' compared to the friends, alliances and other nefarious people that Barack Obama has been close to his entire life.

Tax cheats are probably some of the best people Obama has ever known and associated with.

Barack Obama has 'Consistently' shown bad judgment in his choices of friends, alliances and associates.

Rod Blagojevich - whom Obama campaigned for and endorsed - is just one of the many 'Nefarious' characters which Barack Obama has aligned himself.

Tony Rezko - convicted felon - and Obama had several buisness dealings.

Obama started his political career in the home of Bill Ayers - unrepentant terrorist.

Ali Abunimah head of a radical Palestanian group received contributions from Obama.

Barack Obama chose his Mentor and spiritual adviser, Jeremiah 'God Damn America' Wright.

The far right simply can't grasp the fact that the democrats have a great president and a majority in congress, while their party spirals down the toilet, with a RUSH.

Leave Them Alone
We are wasting time with these confirmations and their petty snoopings into the lives of our ruling elites. It’s insulting and most undignified for them to have to be probed by the ignorant masses.

We wanted change. Self governance proved too difficult for us. We flocked in the millions and knelt before Him and pledged our fealty to Him, our savior, our messiah because we wanted free food, medical care, mortgage free homes, and college loans. We accepted His dominion over us, Him and his Dukes and Earls in our legislature who promised to carry out His wishes.

Under feudalism, vassals have no rights to impose themselves on their feudal lords. We are due only a meager, but safe and predictable, existence. This is the bargain we struck with them. Give us free stuff and our share of surplus government cheese, and we will give up our freedoms and our horizons.

Our lords have much to do. It is an enormous task to feed and clothe 300 million stupid slaves who are unable to change their diapers. Do we really expect that our masters have the time to fret about trivial matters like taxes, rules and other legalities? They have to be granted certain indulgencies. They cannot be fettered with all the laws we have to obey. We have nothing to do but eat and soil ourselves.

Our rulers have to manage our lives. That’s what we voted for. Leave them alone.

Drive the sumbuck off a cliff
Let them drive us all off a cliff. The school of hard knocks teaches even the dullest in the class. We have a bunch, don't we?
We've pointed to the cliff, yelled our warnings. Now shut the heck up and let them drive.
When we hit bottom at least we get the "I told you so" moment. Then we can ask if the nation wants the same drivers. I'm sure that will be the time that a little light goes on in the national head.
But first, to the cliff!

Libertarians
It is an oddity of libertarians that although sensible on many subjects they tend to reduce economic arguments to a level of simplicity that is silly.

Above, Sullom is noting that while individuals saving money has some benefits for society it also has some costs. He is then trying to find an inconsistency with the idea that it was bad that people weren't saving when the economy was growing, but are now that it is contracting.

But, of course, the relative strengths of benefits and costs change with changing circumstances. There is nothing inconsistent with encouraging savings when the economy is strong, but wanting money to be spent when the economy is in a recession. That is the point behind countercyclical spending. Obviously if one misses that then the stimulus bill won't make a lot of sense.

Unfortunately Sullom also seems to be using the early, and incomplete, CBO information rather than the more complete and official CBO information that followed. The later CBO report made clear that most of the stimulus bill will have its effect while we are still expected to be recovering from the recession.

(On a more minor point, if we look at the thirties, it breaks down to two parts in which stimulus was the main policy around one in which Sullom like policies were tried. The result is that unemployment fell steadily during the stimulus periods, but jumped back up during the Sullom policy period. That is not really great evidence that stimulus doesn't work. It seems better evidence that one shouldn't abandon stimulus too soon).

Infrastructure Spending

Excellent suggestions - for a socialist state.

Brownouts are hardly common (except in CA). It is the responsibility of the power suppliers to provide power production and transit facilities, and the responsibility of the State to issue permits to provide for their residents power needs. It is the responsibility of the customers to pay for system maintenance and upgrade. Ditto water supply problems.

The Interstate bridge was partially paid for by Federal Highway funds. That would be an appropriate expenditure of Highway Trust Funds.

Airports are money making propositions for the local governments which own them. They should pay for any upgrade (other than Air Traffic Control) out of the taxes, gate fees, landing fees, etc. which they collect from every airline, aircraft landing and passenger.

Subway systems pay no fuel taxes, and should not receive any funds from the Highway Trust Fund, which consists of fuel taxes levied on highway use fuels. If the City of New York can not afford to pay for the system, and lacks the political will to raise fares, why should the rest of the country pay for it?

