Too Good, but True: A Sheriff Enforces the Law

Most of the chain e-mails I receive, I delete. Occasionally I read one that appears to be humorous or interesting. My mother sent me one titled SHERIFF JOE IS AT IT AGAIN. This e-mail, while not humorous, is definitely interesting.

The chain e-mail is about Sheriff Joe Arpaio and the operation he runs in Maricopa County, Ariz. The e-mail says the inmates live in tent cities, there are female chain gangs and inmates eat brown-bag lunches. I had received Sheriff Joe e-mails before, as had my husband, and we always dismissed them as urban legend, amazing, entertaining, but certainly not true.

Intrigued by the latest e-mail, I thought a bit of investigation was in order.

The Web site for the Maricopa County Sheriff’s Office includes information about many of its programs. The inmates do in fact live in tent cities. They wear pink underwear, which has eliminated the problem of underwear being stolen. The POSSE program assists in collecting child support from deadbeat dads. In addition, the Web site posts pictures of area residents recently charged with crimes.

Based on my initial Internet research, I concluded that Sheriff Joe Arpaio is a real person and runs a real operation. My next step was to talk to a person in the department. I reached a public affairs officer on the phone. He was very professional, nice, providing me with an e-mail address and stating, “We all have Blackberries, so just e-mail your questions.” I typed up a list of questions, e-mailed them out and a few hours later received a call from Sheriff Joe Arpaio himself. Now I was really intrigued. The voice matched the persona and reminded me a bit of John Wayne, deep and husky with the underlying feeling that he was shooting straight when he talked.

I asked Arpaio if all the information in the e-mail was true. No, he said, “we didn’t take over the county animal shelter, we started our own.” The jail, which once housed inmates, became empty after the tent cities were built. Now the facility has become an animal shelter, housing 200 dogs and cats. The horses, which “do not fit in the cells,” are kept in the tents with the inmates. Sheriff Joe noted, “The women prisoners take care of the cats and dogs and the men take care of the horses.”

As for the brown-bag lunch, that information was not correct either. Instead of feeding inmates three meals a day, Maricopa County feeds its inmates just two meals a day. The first meal is “brunch” consisting of a bologna sandwich. The day’s lone hot meal is served at night. This plan results in a total cost per inmate per day of $0.30 for meals.

Inmates either work or they are put in lockdown; TV is restricted to authorized programming, which often includes the 10-part series on government by my dad, former Speaker of the House Newt Gingrich. When I inquired if the inmates liked the tapes the answer was no, “Not my problem, not why I show them.”

In addition, Arpaio stated he “took away their (the inmates’) Kool-Aid, so they are drinking a lot more water now.” Water for showers is also limited, the inmates shower only twice a week.

While this might sound harsh to some, Arpaio’s philosophy is, “Inmates should never live better inside our jails than they do on the outside because, simply put, jails are not hotels.” Clearly he does not view making the inmates happy and comfortable as part of his job.

In addition to managing inmates and animals, Arpaio is enforcing immigration laws, something that few other sheriffs have taken on. His staff includes 160 deputies who are 287 G certified by Immigration and Customs Enforcement. His view is that he was elected to enforce the law and that is what he is going to do.

There are three groups that work on immigration enforcement: human smuggling, jail operations and community actions. Combined, they process around 1,000 suspected illegal aliens per month. Jail operation includes determining the immigration status of inmates. If they are illegal, they are identified and turned over to ICE. If they are convicted and sentenced under state law, they serve their state time first and are then released to ICE. There are currently 2,100 illegal aliens being held.

When asked why few other law enforcement leaders are following his lead, Arpaio surmised, “They can’t take the heat.” When asked if he received any pushback, his response was clear. “I’m taking heat now, locking up illegals.” However, he made it apparent that a little heat was not going to make him change his ways.

As to laws not being enforced by other law enforcement agencies, he noted; “They think they can enforce the laws they want.” noting that pressure from groups might sway some. When I asked why he enforced the laws his response was simple “That’s my job.”

So the e-mail I got was mostly true, the core is there. Sheriff Arpaio’s job is enforcing the law, and he is doing his job. What’s he not worried about, what others may think. He’s doing his job, are we doing ours?

What is our job as citizens? To be active and involved, to pay attention to what is happening in our communities, to demand that those we vote into office do their jobs, or to replace them. After all, they do work for us.

