A Letter to Barack Obama

Will the Dems' health care Christmas Present to America be an improvement or detriment to our health care system?


Dear Barack (cc: Hillary Clinton, John Edwards and all Democrats),

We've only met a few times, but we went to the same college, Occidental in Los Angeles. I graduated 50 years ago and went into the NFL, while decades later you ended up graduating from Columbia and Harvard and practicing law in Illinois.

Like so many on both sides of the political aisle, I appreciated your speech to the 2004 convention and your wonderful message of racial, ethnic and political reconciliation. Now, in the interest of good economic policy for America and in the interest of combating poverty and creating wealth among people of color, please don't treat capital gains (or dividends) as ordinary income. They're not, and here's why.

First, treating capital gains as ordinary income and taxing them at the same level, i.e. 36 percent or 39 percent, won't hurt the rich; it'll hurt the poor who want to get rich.

As you know, a person can't get rich on wages. He or she has to be able to earn, save, invest, reinvest and build an estate that can be passed on to other family members. Taxing capital gains as ordinary income is really counterproductive to a nation that wants to generate wealth, spark innovation, expand its technology, create jobs and combat poverty.

Our mutual friend, Earl Graves of Black Enterprise Magazine, said once, "Civil rights in America will never be fully ours until we not only stay in any hotel but have access to the capital to buy the hotel, not only eat at any lunch counter but have the capital to buy the diner."

For just a moment consider the unfortunate reality that the vast majority (more than 95 percent) of American wealth in stocks, bonds, real estate, homes and estates are held in the hand of white folks. The great fortunes generated by the Carnegies, Rockefellers, Mellons and Guggenheims were created when taxes were quite low and when there was no capital gains tax, no estate tax and no tax on dividends.

Now that people of color are getting their rightful shot at greater opportunities for education, advancement in the professional world and manifesting their entrepreneurial talents, we tax labor heavily and capital excessively.

Imagine this scenario: When you earn a dollar and spend it, your income is taxed but once. If you save it, you're taxed again. If you invest those savings, you face a capital gains tax that is unindexed (i.e., a fourth tax). Corporate income is taxed over 40 percent at the margin, and consumers end up paying for that, too. Dividends are taxed at 15 percent, and when you die (after 2011) your estate will be taxed at well over 50 percent.

Yes, it helps pay for our social welfare safety net, defend our shores, educate our children and clean up the environment, all of which are laudable goals. But my idea is that we could do a whole lot better if we taxed all income only once. Tax all income at a flat (and fair) tax rate of say 19 percent or 20 percent, with large exemptions for the poor and working poor so they can rise out of poverty. We should also increase the earned-income tax credit in dramatic fashion.

Another lesson of taxation: The incidence of taxation is different from the burden. Placing a tax too high on capital formation puts the burden of taxation on the poor, the consumer and the public sector, as revenues would fall due to a slowing economy and a rise in unemployment.

Capital gains is a voluntary tax in that if you never sell an asset, you would never have to pay the tax. People with assets would just hold on to them, borrow against them and then go out and invest, but in so doing keep all the wealth in the same hands.

During four years of working as HUD secretary with low-income people from Cabrini Green in Chicago to Nickerson Gardens in Watts to Richard Allen in North Philly, among others, I never met anyone in public housing or on welfare or in the food-stamp program who didn't aspire to own a home, have a job, educate their kids and move up the ladder we call the American dream and what is in reality the Asian, Latino, African, European and indeed universal dream.

The genius of entrepreneurial capitalism is that anyone with a good idea can get rich and by doing so benefit our society. Think Gates, Ellison, Jobs, those young guys from Google, Larry Page and Sergey Brin. Yes, Bob Johnson, the creator of BET and Oprah Winfrey have gotten fabulously wealthy, but they're the exception, not the rule, and that's unfortunate for all of us. Rather than redistribution of income, let's democratize capitalism and make access to capital a national goal. Instead of studying poverty, let's study how people get out of poverty and how to help the poor get richer.