Infrastructure
Why does so little of the stimulus go for infrastructure? Isn't that what Obama promised. Now the infrastructure spending is so minimal in this bill that doubtfully it will do much. People voted for a fraud. His idea of capping salaries is disgraceful. Many fine people worked hard and did their jobs and now they are to pay for the ones who did not. This is socialism pure and simple. He finds no problem with spending our money on pork but admonishes the Wall street gang for doing it. Do as we say not as we do. I am terrified that we have this band of thieves running our country at such a crucial time.

Infrastructure?
That could be another way of saying "concentration camps".(WorldNetDaily),..Amtrak?..The Park Service?..Civilian Military?...???and more???

Consumption versus Saving
It ia a good thing to see savings increasing. This provides a pool of money that can be used to invest in infrastructure, factories, new technologies to really grow our economy.

For far to long we have been living high off the hog, mostly with borrowed money. When most of the consumer spending is on imports that are manufactured in other countries, does this really grow our economy? Sure it creates jobs for cashiers at Wal-Mart, people to unload the ships and truckers to move the goods from port to store, but is that what we want for our economy? We need to transform our economy back into one that manufacturers "things" the world and US needs, not one that just shuffles money around.

Edward, while it may be true that airports can be money-making ventures for local governments, the fact remains that federal monies, in the form of grants, account for the bulk of(local)airport developlment projects.

That being the case, I stand by my posting.

You are right about unemployment in the 1930's. It went from highs of 25% to lows of 17%. But untill the war, it never went below 17%, it ave. about 19% through out the depression. Yep just keep spending money you don't have, and this somehow will incress the wealth of the nation? This thinking goes beond kool-aid.

How about the press who go to press conferences but don't even raise their hands because they know that the O press have pre-selected the ones whose pre-selected questions are the only ones answered.How about when the O when faced with a up-coming tough press conference ducked out to an elementary school knowing that he would only have to field questions from 7 year olds.How about Alcee Hastings(you know ,only the 6th Federal judge convicted,impeached and removed from office for Bribery but elected by Dimwitocrats as a Congressman,oh did I mention appt. by J.Cartuh)---wonderful plan for 6-10 civilian "camps" on military bases to be used in national "emergencies." There is a little more to this "Smart Grid" that you may want to know about.

"Smart" means it has the capability to assess energy use right down to the appliance and cut back if necessary.

For example: let's say that all of those windmills are not turning due to lack of wind (which is the biggest drawback of wind energy - they produce electricity about 20% to 25% of the time.) The smart grid could sense that your house is using too much electricity and shut appliances down.

The "Smart Grid" can control your every action. Not sure where this falls in the US Constitution.

Infrastructure
What I want to know is what has the Government been doing with all of those taxes they have been collecting over the decades to manage infrastructure?

If Washington DC can put a cap on Executive Pay, can we put a cap on Government spending?

Irresponsibilty
We now have the most naieve and irresponsible president in the history of the US. He is unable to grasp the consequences of his actions and his lunacy will haunt this country for decades. Every elected official in this nation, at every level of government, needs to read "Term Limits" by Vince Flynn. Corrupt politicians pay for their sins by being assassinated!!

The New Era of Irresponsibility
The problem is these people don't have a clue about how to get us out of the mess they put us in. Roosevelt tried the same thing in the 30's with the WPA, CCC, TVA etc. and the only thing that got us out of the depression was the war. And what was good about that ? Well the government infused money for goods and services that it needed putting thousands of people back to work with good wages. These people than spent and saved the money they earned creating more need for goods and services, there by expanding the growth of the work force and the country. Am I suggesting we go to war ? No, but if the 535 failures in washington would invest in the goods and services of the country this would put many people back to work. And it has to be done with salaries good enough so the individual can have purchasing power and saving ability, and still provide for their family. This housing problem started back in carters administration with the pushing to get loans for people who couldn't afford them, because it's every Americans right to own a home........not. You got one and I got one and how did we get it ? we worked for it. This package that the pres and his 535 idiots are putting through is a disaster. It's going to be a long winter.

THIS MONEY
WOULD BE BETTER SPENT IN SOCIAL SECURITY BY REPLACING FUNDS STOLEN BY THE CONGRESS.

AIG bailout --- ?????

Remember when this economic crisis hit, and Congress let Bear Sterns go under, pushed a bunch of forced marriages between banks, etc.?

Then they bailed out AIG. At the time, I thought: "That's strange.
What does an insurance company have to do with this crisis?"

I think I just found the answer. Among other things, AIG INSURES THE PENSION TRUST OF THE UNITED STATES CONGRESS!!

No wonder they got bailed out right away!
