Compromise Virtually Guarantees Noncompliance

WASHINGTON -- Compromise is incessantly praised, and has produced the proposed immigration legislation. But compromise is the mother of complexity, which, regarding immigration, virtually guarantees -- as the public understands -- weak enforcement and noncompliance.

Although the compromise was announced the day the Census Bureau reported that there now are 100 million nonwhites in America, Americans are skeptical about the legislation, but not because they have suddenly succumbed to nativism. Rather, the public has slowly come to the conclusion that the government cannot be trusted to mean what it says about immigration.

In 1986, when there probably were 3 million to 5 million illegal immigrants, Americans accepted an amnesty because they were promised that border control would promptly follow. Today the 12 million illegal immigrants, 60 percent of whom have been here five or more years, are as numerous as Pennsylvanians; 44 states have populations smaller than 12 million. Deporting the 12 million would require police resources and methods from which the nation would rightly flinch. So, why not leave bad enough alone?

Concentrate on border control, and workplace enforcement facilitated by a biometric identification card issued to immigrants who are or will arrive here legally. Treat the problem of the 12 million with benign neglect. Their children born here are American citizens; the parents of these children will pass away.

Under current immigration policies, America is importing another underclass, one ``with the potential to expand indefinitely,'' according to Heather Mac Donald of the Manhattan Institute. To sentimentalists who cling to ``the myth of the redeeming power of Hispanic family values, the Hispanic work ethic, and Hispanic virtue,'' she says:

From 1990 to 2004, Hispanics accounted for 92 percent of the increase in poor people. Only 53 percent of Hispanics earn high school diplomas, the lowest among American ethnic groups. Half of all children born to Hispanic-Americans in 2005 were born out of wedlock -- a reliable predictor of social pathologies.

The legislation supposedly would shift policy from emphasizing family unification to emphasizing economic criteria (skills) when setting eligibility for immigrants. Critics will say this will sunder families. But the sundering has happened; it was done by illegal immigrants who left family members behind and are free to reunite with their families where they left them.

Anyway, the supposed shift from emphasizing family relations -- the emphasis that results in ``chain migration'' -- to economic merit may be diluted to nothingness. It is highly suspicious that there was a rush -- fortunately stymied -- to pass this legislation through both houses and get it to conference, where the majority of participants will be Democrats eager to court Hispanic votes.

Some Democrats argue that liberalism's teetering achievement, the welfare state, requires liberal immigration policies. The argument is: Today there are only 3.3 workers for every retiree. In January, the first of 77 million baby boomers begin to retire. By the time they have retired, in 2030, there will be 2.2 workers for every retiree -- but only if the work force is replenished by 900,000 immigrants a year.

On Monday, however, Robert Rector of The Heritage Foundation stunned some senators who heard his argument that continuing, under family-based immigration, to import a low-skilled population will cost the welfare state far more than the immigrants' contributions to the economy and government. He argued that low-skilled immigrants are costly to the welfare state at every point in their life cycle, and are very costly when elderly. Just the 9 million to 10 million illegal adults already here will, if given amnesty, cost an average of $300,000 -- cumulatively, more than $2.5 trillion -- in various entitlements (Social Security, food stamps, Medicaid, housing, etc.) over 30 years.

To those who say border control is impossible -- often these are the same people who said better policing could not substantially reduce crime, until it did -- one answer is: It took just 34 months for the Manhattan Project to progress from the creation of the town of Oak Ridge in the Tennessee wilderness to the atomic explosion at Alamogordo, N.M. That is what America accomplishes when serious.

In an attempt to anesthetize people who sensibly say ``border control and workplace enforcement first,'' important provisions of the legislation would supposedly be ``triggered'' only when control of the border is ``certified'' by the president. But in what looks like a parody of the Washington mentality, certification would be triggered not by border control but by the hiring of border control agents and other spending. So, the supposedly hardheaded aspects of the legislation actually rest on the delusion that spending equals the achievement of the intention behind the spending. By that assumption, we have long since tranquilized and democratized Iraq.

Sounds like Public Education!!!