Good and bad
If you want someone like sheriff Joe you have to be willing to take the bad with the good. I totally agree with his enforcement of immigration laws. But the MANY SERIOUS lawsuits that the county has settled out of court has erased any and all "savings" gained by the various programs he has instituted (2 meals a day, etc). It is also a fact that the majority of inmates that are housed in "tent city" are people convicted of non-violent misdemeanors or who are awaiting trial. If you want Joe's "tough on crime" approach you also have to accept a sheriff who punches out a gay hairdresser in public for reasons not related to law enforcement I am still not sure of. (again the county settled out of court). Of course Joe could not get away with the continual misappropiation of funds or his current crusade to shut down The New Times newspaper (for reporting the truth) without help from county attorney Andy Thomas. Joe did not like the New Times constantly reporting on his improper spending of county money, cronyism, PR stunts and especially the printing of Joe's home address (even though Joe has shot PR pieces from in front of his house). So county attorney Thomas and sheriff Joe decided to convene a grand jury and appoint a special prosecuter (who just happens to also be Joe's personal lawyer) and supenoed (sp?) the New Times website wanting a list of EVERY VISITOR WHO EVER VISITED the site WHAT STORIES THEY READ AND HOW LONG AND/OR OFTEN THEY WERE ON THE SITE and WHAT OTHER SITES THOSE PEOPLE HAD VISITED BEFORE AND AFTER coming to the New Times site.

For me the bad outweighed the good until his crack down on illegal immigrants. So I, like most everyone else, turned a blind eye to all his misdeeds. Thee recent New Times situation is really hard to look the other way on. Maybe if I actually put on a blindfold and ear plugs I won't notice.

I do not know what is really going on in his jail, but what is in the article should be happening at all prisons in America. Just build really good fences around them, please. In Texas, prisoners are served crap, freeze in the winter, fry in the summer, are pretty much deprived of sleep, but , due to commissary, and recreation (tv, weights, games and such), 80% of the prisoners are back in less than 2 years. What does that tell a logical person? Yeah, they are treated too d(*^(* well. Even though Club Gitmo would get stampeded by volunteers from Texas prisons, they need some of these privileges taken away, at least from the repeat offenders. Now,I gotta go throw up.

Joe's doing a great job, now if we could find about a 100,000 more like him our immigration problem would be over in no time. Unfortunately there is very few like him. Why are there so few who enforce our laws? Are they afraid of La Raza?, the Political elites?, their bosses?, who knows? Maybe it's time the people started putting pressure on our local leaders to enforce the laws that are on the books now. We don't need new ones.

I've been aware of him for years, but did not know about the animal shelter. What a great idea!

I do remember seeing an article on a women's prison in the State of Washington. They were training dogs for the handicapped. If anyone knows a link to this, I would love it!

Everyone who receives less than 1 year is sent to jail, not prison.

More people are sentenced to jails for misdemeanors than to prison for felonies.

Having reread some of the posts (esp. from onewhowants2know), I like their idea of "research" reading back issues of "New Times", Phoenix's pathetic attempt at an "alternative " newspaper. For the record, The one law suite cited by know nothing, or was that wants2know, was i believe settled out of court by the County's insurance carrier. Also for the record one might want to check on the number of law suites against any other, major jail system, and police agency. Law suites happen and they happen more often when a sheriff or police chief are enforcing the laws diligently.
As to Arpaio's plummeting popularity, we will see come next election. You see Joe gets his performance rating every 4 years. He is elected not appointed.

I am always entertained when people decry the "punishment" in the MCSO Jails. Since when is not providing luxuries considered "punishment"? I worked in Sheriff Joe's Jails for 6 years (1995-2001). Not only does Arpaio not condone abuse of prisoners he will actively prosecute officers that do abuse prisoners. As has been pointed out elsewhere, most of us have had jobs were we had to brown bag it. Why is it "cruel" to have inmates eat a sack lunch? The "brunch" they get is of sufficient calories and nutrition that with their evening meal it meets nutrition standards. So not getting to watch MTV is a violation of the 8th amendment? Please, let me relate something a few years back one of the channels inmate were allowed was Disney, until a convicted child molester talked about how much he enjoyed watching the little girls. The fact is that while not all persons arrested and held in jail are " guilty", as any detention officer can tell you a large number are " frequent flyers"
Joe Arpaio is with out a doubt the worlds biggest camera hog ( wearing a badge), but the man does the job he is elected (4 times so far) to do.

is simply a man who thinks and finds ways to do his job to the satisfaction of the voters in Maricopa County, AZ. And, it seems, to the admiration and praise of Town Hall posters. I am one of those that forwarded the email about Sheriff Joe. I have seen a TV special about him, and he should be the role model for every sheriff in the USA.

