For several weeks, I have seen the ads by T. Boone Pickens concerning the need for energy policy reform in the nation. I applaud his efforts and hope that more people will encourage our legislators to engage in problem-solving discussions about energy. Although Pickens is a member of the richest strata of American society, his work will positively affect the poor – if we, as a culture, get it right.

The poor in America need advocates concerning energy policies. Thankfully people like Rob Bishop of Utah have acknowledged that there is a war on the poor. As a result, he has offered legislation that he hopes will help solve the problems. One of his legislative answers is the Americans for American Energy Act of 2008, H.R. 6384.

Last week I was pleasantly surprised that a whole mob of Republican leadership of the House of Representatives made a stand for affordable, American energy. Using circus-like press conferences, outspoken congressmen legitimately called attention to the irony that House Democrats took their vacations despite the fact that many of their constituents are not able to afford vacations this summer because of energy costs.

On Wednesday, House Minority Leader John Boehner said, “Instead of allowing a vote on the American Energy Act, which would promote energy production, conservation and innovation to bring down fuel costs, they instead chose to simply skip town - and leave Americans on their own to pay the price.” More specifcally, Republicans were pushing for legislation that will lift a ban on offshore oil drilling. In addition, they were focusing on the development oil shale fields in the West.

At first take, I was surprised that the Republicans were even interested in the issue in such a deeply engaged way. As the co-chair of the “Stop The War on The Poor” Campaign, I am committed to seeing the interests of the poor trumpeted. As someone who receives no money from big oil compaines and a non-scientist, I decided to read the summary of several bills to ascertain whether the legislation proposed seemed to be reasonable. I wanted to know for myself whether the needs of the American public were being ignored in favor of the interests of the rich and powerful.

The media and many pundits have characterized the Republican efforts as partisan, pro-big oil companies, and short sighted.  As I have researched the kind of bills being proposed in the Congress, I was impressed at the breadth of several pieces of legislation.

In fact, I discovered that there are a number of bills [in addition to Congressman Bishop’s] that could dramatically change the energy focus of the nation. I personally like Bishop’s comprehensive approach to our energy dilemma. In order to dispell the myth that the Republican solutions only consist of drilling for more oil, I am including a brief summary of the bill.

H.R. 6384 has twelve aspects that make sense to me. They are:

  1. Increasing Supplies Of Affordable Natural Gas From America’s Deep Ocean Areas

·        This section of the proposed law includes extending state territorial waters to 12 miles instead of the average of 3 miles.

  1. Development Of American Oil Resources From The Arctic Coastal Plain

·        This section of the bill sets forth requirements for four things (1) lease sales; (2) grants of leases; (3) coastal plain environmental protection; and (4) rights-of-way and easements for the transportation of oil and gas across the coastal plain.

  1. Develop Oil Shale And Tar Sands

·        Many people believe that this is America’s largest untapped energy source. If passed, this section of the law would repeal Section 526 of the Energy Independence and Security Act of 2007 that prohibits federal agencies from entering into a contract to buy alternative or synthetic fuel. The prohibition effectively bans the use of oil sands and oil shale.

  1. Utilize America’s 200 Year Coal Supply
    • Among other things this section of the law would “expedite the production of clean, domestic coal-to-liquid (CTL) transportation fuels by providing a new risk management tool meant to protect CTL producers from dramatic swings in the oil market.”
  2. Develop Clean and Affordable Nuclear Energy for Electricity Production
    • Everyone knows that nuclear energy will eventually have to be put on the table as part of the energy solution; this section calls for the safe use of nuclear energy immediately.
  3. Clean Renewable Energy

·        This section of the bill establishes the American Energy Trust Fund (AETF).  The fund will help boost conservation and efficiency. In addition, incentives will be given for the development of renewable and alternative energy technologies.  The fund “specifically allocates funding for biofuels, hydroelectric, solar, wind, bioenergy, cellulosic biomass, methane hydrate, geothermal, marine and hydrokinetic, and carbon capture and sequestration research and development.”

  1. Greater Energy Efficiency and Conservation

·        This section of the law sets forth tax deductions for energy-efficient, commercial buildings. Further, it permanently offers credits for energy-efficient appliances, synthetic fuels, non-business energy property, and biomass.

  1. Strengthen America’s Gasoline Refining Capacity
    • What stands out in this section of the bill is its promise to speed up the federal permit process for refineries.
  2. Regulatory Relief and Policy Reform

·        Reforming and restructuring the NEPA is the heart of this section. Major progress will be accomplished by giving regulatory relief which “extends and modifies the renewable energy production tax credit.”