Taxing incomes is stupid, Jack. Taxing out-goes is stupider. Taxing capital gains is insane.

Taxing behavior... now there's a thought.

Run for office and raise a billion? Tax at 50%.

Child out of wedlock? Tax at $7500.00 per year, per child.

Cross the border illegaly? Tax your family in your native country $10K before we'll let you out of prison to be deported forthwith.

Find every abominable behavior commited in this country and tax it. Stupid ideas, all.

How about we change the dialog to reduce spending? You know... frame the debate.

Most dem voters don't care about this because they barely have a pot to p*ss in. They get a pay raise and their tax changes by a few bucks. Raise the tax rates and their tax goes up a few bucks more.

Raise the tax rates on MY income and I have to fire somebody. Raise MY tax rates and I have to liquidate a property. Raise MY tax rates and I go into 'market-protective' mode and halt growth. I'm pretty certain that this is what happens to the wider economy as well.

How about leaving the current system of taxes as is, just taxing less and spending less? Does thet EVER occur to a politician? Why create a new-and-improved bureaucracy to rob me of even more of my hard-earned dough in new and creative ways?

Build the wall. Build the Armed Forces. Protect the innocent. Get offa' my back.

Basically, that makes Walker the nation’s accountant-in-chief. And the accountant-in-chief’s professional opinion is that the American public needs to tell Washington it’s time to steer the nation off the path to financial ruin.

Flat Tax
I still say, Repeal 16, enact small Constitutionally fixed flat personal, business and corportate income tax with NO EXEMPTIONS, and a small Constitutionally fixed sales tax. NO OTHER FEDERAL TAX!!!

That would be fair since everyone would pay the same percentage. Which is why I know NO POLITICIAN will ever go for it.

more "real life" experience than Jack.

if you look him up in Wickipedia it mentions he completed his J.D. degree which is Dr. of Law, Dr. of Jurisprudence or Juris Doctor, a professional degree in law offered by universities to provide the professional training for those who wish to become lawyers. It is required for admission to the bar.

That's as far as they go with his professional training, no mention of passing the bar. So, Randy might be correct in his statement. The guy is all smoke and mirrors so this would not come as a surprise to me. Lying by omission. Is it still a lie or just a mistake? You have to give the guy credit for crafty. Sneaky, crafty empty suit. Sounds like an ideal politician.

Regarding his church affiliation. I'm familiar with his church and all I can say if a White person was a member of a church like this he would be branded a racist and run off the ticket. If the Mormon thing is a problem for some, this Obama church affiliation should be a big problem also.

Obama has no experience to qualify him to be President. Does anyone recall how the questions about Bush's "gravitas" when running as the governor of one of the nation's largest and most diverse states? No questions for Clinton on that regard or Hillary or Obama... Why??

Mr. Kemp- With all due respect, the notion that the capital gains tax is keeping the poor from getting rich is complete lunacy. All it does is keep the rich from getting exceedingly rich, and that's something we can all feel good about. :)

And TopGun: I checked out the link for TUCC, I perused the website, and I found absolutely nothing racist at all. It is heavily multicultural, of course, and I understand that's a synonym for 'racist' to you, but I respectfully disagree. For Americans to treasure, celebrate, and continue to identify with the cultures of the nations they or their ancestors hail from should never be interpreted as disrespect for America, and certainly never as being anti-American. To the contrary, it is what makes America great, and it always will.

It seems that our new age of terrorism, immigration and political correctness, have also ushered in a new era of lunatic McCarthy-style paranoia and insecurity among conservatives. Good times.

The gov't has *never* and cannot bring people out of poverty.

Only free markets lead to overall wealth, and only one's own work, and investment, can lead to individual wealth [or, it must be admitted in some cases, criminal behavior, such as the Kennedys].

The brief welfare reform demonstrated this, by bringing more people out of poverty than the entire history of the "war on poverty".

And that's why Dems oppose things such as true welfarm reform. If you allow -- or coerce -- people out of poverty, out of dependence on the gov't, they might not be Dems. Oh the horror!