Joe, I feel as if we are friends, even though we have never met. Don't let the "dorks" trouble you for a moment. The nation respects and supports you.

Sheriff Arpaio and Sheriff Jones

I don't know much about Sheriff Arpaio, but I can tell you couple of things about Sheriff Richard K. Jones. He's Butler CO (Ohio) Sheriff and hellbent on sending illegal immigrants out of the country.

Strangely ehough, a lot of people around here call him "all PR BS and not much more" - exactly what certain posters said about Sheriff Arpaio. I don't agree (see link at the bottom).

We should be all eternally grateful to Sheriff Jones because he answered a really tough question for all of us. Namely, which one of the two - power or money - politicians love more. Mother is out of the question, because most of the politicians would give her up for one of the two. But we already knew that. So which one wins and how did Sheriff Jones answer that question for us?

Well, it turns out that politicians love money more than they love power and they will cede some powers in exchange for cash. I remind you that's extremely important for us to know that fact. Why? Because now we can concentrate on how we use our wallets instead of concentrating on our vote if we want to see things done and push our beloved elected officials to do things we want done.

How did Sheriff Jones answer that question for us? Actually, it was relatively easy. All he did was to send a monthly bill to Washington D.C. for the cost of inmates in Butler CO jail who were in the country illegaly. His reasoning was that if you won't let me enforce federal laws then it's YOUR problem that I have people in my jail (on my County taxpayer's money) who shouldn't have been here to begin with. Now pony up some cash for it.

Needless to say, with big fanfare in the local news, Washington gave up and Butler CO is only 8th county in the nation that can enforce federal law. And, boy, do they do it! Read here:

Beginning 3 weeks before I turned 12, I spent most of my weekends and all of my summers getting up at the crack of dawn, eating a baloney sandwich for my lunch (a sandwich caked in sand and dust, often), getting a hot meal for my evening meal. During these periods I did hard manual labor; hauling brick, making mortar, shovelling sand, eventually learning how to lay brick and therefore working even harder.

I was out in cold so harsh my feet almost froze. In heat so oppressive I can't count the number of times I nearly collapsed.

My punishment? My punishment was my father saying, "if don't do (insert chore or homework here), you won't GET TO GO TO WORK WITH ME, NEXT TIME."

(self-censored) you. My father, a decent, hard working man, worked himself to DEATH under conditions harsher than this trash are facing, and he was never, ever so much as arrested. He never did drugs, he never committed a crime, he never got drunk, he never cheated in business... in other words he never did any of the things the kind of trash that perpetually find themselves in front of a judge for do.

If life at hard labor was good enough for him and for me, it's too good for these creatures. Especially the illegal invaders.

Onewhowantstoknow cites Wikipedia as his source for information against Sheriff Joe. As I tell my students, Wikipedia is not a trustworthy source (since Wiki's by nature can be edited by anyone at any time) and therefore should not be cited in a scholarly paper. Secondly, there are two shows on TV right now that show citizens what is like to care for inmates: Inside, which shows the toughest jails in America (where all the most murderous inmates are), and American Jail, which shows the jackasses when they are being booked. Any decent citizen who watches these two displays would not waste one moment on pity on Sheriff Joe's inmates. I also watched a show about Sheriff Joe's inmates. He has a lot of gangbangers and dangerous criminals in there. It is not a walk in the park for the guards who are constantly on the lookout for weapons and contraband. I applaud Sheriff Joe's statement that the tent cities should not bother the criminals since our men in Iraq are living in the same conditions but for the addition of pounds of protective gear. Sheriff Joe always ends his spiels with "If you don't like it here, don't commit your next crime here."

5. Punishment before trial is UNCONSTITUTIONAL.

6. Ergo, Sheriff Joe is violating the Supreme Law of the Land and is therefore A CRIMINAL.

Unfortunately, no leading Republican these days, except, perhaps, Ron Paul, seems to get this.

If you imagine the Duke 6 inches shorter, fat, disheveled and verbose Joe might fit the bill. The personal cowardice issue.....well.

Maricopa County hasn't been gifted with sheriffs and Joe's no better nor worse than many. PR is what he's good at because that's how he's budgeted his office and directed its management. Otherwise he's plainly a poster boy for the Peter Principal. For every dollar he saved with baloney, tents and pink underwear he's lost twofold at county and state courts over wrongful death, payroll scandals, mis-use of funds, and on and on. It's not a partisan issue. It's not conservative v. liberal. Joe's a bombastic jerk. He took an 80% approval, 'the Most Popular Politician in the State' and peddled it away endorsing every candidate in every precinct that ponied up the cash.