Anybody who works in public education knows that far too many schools are absolutely horrible. Worse, as much time and energy (and even money) is spent on convincing people that there is progress than actually producing that progress.

The key to most schools is to "look good" rather than actually being good.

The same goes with this illegal immigration fiasco. We all see that it smells, but now the government will twist itself backwards trying to convince us how sweet the smell.

We can close off the border. We are the greatest and richest country in the world and we can't stop Jose with his fifth grade education?

As for the illegals here, I would personally focus on workplace enforcement. Start putting employers in jail. Maybe we could give illegals here like two years...after that, they would have to go home. We could replace the labor with LEGAL workers from Mexico.

that I don't need to read. How do I know there won't be compliance with this bill? A. Because there never is, and B. it was written by snakeoil salesmen that have no interest in securing the border.

Rule of Law? Or Not
Actively, consistently, continuously enforcing existing laws will send the message that we are serious about our laws. Changing them to accomodate people breaking them sends the opposite message. And not just to those already here. Millions are waiting to see which tack we take. Amnesty will set off a stampede like we have not seen before. Comprehensive Immigration Enforcement will start the flow in the other direction as the jobs and benefits dry up. Those pushing for amnesty are for surrendering to the demands of the illegal aliens and their employers, abandoning the rule of law and surrendering our sovereignty. We should not change the laws to suit those breaking them. The illegal aliens are already reported to be saying they have no intention of complying with this new proposal. Big surprise. What then?

Not as long as Bush is President*
We should not undertake any immigration reform until after another Presidential election. This President has shown his loyalties are not to American citizens on this issue. Personally, I believe we need Comprehensive Immigration Enforcement, not reform. We have the laws, what we don't have is any enforcement. Without enforcement, laws are meaningless.

This new package will be no different than 1986. The borders could have and should have been secured September 12, 2001. But that would have disrupted the cheap labor express and the RNC could not disappoint its contributors. So the problem has doubled as enforcement went from inadequate under Clinton to nonexistent under Bush. Now they will try to jam another amnesty down our throats. The question remains, will we let them?

*(update)We should not undertake any immigration reform until Ted Kennedy is gone. He is largely responsible for the 1965 legislation that led to the 1986 amnesty that led to this years amnesty. Before 1965 we allowed approx. 250,000 people in legally each year. He told us we would not have a million each year, we do. Legally. We also have a million a year coming in illegally which was supposed to have been fixed by the one time only amnesty of 1986. Author: Ted Kennedy. Ted Kennedy has inserted provisions into this bill which would make it impossible to deport anyone, even those who already have deportation orders. He has fixed it so we will get to pay for the lawyers for the illegals to contest their cases. As far as any enforcement goes we are just supoosed to believe them that this time they really, really mean it.

Great article Mr. Will
This is the kind of reasoned thought on this subject that is sorely lacking in the arguments by the proponents of this amnesty sham. I just hope the logic of Mr. Will and others will win out at the end of the day and defeat this lousy senate immigration bill.

Mr. Will provides a reality check
Truth, history and the hard numbers of amnesty laid bare. Mr.Will would you kindly lend your research staff to Mr. Novak. He needs some help with the facts.

Yeah, we can build a wall...
But will it work? Walls need to be policed or they will be scaled. Walls can be circumvented by sea, so illegals would become boat people. We might dampen the stream, but never cut it off.

Why? Because as long as aliens can earn five times as much here as in their home countries they will have an incentive to come. And as long as the American labor market is so porous - no reliable ID-cards, no central registry of residence and / or work, bascially no controls at all - enforcing immigration law will probably be more costly and intrusive than the benefits we MIGHT reap from doing so.

If, on the other hand, Americans are willing to come into the 21st century and accept more state and federal surveillance, immigration laws can be enforced. A reliable ID card coupled with stte and federal registers of every citizen and resident's adress and place of work will make it virtually impossible to cheat. The demand for such labor will dry up and so supply will drop.

Of course, this requires us Americans to get over our Big Brother phobia and recognize the risk of abuse of such a system is far outweighed by the benefits.