But, in the name of "compassion", you continue to support the full panoply of welfare statism. You "care" enough to support taking money from "really rich" people and giving it to others. **Not your own money of course**, but "rich peoples'".

You'll never understand or accept the simple truth that for-profit businesses do not really pay taxes. [Stop hyperventilating, I'll explain for you.] Businesses need to maintain a certain profit margin to make staying in business worthwhile. If you raise their taxes, they increase their prices to pay the taxes. Thus, **individuals** end up paying those taxes, not corporations.

So, you can feel better about yourself by continuing to "tax companies" and "rich people", but you're only reducing the overall wealth of the nation. And a much wealthier nation would help *all* people.

Whomp Him in Head Instead?
Jack, when I was at Georgia, we had a football saying that went, "Whomp 'em, whomp 'em upside the haid (head)." I think that might work better with Obama, almost a pure demagogue, than writing him a thoughtful letter.

In my blog today (click on name), I wrote about the perncious idea that "all opinions are created equal." I responded to one particular comment, but it applies generally to many of comments made on TH. As always, your comments are welcome.


Note: In the comments to the right, I express my irritation with one "Fiddler," who says Rudy Giuliani is not a "lock" because Fiddler doesn't like him. I point out that I went to great length to explain -- factually and logically -- why I believe Giuliani would get the nomination. Of course, I may be wrong. However, Fiddler didn't lift a finger to deal with the points I made. Yes, it's a free country and, yes, "talk radio" has convinced everyone that his or her half-baked "opinions" are sacrosanct, but give me a break. One of the worst aspects of modern life is how some people confuse their own experience with that of the other six billion individuals on the planet. Everything that happens to me is not immediately applicable to everyone else. If I'm hit by lightning, it doesn't mean everyone in town is in imminent danger of incineration. Rob- it's funny you brought up Italian-Americans. I actually have in my possession a letter from the Chief of Police to the Mayor of Chicago, dated 1912, stating in no uncertain terms that the police force would fall in to disaster should it be legislated that Italian and Italian-Americans be hired as officers. I believe he used the word 'Dagos'.

So, while your sarcastic situation sounds silly to us in 2007, its actually a fair assessment for 100 years ago. Back then, having an Italian-American empowerment group would have been justified. Of course, they assimilated almost completely, as was necessary at the time, so WASPs who would like to discriminate against them now would have a hard time picking them out. Lucky for them.

Mr. Kemp, in that article you referred several times to: 'people-of-color.' Were you, perchance, referring to that racial group whose hair come in all shades of yellow, of red, of auburn, of brown and of black?

Whose eyes have all shades of blue, of green, of gray, of brown, of black?

Whose skin color runs the gamut from snowy-white to dusky brown?

These contests / groups are not analagous to the
NAACP. But you would have a point when it comes
to the NAACP's Image Awards.

I still think the NAACP has a place. And overall
are not racist. Some of the things they do
can be brought into question but very few.
I would say they are no more racist than the
Republican or Democratic parties as they

Taking cocaine and being a cocaine addict are

Not anything that in my mind brings the word
addiction to mind other than he could have
been headed that way, as he btw writes.

TG, the assertion that Obama doesn't impress
doesn't impress me:
It seems to me that Obama has been successful
in everything he has done including and past
law school.

It seems that Obama should be successful on
these grounds. Not wildly so, but no slouch
either. How much do you expect from a 45 year
old?

TG and Jamie, the assertion that Obama has
pulled out the race card, I assume with his
recent speech about "quiet riots" is to miss
the thrust of the speech that is calling for
a connection to be made between the poor and
the rest of society.

If it is something else I'd like to know.

So there might be a connection but a 40 year
difference in when they were founded.

Jack needs to take his meds. He swoons for any black solely on the basis of that person's blackness. He thinks that the whole world revolves around cutting taxes -- even if black welfarism winds up raising them. Any black who makes the slightest encouraging noise about tax-cutting taxes, especially the capital-gains tax, is an ally, even if he or she espouses black-power fanaticism.