The 'convicts' in a county jail are primarily those serving mandatory sentences for DUI or domestic abuse. Serious felons are on remand awaiting state time. What Joe thought they deserved was 800 prisoners sharing 7 toilets at only three designated hours of the day. The ensuing riot burned half the tents.

Grandstanding on 'Animal Abuse' he took on the county sole responsibilty for animal control leaving the Humane Society and other private shelters unable to accept strays.

On a morals kick the full force of the sheriff's office launched a 'massive' prostitution sting and crackdown. Their big catch was a 62 year old gal who'd been serving the same 5 clients for 20 years. The City of Phoenix was a little miffed and suggested if he wanted to poach in their jurisdiction 27th Ave or Van Buren St. would have been more productive.

In contrast Joe's predecessor won confessions from 7 innocents for a mass murder. Like I said, Maricopa hasn't been gifted and you really wouldn't want Joe in your county.

THE TROUBLE WITH THE SHERIFF

The only problem I have with Sheriff Joe Arpaio is that there aren't many more like him. It seems nobody has the guts anymore to enforce laws.

I bet almost ALL of those lawsuits are frivilous, just like the ones that try to sue schools for the use of God, or the prisoner that sued because a prison did not have crunchy peanut butter for him. LOL
The prisoners lost their rights, and do not deserve FREE cable, FREE fitness centers, and the extras at our expense. I do not get a FREE fitness center and FREE cable, so why should prisoners?

Perhaps Albert could also include failing to enforce the viable and valid law of the land.

If we are to be a nation ruled by Law and not ruled by the individuals in power. Then we must demand that the Law be enforced, even if there are many who do not like that particular Law. In our system you work to change the Law but obey and enforce it until it may be changed.

The concept included in that phrase: "The Rule of Law" is profound and deep. Think not of "rule" in a benign way as in "rules and regulations" but as in "The Rule of a King." As a society we agree on the Laws and then the Law becomes sovereign.

The same people who want sadistic punishment for prisoners are the same ones who will pull all the stops if one of their family members is accused of a crime. Locking up prisoners is fine, but any expert on prisoners will tell you that keeping inmates well fed is the best way of maintaining control. Hungry inmates become violent, duh

For a great many years. Not a politically correct bone in his body.

I'd gladly give him to you. Maricopa County would be a better place without him. I would have loved for his opponent in the last election to take his place. He would have kept tent city which is a good thing, but would have separated inmates so that the petty misdemeanors that it only takes going once to scare straight wouldn't be in with the hardcore felons waiting to be transfered to another facility. People die in there all the time.

While I do believe in tough punishment and that most people in jail are guilty, I don't believe that a jail system should be set up to where a minor traffic violation becomes a death sentence because we have a Sheriff that is a media cow.

My father was a cop for 22 years until his death. He was the under sheriff and then a trooper for 19 years. Never did I see helicopters with the Sheriff's name and picture plastered on them. The didn't buy a Sheriff's office tank, they didn't need a .50 calibur machine gun in their arsenal.

What I and a whole lot of the people here are sick of is Sheriff Joe's PR stunts while he misuses our tax dollars and his position to keep the "Joe Show" which is what its become known as even inthe media to keep it going.

Even John McCain has stopped supporting him and is politically distancing himself from him.

One other thing to ponder
is that someone "winning" one of these jackpot jury civil suits now has NOTHING to do with what actually occurred or who was in the "right".

SICK SADISTIC SHERIFF
1. People in county jail are "remand" prisoners i.e. many, if not most will never be convicted. They are awaiting trial, and are legally innocent
2. People are sent to jail as punishment, not to be punished, tormented or starved
3. being away from friends, family, etc. is punishment enough. There is no need to torment prisoners
4. Prisoners should be made to work to pay for their upkeep. The taxpayers should not have to foot the entire bill, but prisoners should not be abused

There are roughly 140 Million of Russians; among them roughly 100 MLN are poor; among those poor rougly 15 MLN would be able to commit any crime just to survive.

My comments about ignorance were directed at Cheryl Tax Lady's comments and the comments of the others who are so happily willing to jump on the Sheriff Joe bandwagon without really knowing what he is doing doing any homework on him.

I do understand that things happen when larged numbers of people are housed in a facility. What none of you understand is that tent city houses everyone from the people who failed to appear on a traffic ticket to those that got picked up for public intox over a weekend and didn't have bail money (still not convicted of a crime) to hardcore felons and no one is separated.

The problem is that many of the deaths that have happened in our lovely tent city have been at the hands of the guards and in one of the cases because Joe know about it and didn't stop it he wsa forced to pay 35% of the settlement to the family.