Are thye serious?
The compromise bill is a joke. If these peoplle in Washington were REALLY serious about solving the Illegal problem - they would FIRST secure the borders. This bill is is likened to patient in the ER bleeding to death and the doctor worrying about how he will do in rehab. Hey jerks in Washington, you have to stop the bleeding first.

Capitulating to Lawlessness
The most disturbing aspect of the bill is the fact, that by passing it, we would once again be capitulating to lawlessness. I think the American public is becoming weary of being having to swallow bitter pills by being told that, as a "practical" matter, we can't do that which our heart tells us is right. And, our heart, and mind, tell us that immigration amnesty is a wrong headed idea.

It has been suggested that we get 500 busses, and start deporting all illegal aliens back to Mexico. It may take a year to finish the job, but the cost in money would be far less than amnesty and would be well worth it in terms of our national pride.

The problem itself is unmanageable but it is a popular one these days and so congress pretends to do something about it.

What they have come up with is absurd and even they know that. It is much too lax and even the "penalties" will be rarely enforced. Any time authorities try to enforce it there will be crying kids and LOTS of cameras, protesting churchmen and increasing numbers of illegal immigrants out on the street demanding their rights, not to mention those among us who are morally superior.

The fact that this monstrosity is the love child of repubs and dems - especially kennedy - makes it that much more attractive to the pols, because they can drag out their favorite word - compromise.

It's all very Shakespearean - all sound and fury, signifying NOTHING.

It's benefit is that it provides political cover to all .....

Supporting ILLEGAL aliens will be the death knell for Republicans! There is so much disinformation being perpetrated by apologists for ILLEGALS that the xxxx is getting piled higher and deeper! When ILLEGALS are allowed to vote, they will break at least 9:1 for the left-- for big entitlement government. The fear of a backlash among native-born latino voters is misdirected-- about half of them in Az. recently approved tough new anti-ILLEGAL alien referenda issues in the state most immediately burdened by them.

This pending travesty legislation is SO EGREGIOUS that Rasmussen says it is equally disliked among Dems, Republicans, and Independents... what does that say prima facie?!?!

Rasmussen's latest poll also notes that 72% of all respondents think that REAL border security/enforcement MUST COME FIRST... only 30% have any concern about naturalizing ILLEGALS. Consider these recent Rasmussen polls:

An earlier survey found that two-thirds of Americans believe it doesn't make sense to debate new immigration laws until we can first control our borders and enforce existing laws. That same survey found that 40% of Americans favor "forcibly" requiring all 11 million illegal immigrants to leave the United States.

Will: Studies, statistics, history, and detailed analysis of the particulars of this bill.

Novak: Emotionalism, guilt, and ancedotes -- not one analysis of any component of this amnesty bill. If you don't support amnesty then you're a racist.

I must say that I am shocked that Will actually had the cojones to honestly report the unflattering facts on our largest illegal alien ethnic group. Mr. Will had better watch his back lest he be arrested in the middle of the night by the PC Police

Scamnesty: The Ultimate Largesse

Be afraid-- be VERY AFRAID! Congress, pushed relentlessly by the Conpiracy Of Evil, is poised to create a path to Scamnesty for 12-20 million ILLEGAL aliens. With "chain migration," that will mean MANY MORE millions of indigent poor-- and the permanent morphing of America into an entitlement government welfare state. The public trough will become a voracious, inexorable black hole devouring all that has made America great as we morph into a bilingual barrio.

If you listen to the pro-ILLEGAL alien arguments by members of the Conspiracy Of Evil, they are like low-hangin' fruit to refute... let's demythologize a couple of the most unctuous:

1) Disingenuous premises:
The "undocumented workers" are generally hard working, good people who simply want to feed their families and do those jobs that Americans won't do that America must have done... on balance, they give America more than they take... indeed, we MUST have their labors.