10.      Improve Our Transmission System and Energy Infrastructure

11.      Science and Engineering Education

    • This section of the law includes developing or re-training our domestic energy workforce

12.      New Technology and Energy Innovation Prizes

As you can see Republican congressmen are promoting many comprehensive approaches to the energy problems of the land. I believe their proposed legislation could directly help the poor. Contact your congressman, regardless of his party, and boldly declare, “Stop The War on The Poor” and pass H.R. 6384.

HR 6384
Excellent summary of what is needed to get us on the road back to energy independence. However the myopic left will ignore it and go back to their claims of 68 million acres of least land.

Problem I have is no one has ever identified one of these leases and if they are infact controlled by an oil company.

Again an excellent and comprehensive summary of what could be acccomplished if people would get off their talking points and look for a real solution. I notice the bill doesn't mention dispensing tire guages.

They wish to change us
If the Democrats succeed in their "solution" to energy problems, they will transform this country into just a few rich and many more poor among us.

This is exactly the class system that exists in third world countries. Poof - no middle class, just a few in power wielding control over everyone else.

Look at the pompousness of the Pelosi's and Obama's - doesn't it seem all they want is for us to submit to them, even when most Americans have different ideas on energy solutions?

And I will say it again
quoting Dick Morris, even the problems liberals would solve (questionable) call for conservative solutions. Pelosi, Obama and the rest of the dems do not love you, or care for you, nor would they have dinner with you. They will continue to use and abuse you - it's up to you to finally spot it and do something about it. Let's put the country first and return America to greatness.

#1 Issue In November:
By November, America will be ready to throw out the Democrats in Congress by their ears. Nancy & Co. is blatantly ignoring the will of the people and have done everything in their power to hinder the President and hinder America since 2006. Didn't they oppose the surge? Didn't they demand we start pulling out as soon as all the troops have finally arrived in Iraq? Didn't Harry Reid tell us the war was lost already? Didn't President Bush lift the drilling sanctions weeks ago, and here we are, waiting for Nancy Pelosi to decide we should be granted the "favor" of a discussion and a vote. America has never had a queen; it's time for Nancy & Co. to go. Oil is an all-natural product, found all around the globe in vast quantities. We make all sorts of wonderful and useful products out of oil, including gasoline. America wants to become energy independant, and the only reason we "can't" is because Congress tells us so. Tyranny.



Impeach Nancy, Dictator of the House
Nancy Pelosi owns stock in T. Boone Pickens' company. There is one of your reasons for her single-handedly imposing the oil embargo.

You can go to her website and check out her financial statement and you'll see his company right on it.

Nan has a major conflict of interest and she's going to make us suffer so she can make money.

She has been quoted as saying, "I want to save the planet." Well, as someone has said, and well worth repeating, NANCY THAT'S NOT YOUR JOB!! She has forgotten she works for the American people.

The only...
...legislation the American people need is that which reduces the size and cost of government.

Designate all
petroleum on public lands as belonging to the People of the United States and hire the oil companies to drill, pump, process, and deliver gas, etc. to us for cost plus ten cents per gallon.

HOW DO LAWS STOP LAWSUITS?

.....No matter how many laws are passed to open oil/gas fields for development ... the Green/Commies, PETA, ACLU, & EPA WILL TIE UP THE ENERGY COMPANIES IN THE COURTS FOR YEARS ...

As long as guvment keeps paying subsidies like for ethanol , the POOR will remain POOR
since the ethanol hoax has increased the price of FOOD almost worldwide!.. So too with ANY other subsidies for a host of "alternate energy" scams. Does Boone Pickens have the
patent on "wind machines"?
The only solution is to get the nuclear power plants going full speed.

According to the democrats the poor are better off because they will have a clean environment. Certainly Al Gore and the democrats wouldn't lie.

He and the democrats are well aware that alternative energy will only produce a small percentage of America's energy at any time in the near future.

Curious how George Bush is the oil man because he actually held a job. Al Gore's interest in Occidental Petrolium hasn't anything to do with not wanting to have the use of U.S. home grown resources.

If we do not use American resources what would that do for Occidental Petrolium's holdings in Columbia?

I am constantly amazed, though I shouldn't be, at the total lack of respect for the American people and the nation that holds us together on the part of major forces in the Democrat Party.

Government solutions
Government is totally counter-productive in pushing or pulling, but it sure could help by getting out of the way.

Incidentally, just what part of our not-a-living-document Constitution authorizes the Feds to make the rules for any energy producing company? That amounts to fascism, a disastrous policy which has no problem with the illusion of private ownership of an oil company so long as government controls all the important policies and procedures. Then, when the inevitable problems occur, the fascist voters and their representatives scapegoat the "evil" but only nominal owners.