I wasn't calling the person who asked me for my sources ignorant her post just went up before mine. I was calling the bandwagon Joe fans and the comments that Cheryl Tax Lady made ignorant.

For those of you who aren't local to phoenix, you can see some of the stuff that I was talking about by looking Sheriff Joe up on Wikipedia. As far as his 20% approval rating I saw that on local news after the latest scandal involving our "famous" sheriff and our county attorney when they completely misused their offices to go after a local paper and gathre information that they had no right to. You can find the informaiton on that on AZCentral.com or the Arizona Republic website. Another site that has a lot of information and is run by people that used to work for Joe and some that still currently do is Arpaio.com Hope that helps.

One case crumbs failed to mention was Charles Agster who was a mentally retarded man arrested for loitering at a gas station. Deputies hog tied him, then when they got him to the jail tied him into the restraint chair and put a bag over his head and he suffocated. He had the mental capacity of an 11 year old and his crime was hanging out at a convenient store. That had nothing to do with "fad drugs" You are obviously an ignorant person though so being a citizen of Maricopa County trying to educate you, when you know what you see about him is true because Heraldo or Springer said so, is a mute point.

What amazes me is that Mrs. Cushman is just now learning about Sherrif Arpaio! As much as he's on TV and in the news, you would think she would have heard of him before now!

Personally, I always thought that he was a bit of a publicity hound, but I also knew that he was serious about enforcing ALL the laws...not just the ones he likes. That deserves a big thumbs up from all of us who believe in the rule of law...and he must be doing something right, because the people of Maricopa County keep re-electing him!

Yes, it's easy to see why we'll never get Maricopa justice in this town. Of course the government school drop-outs keep voting for him and have no idea how badly he's screwing the pooch. Our law-enforcement agencies are worthless (mainly communist/nazi based). Like the Kennedys, many of their parties are "sex, drugs & booze" (according to a female friend who was conned into attending one of their parties).
Thefts & "run-away" accidents = "turn it into your insurance agency" (unless there were enough witnesses who would speak out & embarrass the "swine").

Were we fortunate enough to have an officer similar to Sheriff Joe Arpaio, crime in Colorado would drop tremendously, illegal aliens would be fleeing the state, imigrants from the west & east coast would return, and (especially during 7-10 & 4-7) people driving the speed limit (or under) would not be harrassed consistently by speeders.

I remember an interview with some inmates: he gets their respect! Grudging respect, but respect nonetheless. He fearlessly wades into the Tent and talks to the inmates, giving them pep talks and pointed warnings about not coming back to "visit" Tent City.

I liked that part about: why should they live better in jail than they would on their own. It's been the usual practice for some inmate to file complaints, through a leftist lawyer, with a federal court demanding he have a laundry list of remedies implimented, which are usually so ordered.

As for cloning Sheriff Joe, its not the sheriff who must be cloned, its the voters of Maricopa county. He is an elected official, elected at a visible local level. He could not function without their support. They are getting, just like all the rest of us, the govt they voted for.

People confined in jails are being punished because we have created an unjust society. If we instituted reforms and had policies that enforced true social justice there would be nothing to drive these poor souls to do the things (if they really did) that got them incarcerated.At this point the vast majority of them should be released as the real crime committed has been by society against them. They are the victims here. The real criminals are the white Christian power structure that oppresses the masses and causes most of the misery not only here but across the globe if not all the misery in this quadrant of the galaxy.

I have to take my hat off to the Sheriff, for he is running the kind of jail that produces results. Keep in mind that the most common occurance with prisoners or other law breakers, is when they are released from confinement, they have learned new tricks from the old inmates and cannot wait to try them out.

Folks, recidivism is the greatest problem in our penal system. The inmates are just going back to where they had good treatment. I am not too sure about the treatment that they get from Sheriff Joe and his assigns, but I feel that after a stint in his penal protection, that the perpetrators, have a great desire to leave his area, so they do not repeat their very sparse life in his tent city. In case, any of you wondered, the answer is yes, it gets quite cold in Arizona during the winter. Remember the theme song, "Don"t do the crime, if you can't do the time!" Sheriff Joe makes sure that you do not want to come back to his tent city. I say that he is doing his job and many of the other Sheriffs are not doing theirs. Los Angeles has a system where suspects are arrested, convicted at trial and whatever their sentence is, the Sheriff makes sure that they never serve much time, he can't get funds, so he just sets them back out on the street again, to do the same thing that brought them into his confines in the first place. Thing about it Califorrnia residents.