Reality Check:
ILLEGALS are too often both poor and undereducated-- a formula for socio-economic DISASTER if they are allowed to naturalize. We are simply allowing corrupt Mexico to dump its welfare problems on America. ILLEGALS drive down wages, and they ARE taking good jobs-- America does not save at all! A relative few hoteliers, contractors, meat processors, and other law-breaking employers milk them for lesser wages, then the TAXPAYERS GET STUCK with the crimes, barrio blight, drugs, gangs, sullied schools, ethnocentricity, and welfare costs. Bilingual education is a scam and an abysmal failure. ILLEGALS are at least 3x as likely as legal residents to be incarcerated for serious crimes:

2) We should respect their "rights" and put those who have a job on a path to citizenship and require the payment of back taxes, learning English, and paying a $2,000 fine. They have a right to come here because "our immigration system is broken."

Truth Check--
HOGWASH! We owe them NOTHING! NO THING! It is NOT our immigration system which is broken-- it is the nonfeasance of the national pols to enforce existing laws which has precipitated this crisis. We need to require a tamper-proof I.D. card ASAP for ANY non-citizen to function here period-- to work, get a license, attend school, rent an apt., pass go, etc. They will not really build the wall or otherwise crack down on employers-- the I.D. card radiates the cancer at its starting point. Make ILLEGALS repatriate to apply for it, then vet them thoroughly to see who might come back on an INTERIM basis to work.

There should be NO CONNECTION WHATSOEVER between having been here ILLEGALLY and later gaining citizenship. Token fines and back taxes are a farce! Some would charge them a $2,000 fee when their ANNUAL cost to taxpayers (per Heritage) will be $22k just in net govt. services used alone for a family headed by an uneducated, poor ILLEGAL?!?!

Why is this such a vexing problem? Because different powerful users with ulterior agendas salivate over ILLEGALS --> the PC "elite" left sees poor, malleable voters (40 acres and a mule redux) who will assure big entitlement government for the Big Brother elites to control; miscreant employers see cheap labor that the taxpayers are forced to subsidize; the scandal-plagued Catholic Church sees replacement contributors; self-serving national pols see hispanic votes in key states; the well-heeled like their cheap domestic help-- and THEIR children will not have their private schools ruined by them; finally the latino groups quite simply indubitably seek the Reconquista-- the morphing of America into Mexicomerica.

Deporting is easy
We do not have to go after the illigals. Just go after those who house and hire them. If we would do that nationally with effort, they would deport themselves. Sure there would be some clean up, but for the most part the issue would be solved overnight.

I am also for rounding up all the protesters since 90% of them are illigals and sending them on a one way trip to the southern tip of south America.

Compromise
We all know wht's being compromised...the laws which have been written for many, many years. As a matter of FACT on 24 May in the year of 1787 a quoram was present to continue writing the U.S. Constitution of the United States of America which in part reads..."I shall support and defend the Constitution of the United States of America against all enemies foreign and domestic and I will bare true faith and allegiance to the same".

Every person who joins the military, every person elected to office as a PUBLIC SERVANT, every law enforcement officer, judge and attorney, every person who seeks citizenship in the United States of America and every person born in our country...must take the oath of allegiance.

There are several public servants in Washington, D.C and in every home town in America who appear to have forgotten the oath they swore to uphold.

Our country has been invaded with as many as 12,000,000 to 20,000,000 foreigners as of today. We're being invaded by foreigners as I write and I am sure none of them will ever take the oath of allegiance. The President of the United States of America, along with several egotistical maniacs are COMPROMISING THE OATH OF ALLEGIANCE THEY SWORE TO UPHOLD.




When are we going to stop whining
and start voting these turds out of office, we cannot keep complaining and expect change to happen when only 20 percent or less of the American population actually pry themselves off American Idol and go out and vote.
If you don't vote then you have no right to whine.

Conservatives can nominate a conservative. All it takes is not acting like sheep and getting herded into nominating a northeast liberal. 49% will never vote for Hillary, only 60% voted last time. Turnout was the difference. Give Americans a chance to vote for somone who WILL secure the border and watch turnout soar. Americans want their government to fulfill its most basic responsibility.

The primary responsibility of the U.S. government is to protect the territorial integrity and people of this country. They have completely abdicated this responsibility. Both parties have been complicit in this. We are being told it is not possible to control our borders, enforce our laws, and thereby control our destiny as a nation. Hogwash. We are being sold out by corporations intent on importing workers for jobs that can't be exported with the taxpayers paying the true costs, financial and human. If we act like sheep and don't stop the inundation across our borders, we will lose our country without a bleat.

Why can't you deport X Millions?
It's funny to me that all of the arguments rely on a little piece of semantic "wisdom"... that the word "millions" sound really big. "You can't deport 12 million people." "Deporting 12 million illegal immigrants is unfeasable, impractical, and unrealistic..." etc.

Yet, here we are, seriously debating 12 million new-style visas, 12 million 1-day criminal background checks, 12 million in-depth background checks, 12 million English facility tests, 12 million z-visas being renewed every 4 years, 12 million illegal aliens being "biometrically" analyzed, databased, and monitored, 12 million people having their employment history evaluated, and assigned partial tax repayments, 12 million people qualifying for and most likely receiving social assistance (beyond the emergency health care, education, police and fire protection which they all receive now)...

the list goes on for days.

Seems to me, that 300,000 bus trips (assuming 40 persons per bus) would be cheaper and easier. The necessary increases in immigration control and local forces have been promised for years anyway, so unless our legislators and local authorities routinely lie to us, they would be no additional expense.

We have lost faith
in government and as long as we feel that way nothing will work. I am convinced that politicians only act to continue in power and not what is in our collective best interest. What can they do to convince me and others like me? Until they do, I will not support or vote for their weakness.

No, wait, I mean it this time.
At the very least, Senator Kennedy should account for 40 years of outright lies to the American public every time he has supported an immigration reformation act and then promptly not funded it, or refused to enforce its provisions by either action or inaction.

Comprehensive Bipartisan Compromise
I am bothered by the word “comprehensive”. It is used to encapsulate everything conservatives like me do not want included in any immigration bill and with one word it attempts to soften the details contained therein. It is also intended to reduce the many rejections to one argument rather than deal with twenty or thirty. There is another word, “bipartisanship” that is intended to project something good, but it is used to justify bad legislation as though any legislation is better than no legislation. It is as though these representatives feel a need to do something and stalemate is not something that they are willing to accept. I object to “bipartisanship” when used to create legislation like the “comprehensive” immigration package now being discussed because it involves another word, “compromise” that traditionally, for republicans is not compromise at all but “capitulation”. I would love John McCain or Lindsey Graham to explain how this legislation is a compromise when it still moves in a direction that I do not want to go. I want to go in the other direction.

1. I want to seal the border AND enact criminal penalties (yes, jail) for anyone who knowingly hires or helps an illegal alien remain in this country or secure anything but emergency services.

2. I want to expunge the academic records of anyone found to be matriculating in this country illegally.

3. I want to deport anyone found to be in this country illegally. It may make no more than a small dent in the problem but isn’t this the law? Just because there are many murders in this country does not mean we stop arresting and dealing with murderers. Why should this be any different?

4. I want to forbid the transfer of federal funds to any state or local government that offers itself as a sanctuary to hide from any federal law.

5. I want to remove the recognition from any church that provides sanctuary to an illegal alien, force the payment of back property taxes since the church’s inception and place the head of that church in jail.

6. I want to forbid any and all taxpayer services from illegal aliens with the single exception of emergency services.

7. I want to require emergency service providers to immediately be required to report the illegal alien to immigration services and I want that person deported.

8. If the deportation of an illegal alien would result in an unsupervised minor or the lack of a bread-winner to a family here with the alien, I want that family to go home with that illegal alien. We can always let the citizen back into this country when he/she achieves majority.

9. I want to freeze the bank accounts of anyone found to be here illegally and I want those funds confiscated and used to offset the costs we incur annually because of the invasion of illegal aliens into this country.

10. Most importantly I want this influx of illegal aliens to be treated as an invasion. I want the military placed on the border and I want all physical and technical barriers to be used to stop them from crossing our border. If they are able to sneak across, I would personally not object to mine fields being laid as a further obstacle. I want our military to treat illegal aliens the same way I would treat an illegal burglar who attempted to enter my house. I want them to shoot at them.

Now, that is my best scenario. If the republicans and the democrats wish to “compromise” by giving me only half of what I want without my having to give up anything, then I am willing to accept that “compromise” as long as it includes sealing our borders. It can be bipartisan. It can still be called comprehensive. But as my note witnesses, my definitions of these words are totally different than what is on the floor of the Senate.

A friend asked me what I worried about - and my partial answer was as follows: I try not to get all bent out of shape over those things that I have absolutely no control whatsoever. e.g. what to do about Iraq, or what to do about all of the illegals [and not just the Mexicans], but I do worry about, and am appalled by our Congress. I worry that they will not tell the truth, that they will misspend my tax dollars, that they will spin the most obvious falsehood into some Fairy Godmother Tale, that it is almost impossible to determine what really is going on in America, and that congress appears to be open to being bought and sold to the highest bidding lobbyist.

However, I still try to make my life a positive addition to America - I treasure the time I spent in the U.S. Army, I obey most laws, pay most taxes, I always vote, and I honor and respect those who deserve it.

Head 'em up, move 'em out!
First of all, just because you can't capture every lawbreaker doesn't mean you simply give them all amnesty. How about murderers and robbers? We don't get all of them, either.

As to rounding up the ones we can: Every time they show up at the emergency room, put 'em on a bus back south. Kids in school? Bus 'em south. They're grouping together for another of their street demonstrations? ICE rounds 'em up and puts 'em on the bus south. Raids like the one in Arkansas. No more "catch and release". Enforce the 1986 law and give their employers jail time. Stopped for a traffic violation, jail and deport 'em. This is the only law on the books that isn't enforced when you're stopped for a ticket; see what happens if you have an outstanding warrant. Check the status of all the day workers hanging around the hardware store.

Pretty soon, you'll have rounded up a LOT of them, and made the environment so hostile they'll start self-deporting.

Sounds pretty effective to me.

Why a "comprehensive" bill?
The proponents of this monstrosity argue that none of the amnesty aspects would take effect until enforcement measures were met. If that is truly so, why not pass the enforcement measures now, implement them, and let the American people see that they are working before you make the pitch for amnesty? They're trying to sell us a pig in a poke and betting we're too stupid to open the sack.

Unbelievable. From the man who compared building a fence on the border to erecting the Berlin Wall, comes this missive on the benefits of border enforcement.

He denounced any calls for deportation as coming from heartless redneck nativists. Now, he provides plenty of statistics recognized long ago by those he denounced as uneducated hicks. He now actually advocates enforcement. Does this signify a tranforming of his views?

Once again, George is too late to grasp what is really happening in the rest of America, far from his gated community. Things must be pretty good in his neck of the woods, with Rosa doing his laundry, Jose cutting his grass, and Juanita preparing his beef tenderloin.

To ordinary working Americans, this article is just one more example of the hypocrisy of beltway politics in general, and some so-called 'conservative' pundits in particular.

It's the border stupid!!

2) Stop all social services now.
No welfare, no schooling, no medical care

Enforce laws!
While I CANNOT speak for anyone else, as a LEGAL immigrant, I RESENT the notion that people like me who oppose amnesty are anti-immigrant. I am simply anti-ILLEGAL immigration. If we are NOT going to enforce our immigration laws, then let's make it fair: let's remove the laws from the books and inform the world that EVERYONE is welcomed -- NOT just those from countries that border the USA, which geographical location make it EASIER for them to swim or trek to here!

You cannot enact meaningful immigration policy if you are unable to control immigration.

It's a Fraud!!
The entire immigration bill is a fraud. Busch and the other Rep. supporters for the bill want the North American Union and plenty of labor at cheap wages. The Dem.'s just want more poor, dumb voters to keep them in office. Anyone voting for the bill is being pushed by one agenda or the other. The looser here is McCain. This guarantees he will not get the Republican nomination.
